Choose a VEX management tool by checking whether it maps vulnerability decisions to exact products and releases, preserves the reasoning and history behind each decision, exchanges the formats your suppliers use, and fits your existing SBOM and response workflow. Treat VEX as product-specific decision context—not as proof that a product inventory or supplier coverage is complete.
What a VEX management tool should do
Vulnerability Exploitability eXchange (VEX) communicates an authorized party’s assessment of whether a known vulnerability affects a particular product. An SBOM identifies software components; VEX adds impact context for those components in a product. Common dispositions are not affected, affected, fixed, and under investigation. That context can help teams prioritize findings, but it does not replace validating product identity or checking which suppliers publish statements.
The National Telecommunications and Information Administration (NTIA) summarizes the concept as “A VEX is an assertion about the status of a vulnerability in specific products” in its Vulnerability-Exploitability eXchange (VEX) – An Overview.
OpenVEX describes a statement as a relationship among a product, a vulnerability, and a status. A useful record keeps those elements connected, along with explanatory context and timing. OpenVEX allows statements to be timestamped; later statements can supersede or enrich earlier ones, and documents can be versioned. See the OpenVEX Specification v0.2.0.

Evaluate the data before the dashboard
Product identity and scope
Check whether the tool can represent the exact products, releases, and component combinations your organization tracks. It should not silently turn a statement about one release into an assertion about an entire product line. CISA warns in its SBOM Resources Library and VEX Use Case Document that automated systems may struggle to infer which products belong to a product line. Product membership should be encoded in a machine-processable way and available to the system rather than left to guesswork.
Vulnerability, disposition, and rationale
For each record, confirm that the product and vulnerability identifiers remain linked to the impact status and the explanation behind it. Reviewers need to distinguish a considered “not affected” decision from missing data or an unresolved investigation. Verify that a tool preserves notes and can show the context needed to review a disposition before it suppresses or reprioritizes a finding.

The OASIS Common Security Advisory Framework (CSAF) Version 2.0 VEX profile specifies a product tree, vulnerabilities, at least one status, an identifier, and notes. Use the requirements of the format you intend to exchange as a concrete check on what the tool captures.
Dates and change history
Ask how the system records when a statement was made, what changed, and whether a newer statement supersedes an older one. A disposition without its timing and history can be hard to audit or interpret when a product release or vulnerability assessment changes.

Test format exchange end to end
“VEX support” is too vague to qualify a tool. Ask whether it can ingest, validate, create, and publish the formats required by your suppliers and consumers, and test whether status, product scope, notes, identifiers, and timestamps survive the trip.

These are distinct exchange choices, not interchangeable labels. A format specification also does not establish that a particular management platform implements the full workflow you need.

Check how VEX fits your response workflow
Map the actual path your team follows, from supplier material and SBOMs through triage, analyst review, remediation decisions, and publication of updated dispositions. Evaluate whether the tool makes handoffs and review visible, and whether it can return updated decisions to the people or systems that rely on them.
The OpenSSF OpenVEX project identifies vexctl as a command-line tool for creating, merging, and attesting VEX documents. It is one implementation example, not evidence that a CLI alone—or any one tool—covers every organization’s requirements. Teams considering it should test current maturity and interoperability in their own proof of concept.

Verify supplier coverage and access
Check coverage against the products and vulnerabilities that matter to your inventory, as well as publication format and update frequency. Coverage differs by supplier and may change over time. For example, Microsoft announced on September 8, 2026 that it would publish VEX statements for all Microsoft-assigned CVEs in its post, Toward greater transparency: Expanding machine-readable Vulnerability Exploitability eXchange (VEX). That announcement describes Microsoft’s coverage, not a guarantee about other suppliers.
Decide whether you need an internal portfolio system, supplier-hosted repositories, command-line or pipeline tooling, or a combination. Cisco’s Cisco Vulnerability Repository FAQ describes queries by product, platform, and release, downloadable CSAF VEX documents, and a requirement for a Cisco.com account to request or view information. A supplier repository can answer product-specific questions, but it does not by itself establish a cross-vendor management workflow.

Run a practical tool evaluation
- Select representative cases. Include products and releases from your inventory, supplier VEX documents in the formats you encounter, and findings that exercise different dispositions.
- Import and inspect. Confirm the tool identifies the intended product and vulnerability, and retains status, rationale, dates, and document history.
- Test ambiguity and change. Check what happens when product scope is unclear or a later statement updates an earlier one. The system should not infer product membership that the data does not encode.
- Round-trip the formats. Export or publish records, then verify that another tool or consumer can read the material without losing important fields.
- Trace the operational path. Follow a finding from supplier input through analyst review and remediation decisions to the downstream distribution of an updated disposition.
- Check real supplier coverage and access. Validate publication cadence, format, and access requirements for the suppliers relevant to your organization.
What the available approaches establish
- Open standards and implementation tooling: OpenVEX and
vexctlare relevant when teams need to create, merge, attest, or consume VEX documents. Their presence does not establish that a specific implementation meets every interoperability or workflow requirement. - CSAF exchange: CSAF 2.0 defines a formal VEX profile and document requirements; it is a format and exchange framework, not proof of a complete management product.
- Supplier repositories: Cisco CVR illustrates a supplier-specific source for Cisco product dispositions. It does not demonstrate a cross-vendor portfolio capability.
- Commercial portfolio platforms: The available evidence does not support a product-by-product comparison of paid platforms, deployment options, integrations, or pricing. Evaluate candidates using the criteria and proof-of-concept checks above rather than treating a ranked recommendation as established.
