Choose a UPI payment gateway by comparing the full merchant cost, integration fit, settlement and reconciliation, onboarding eligibility, and the quality of refund and dispute support—not by a headline UPI rate alone. Start with your business’s actual payment mix and operational needs, then get each provider’s fees, settlement schedule, and responsibilities in writing.
What a payment gateway does—and what to verify
A gateway or payment aggregator can be one part of a wider online payment chain. The Reserve Bank of India describes providers as supporting transaction routing and potentially services such as settlement, reconciliation, reporting, and transaction support. The exact services and responsibilities depend on the provider and merchant agreement, so verify what is included rather than assuming every gateway handles the full process. RBI report

Start with the cost that applies to your business
Ask each provider for a current written schedule covering every payment mode and transaction class you expect to use. Include contracted provider charges, taxes, any platform or settlement fees, minimums, refund or chargeback costs, and the eligibility and expiry date of any offer. The Ministry of Finance’s September 15, 2026 release describes a threshold- and category-based MDR framework, but it does not establish a particular gateway’s complete contractual charges or settlement terms. Confirm how the framework applies to your merchant category and whether the provider has other fees.
Model the total against your own transaction values and expected share of UPI, cards, and other methods. Do not treat “zero MDR” as proof that every part of a provider’s service is free, or infer one gateway’s price from another’s. Current comparable provider tariffs are not established here, so request and compare current official merchant terms.

What the September 2026 government statement says
The Ministry of Finance said P2P UPI remains free, P2M transactions up to ₹2,000 remain zero-MDR, and qualifying small merchants receiving up to ₹1 lakh per month through UPI QR under P2PM remain zero-MDR. It also describes specified MDR treatment for certain higher-value P2M transactions. These are framework statements, not a substitute for confirming your eligibility and the operational treatment with your acquirer. The Ministry estimated that about 96% of P2M transactions would remain unaffected; that is a government estimate, not an independently measured gateway comparison. Ministry of Finance release, September 15, 2026
MDR is a merchant discount rate, not a government tax or a fee necessarily collected by the government or NPCI. The Ministry’s public explanation distinguishes MDR from a government charge; ask the provider to itemize what it bills your business and why.
Check integration and checkout fit
Confirm support for the way customers will pay: your ecommerce platform, website, app, API, or payment links. Check the precise integration requirements, including account setup, technical dependencies, and what happens when a customer leaves your site for a hosted checkout. Test the intended customer journey in your own staging environment before launch. Compare features and documentation against your actual workflow rather than relying on a general claim of easy integration.
Make settlement and reconciliation predictable
Ask for the standard settlement schedule and the conditions or costs for any accelerated settlement. Find out what reports and exports are available, whether transaction references map cleanly to order IDs, and how you will match customer payments to bank deposits. RBI’s report identifies settlement generation, management information, and matching transactions to fund flows among functions providers may perform; establish which of these your agreement actually includes. RBI report
Assess refunds, failed payments, disputes, and support
Before choosing, document who initiates and processes refunds, how failed transactions are handled, how disputes are raised and tracked, and what response or escalation route is available. Ask about support access and status reporting during an incident. RBI’s report says agreements should delineate responsibilities for complaints, refunds, failed transactions, disputes, and reconciliation. Make sure the contract and operating process leave no ambiguity about which party owns each step. RBI report

Check the provider’s accepted business types, required KYC documents, website requirements, restricted or prohibited categories, and expected approval timeline directly with the provider. RBI’s report describes due diligence and website review as part of merchant onboarding; prepare clear terms for returns and refunds, complaint handling, privacy, and pricing disclosures, and understand the security responsibilities in the agreement. RBI report
Treat additional payment needs as separate requirements
Needs such as recurring UPI mandates, split settlements, marketplace flows, multiple currencies, international cards, or in-person QR and POS acceptance can change which providers are suitable. Verify each capability in current official product documentation and merchant terms rather than assuming it is part of a standard online UPI setup.

Cross-border collection or settlement
If you need to collect or settle payments across borders, check the provider’s authorization, supported countries and currencies, settlement arrangements, and foreign-exchange handling. RBI has a specific Payment Aggregator–Cross Border framework, so treat this as a distinct regulatory and provider-capability question. RBI PA-CB circular
Use transaction growth as context, not as a gateway ranking
The Ministry of Finance reported 2,366 crore UPI transactions worth ₹29.9 lakh crore in July 2026 in an August 8, 2026 release. Those system-wide figures show scale, but they do not establish which gateway has the best fees, success rate, or service for an individual merchant. Ministry of Finance release, August 8, 2026
Quick Recap
A practical comparison checklist
- Request current written charges by payment method and transaction class, including taxes, refunds, disputes, settlement services, minimums, and offer conditions.
- Match integrations to your website, app, platform, API, or payment-link workflow; test the customer journey in staging.
- Record standard settlement timing, any accelerated-settlement conditions, available reports, and how transactions reconcile to orders and deposits.
- Confirm responsibility and process for refunds, failed payments, complaints, disputes, and support escalation.
- Verify onboarding eligibility, KYC and website requirements, restricted categories, and approval expectations.
- List any non-standard needs—such as recurring mandates, split settlements, international transactions, or in-person acceptance—and confirm them explicitly.
