How to Choose a UPI Payment Gateway for a Small Business in India

Choose a UPI payment gateway by comparing the written all-in cost for your payment mix, settlement terms, checkout options, eligibility and day-to-day support—not by looking at a “zero MDR” claim alone. Zero MDR is not necessarily zero gateway cost: a provider may charge a separate platform or technology fee. There is no universal best provider; the right fit depends on how customers pay and when your business needs access to funds.

What a UPI payment gateway does

UPI is an instant payment system developed by NPCI. For merchant payments, a gateway connects the customer’s payment flow with the merchant and payment infrastructure. The acquiring bank should assign a merchant category code (MCC) that matches the merchant’s business category; confirm that classification with your bank and provider. NPCI’s UPI FAQ explains UPI and merchant-related questions.

For online payments, the gateway is part of a wider chain of providers and financial institutions. The RBI’s 2019 discussion paper on payment gateways and aggregators is useful background on disclosures, complaints, disputes, settlement, security and risk management, but it is a discussion paper—not a statement of current binding rules. Read the RBI discussion paper.

Compare gateways on the terms that affect your business

1. Get the all-in price for your payment mix

Ask each provider for a written quote based on your expected monthly volume, average transaction size, business category and payment methods. Separate the costs rather than treating “UPI charges” as one line item:

#1 Best Overall
Square Terminal - Credit Card Machine to Accept All Payments | Mobile POS
  • With Square Terminal, you can ring up sales, accept payments, and print receipts, all with one device. Use it at the counter or ring up customers anywhere in your store.
  • Accept all major credit and debit cards and pay one low rate with no hidden fees and no long-term contracts.
  • Process chip cards in just two seconds.
  • Get your money as soon as the next business day.
  • Use it cordlessly with the built-in battery, designed to last all day.
  • Any fee per successful payment and whether it varies by payment method or business profile.
  • Any UPI platform or technology fee, even where MDR is zero.
  • Applicable GST and whether quoted rates include it.
  • Fees for faster settlement, refunds or other services.
  • Any volume thresholds, caps, promotional periods or eligibility requirements.

Provider pages describe different pricing approaches, not a standardized comparison. Cashfree says its platform fee is mutually agreed and transaction fees are deducted from successful transactions before settlement. PayU says domestic prices vary by payment mode and business profile, with UPI pricing dependent on business type and volume. Razorpay distinguishes zero MDR on standard bank-to-bank UPI from a platform or technology fee. Check the actual terms for your account directly: Cashfree pricing, PayU pricing and Razorpay pricing.

Promotional pricing can obscure the recurring cost. Cashfree’s pricing page displayed a limited-time promotion when reviewed; before relying on any offer, confirm its eligibility, cap, dates and terms in writing.

2. Confirm how MDR applies to your business

MDR treatment depends on transaction and merchant categories; it is not the same as a gateway’s separate platform or technology fee. A Ministry of Finance release dated 15 September 2026 says P2P UPI remains free, merchant payments up to ₹2,000 remain free of MDR, and qualifying small merchants receiving up to ₹1 lakh monthly through QR under the P2PM category continue to have zero MDR on all transactions. It describes MDR on specified other merchant payments above ₹2,000, subject to sector-specific terms, and says approximately 96% of P2M transactions remain unaffected. These are framework details, not an all-in price quote. Ask the gateway and acquiring bank how your business category and transactions will be treated. 3. Check when settled funds become usable

Compare the standard settlement schedule with the actual time funds become available in your bank account. Cashfree’s UPI page states a default T+2 settlement; it says instant settlement can be available within 15 minutes for eligible businesses, subject to bank approval and business or risk factors. PayU says standard settlement is T+2 and same-day or priority settlement may be available depending on business category, potentially with a fee. These are provider statements, not guarantees for every merchant. See Cashfree’s UPI page and PayU’s pricing page.

Square Reader for magstripe (USB-C)
  • Get your money as soon as the next business day.

  • Run your business all in one place with the free Square Point of Sale app. Track your sales, manage inventory, accept tips, send receipts digitally, and more.
  • Works with Apple devices with a Lightning connector.

Ask for the contractual meaning of “T+2” and “instant” for your account, including cut-off times, weekends and bank holidays. Also ask whether reserves, risk reviews, refunds or account holds can delay access to funds, and what fees apply to faster settlement.

4. Match checkout to how customers pay

List the routes your customers actually use before comparing integrations. Depending on your business, you may need hosted web checkout, an app SDK, a platform plugin, payment links, invoices, UPI intent, QR payments or recurring payments. Confirm that the option works with your website or app, is available for your merchant category and does not require separate activation.

5. Evaluate reconciliation, refunds and support

Payment processing is also an operations decision. Check whether the provider’s reporting lets you match payments, fees, refunds and settlements to your orders and bank statements. Before committing, establish how your team will handle:

The RBI’s 2019 discussion paper identifies pricing and policy disclosures, grievance redress, dispute roles and timelines, and security controls as relevant areas. It includes proposed wording that payment gateways and aggregators “shall disclose comprehensive information regarding merchant policies, pricing, customer grievances, privacy policy and other terms and conditions on the website and / or their mobile application.” That sentence belongs to the paper’s proposed framework; it should not be read by itself as the current rule. Ask providers for their current merchant documents and the support commitments that apply to your account. RBI discussion paper.

What the provider pages establish—and what they do not

Provider Published information What to verify for your account
Cashfree Its pricing page says setup fee is zero, successful-transaction charges are deducted before settlement, UPI charges follow applicable law and the platform fee is mutually agreed. Its UPI page states default T+2 settlement and says faster access may be available subject to approval and risk parameters. Written recurring price, applicable taxes, promotional eligibility and dates, settlement eligibility, and which checkout options are activated.
PayU Its pricing page says there are no setup, onboarding or annual fees; standard settlement is T+2; accelerated settlement may carry a profile-based fee; and UPI prices vary by merchant category and volume. Rates for your business profile and payment mix, any acceleration fee, and the settlement schedule and cut-offs that apply to your account.
Razorpay Its pricing page says zero MDR applies to standard bank-to-bank UPI and that a platform or technology fee applies. Exact account quote, tax treatment and the terms that define the applicable fee.

These are statements on provider pages, not independent measurements or directly comparable offers. None establishes your KYC eligibility, negotiated price, support experience, or a guaranteed payment success rate or uptime. The reviewed sources do not provide independent success-rate or uptime measurements for a particular small business. If reliability is central to your choice, ask providers how they define and report those measures, then consider a limited pilot using your own checkout flow.

A practical selection checklist

  1. Describe your use case. Note your business category, sales channels, expected monthly volume, typical transaction size and the payment methods customers need.
  2. Confirm onboarding. Ask which KYC documents and activation steps apply, whether your category is eligible, and whether the acquiring bank’s MCC classification is correct.
  3. Request a written quote. Get fees for your expected payment mix, any separate UPI platform or technology charge, GST, settlement acceleration and offer conditions.
  4. Map checkout requirements. Confirm the needed web, app, plugin, link, invoice, intent or QR integration works with your platform and account.
  5. Get settlement terms in writing. Confirm the schedule, cut-offs, holiday treatment, faster-settlement eligibility, fees and circumstances that can delay funds.
  6. Test the operating workflow. Verify payment-status updates, reconciliation exports, refunds, failed-payment handling and support escalation before routing all payments through the gateway.

Choose the provider whose written terms best fit your cash-flow needs and checkout, with fees and operations that remain workable at your expected volume. If two offers look similar, compare their actual account-specific terms and test the integration rather than choosing from a headline rate alone.
