Choose a steam turbine around the plant’s steam duty and useful heat demand—not its maximum advertised megawatt rating. Start by documenting inlet pressure, temperature and flow; every required process-steam header; the plant’s electrical or shaft-power objective; and how those values change during startup, turndown, seasonal operation and process interruptions. Then select the exhaust arrangement—back-pressure, extraction, extraction-condensing or straight condensing—that can satisfy the plant’s heat sink. Finally, obtain project-specific offers with identical assumptions, operating points, auxiliaries and guarantees.
The turbine is one part of a steam and power system. A unit that produces more electricity at a design point can be the wrong choice if it cannot deliver the process steam your facility needs, requires an unsuitable condenser, or performs poorly during normal turndown.

What a steam turbine must do in an industrial plant
A steam turbine converts the energy available between an inlet steam condition and one or more exhaust or extraction conditions into shaft power. The shaft can drive an electrical generator or directly drive equipment such as a pump or compressor. In a combined heat and power (CHP) installation, the exhaust or extracted steam is also a product: it may heat a process, supply an evaporator, feed a dryer or serve another plant header.

A power-only condensing station seeks the greatest practical electrical output from the available steam and cooling system. A CHP station must preserve useful steam at the pressure and temperature the process can use. The best turbine is therefore the one that meets the plant’s real steam and power profile over its operating range.

The U.S. Department of Energy (DOE) summarizes the design objective this way: “In selecting a steam turbine design, it is important to match CHP pressure and temperature requirements and to maximize electrical efficiency while providing the desired thermal output.” Treat pressure, temperature, useful heat and electricity as a single design problem.
Step 1: Define the plant duty before looking at models
Prepare an operating profile, not a single nameplate point. Give every bidder the same data so proposals can be compared on an equal basis.
Record turbine-inlet conditions
- Steam mass flow at normal operation, design maximum, minimum stable load and foreseeable future loads.
- Inlet pressure and temperature, including the permitted variation and whether the steam is expected to be superheated or near saturation.
- Steam quality, moisture limits and the pressure losses between the boiler or steam source and the turbine stop valve.
- Available steam during startup, shutdown, boiler trips and process interruptions.
If flow is measured in more than one location, reconcile the readings and state the measurement basis. A turbine sized on a short-lived peak can be uneconomic or unstable at the load where the plant spends most of its time.
Map every process-steam requirement
List each downstream header separately. For every header, specify required pressure, temperature or quality, minimum and maximum flow, allowable fluctuation and the hours per year it is needed. Include users that can accept pressure-reducing bypass steam as well as users that require turbine extraction at a controlled pressure.
Identify whether process demand is continuous, batch-based, seasonal or linked to production rate. A process that stops frequently can leave a turbine with excess steam that must be bypassed, vented or condensed. That operating mode belongs in the design basis.
State the power objective
- Electricity generated for on-site loads.
- Maximum export to the utility, if export is permitted.
- Required islanding, black-start or emergency-generation functions, if any.
- Required shaft speed, torque and coupling arrangement for a direct mechanical drive.
- Generator voltage, frequency, protection and synchronization requirements.
A generator-driven package and a direct-drive package have different speed, gearbox, controls and maintenance implications. Do not ask an OEM to size the turbine until it knows whether the shaft will feed an alternator or rotating process machinery.
Describe the operating envelope
Provide a load-duration profile or representative operating cases for normal production, reduced production, startup, shutdown, seasonal conditions and process trips. Mark which cases are continuous and which are occasional. The supplier should calculate performance at those specified points rather than at an isolated headline rating.

Step 2: Select the exhaust arrangement around the heat sink
The exhaust arrangement determines where the steam goes after expansion and therefore what combination of heat and power the plant can obtain.
Back-pressure (noncondensing) turbine
A back-pressure turbine exhausts into a downstream steam system at a pressure established by the process or heating requirement. Because the exhaust remains useful steam, this is the natural arrangement to evaluate when the facility can continuously consume the turbine’s exhaust.
Its electrical output is tied to the amount of steam the process needs and the pressure drop available between inlet and exhaust. If process demand falls, the turbine may need a bypass, a reduced operating point or another heat sink. A back-pressure unit should not be selected solely for its potential power at maximum flow if the plant cannot use the corresponding exhaust steam.

Extraction, noncondensing turbine
An extraction turbine withdraws steam at an intermediate pressure while the remaining flow continues to a lower-pressure exhaust header. This arrangement suits plants with more than one useful steam condition. The extraction pressure, control range and permitted extraction flow must be matched to the process headers.

Ask the supplier to show performance when extraction demand is at its minimum and maximum, not only at the nominal point. Extraction control can change the available enthalpy drop and the electrical output, so the power guarantee must identify the extraction condition at which it applies.
Extraction-condensing turbine
An extraction-condensing turbine supplies part of the flow to a process header and sends the remainder to a condenser. It supports a mixed heat-and-power duty: the plant can meet a process-steam requirement while retaining a path to additional electrical production when steam supply exceeds process demand.
This flexibility requires a condenser, cooling system, condensate handling and controls for the complete operating range. Evaluate the unit during high process demand, low process demand and transitions between them. The condenser does not eliminate the need to meet the process header’s pressure and temperature requirements.
Straight condensing turbine
A straight condensing turbine exhausts all flow to a condenser. It is primarily a power-oriented arrangement and generally does not provide useful process steam from the turbine exhaust. It can be appropriate when the plant has no steam user at the exhaust pressure and has a suitable cooling system.
Do not compare its electrical efficiency directly with a CHP turbine without accounting for the useful heat delivered by the CHP arrangement. The two systems have different energy services and different balance-of-plant requirements.
| Configuration | Steam delivered to process | Heat sink | Typical selection question |
|---|---|---|---|
| Back-pressure | Exhaust steam at the downstream header pressure | Process or heating system | Can the plant continuously use the exhaust at the required pressure? |
| Extraction, noncondensing | Intermediate extraction plus lower-pressure exhaust | One or more process headers | Are two useful steam pressure levels required? |
| Extraction-condensing | Controlled extraction; remaining flow to condenser | Process users plus cooling system | Must power and process-steam production vary independently? |
| Straight condensing | No useful process steam from turbine exhaust | Condenser and cooling system | Is electrical generation the primary service, with no exhaust-steam demand? |
Step 3: Test the heat–power balance
For each feasible configuration, create the same operating-case matrix. At minimum, compare:
- Useful process-steam flow, pressure and temperature at each header.
- Electrical output at identical inlet conditions and process demands.
- Output during minimum stable flow, normal production, peak flow and process interruptions.
- Response to changes in steam demand and electrical demand.
- Condenser, cooling-water or air-cooling requirements, where applicable.
- Generator or direct-drive speed, torque, coupling and control requirements.
- Installed cost, operating cost, maintenance scope and expected outage implications.
The available technical guidance establishes these configuration tradeoffs but does not provide a universal lifecycle-cost model. Require each bidder to state the boundary of its price, the assumptions behind performance, the auxiliary loads included and the maintenance intervals used in any economic case.
Do not optimize electricity in isolation
In a CHP plant, useful steam can displace boiler fuel, reduce a separate heating system’s load and support production. A turbine that delivers less electricity but supplies the correct process steam may create more total value than a condensing unit with a larger generator output. Conversely, if process demand is intermittent, a condensing path may prevent the plant from losing generation whenever the process is offline.
Use a common basis for efficiency claims
Ask every supplier to define whether its quoted efficiency is turbine internal efficiency, generator efficiency, net plant electrical efficiency or a combined heat-and-power metric. Confirm inlet and exhaust conditions, extraction flows, condenser pressure, ambient conditions and auxiliary consumption. Without a common basis, apparently precise percentages are not comparable.

Step 4: Check speed, drive and electrical integration
Generator drive
A generator-driven turbine must be compatible with the plant’s electrical frequency, voltage, synchronization method and protection scheme. Confirm the generator rating at each requested operating point, not merely the turbine’s shaft capability. Include excitation, switchgear, transformers, synchronization, control-system interfaces and the plant’s short-circuit and islanding requirements in the scope.
Mechanical drive
For a pump, compressor or other machine, the critical variables are shaft speed, torque, startup behavior, overspeed protection, coupling and the driven machine’s load curve. A turbine optimized for an electrical generator may not be suitable for a direct mechanical drive. Require a complete train analysis, including torsional behavior and the consequences of steam-pressure changes.
Variable operating speed and gearboxes
Some industrial packages use a gearbox or other speed-matching equipment. Ask for guaranteed losses, lubrication requirements, noise and vibration limits, inspection intervals and the operating restrictions imposed by the gearbox. The package supplier should identify which component governs the minimum load and trip limits.

Step 5: Screen OEM product families without treating brochures as guarantees
Manufacturer product families differ in inlet-steam limits, exhaust pressure, extraction arrangements, speed, output range and intended applications. Siemens Energy’s industrial steam-turbine information, for example, describes packages for CHP, process industries, waste-to-energy and both generator and mechanical drives. GE Vernova also publishes steam-turbine configurations for utility and industrial applications.
These pages are useful for creating a shortlist, but they are manufacturer-published specifications and application descriptions. A portfolio maximum is not a guarantee that a particular plant can operate at that point. Product specifications and availability can change, and the OEM must assess the actual steam conditions, extraction requirements, condenser conditions and duty.
For each shortlisted family, request a written confirmation of:
- Permitted inlet pressure, temperature, flow and steam quality.
- Back-pressure and condensing limits.
- Extraction pressure, flow range and control method.
- Minimum stable load, startup constraints and turndown behavior.
- Rated and guaranteed speed, output and efficiency at defined cases.
- Generator or mechanical-drive compatibility.
- Required valves, lubrication, gland sealing, drains, controls and protection.
- Maintenance access, inspection intervals, recommended spares and outage duration assumptions.
Step 6: Specify the condenser and cooling system correctly
A condensing or extraction-condensing turbine is only as useful as its heat-rejection system. Define the design cooling medium, inlet temperature range, flow availability, fouling assumptions, backpressure range and seasonal extremes. Ask the supplier to show how condenser pressure changes electrical output and operating limits.
For water-cooled systems, confirm water chemistry, treatment, discharge limits and the effect of cooling-water temperature. For air-cooled systems, evaluate ambient-temperature effects, fan power, noise and space. Include condensate return, hotwell volume, pumps, air removal, vacuum equipment and protection against loss of condenser vacuum.
If the plant cannot guarantee the required cooling conditions, a condensing turbine may not deliver its proposed output. A back-pressure or process-steam arrangement may be more appropriate, but only if the facility can absorb the exhaust steam.
Step 7: Build the procurement package
Issue the same technical schedule to every bidder. The package should include:

- Steam balance: source conditions, flow ranges, header pressures, temperatures, quality and allowable transients.
- Operating cases: startup, normal production, minimum load, maximum load, seasonal conditions and process-trip scenarios.
- Heat-sink description: process users, condenser and cooling-system data, or both.
- Power requirement: generator export or self-generation target, electrical interface, or driven-machine speed and torque.
- Site data: ambient conditions, elevation, utilities, layout constraints, noise limits and hazardous-area requirements where applicable.
- Scope boundary: turbine, valves, gearbox, generator, condenser, controls, transformers, civil works, installation, commissioning and operator training.
- Guarantees: define the exact test conditions, measurement points, tolerances and treatment of auxiliary consumption.
- Commercial assumptions: currency, taxes, delivery basis, warranty, spare parts, maintenance and escalation assumptions.
Require a deviation list. A proposal that silently assumes a different steam flow, condenser pressure or process-header demand cannot be compared fairly with another offer.

Maintenance and availability
Ask what inspections require a planned outage, which parts are wear items and what specialist services are needed. Request an availability calculation that identifies assumptions rather than presenting an unsupported percentage. Consider the consequence of a turbine outage on process production, backup boilers, pressure-reducing stations and purchased electricity.
Controls and bypass operation
Review how the plant maintains process-header pressure when the turbine is starting, tripped or operating below its stable range. A bypass station can preserve production, but it consumes the pressure drop without generating shaft power. Define control interaction among turbine valves, extraction controls, bypass valves, boiler controls and condenser protection.
Protection and safety
The final design must comply with the codes, pressure-equipment rules, electrical standards and site safety requirements applicable in the installation’s jurisdiction. Specify overspeed protection, vibration monitoring, bearing protection, emergency trip logic, steam isolation, drains and interlocks. The turbine supplier and the plant’s responsible engineer should define the applicable requirements; they cannot be inferred from a generic product page.
Future changes
Check whether production expansion, fuel switching, boiler replacement, new process headers or electricity-export changes are likely. A turbine with controlled extraction or a condensing section may preserve options that a tightly matched back-pressure unit cannot. Conversely, added flexibility brings more equipment, controls and maintenance, so include only flexibility the operating plan can justify.

Common selection mistakes and how to correct them
Choosing the largest megawatt rating
Problem: The rating applies only to a particular flow, inlet condition, extraction setting or condenser pressure.
Correction: Compare net output and useful steam at the plant’s complete operating profile.
Ignoring process demand variability
Problem: A back-pressure turbine is sized for a peak process load but spends much of the year at low demand.
Correction: Require turndown cases, bypass operation and a load-duration profile.

What to send an OEM or engineering firm
Prepare a concise data room containing the steam balance, process-header list, operating cases, electrical single-line information or driven-machine data, site and cooling conditions, layout constraints, control philosophy and required guarantees. Include historical operating data where available, but identify gaps and measurement uncertainty.
Ask for a process flow diagram, heat-and-power balance, equipment data sheets, guaranteed operating points, auxiliary-load list, control narrative, protection philosophy, maintenance plan, commissioning requirements and a clear battery limit. Request that each assumption be marked as owner-furnished, supplier-assumed or requiring confirmation.
Independent steam-system or CHP engineering support can help reconcile the steam balance and compare proposals, but the final selection should remain tied to the plant’s verified duty and the contractual guarantees.
