Cisco presents it as the current unified platform for managing licenses from order through activation, utilization, reallocation and support. Cisco Smart Software Manager (CSSM) is identified in Cisco’s material as a legacy tool, so a new design should not assume CSSM is the long-term system of record.
A broader IT asset management (ITAM) platform can still be useful for cross-vendor inventory, normalization, service workflows and reporting. It should be treated as an adjacent governance layer unless the supplier demonstrates, with your own devices and releases, the exact Cisco entitlement, registration and consumption workflows you need.

Start by separating Cisco licensing from general IT asset management
The most important buying decision is not the dashboard. It is deciding which system is authoritative for each licensing action.
- Cisco License Central: Cisco’s current platform for the Cisco licensing lifecycle. Cisco describes coverage from the initial order to activation, utilization, reallocation and support.
- Cisco Smart Software Manager (CSSM): Cisco describes CSSM as a legacy license-management tool. It has been used for Smart and Virtual Accounts, product-instance registration and usage reporting, but Cisco does not publish one universal migration deadline or a complete feature-parity matrix for every customer and product.
- General ITAM: A cross-vendor system can consolidate device records, contracts, service requests and reports. That does not, by itself, make it a replacement for Cisco’s entitlement portal or prove that it can synchronize Smart Licensing consumption.
Use Cisco License Central as the licensing system of record unless Cisco confirms a different product-specific path for your estate. Add ITAM when the business requirement extends beyond Cisco licensing into enterprise asset governance.

Inventory the license estate before comparing platforms
Prepare an inventory that identifies what must be managed. A platform that handles one Cisco licensing model may not handle another, and the same network can contain several models at once.
Smart Licensing and Smart Licensing Using Policy
Record devices using Smart Licensing and those using Smart Licensing Using Policy separately. Smart Licensing Using Policy has documented APIs and device-side usage reporting, but communication and reporting behavior depends on the Cisco product and software release. Capture the exact release for every representative device before selecting an integration.
Traditional PAK-based licenses
List licenses associated with product authorization keys (PAKs), including the product instance, serial information and current assignment. Cisco’s tool catalog describes separate workflows for some traditional licenses, so do not assume that a Smart Licensing workflow covers them.

Document the Customer Smart Account that holds licenses and related entitlement information, then map each Virtual Account. Cisco says Virtual Accounts can represent a department, network, location or another customer-defined grouping. Your map should show which account contains each product instance and which team administers it.
Enterprise Agreements and subscriptions
Record Enterprise Agreement entitlements, subscription start and end dates, quantities, renewal owners and any product-specific workspace currently used. Cisco identifies separate tools and workflows for some Enterprise Agreement activities, so include those activities in the migration plan rather than treating them as ordinary device licenses.
Product-instance and device records
For every device, capture the platform family, serial or product-instance identifier, software release, licensing mode, Smart Account, Virtual Account and current reporting state. Include routers, switches, wireless products and security appliances where they are part of the estate. This becomes the validation set for any proposed connector or import process.

The table is a scope guide, not a claim that every Cisco customer has identical access or feature availability. Confirm the current interface and supported workflows for your Smart Account, product family and software release.

Use these criteria to shortlist a platform
1. Entitlement coverage
Require a written matrix showing support for Smart Licensing, Smart Licensing Using Policy, traditional PAK licenses, Enterprise Agreement entitlements, subscriptions and the device families in your network. Ask whether each item can be viewed, activated, assigned, reallocated, renewed and audited. A generic “Cisco inventory” label is not enough; it may mean only that serial numbers can be stored.
2. Lifecycle actions
Map the actions your licensing team performs today: order visibility, activation, registration, assignment, reallocation, utilization review, renewal, support-case preparation and compliance reporting. For every action, identify the system that performs it and the evidence it produces. If a proposed ITAM tool only links to a Cisco record, retain the Cisco platform for the action itself.
3. Inventory reconciliation
Ask how product instances and device records are discovered and reconciled with entitlements. Determine whether discovery is API-based, collected through a local manager, uploaded manually or entered by an operator. Require handling for duplicate serials, replaced hardware, renamed devices, transferred Virtual Accounts and devices that stop reporting.
4. Cisco API and connector evidence
For every claimed integration, request the exact Cisco API or connector name, supported release range, fields mapped, synchronization direction, schedule, authentication method and error behavior. Establish who resolves a mismatch when Cisco and the ITAM record disagree. A demonstration should use representative records from your network rather than sample data.
5. Network and security design
Document whether devices communicate directly with Cisco cloud services, through a proxy, through a local collection point or by an approved offline process. Cisco documents Smart Licensing Using Policy APIs and advises customers to choose communication methods according to network security policy. The product and release guide for each device should govern the final design.

Review data egress before approval. Identify the fields leaving the network, destination domains, transport, certificate or token requirements, retention period and administrator access. Restricted and disconnected segments need a specific operating procedure, not a promise that “offline mode” is supported.
6. Account governance
Design the Smart Account and Virtual Account hierarchy before implementation. Decide whether Virtual Accounts represent business units, sites, environments, network tiers or another control boundary. Cisco describes Administrator, User and Viewer roles; map those roles to licensing, network, security, procurement and audit responsibilities. Include delegated administration and separation of production, laboratory and managed-service environments where applicable.
7. Operating effort and support
Estimate the work required to maintain tokens, credentials, API permissions, device records, exception queues, renewals and audit exports. Define support ownership between Cisco, your network team, your security team and any ITAM supplier. Contract terms, implementation services and recurring costs must be compared only after the supported workflows are confirmed; current comparable platform pricing is not established in the available Cisco and supplier material.
Decide whether you need an adjacent ITAM layer
Choose an ITAM layer when the business problem includes assets outside Cisco or requires service-management processes that Cisco’s licensing portal is not intended to provide.
Good reasons to add ITAM
- One inventory must cover Cisco equipment alongside servers, endpoints, cloud resources or other vendors.
- Service requests, change records, contracts and ownership data must be tied to an asset record.
- Executives need normalized estate reports across multiple suppliers.
- Procurement and operations need a shared workflow for renewals, custody and disposal.
Reasons not to make ITAM the Cisco licensing authority
- The proposed product has not demonstrated Cisco entitlement fields and consumption data with your account.
- The connector direction or synchronization frequency is unclear.
- Registration, activation or reallocation still requires Cisco’s portal.
- There is no defined exception process for devices that fail to report or are assigned to the wrong Virtual Account.
Flexera’s documented exchange with ServiceNow and integrations among its IT asset products support investigation for broad governance use cases. They do not establish a Cisco Smart Licensing connector. Require a product demonstration and written support boundary before treating such a platform as anything more than an inventory and workflow layer.
Validate connectivity and restricted-network operation
Network design often determines whether a licensing platform is usable. Work through these questions for each device family and release:

- What communication method does the release support: direct cloud, proxy, local collector, API-driven reporting or another documented path?
- What usage or compliance data is sent, and at what cadence?
- Which credentials, tokens, certificates and API scopes are required?
- Can the method operate in a segmented, controlled or disconnected network?
- What happens when reporting is delayed, a token expires, a proxy is unavailable or a device is replaced?
- How are failures surfaced, acknowledged and corrected?
Do not generalize from one successful lab device. Test at least one representative router, switch, wireless or security product, and each materially different network segment. Record the expected portal state and device state after activation, usage reporting, reassignment and a deliberately induced communication failure.
Plan account and role governance
Licensing data is operationally sensitive: it can reveal device ownership, deployment structure, contract scope and consumption. Assign ownership before migration.
- Account owner: Maintains the Customer Smart Account and approves structural changes.
- Virtual Account administrator: Creates and maintains the organizational grouping and delegates access.
- Licensing operator: Performs activation, assignment, reallocation and reporting tasks.
- Viewer or auditor: Reads entitlement and usage information without changing it.
- Security owner: Approves egress, token storage, API scopes and credential rotation.
Use Cisco’s Administrator, User and Viewer roles as the starting vocabulary, then document the actual people, groups and approval path in your organization. Remove access when staff, suppliers or managed environments change ownership.
Migration and validation procedure
The safest migration is an evidence exercise, not a portal switch. Use the following sequence.
- Assemble the baseline. Export or otherwise assemble Cisco products, software versions, serial and product-instance identifiers, entitlements, subscriptions, Smart Accounts, Virtual Accounts and current reporting states.
- Map current workflows. Mark every activity that uses CSSM, the License Registration Portal, EA Workspace or another Cisco licensing tool. For each activity, identify the person who performs it, the data required and the resulting audit evidence.
- Request a product-specific plan. Ask Cisco or your account team which current License Central workflow applies to each product, release, licensing model and account. Request confirmation where a legacy workflow has no direct equivalent. Public Cisco material does not provide a universal migration deadline or a complete feature-parity matrix.
- Build a representative test set. Include routers, switches, wireless and security products as applicable; traditional licenses; Smart Licensing Using Policy; Enterprise Agreement records; and restricted-network segments.
- Verify security and governance. Test Virtual Account placement, role permissions, token handling, API scopes, credential rotation, reporting data and audit exports with licensing and security owners.
- Test any ITAM connector. Require the supplier to show the exact Cisco entitlement and consumption fields, synchronization behavior, supported API or connector, error handling and ownership of corrections. Test additions, removals, reassignments, duplicate records and stale reporting.
- Compare total effort and cost. After support is proven, compare implementation work, migration labor, administration, support ownership, contract terms and quoted recurring or one-time charges. Do not choose on an unverified price or a broad feature list.
Common failure modes and how to avoid them
Assuming “legacy” means an immediate forced migration
Cisco’s material identifies CSSM as legacy, but it does not state one deadline that applies to every customer. Treat the status as a reason to obtain a product- and release-specific plan, not as permission to disable an existing workflow without testing.

An inventory record can prove that a device exists; it does not prove that an entitlement is assigned, consumed, renewable or compliant. Require fields and actions for the licensing model involved.
Ignoring mixed licensing models
Smart Licensing, Smart Licensing Using Policy, PAK licenses, Enterprise Agreements and subscriptions can coexist. A single dashboard may hide gaps if it normalizes them into one asset type. Keep the source model visible in your data design.
Using the wrong Virtual Account
Incorrect account placement affects visibility, delegated administration and reporting. Validate the hierarchy with the teams that own each site, department or environment, and test a transfer before production rollout.
Leaving disconnected segments until the end
Offline or restricted networks can require different reporting and credential procedures. Include them in the initial test set and document the manual evidence path when automation is unavailable.
Accepting an unqualified “Cisco integration” claim
Ask whether the claim means discovery, a link to a portal, entitlement synchronization, consumption reporting or full lifecycle action. Require the API, field mapping, cadence and exception process in writing.
Failing to assign a mismatch owner
When portal, device and ITAM records disagree, someone must decide which source is correct and perform the correction. Put that responsibility in the operating model before launch.
How to make the final choice
Choose Cisco License Central as the foundation when your primary requirement is managing Cisco entitlements across their lifecycle. Add a broader ITAM platform when cross-vendor inventory, service workflows or enterprise reporting justify another layer, but keep the Cisco-specific authority and support boundary explicit.
Before signing, require a written answer for every product family and release in scope: licensing model, account location, activation path, usage-reporting path, network connectivity, roles, audit evidence, synchronization behavior and failure recovery. If a supplier cannot demonstrate one of those items with your representative inventory, record the gap as an implementation risk rather than assuming the feature exists.

Cisco describes License Central as “a unified, intuitive platform designed to simplify and streamline license management for Cisco partners and customers.” That is Cisco’s vendor description, not an independent performance result. Your validation should determine whether the current platform, account structure and security design meet the way your network is actually operated.
