There is no single, one-for-one successor to Microsoft Publisher. Microsoft’s own guidance points users toward Word for text-led publications and PowerPoint for page-like designs, while Affinity Publisher, Scribus and Canva suit different desktop, open-source and browser-based workflows. The right choice depends on what you make, how precisely you position elements, where you work, and what must happen to your existing .pub files.
Publisher reaches end of life in October 2026. Treat the change as two projects: choose a new production tool and preserve or rebuild the publications you already have.

What Microsoft Publisher’s retirement means
Microsoft states that Publisher reaches end of life in October 2026. For Microsoft 365 subscribers, Publisher access is removed as the retirement update rolls out from October 1, 2026. Perpetual Publisher support ends October 13, 2026, when Office LTSC 2021 and Consumer Office 2021 reach the end of support.
Those dates have different practical effects. A Microsoft 365 installation can lose Publisher when its removal update arrives. A perpetual edition may remain installed and usable after October 13, but Microsoft will no longer support it. Continuing to open an old installation is therefore not the same as having a supported publishing workflow.

Microsoft recommends converting existing files before October 1, 2026. Do not wait until a critical newsletter, event program or business form is needed. Inventory your files, preserve the originals, and test the replacement workflow while Publisher is still available.
Start with the publication, not the application
A replacement is suitable only if it handles the work you actually do. Before comparing software, list the publications you create and the constraints around them.
- Publication type: newsletters, brochures, flyers, posters, banners, signs, certificates, forms, labels, envelopes, letterhead, programs, booklets or other documents.
- Layout complexity: single-page designs are easier to rebuild than multi-page documents with linked text, repeated master elements, precise columns and extensive image placement.
- Output: decide whether you need a screen PDF, a file for ordinary office printing, or a print-ready PDF with professional color controls.
- Editing pattern: note whether one person makes occasional changes or several people repeatedly update a template.
- Working environment: identify Windows or Mac requirements, whether Linux support matters, and whether browser access or offline work is essential.
- Existing files: separate publications that can be archived as PDFs from those that must remain editable.
- Budget model: compare the licensing or subscription terms of the tools you are considering. The available guidance does not establish a reliable current price for any of these alternatives.
This inventory prevents a common mistake: choosing a tool because it can draw an attractive page, then discovering that it is awkward for the recurring documents your organization depends on.

These are different workflows rather than interchangeable substitutes. Word and PowerPoint are Microsoft’s recommendations for common tasks; Affinity Publisher emphasizes desktop page layout; Scribus emphasizes open-source desktop publishing and print controls; Canva emphasizes browser templates and ease of entry.
Choose by the kind of publication you make
Text-heavy newsletters, forms and office templates
Start with Word when the document is primarily text and the layout can follow a conventional page structure. Microsoft specifically lists newsletters, forms, labels, envelopes, letterhead and programs among the tasks Word can handle. This is also the most direct destination if you are willing to convert a PDF for continued text editing, provided you accept that the layout may change.
Flyers, posters, signs and certificates
Evaluate PowerPoint first for designs that behave like a single visual page. Microsoft lists flyers, posters, banners, signs and certificates as suitable scenarios. Make a test slide at the final page dimensions, place the elements you use most often, and export a sample PDF before rebuilding a large set of files.
Multi-page brochures, booklets and precise print layouts
Consider a dedicated desktop-publishing application when you need sustained control over columns, image placement and print-oriented page construction. Affinity Publisher is presented as a close page-layout alternative for Windows and Mac. Scribus is the relevant option when open-source licensing, Linux availability or CMYK/PDF controls are priorities. In both cases, plan to rebuild and inspect important documents rather than assuming a .pub file will import perfectly.

Template-led, browser-first graphics
Canva fits users who prefer templates and browser access over a traditional desktop-publishing interface. It can be a practical starting point for recurring visual material, but confirm that its export choices and any paid features meet your needs before committing a library of templates to it.
Use a decision test before committing
- Select one representative file. Choose a document with the columns, images, tables, fonts and page count that make your current workflow difficult. Do not test only a simple blank page.
- Define the finished output. Record the required page size, orientation, number of pages, print destination and whether recipients need an editable source or only a PDF.
- Recreate a short section. Build one representative page or a two-page spread in each serious candidate. Include the elements that matter most to your organization.
- Measure the editing task. Have the person who normally updates the publication make a realistic change: replace an image, add text, move a heading and export the result.
- Inspect the output. Check page breaks, typography, image placement, margins, color appearance and the printed result. A file that looks acceptable on screen can still fail when printed.
- Check the operating model. Confirm that the required operating systems, offline access, browser access, collaboration pattern and licensing terms are acceptable.
- Choose a migration policy. Decide which files will be rebuilt as editable templates and which will be retained as PDFs for reference.
This test compares the work your team performs, not just the number of buttons in an interface.
Prepare existing .pub files before access changes
1. Inventory and classify
Search your storage for every .pub file and record its owner, last-use date, page count, output requirement and importance. Mark files as business-critical, frequently reused, historical or disposable. Start with the publications that are reused most often and those that would be expensive to recreate from memory.
2. Preserve the originals
Keep an untouched copy of each original Publisher file. Store it separately from working conversions and retain a clear filename or folder convention. Do not overwrite the source while experimenting with conversion or rebuilding.

Microsoft’s documented procedure is to open the publication in Publisher and save it as a PDF. The PDF preserves a viewable rendition of the result even if the editable layout is not retained. Export representative and final versions, then open each PDF to confirm that every page, image and text block is present.
Microsoft also provides a sample PowerShell script as a reference for individual or bulk export. That approach requires a working, licensed Publisher installation. Treat the script as an automation aid, not as a substitute for checking the resulting PDFs.

4. Convert only when continued editing justifies it
For an editable continuation, Microsoft describes converting Publisher to PDF and then converting the PDF to Word, or using a third-party converter. Microsoft warns that Word conversion is optimized for text editing and that layout may differ from the original PDF, particularly when many graphics are present. Third-party services vary in quality and capability and are not supported by Microsoft.
5. Review every important conversion
Compare the converted file with the PDF and, where available, the original Publisher view. Check page breaks, typography, image placement, spacing, headers and footers, tables, captions and print output. If the result is not dependable, keep the PDF as the distribution master and rebuild the editable template in the replacement you selected.

What to do when a replacement cannot open the old file
No cited source guarantees that Word, PowerPoint, Affinity Publisher, Scribus or Canva will open old .pub files cleanly. Plan on three possible outcomes: a usable editable conversion, a partially usable file requiring substantial repair, or a PDF that is visually correct but no longer conveniently editable.
- For a record or one-time publication: retain the PDF and the untouched
.pubsource. - For a recurring publication: use the PDF as a visual reference and rebuild a clean template in the chosen application.
- For a legal, financial or operational document: preserve the original, PDF and conversion together, with dates and version names.
- For a file with sensitive content: review the privacy terms of any third-party conversion service before uploading it.
Do not judge a conversion solely by whether the file opens. The relevant question is whether the next person can edit it accurately and produce the required output without hidden layout defects.

The converted text reflows
Symptom: headings move, pages gain or lose lines, or text no longer fits the original boxes.
Fix: compare the converted document with the PDF page by page. Rebuild the affected text areas instead of assuming that a global font change will restore the design.

Images shift or resize
Symptom: graphics overlap text, move to another page or print at an unexpected size.
Fix: inspect image placement and wrapping on every page containing graphics. Keep the PDF as the visual reference and recreate the layout where necessary.
A browser workflow does not suit offline work
Symptom: staff cannot reliably edit when they lack browser access or when the publication process depends on local files.
Fix: test the complete workflow under the conditions in which the document will actually be produced. If offline desktop work is mandatory, prioritize a desktop application.
The tool is too complex for occasional editors
Symptom: a technically capable application slows down the people who make routine updates.
Fix: give the real editors a representative task during evaluation. A simpler tool that produces acceptable output may be more suitable than a powerful one that nobody can maintain.
Print output differs from the screen
Symptom: margins, colors or page breaks look different on paper or in a print-ready PDF.
Fix: print a representative sample and inspect the exported PDF before migrating the full library. Scribus is specifically described as offering CMYK and PDF capabilities, but you still need to verify your own output.

Create a small template set
Do not migrate every historical file as an editable document. Rebuild the handful of layouts that are still used: for example, one newsletter, one flyer, one form and one program. Give each template a clear owner, version name and instructions for replacing text and images.
Separate source, working and delivery files
Use distinct locations for original .pub files, editable replacement templates, exported PDFs and final files sent to printers or recipients. This makes it harder to overwrite a source or distribute an unfinished conversion.
Document the export check
For each recurring publication, record the page size, PDF export settings, fonts or assets that must be available, and the person responsible for approving the final output. Include a printed or screen comparison for the first production run after migration.
Set a retirement deadline for Publisher-dependent work
Complete critical conversions before October 1, 2026 rather than relying on the period after Microsoft 365 removal begins. Perpetual installations may continue to run after October 13, but their unsupported status makes them a poor foundation for a new long-term workflow.
A practical choice in one view
