Look for clean, covered equipment; food protected from dust and unnecessary contact; separation between raw and cooked food; access to clean water for handwashing; and food cooked thoroughly and kept appropriately hot or cold. These are useful signs, not a guarantee: some hazards and practices are impossible to see from the customer’s side.
What to look for before you order
Take a moment to observe the stall while the vendor is preparing and serving food. A tidy counter can be reassuring, but the more useful evidence is what happens during handling: whether utensils look clean, whether ingredients are protected, and whether raw food comes into contact with cooked or ready-to-eat items.

WHO and FAO guidance for street-food vendors recommends clean, covered vending equipment and utensils, handwashing with soap and clean water, potable water, and separation of raw ingredients from cooked or ready-to-eat food. At a stall, you may not be able to confirm every detail, so treat visible practices as clues rather than proof of overall safety.

Use the same checks at every stall
| What to observe | A more reassuring sign | A reason to pause |
|---|---|---|
| Equipment and utensils | Utensils and preparation surfaces appear clean; equipment is covered when not in use. | Food-contact tools or surfaces look dirty, or equipment is left exposed to dust and contact. |
| Food protection | Displayed food is covered or otherwise protected from dust and customers reaching over it. | Ready-to-eat food is exposed or regularly touched by customers or passersby. |
| Raw and cooked ingredients | Raw ingredients are kept apart from cooked food and items served without further cooking. | The same utensils or preparation area appear to move between raw ingredients and cooked food without cleaning. |
| Water and handwashing | The vendor appears able to wash hands with soap and clean water. | No apparent access to clean water for handwashing, especially when food is handled by hand. |
| Cooking and holding | Food is cooked thoroughly, and hot dishes are kept hot while cold dishes are kept cold. | Food that should be hot or cold appears to have been left at room temperature, or meat and other items seem undercooked. |
| Local inspection information | A current inspection result is available from the relevant local health department or posted at the stall, where such records exist. | You cannot find a record. This alone does not establish a violation; not every jurisdiction publishes comparable scores. |
Queue length, popularity, and a polished storefront do not establish that food is being handled safely. The official guidance cited here does not identify them as reliable substitutes for observing handling or checking local inspection information.

How to compare two stalls
If you have more than one option, compare them using the same visible checks rather than relying on a single impression. This is a practical way to organize what you can see, not an official rating system and not a prediction of whether a particular meal will be safe.
- Check the preparation area. Look at utensils, surfaces, and whether equipment is covered when it is not being used.
- Follow the food. Notice whether raw ingredients are kept separate from cooked or ready-to-eat food, and whether displayed food is protected from dust and unnecessary contact.
- Watch the hand and water routine. Look for access to clean water and soap for handwashing. A customer cannot infer the vendor’s full hygiene practice from one brief observation.
- Notice cooking and holding. See whether food is cooked to order or held at an appropriate hot or cold temperature, and whether what is served matches that expectation.
- Check local records if available. Use the municipal or regional health authority’s information when the jurisdiction publishes it. Different places may use different rules or record systems.
Give greater weight to repeated, directly observable handling practices than to one attractive feature. For example, a clean-looking counter does not resolve concern if cooked food is exposed to dust, while a missing online score is not evidence of a failed inspection in a place that does not publish scores. If you see several handling concerns and have another option, choosing the other stall is a reasonable precaution.

Temperature: what the guidance says
Temperature matters because food can look and smell normal without revealing how it was cooked or held. WHO and FAO’s 2022 street-vendor leaflet gives these operational figures: keep prepared food hot above 60°C and cold food below 5°C; cook food thoroughly to at least 70°C; and reheat food to 70°C for two minutes. These are the figures in that leaflet, not a claim that one set of thresholds replaces local requirements or product-specific advice everywhere.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors| Situation | WHO/FAO guidance in the 2022 leaflet | What a customer can assess |
|---|---|---|
| Hot holding | Above 60°C | Whether food intended to be hot is served hot or appears to have been left standing; sight and touch do not confirm an exact temperature. |
| Cold holding | Below 5°C | Whether food intended to be cold is kept cold. A display case or chilled container may help, but appearance alone does not prove a temperature. |
| Thorough cooking | At least 70°C | Whether meat, poultry, seafood, eggs, or other ingredients appear fully cooked; the customer generally cannot verify the internal temperature without a thermometer. |
| Reheating | 70°C for two minutes | Whether food is reheated thoroughly rather than merely warmed on the outside; exact temperature and duration are not readily visible. |
FoodSafety.gov describes the temperature danger zone as 40°F to 140°F; a publication date was not stated in the retrieved result. That range is another reason to be cautious about food that should be hot or cold but is instead left at room temperature. It should not be used to override local rules or the more specific WHO/FAO figures above.

What to do with an undercooked serving
FoodSafety.gov advises that hot food should be hot and cold food cold. If meat, poultry, seafood, or eggs are undercooked, ask for the dish to be cooked until safe rather than eating it as served. If the vendor cannot or will not address the concern, do not eat that item. You do not need to determine an exact temperature to act on food that is plainly undercooked.
Check inspection information without overreading it
FoodSafety.gov recommends checking restaurant inspection scores through the health department or posted information. For a street stall, start with the relevant municipal or regional health authority and look for the stall’s name, location, or permit information. Public records and the way they are presented vary by jurisdiction; some locations may not publish comparable scores, and a missing online listing is not by itself proof that a vendor is unsafe.

The FDA Food Code is a model offered for adoption by government jurisdictions. It is not automatically the governing rule everywhere. For legal requirements or a vendor’s inspection history, consult the authority responsible for food safety where the stall operates, rather than assuming that a rule or score format from another place applies.

Wash your hands before eating when you can. FoodSafety.gov names alcohol-based gel or wipes as alternatives when soap and clean, running water are unavailable. A travel-size sanitizer can be a practical fallback for your own hands, but it does not clean the vendor’s equipment, improve food handling, or make a questionable dish safe.

What a customer cannot know from the stall
Even careful observation has limits. A customer may not see how ingredients were transported or stored before arriving, whether water is potable, or whether a contamination event happened earlier. A vendor can follow visible good practices and still face an upstream problem; conversely, a brief observation cannot establish that a stall is breaking rules. Use observable cues to make a practical choice, not to certify a business as safe or unsafe.
WHO’s feature on Viet Nam describes consumer education, inspections, clean water, produce origin, and waste collection as parts of the local street-food context. It quotes Dr Nguyen Thanh Phong, then Director-General of the Viet Nam Food Administration, saying: “Consumers are educated through various communications channels to recognize clean and safe street food stalls.” This is a statement about Viet Nam, not evidence that the same arrangements apply in every country or city.
A quick decision before ordering
- Proceed more confidently when food and equipment appear clean and protected, raw and cooked items are separated, the vendor can wash with clean water, and food is cooked and held appropriately.
- Ask a question or request a correction if a dish seems undercooked or is not served at the expected hot or cold temperature.
- Choose another option if you observe multiple handling concerns and cannot get a reasonable correction.
- Use local records as additional context where a health authority makes inspection information available.
No visual checklist can guarantee a safe meal. The most defensible choice is the stall whose handling practices give you the clearest observable reasons for confidence, while recognizing what a customer cannot verify.
