Set a total spending ceiling from the money left after real expenses, savings, and existing obligations—not from a phone’s advertised monthly payment. Then compare the handset, service, fees, and financing over the same period. There is no universal phone-budget percentage or installment amount that is safe for everyone.
How much should you spend on a phone?
Spend no more than the amount your budget can cover after necessities, existing payments, savings, and irregular expenses are accounted for. The right ceiling depends on your income, expenses, location, and service needs; official consumer guidance does not set a standard dollar amount or percentage for a phone.

Start with take-home pay and what you actually spend, using bills, statements, and spending records. Include savings contributions and costs that do not arrive every month, such as medical, school, seasonal, or family expenses. The CFPB’s spending-plan guidance recommends accounting for savings and miscellaneous expenses as part of a realistic budget.

What belongs in a phone budget?
Set a cap for the overall cost, not just the handset or its monthly installment. Include:
- The handset price and any down payment.
- The total of scheduled device payments, including interest and fees.
- The service plan over the period you are comparing, including required fees.
- Any other required charges disclosed by the seller, carrier, or lender.
Compare options over the same time period so a longer repayment term or a different service-plan duration does not make one offer look artificially cheap. The CFPB phone-plan comparison activity encourages consumers to consider their budget alongside costs, plan features, fees, data needs, and coverage.
How to compare phones and payment offers
Before browsing offers, write down a small set of requirements: the features you need, how much data you use, and the places where coverage matters. CFPB consumer guidance recommends comparing cell-phone features and costs against your needs, wants, and budget. A useful comparison records both what you will pay and what you will receive.
| Compare | What to check |
|---|---|
| Device cost | Handset price, down payment, payment count, term, and total device payments. |
| Financing | Interest, fees, payment dates, late-payment terms, and the full repayment obligation. |
| Service | Plan charge and required fees over the same comparison period, plus whether the data allowance fits your use. |
| Coverage and features | Coverage where you live, work, travel, or otherwise need service; features that meet your actual needs. |
| Problems or changes | What happens after a missed payment, a return, a phone replacement, or a change of service. |
For service-plan comparisons, the CFPB worksheet suggests setting a budget and researching three carriers. It highlights data needs, streaming, coverage, features, fees, and costs. Use that as a comparison method, not as proof that a particular handset or carrier is best.

Why a small monthly payment can still be unaffordable
A low payment can hide a high total cost, a longer commitment, or charges that appear elsewhere in the agreement. Before accepting financing, read the current disclosures and contract for the total amount due, the repayment term, interest, fees, late-payment consequences, and credit reporting. Also check how a return or replacement affects the remaining balance.
Buy-now-pay-later arrangements vary. The CFPB’s July 6, 2021 explanation of BNPL describes it as an installment loan that may allow an immediate purchase with little or no initial payment; some common plans divide a purchase into four or fewer payments. The bureau says to review loan documents for costs and fees and notes that missed payments may result in late fees. Those general descriptions do not establish the terms of a current provider’s offer.

The Federal Trade Commission likewise advises consumers to check the details before agreeing to a payment plan, including what follows a missed payment and whether waiting to save could avoid extra cost. Read the FTC’s payment-plan guidance alongside the offer’s current terms. Approval or a zero-down offer does not show that the full obligation fits your budget.
When to wait or choose a lower-cost phone
If the full phone-and-service cost does not fit after required bills and savings, do not stretch the budget to meet a seller’s monthly figure. Waiting and saving toward the full cost, choosing a lower-priced handset, or revisiting your plan needs are reasonable alternatives. The FTC specifically encourages consumers to consider whether waiting could let them save enough to pay in full rather than use a plan that costs more over time.

In a July 6, 2021 blog post, the CFPB put the caution this way: “Just because you qualify for BNPL, or any other credit product, doesn’t mean you should use it.” Treat that as general budgeting advice, not as a description of every provider’s current terms.
