How to Choose a New Advertising Agency After a Creative Leadership Change

A creative leadership change is a reason to reassess an advertising agency, not proof that you must fire it. Start by establishing what changed for your account: the quality of the work, strategic direction, day-to-day team, decision rights, relationship, or the agency’s ability to meet a new business need. Then compare retaining the incumbent, resetting the relationship, commissioning a bounded test project, and running a full search against explicit outcomes, evidence, people, economics, and transition risk.

This approach prevents a famous departing creative leader—or an impressive pitch—from becoming a substitute for business judgment. It also recognizes that an agency review consumes significant client and agency time and can disrupt active marketing.

What a creative leadership change actually tells you

Leadership changes vary widely. A founder may leave while the account team, processes, and strategic discipline remain intact. A new executive may bring stronger capabilities that were previously missing. Conversely, the change may remove the person who understood your brand, alter creative decision-making, or trigger staff departures that affect delivery.

Ask the incumbent for a specific explanation of the new structure. You need names, responsibilities, decision rights, reporting lines, expected availability, and the effect on current and planned work. Request time with the successor and the people who will perform the daily work, not only with a senior executive presenting the transition.

Separate the trigger from the business problem

Write down the concern in operational terms. “Our creative director left” is a fact; it is not yet a reason to change agencies. A usable diagnosis might be: “We no longer have a credible owner for integrated campaigns,” “the replacement team lacks experience in our regulated category,” or “our business strategy changed and the agency cannot provide the required capabilities.”

  • Relationship loss: a trusted leader is gone, but the agency’s work and team may still be strong.
  • Creative-direction uncertainty: you cannot tell who will make final creative decisions or how the brand will evolve.
  • Evidence of weaker performance: work quality, effectiveness, delivery, responsiveness, or collaboration has deteriorated.
  • Staffing instability: the people promised to the account are leaving, unavailable, or spread too thinly.
  • Changed business needs: your growth plan now requires capabilities, channels, markets, or operating models the agency does not credibly offer.
  • Fit problem: the agency’s way of working no longer matches your governance, speed, risk tolerance, or culture.

Evaluate each concern against outcomes and evidence. Personal taste, rumors, and anxiety about a high-profile departure can be signals to investigate, but they should not decide a multimillion-dollar relationship.

Decide whether a review is proportionate

The ANA and 4As’ “10 Positive Pitch Principles” (May 6, 2026) explicitly lists new leadership as a possible reason for an agency review. The same guidance expects a client to explain its rationale and intended outcomes. That makes a leadership change a legitimate reassessment trigger, not an automatic termination rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A review is also expensive and disruptive. The ANA’s “ANA/4A’s Cost of the Pitch” report (July 18, 2023), based on more than 300 U.S. brand-marketer and agency-executive interviews conducted in March 2023, reported an average client cost of $408,500 for a pitch without incumbent participation and $373,470 when the incumbent participated. These are study averages, not quotes for your review. The report’s illustrative calculation put a typical review with three finalist agencies at about $1 million without an incumbent and about $1.2 million with one, including agency and client costs.

The report also describes possible work disruption and launch delays. Treat those as real opportunity costs: your team will spend time briefing agencies, answering questions, scoring work, checking references, negotiating, and transferring knowledge instead of advancing campaigns.

Use a four-way decision

Option Choose it when First action
Retain The agency’s capability and work remain strong, the successor is credible, and continuity is achievable. Agree a written continuity plan, named team, decision rights, and performance measures.
Reset The agency can meet the need, but roles, access to leadership, expectations, or measurement have become unclear. Run a structured reset with senior leaders and the actual working team, with dates and owners for changes.
Bounded project You need evidence on a defined capability or direction before making a long-term commitment. Commission a limited assignment with scope, budget, confidentiality, rights, and success criteria.
Search The agency cannot credibly meet the changed need, a repair attempt failed, or there is a documented business case for another partner. Approve a fair, proportionate search brief and evaluation process before contacting agencies.

The ANA and 4As project-review guidance (January 28, 2016) notes that not every project needs a formal review and that the process should fit the assignment’s scale and opportunity. A bounded test can answer a specific question without forcing a full agency change.

Audit the incumbent before you compare alternatives

Build an evidence pack covering the last 12 to 24 months, or the longest period that fairly represents the relationship. Include briefs, approved work, rejected work, delivery records, performance reports, budgets, change orders, meeting notes, and stakeholder feedback. Assess the agency against agreed objectives rather than judging a single presentation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Score the current relationship in seven dimensions

  1. Creative quality and effectiveness: Is the work distinctive, on strategy, usable in the required channels, and connected to agreed outcomes?
  2. Strategic contribution: Does the agency clarify the problem, audience, positioning, and choices, or mainly execute instructions?
  3. Delivery: Are milestones, production, approvals, and budgets reliable?
  4. Collaboration: Does the team absorb feedback, challenge constructively, and resolve disagreements?
  5. Continuity and capacity: Who actually works on the account, how much time do they have, and what happens when someone is absent?
  6. Economics and value: Are fees, scope, staffing, and outcomes transparent and proportionate?
  7. Client-side conditions: Are your briefs, approvals, data access, and decision-making creating avoidable problems?

Include the client-side diagnosis. An agency may appear slow because your organization has five approval layers; a strategy may appear weak because the brief changes weekly. Fixing your own operating model can be more valuable than changing suppliers.

Ask the successor questions that reveal operating reality

  • What decisions do you personally own, and which remain with another leader?
  • Who is the day-to-day creative lead, account lead, strategist, and production owner?
  • How many hours or days per month are each named person committed to this account?
  • Which current work will change because of the new leadership, and which will not?
  • What skills or personnel are being added, and what risks do you see during the transition?
  • How will disagreements be escalated, and how quickly can a senior decision be obtained?
  • What would you change in the first 90 days, and what evidence supports that change?

Record the answers and test them against observed behavior. A polished transition presentation has little value if the proposed team is unavailable after appointment.

Set the decision criteria before opening a search

Agree internally on the problem, desired outcomes, budget range, scope, decision makers, timetable, and scoring method. The ANA and 4As’ “Agency Search Simplification Report” (September 29, 2022) emphasizes success criteria, budgets, decision makers, chemistry meetings, ownership of work product, and feedback. The 4As’ Agency Prospect Assessment Guidance similarly supports early discussion of goals, performance, process, economics, and relationship fit.

Use a scorecard with weighted criteria. Weightings should reflect your problem; do not let every category default to an equal score.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Criterion Evidence to request Suggested scoring question
Strategic understanding Diagnosis of your business, audience, competitive context, and desired outcome. Did the agency identify the real decision and make useful trade-offs?
Creative capability Relevant case work and explanation of how creative choices served objectives. Is the thinking both original and suitable for our brand, channels, and constraints?
Leadership continuity Named creative lead, decision rights, availability, and contingency plan. Who will make decisions when the senior presenter is absent?
Actual working team Names, roles, experience, capacity, and confirmation that pitch participants will work on the account. Are the people we are buying the people we met?
Collaboration and fit Ways of working, feedback, approvals, escalation, and chemistry with actual counterparts. Can both organizations disagree productively and decide quickly?
Delivery and capabilities Production, channel, data, market, or specialist capabilities required by the scope. Can the team deliver the work at the required volume and speed?
Economics and value Comparable fees, included services, assumptions, staffing, and value measures. What exactly is included, excluded, and variable?
Transition plan Knowledge transfer, assets, active work, access, timing, onboarding, and risks. Can the agency take responsibility without derailing launches?

Score criteria before presentations. Otherwise the most charismatic pitch can silently change what matters. Keep separate scores for the proposed team, the agency’s broader capability, and the specific work shown.

Design a fair, efficient agency search

Write a decision-ready brief

State why you are reviewing, what must improve, the business outcomes sought, the scope and markets, known constraints, expected budget range, contract assumptions, and the decision timetable. Identify who will decide and who will advise. Explain what agencies should submit and how much speculative work is expected.

The ANA and 4As’ “10 Positive Pitch Principles” and its updated agency-search guidance (September 25, 2013) support clear rationale, structured briefing, staged interactions, and increasing client-agency contact as the process advances. Give every participant the same core information and a reasonable route for questions.

Limit the number of agencies and stages

Longlists consume time without necessarily improving the decision. Create a qualification screen based on essential capabilities, conflicts, geography or market coverage, capacity, and relevant work. Use a short written response first, then invite a smaller group to deeper chemistry and capability sessions. Reserve substantial strategic or creative work for finalists and only when the question cannot be answered another way.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make pitch work and confidentiality explicit

Before requesting ideas, state how confidential information will be handled and who will own or be licensed to use submitted work. Ask agencies to identify assumptions and distinguish existing case work from material created for your process. If you need to use an idea, negotiate the rights and compensation rather than treating speculative work as free production.

Include the incumbent deliberately

Incumbent participation can provide a fair comparison and may reduce disruption, but it also changes the dynamics of the process. Include the incumbent only when you can explain why its participation is useful and apply the same brief, timetable, information, and scoring rules. Do not force a ceremonial pitch when the real decision is whether to reset the existing team.

Make feedback timely and actionable

Tell agencies when questions will be answered, when decisions will be made, and what feedback will be provided. If a participant is eliminated, explain the material reason at a level that is fair and useful. Internal stakeholders should use the agreed scorecard rather than adding new criteria after seeing the work.

Evaluate the people who will do the work

Senior pitch teams are often not the operating team. Require a named roster with roles, relevant experience, location or time-zone coverage, expected allocation, and backup arrangements. Ask each finalist to describe what happens if the proposed creative lead leaves six months after appointment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run a working-session test

Give finalists a real but bounded problem: for example, critique an existing brief, map an approval bottleneck, or outline how they would develop a campaign platform. Observe how the proposed team listens, asks questions, handles constraints, and makes decisions. This is more informative than a polished reel.

Check references for the team, not just the agency

Speak with clients who worked directly with the named leads. Ask what the agency promised, who actually attended, how senior involvement changed over time, how disagreements were handled, and what happened when deadlines or budgets moved. Request permission to ask about departures and continuity without seeking confidential information.

Compare economics without creating false precision

Require each finalist to use the same scope assumptions and separate fixed fees, variable production, pass-through costs, travel, technology, and optional services. Ask for staffing by role and an explanation of what changes when the scope changes. A lower headline fee may conceal less senior time, fewer revisions, or exclusions that your team will have to fund later.

Include the cost of your own staff time, legal review, procurement, transition, and possible launch delays. The ANA’s 2023 pitch-cost figures demonstrate the scale of review effort, but they are averages from a U.S. study and should not be treated as a market quotation for your organization.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define value measures before appointment

Agree how you will assess the relationship after launch: delivery reliability, quality against brief, strategic milestones, agreed business or brand indicators, stakeholder satisfaction, and budget performance. Avoid promising that an agency alone will cause an outcome affected by media, product, pricing, distribution, and market conditions.

Plan transition as part of the selection

A winning agency is not ready merely because a contract is signed. Compare transition plans during selection and score them. The plan should cover account history, brand and legal guidelines, active campaigns, production files, analytics access, vendors, calendars, stakeholder introductions, approval paths, and open risks.

Use a practical handover sequence

  1. Inventory: list campaigns, assets, rights, suppliers, data sources, contracts, deadlines, and unresolved decisions.
  2. Protect continuity: identify launches or regulatory milestones that cannot move and assign accountable owners.
  3. Transfer knowledge: schedule structured sessions with the outgoing and incoming teams where contractually and operationally possible.
  4. Confirm access: provision systems, files, brand repositories, analytics, and contact lists; remove access that should end.
  5. Align stakeholders: introduce the new team to marketing, product, sales, legal, procurement, and senior sponsors.
  6. Set a start-up period: define the first 30, 60, and 90 days, including decisions the new agency should not reopen without evidence.
  7. Review risks weekly: track missing assets, unclear rights, staffing gaps, approval delays, and budget exposure until the transition stabilizes.

Ask the incumbent and successor to agree what information can be shared. Respect confidentiality, contractual rights, and employee privacy; do not assume every file or idea can be transferred without checking ownership.

Use relationship tenure as context, not a verdict

An ANA and 4As release dated April 30, 2025 reported average client-agency tenure of approximately seven years, compared with 3.2 years in 2016. It also reported 8.1 years for clients without mandatory review periods versus as low as 3.8 years for clients with frequent reviews. These are survey group comparisons; they do not prove that retaining an agency is always better or that review frequency alone caused the difference.

Tenure can create accumulated brand knowledge, trust, and efficient processes. It can also produce complacency or undocumented dependency. Ask what value the relationship has built, what knowledge is concentrated in one person, and whether the team still challenges your assumptions. As Greg Wright, senior vice president at the ANA, said in the 2025 release, “Driving meaningful results in today’s marketing environment requires a collaborative approach built on a foundation of trust and transparency.” Use that standard to judge both the incumbent and any replacement.

Common failure modes and fixes

Firing because a celebrated leader left

Why it fails: you may discard a capable team and incur review costs without solving a real problem.

Fix: interview the successor, inspect the working team, and compare work and outcomes before deciding.

Choosing the best presentation

Why it fails: presentation skill does not establish capacity, continuity, or delivery discipline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: score the pre-agreed criteria, run a working session, and verify references for the actual team.

Requesting too much speculative work

Why it fails: it increases cost, favors agencies willing to overproduce, and raises ownership and confidentiality problems.

Fix: stage the process, define the question each task answers, and negotiate rights before ideas are submitted.

Hiding the budget

Why it fails: proposals become incomparable and agencies optimize for assumptions rather than your real need.

Fix: provide an anticipated range and require transparent assumptions, staffing, inclusions, and exclusions.

Ignoring your own approval system

Why it fails: a new agency inherits the same bottlenecks and appears to underperform.

Fix: map decision rights, reduce unnecessary approval layers, and set response-time expectations on both sides.

Starting without a transition owner

Why it fails: assets, rights, and context are lost while deadlines continue.

Fix: appoint one accountable client lead, use a written inventory, and review transition risks until stable.

A concise decision record you can approve

Before contacting agencies, complete a one-page record containing:

  • The leadership change and the specific business problem it may create.
  • Evidence from work, delivery, team, relationship, and economics reviews.
  • The option selected: retain, reset, bounded project, or search—and why the alternatives were rejected.
  • Desired outcomes, scope, budget range, timetable, and decision makers.
  • Weighted criteria and the evidence required for each.
  • Rules for confidentiality, pitch work, ownership, incumbent participation, and feedback.
  • Transition requirements, risk owner, and first 90-day success measures.

Have marketing, procurement, finance, legal, and the executive sponsor approve this record. Their early alignment prevents a late-stage veto based on a criterion nobody disclosed to participants.

Frequently asked practical questions

Should we wait until the leadership transition is complete?

Not necessarily. Start fact-finding immediately, but separate information gathering from an irreversible decision. You can ask for the new structure, team commitments, and work implications while continuing a fair evaluation of current performance.

What’s actually slowing this PC down?

Is a project review cheaper than a full agency search?

It can be, when the assignment is genuinely limited and the scope, budget, confidentiality, rights, and success criteria are explicit. It is not a low-cost substitute if you quietly ask for a full campaign strategy and production plan.

How many agencies should reach the finalist stage?

There is no universal number. Use the smallest group that gives you credible alternatives and a fair comparison. More finalists increase briefing, scoring, and transition work; fewer may reduce your ability to test fit or capability.

What if the incumbent refuses to provide the requested team?

Document the request, the response, and the operational consequence. If you cannot establish who will do the work, how decisions will be made, or whether capacity exists, that is evidence against retaining the current arrangement and may justify a search.

Bottom line

Choose a new advertising agency only when the leadership change exposes a defined capability, performance, relationship, or business-fit problem that the incumbent cannot credibly fix. Diagnose first, give the current team a fair chance to demonstrate continuity, and use a bounded project when a full review would be disproportionate. If you do search, publish the rationale, outcomes, budget range, criteria, team expectations, pitch-work rules, and transition requirements before agencies invest in the process. The best choice is the partner—and the working team—you can verify will deliver the required outcomes after the presentation ends.
