Start with a needs-based inventory—income, caregiving, debts, final expenses, child-care, education, special-needs support, available savings and the number of years dependents will need help—then compare policies with the same benefit and duration. Term insurance may fit a defined obligation; permanent policies may fit a lifelong need but add cash-value costs, assumptions and investment risk.
Insurance contracts and state rules differ. The National Association of Insurance Commissioners (NAIC) advises choosing a policy whose features fit your situation, checking the actual contract and illustration, and confirming the insurer and agent are authorized in your state.

What life insurance does—and what your policy must replace
Life insurance pays a death benefit to the beneficiaries named in the policy when the insured person dies, subject to the contract’s terms. The practical question is not “What multiple of income should I buy?” It is “What money, services and future obligations would remain if this person died, and for how long?”
The insured may be a wage earner, a stay-at-home parent, a business owner or anyone whose work supports the household. A nonworking caregiver can create a substantial insurance need because someone else may have to buy child-care, transportation, household management or care for a family member with a disability.

Use the following inventory before requesting quotes. Record the amount, timing and duration of each need rather than relying on a single income rule.
| Need to replace | Questions to answer | How it affects coverage |
|---|---|---|
| Earned income | How much household income does the person provide? Would a surviving spouse need time to retrain, work more hours or relocate? | Add the income shortfall for the years it is expected to last. |
| Unpaid work | Who provides child-care, elder care, transportation, cooking, home maintenance or daily support? | Estimate the cost of replacing those services, including future price increases. |
| Dependents | Who relies on the person financially, and when will each dependent become self-supporting? | Match the policy term to the longest material dependency, not only to the youngest child’s age. |
| Debts and final expenses | Which mortgage, loans, credit balances, funeral costs or taxes would remain? | Include balances that survivors could not comfortably pay from existing assets. |
| Child-care and education | Would children need paid care, tuition, housing or training? Are there special-needs medical or residential costs? | Include the full projected obligation, not just the insured’s salary. |
| Resources already available | What savings, investments, retirement assets, employer benefits or existing insurance could be used? | Subtract only resources the family could realistically access for this purpose. |
Inflation and changing circumstances matter. A fixed death benefit buys less in the future, while a need such as a mortgage generally declines as principal is repaid. Write down assumptions so you can revisit them instead of treating today’s estimate as permanent.
Estimate a coverage amount without relying on a universal rule
Build a cash-flow shortfall
For each need, estimate the annual amount, the number of years it will continue and any one-time cost. Add the one-time obligations to the present value of the ongoing shortfalls, then subtract resources that would be available. This is a planning framework, not individualized financial advice, and a financial professional can help with discount rates, taxes and complex family situations.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteSome consumer material mentions that “some insurance experts” suggest five to eight times current income. The NAIC’s guidance does not identify those experts or present the multiplier as a standard; it says a more accurate amount comes from the family’s specific needs. Use an income multiple, if at all, only as a rough cross-check after completing the inventory.
Account for children and special-needs care
Young children can require years of housing, food, supervision, transportation and education. A child with special needs may require lifelong medical, therapeutic, residential or personal-care support. Estimate those costs separately and identify who would manage the money. A policy sized only to replace wages can leave a major care obligation unfunded.
Choose the length of the need
Coverage may be needed until a mortgage is paid, children finish education, a surviving partner reaches retirement or a dependent becomes self-supporting. List the end date for every obligation and choose a duration that covers the longest important exposure. If the end date is uncertain, examine renewal or conversion rights rather than assuming a short policy can always be extended affordably.

Test affordability under stress
Premiums must remain payable after job loss, parental leave, illness or other household changes. Model the budget with the proposed premium, emergency savings contributions and existing debts. A smaller policy that stays in force is more useful than a larger policy that lapses after an optimistic budget fails.

Choose between term and cash-value insurance
There is no universally best policy type. The choice depends on how long protection is needed, which premium schedule is sustainable, whether benefits and values are guaranteed, and whether a cash-value feature solves a genuine need.
| Policy type | How it works | Typical fit | Key checks |
|---|---|---|---|
| Term life | Covers a specified period and pays the death benefit only if the insured dies during that term. Most term policies do not accumulate cash value. | Income replacement while children are dependent, a mortgage or another obligation with a defined end date. | Level-premium period, renewal cost, renewal age limit, conversion deadline and whether the contract is renewable. |
| Whole life | Permanent coverage with a generally set premium schedule and a cash-value component governed by the contract. | A lasting need when the policyholder values fixed mechanics and can sustain the premium. | Guaranteed death benefit, guaranteed cash values, non-guaranteed dividends or values, surrender charges and premium-payment requirements. |
| Universal life | Permanent coverage with more flexible premium timing, but enough money must be paid to keep the policy in force. | Situations needing flexibility and active monitoring of premiums, charges and policy values. | Cost-of-insurance charges, minimum guarantees, required funding, lapse risk and how changes affect the death benefit. |
| Variable life | Permanent coverage whose policy values depend on investment performance; values can rise or fall. | Someone who understands investment risk and has a legitimate reason to combine insurance with investment accounts. | Investment options, fees, downside risk, guaranteed elements and whether illustrated values are clearly marked non-guaranteed. |
When term coverage is the clearer match
Term insurance is designed for lower-cost protection over a particular period, such as the years when a family depends on one income or a loan remains outstanding. The NAIC lists 10-, 20- and 30-year level-term structures as examples; availability and pricing vary by insurer, state, age, health and policy design.
Do not assume the initial premium lasts forever. Some contracts renew without new proof of insurability, but the renewal premium can rise substantially and the right may end at a stated age. A nonrenewable contract requires a new application after the term. Read the schedule rather than relying on the word “term.”
When permanent coverage may be justified
Permanent insurance can address a need that is expected to last for life, such as a dependent’s continuing support or a planned estate or business obligation. Its cash-value feature is not automatically a benefit: premiums, fees, surrender rules and assumptions can make it expensive or difficult to manage.
Whole life commonly uses a set premium schedule. Universal life permits more timing flexibility, but underfunding can reduce values or cause a lapse. Variable life exposes policy values to investment performance. An illustration may show projected values, but treat them as guarantees only where the contract explicitly guarantees them.

Compare policies on an equal basis
Request several offers using the same insured person, death-benefit amount, term length, underwriting information and payment frequency. Comparing a 20-year policy with a 30-year policy or a guaranteed premium with an assumed dividend does not reveal which is cheaper for the same protection.
| Comparison point | What to obtain in writing | Why it matters |
|---|---|---|
| Benefit and duration | Death benefit, term, end age and any reductions | Confirms that each quote solves the same need. |
| Premium schedule | Initial premium, future increases, payment frequency and total premiums under stated assumptions | A low starting price can become unaffordable later. |
| Guarantees | Guaranteed death benefit, minimum cash values, premium guarantees and lapse provisions | Separates contractual promises from projections. |
| Renewal and conversion | Whether renewal is allowed, how rates change, age limits and conversion deadlines or restrictions | Determines whether coverage can continue after the initial term. |
| Cash-value mechanics | Charges, surrender values, loans, credited interest, dividends and which figures are non-guaranteed | Shows what the policy may be worth and what can reduce it. |
| Insurer and agent | Authorization in your state and available financial-strength information | Coverage depends on a properly licensed company and representative. |
| Affordability | Premium in the actual household budget under conservative assumptions | Prevents choosing a benefit that later lapses. |
Read the policy form, outline of coverage and illustration, not only a quote screen. Ask the agent to identify every value that is non-guaranteed and to show what happens if premiums are reduced, skipped or paid late.
Apply accurately and review the contract
- Define the need. Complete the income, services, dependents, debts, care and resource inventory before selecting an amount.
- Set the target duration. Tie it to the longest financial obligation and note any uncertainty that makes conversion or renewal important.
- Get comparable quotes. Use the same benefit, term and payment schedule from multiple authorized insurers.
- Prepare complete information. Answer health, medication, occupation, travel, tobacco and financial questions accurately. Omissions or incorrect answers can delay underwriting or create claim disputes.
- Examine the illustration and contract. Mark guaranteed and non-guaranteed columns, premium changes, exclusions, grace periods, surrender charges, policy loans and lapse conditions.
- Confirm the free-look and delivery rules. State law and the contract determine the period and procedure for reviewing a newly delivered policy and returning it if appropriate.
- Keep records. Save the application, illustration, policy, beneficiary form, premium notices and the agent’s explanations in a place your family can find.
State insurance departments set licensing and consumer rules, so verify the current requirements where the policyholder lives. The NAIC’s consumer guidance is national information, not a substitute for your state’s rules or the policy itself.

Replacing an existing policy requires extra caution
Do not cancel, surrender or stop paying an existing policy merely because a new quote looks better. Wait until the replacement policy has been issued, delivered and reviewed against the old contract.
- A change in health, occupation or age can make new coverage more expensive or unavailable.
- A new policy may restart contestability or other contractual periods and can have different exclusions or limits.
- Surrendering a cash-value policy can trigger charges, reduce available value or create tax consequences that require professional advice.
- The new policy may have a different renewal, conversion, loan or beneficiary provision.
Ask for a side-by-side comparison of death benefits, premiums, guarantees, cash values, surrender values and all replacement paperwork required by your state.
Name beneficiaries deliberately and keep them current
The primary beneficiary is first in line to receive proceeds if eligible under the policy. A contingent beneficiary receives them if the primary beneficiary has died before the insured or otherwise cannot receive the benefit under the contract.

Review coverage after life changes
Set a recurring review—every few years is a practical minimum—and conduct an additional review after a major change. Recalculate when:
- income rises or falls, or one partner changes work hours;
- a child is born, adopted, becomes independent or develops continuing care needs;
- the family buys or refinances a home, pays down debt or takes on a business obligation;
- child-care, education, medical or elder-care responsibilities change;
- an employer benefit, savings balance or existing policy changes; or
- the policy approaches its renewal, conversion or maturity deadline.
At each review, compare the remaining need with the remaining benefit and term. A family may need more coverage after a new child, less after a mortgage is repaid, or a different duration after a career change.
Common mistakes and how to avoid them
Buying by an income multiplier alone
An income multiple ignores unpaid work, debt, care costs, existing assets and the years of dependency. Use a written needs inventory and treat any multiplier only as a rough reasonableness check.
Choosing the cheapest first-year premium
Check the entire premium schedule, renewal rates and the conditions that keep the policy in force. The lowest introductory price may not be the lowest sustainable cost.
Treating projected cash value as guaranteed
Separate guaranteed values from dividends, credited interest and investment projections. Ask what happens if returns, interest or premiums differ from the illustration.
Best Value
Ignoring the caregiver’s economic contribution
Price the services a surviving family would have to purchase. A policy on only the wage earner can leave the household unable to replace daily care.
Assuming a term policy can always be extended
Verify renewal rights, rates, age limits and conversion deadlines before buying. Put the deadline on a calendar well before it expires.
Letting a policy lapse during a cash squeeze
Contact the insurer before missing a payment. Ask about the grace period, reinstatement, reduced benefits or other contractual options, and reassess whether the policy remains affordable.
Replacing coverage too quickly
Keep the existing policy until the replacement is active and fully reviewed. Compare the contracts, not just the premiums.
Worked decision examples
Family with young children and a mortgage
The income earner’s inventory includes the mortgage balance, several years of income replacement, child-care while the surviving parent works, education savings and final expenses. The family subtracts accessible savings and employer-provided coverage, then selects a term long enough to cover the children’s dependency and the mortgage’s remaining schedule. Renewal and conversion terms matter if the end date could change.
Stay-at-home parent
The calculation focuses on replacing full-time care, transportation, household management and future education support. Even without a salary to replace, the death of the caregiver could require years of paid services, making a separate policy appropriate.
Adult with a lifelong dependent
The family estimates continuing housing, medical, personal-care and management costs rather than using the dependent’s current annual expenses alone. A lifelong need may justify comparing permanent coverage with a long term policy, but the premium must remain affordable and the contract’s guarantees must be clear.
Questions to ask before signing
- What exact event triggers payment, and what exclusions or limitations apply?
- Which premiums and benefits are guaranteed, and which depend on assumptions?
- What will the premium be at each renewal age?
- Until what age can the policy be renewed or converted, and what products are available on conversion?
- What happens if a payment is late, reduced or skipped?
- How do loans, withdrawals or surrender affect a cash-value policy?
- Is the agent and insurer authorized in my state?
- How should beneficiaries be updated after a family change?
- What are the consequences of replacing my existing coverage?
The NAIC’s consumer article dated October 12, 2026, and its Life Insurance Buyer’s Guide emphasize the same core principle: “You should choose a policy with features that fit your situation” and “You should choose a policy with features that fit your individual needs.” Use those questions to translate that principle into a policy your family can understand, afford and keep in force.
