Choose flood insurance by matching separate building and belongings limits to what you could afford to replace, then compare exclusions, deductibles, total annual cost and the policy’s effective date. For U.S. homeowners, the National Flood Insurance Program (NFIP) is a useful baseline: its homeowner building limit is $250,000 and its contents limit is $100,000. Those caps may be below your home’s replacement cost or the value of everything inside it, so check the actual policy and any private option before buying.
Why consider flood insurance if homeowners insurance does not cover floods?
Most homeowners policies do not cover flood damage. Flooding can affect homes beyond coastal and riverfront areas: FloodSmart says 99% of U.S. counties experienced a flood event in the past 20 years. That broad historical figure does not predict the risk to a particular property, but it is a reason not to dismiss coverage based on location alone. Check the property’s flood map and history, and whether its community participates in the NFIP.

If you have a government-backed mortgage and the home is in a Special Flood Hazard Area, the lender may require flood insurance. Check your lender’s requirements and confirm eligibility for the coverage you are considering. Federal disaster assistance is not a substitute for an insurance policy: assistance depends on a presidential disaster declaration and may be a loan or limited grant. Insurance claim payments do not have to be repaid. FloodSmart’s flood insurance overview explains the program context, while its eligibility information covers community participation and lender requirements.

How much building and contents coverage do you need?
NFIP building and contents coverage are separate, and each generally has its own deductible. The current homeowner limits listed by FloodSmart are $250,000 for building coverage and $100,000 for contents coverage. These are program caps, not recommended coverage amounts or a promise that a loss will be paid in full; the policy’s terms, limits and deductibles apply.

Before requesting quotes, make two inventories rather than estimating one combined total:
- Building: Consider the home and covered installed components, then compare the needed amount with the NFIP building cap. Do not assume the cap equals your home’s replacement cost.
- Contents: List belongings and appliances, estimate what replacement would cost, and compare that amount with the separate contents cap.
Ask the insurer or agent how the policy treats any property whose coverage is unclear. FloodSmart’s NFIP coverage information describes the program’s limits and covered categories.

What does flood insurance not cover?
NFIP coverage has exclusions and limits that can matter after a flood. FloodSmart identifies temporary housing or additional living expenses, many basement belongings, vehicles and property outside the insured building among the categories that may not be covered. Do not assume a policy will pay for a hotel, a car, or everything stored in a basement.

Sewer-backup coverage depends on the cause. A backup directly caused by flooding is different under the NFIP rules from one caused by clogged pipes. If that distinction matters to your home, ask the insurer how the policy applies and check the actual Standard Flood Insurance Policy rather than relying on a general description.

How to compare premiums, deductibles and policy terms
NFIP premiums vary with factors including property location and flood exposure, building features such as foundation type and first-floor height, replacement cost, chosen coverage and deductibles. There is no single national price that can reliably tell you what your home will cost to insure. FloodSmart explains how NFIP premiums are determined.
For a fair comparison, request quotes using the same building and contents limits and the same deductibles. A higher deductible can lower the premium, but it leaves you responsible for more of a covered loss. Check the declarations page and compare the total annual payment, including fees and surcharges, rather than looking only at a base-premium figure.

When does flood insurance take effect?
NFIP coverage usually begins 30 days after purchase, so it is not a last-minute safeguard once flooding is imminent. FloodSmart lists exceptions involving some mortgage transactions, renewal changes, certain recently mapped high-risk properties and qualifying wildfire-related cases. The applicable exception depends on the circumstances; confirm the exact effective date with the provider before relying on coverage. See FloodSmart’s waiting-period information.

How to buy and verify a policy
- Check the property and eligibility. Review flood maps and property history, verify NFIP community participation, and ask your lender whether coverage is required.
- Inventory the home. List building needs separately from belongings and appliances; identify any gap between those values and NFIP’s coverage caps.
- Request comparable quotes. Use FloodSmart’s quote route and provider directory for NFIP options. NFIP policies use the same program pricing approach across participating providers; compare private options only on the written terms offered.
- Review the documents before paying. Verify the limits, separate deductibles, exclusions, total annual payment and effective date on the quote and policy documents.
- Keep the policy and claim records accessible. Save the policy and declarations page. If damage occurs, document it with photos or video and item details, and check applicable limits and deductibles. FloodSmart’s NFIP claims checklist provides policyholder guidance.
