How to Choose a Disaster Recovery Service for Critical IT Systems

Choose a disaster recovery service by starting with each workload’s business impact—not a vendor’s feature list. Set a recovery time objective (RTO), the maximum acceptable time to restore service, and a recovery point objective (RPO), the maximum acceptable gap between the recovered data and the latest data before disruption. Compare the provider’s architecture, operating model, and tested results against those workload-specific targets.

Set recovery targets for each critical workload

Begin with the applications and data the business cannot operate without, then identify the consequences of their interruption: lost revenue, interrupted customer or employee service, manual workarounds, safety concerns, or regulatory exposure. Microsoft Azure Well-Architected guidance puts the decision plainly: “Criticality is a business decision and it’s your responsibility to help guide that decision.” Microsoft Azure Well-Architected Framework guidance recommends aligning recovery planning with workload criticality.

  • RTO: the maximum acceptable delay before the disrupted application is restored.
  • RPO: the maximum acceptable gap between data available after recovery and the latest application data before disruption.

Set both targets for each workload rather than accepting one portfolio-wide number without justification. An order-processing system, identity service, and internal archive may have very different tolerances. Include dependencies such as identity, DNS, networking, databases, and third-party services: an application is not recovered in a useful sense if a necessary dependency remains unavailable.

Also define the recovery order, who approves restored service, and what “usable” means to the business. A provider’s target is only meaningful when you know what it measures, which dependencies it includes, and what actions or assumptions fall to your team.

Match the recovery architecture to the targets

Recovery patterns trade cost and operational complexity for faster restoration and more current data. AWS describes the following as illustrative architecture profiles, not independent benchmarks or guarantees for a particular customer workload. Actual results depend on design, change rates, dependencies, network capacity, automation, regional and control-plane availability, procedures, and testing. AWS Well-Architected disaster recovery guidance and AWS recovery-strategy guidance describe the trade-offs.

Approach Indicative recovery profile What is ready before an incident Selection consideration
Backup and restore AWS’s 2020-07-02 Well-Architected disaster recovery guidance gives an illustrative RPO in hours and RTO of 24 hours or less; automated or continuous backups can reduce RPO in some cases. Backups exist, but infrastructure may need to be rebuilt and data restored after disruption. Consider when the workload can tolerate the restore delay and the organization can execute and validate the rebuild.
Pilot light AWS’s 2022-03-31 recovery-strategy guidance describes RPO in minutes and RTO in tens of minutes; its other guidance describes RTO in hours. Core infrastructure and data are prepared, while additional resources are started or deployed during recovery. Confirm the precise design and recovery sequence; the label alone does not establish an outcome.
Warm standby AWS’s 2022-03-31 recovery-strategy guidance describes RPO in seconds and RTO in minutes. A scaled-down functional environment is already running and can be scaled up. Compare the capacity kept ready with the workload’s needs and the continuing cost of standby resources.
Multi-region active-active AWS’s 2022-03-31 recovery-strategy guidance describes near-zero RPO and potentially zero RTO as possible outcomes. Workloads operate across regions, requiring synchronization and conflict handling. Use only when the business need justifies the cost, data-consistency design, and added operational complexity.

AWS says cost and complexity rise as RTO and RPO decrease; Microsoft likewise advises matching investment to workload criticality. A pattern is a starting point for evaluating an architecture, not a service-level promise. AWS recovery-strategy guidance discusses this cost and complexity trade-off.

Evaluate failure boundaries and recovery locations

Ask what events the proposed service is designed to handle. Depending on the business, the scope may include regional loss, provider control-plane unavailability, corrupted production systems, multi-tier failures, or natural and geopolitical disruption. Microsoft’s disaster-recovery guidance identifies these as examples of disaster conditions. Microsoft Azure Well-Architected Framework guidance

  • Check the separation between production and recovery environments, including shared infrastructure, network routes, identity systems, quotas, and available capacity.
  • Confirm that the recovery location meets data-residency and jurisdiction requirements. AWS notes that multi-region designs may not suit workloads with residency constraints. AWS recovery-strategy guidance
  • Request documented failover and failback procedures, including how traffic is redirected and how service returns to the primary environment.
  • Ask how the design behaves if a required cloud control plane, support channel, or network route is unavailable during the incident.

These questions expose whether a provider’s recovery environment is genuinely independent of the failure that disabled production—and whether the proposed recovery plan can be executed under the conditions that matter to your organization.

Keep backup and cyber recovery separate from replication

Replication can help recover from some site failures, but it can also replicate destructive changes or corruption. It is not a substitute for independent, point-in-time backups. AWS warns that replication alone does not protect against corruption or destruction without point-in-time recovery options. AWS recovery-strategy guidance

  • Ask whether backup copies are isolated from production credentials and failure domains, encrypted, retained for an appropriate period, and protected against unauthorized deletion.
  • Confirm how point-in-time restoration works and whether replicated data is backed up separately.
  • Require tests of backup completion, availability, integrity, and restoration—not just confirmation that a job reported success.
  • Consider offline encrypted copies for critical data. CISA recommends offline encrypted backups and regular testing of their availability and integrity. CISA ransomware guidance

An encrypted external drive can be one component of an offline backup approach, but a drive alone does not establish an enterprise recovery capability. The design also needs sufficient capacity, encryption-key management, access controls, lifecycle management, and tested restore procedures. NIST’s backup guide provides additional context on backup planning. NIST SP 1800-11 backup and recovery guide

Require evidence from recovery exercises

A vendor’s stated target is not the same as an outcome for your configured workloads. Use planned exercises to find out whether your team can recover the right systems and data within the required RTO and RPO. AWS recommends following the recovery plan in drills and checking that the recovery site meets required objectives. AWS Well-Architected disaster recovery guidance

Before choosing a service, agree on:

  • Which workloads and failure scenarios each test covers, how often tests occur, and whether your team participates.
  • How the test is isolated from production and what success criteria apply.
  • What evidence the provider supplies: elapsed recovery time, recovered state, data loss, and business-level function.
  • How issues are assigned, tracked to closure, and retested after remediation or material system changes.

Use the actual runbooks, not a slide presentation, to test the sequence. Microsoft recommends validating data after tests and updating architecture and runbooks when gaps are found. Microsoft Azure Well-Architected Framework guidance

Check operating responsibilities, support, and contract terms

A service is only as executable as the plan around it. Document who declares a disaster, who performs each recovery task, who communicates with staff and customers, and how escalation works if a milestone is missed or support is unresponsive. Define who maintains the configuration and runbooks, who pays for standing capacity and test environments, and how usage is charged during a real recovery.

For a third-party service agreement, map contractual commitments to your organization’s own workload targets. Ask what the commitment measures, what is excluded, what customer prerequisites apply, how incidents are communicated, and what remedies or service credits are available. AWS points customers to its Disaster Recovery Service SLA for terms and recommends Business or Enterprise Support for production workloads; those are AWS-specific recommendations, not universal requirements. AWS Elastic Disaster Recovery pricing and service information

Review security and governance details as well: access controls, encryption, logging, data location, subcontractors, incident notification, and separation between production and recovery environments. Then compare total operating cost and staff effort—not just headline price—including recurring replication, storage, data transfer, retained backups, testing, standby capacity, and recovery support.

Use a decision sequence before signing

  1. Inventory critical workloads and dependencies; assign business owners and recovery order.
  2. Set workload-specific RTO and RPO targets and define business acceptance criteria.
  3. Choose the recovery pattern that can plausibly meet those targets, considering location, failure boundaries, and data residency.
  4. Verify independent point-in-time backups and a cyber-recovery path, not just replication.
  5. Review responsibilities, support escalation, test evidence, contract exclusions, and full operating cost.
  6. Run recovery exercises against the actual plan, close identified gaps, and repeat tests after significant changes.
