The best data-center location is not the one with the most nearby generation, the largest water supply, or a fiber map full of lines. It is the parcel where your required power can be delivered on schedule, the cooling design fits the watershed, and physically diverse network paths meet your latency and availability objectives. Define those requirements first, use regional data only to shortlist markets, and then require written, site-specific evidence from the utility, water provider and carriers before committing.

Start with the workload, not the map

Power, water and connectivity requirements are consequences of what the facility must do. A training cluster, a content-delivery cache, a low-latency trading service and a conventional enterprise colocation floor can have very different site constraints. Write a requirements brief before comparing states, metros or parcels.

Record the requirements that determine location

  • Initial and ultimate IT load: State the megawatts required at opening, the expansion target and the date each increment must be online.
  • Rack density and cooling: Document average and peak kilowatts per rack, liquid-cooling needs, heat-rejection preferences and any limits on on-site water use.
  • Service date and ramp: Specify when the first halls must operate and how quickly later phases must be energized.
  • Workload geography: List users, cloud regions, exchanges, data sources and partner networks that affect latency.
  • Availability objective: Define the acceptable interruption model, maintenance approach, generator-fuel strategy and utility redundancy assumptions.
  • Network performance: Set latency, jitter, packet-loss, bandwidth and failover requirements for actual endpoints rather than using a generic “low latency” label.
  • Water constraints: State permitted annual and peak-day consumption, acceptable sources, discharge requirements and drought restrictions.

The U.S. Department of Energy (DOE) notes that data-center demand is rising rapidly, differs by region and can be constrained by latency-sensitive workloads. That is why a technically attractive power market can still be unusable if it is too far from the people or systems your application serves.

Screen regional power before evaluating parcels

Power screening answers whether a region appears capable of supporting additional load over your planning horizon. It does not prove that a particular parcel can receive the required megawatts.

Use resource-adequacy analysis as a filter

Review the applicable system operator’s or regulator’s current resource-adequacy outlook, planned generation, transmission projects, seasonal stress and load forecasts. DOE’s Resource Adequacy Report compares supply, demand and forecast generation development across U.S. regions. Treat that report as a regional, forward-looking screen; it does not replace a utility study for your project.

Reliability conditions can change as demand grows or plants retire. DOE’s 2025 reliability page says 104 GW of firm generation is slated to retire by 2030. In the scenario described on that page, annual outage risk could rise from single digits to more than 800 hours if retirements and projected load growth are not matched by replacement supply. This is DOE scenario analysis, not a forecast for every region or site. Use it to test assumptions about future adequacy, not to assign an outage figure to a parcel.

Do not equate generation with deliverable capacity

A nearby power plant, substation or regional surplus may have no practical connection to your project. Deliverability depends on transmission topology, transformer capacity, interconnection queues, protection studies, network upgrades, outage contingencies and the utility’s construction schedule. A site can be close to generation yet wait years for a line or substation upgrade.

Request a written utility position

For every serious parcel, ask the serving utility or grid operator for a written, project-specific response covering:

  • Available firm capacity at the requested voltage and delivery point.
  • Your interconnection position, study stage and remaining approvals.
  • Required substation, transmission, transformer, protection and distribution upgrades.
  • Which party pays for each upgrade and how costs are estimated or capped.
  • Milestones and a credible date for each energization phase.
  • Tariff, demand-charge, standby, interruptible and transmission-cost assumptions.
  • Redundancy configuration, planned maintenance method and contingency performance.
  • Conditions that could delay or reduce the committed capacity.

Keep the utility’s assumptions with the date and study version. A preliminary “capacity available” email is not equivalent to an executed agreement, an approved interconnection or a guaranteed in-service date.

Evaluate water at the watershed and provider level

Water risk is local. It depends on the watershed’s safe withdrawal rate, climate, seasonal variability, drought planning, competing users, treatment capacity and the cooling system you intend to operate. A water-rich region can still have restrictions at the municipal connection serving your parcel.

What to investigate

  • Source and allocation: Identify the utility, river basin, aquifer or reclaimed-water system and obtain the allocation or service commitment that applies to the parcel.
  • Safe withdrawal: Ask how permitted withdrawals are calculated and what limits apply during drought or low-flow periods.
  • Seasonal reliability: Examine historical and projected temperature, precipitation, drought declarations and emergency conservation rules.
  • Competing demand: Account for municipal supply, agriculture, industrial users, ecosystems and planned developments that draw from the same resource.
  • Quality and treatment: Confirm chemistry, pretreatment, filtration, blowdown handling and whether reclaimed water is actually available at the site.
  • Discharge: Check sewer or discharge capacity, permit limits, temperature rules and any requirement to truck or store wastewater.
  • Expansion: Verify that the provider can support the ultimate, not merely the opening-phase, consumption.

In its 8 August 2024 briefing, Uptime Institute author Jay Dietrich writes: “Water consumption has become a critical element of a data center’s sustainability strategy. It is a local issue dependent on water availability, the safe water withdrawal rate for the watershed, climatic conditions and competition for the water resource among other water users at the location.” That framing is more useful than ranking entire states by annual rainfall.

Compare cooling designs with common metrics

Cooling determines how power and water interact. Evaporative towers can reduce some electrical energy demand while consuming water through evaporation and blowdown. Air-cooled or hybrid systems can reduce direct water use but may require more fan power or have different hot-weather performance. Neither approach is universally superior.

Use WUE and PUE correctly

The U.S. DOE Federal Energy Management Program (FEMP) defines water usage effectiveness (WUE) as annual site water use in liters divided by annual IT-equipment energy use in kilowatt-hours. Its unit is liters per kWh. Power usage effectiveness (PUE) is total facility annual energy divided by IT-equipment annual energy. Ask every designer to state the measurement boundary and operating assumptions behind both metrics.

Metric or design item What to request Why it changes the decision
WUE Annual and peak values, liters/kWh, included sources and boundary Shows direct water intensity under stated operating conditions.
PUE Annual and seasonal values, weather assumptions and IT-load profile Shows facility overhead energy, including cooling and power distribution.
Cooling technology Air, evaporative, chilled-water, liquid or hybrid configuration Determines water demand, fan or chiller energy and hot-weather limits.
Water source Potable, reclaimed, surface or groundwater; treatment requirements Affects permits, cost, resilience and public acceptance.
Operating envelope Temperature, humidity, load and seasonal controls Prevents a favorable design value from being applied outside its tested conditions.
Discharge and blowdown Volume, chemistry, storage and permit assumptions Can become the binding constraint even when incoming supply is adequate.

FEMP’s cooling guidance explains that evaporative cooling towers consume water and that cooling choices and operating practices affect both water and energy demand. Compare proposals on identical climate files, load ramps, redundancy states and accounting boundaries. Do not promise a percentage water saving from a generic technology description.

Test water and energy trade-offs by season

Request monthly water and energy estimates for normal, peak-summer, drought and partial-load operation. Ask what happens when make-up water is restricted, ambient temperatures exceed design conditions or one cooling train is unavailable. A design that looks efficient annually may need additional equipment, storage or operating restrictions during a severe event.

Shortlist connectivity, then prove it at the parcel

A broadband availability layer is an area-level indicator, not a data-center network design. The Federal Communications Commission (FCC) says its National Broadband Map displays provider-reported service and technology availability; it does not show performance, affordability or adoption. Use it to identify candidate areas, never as proof that a carrier will deliver diverse, high-capacity service to your site.

Check the physical path

For each parcel, obtain carrier route maps and written serviceability responses. Confirm:

  • Which carriers can reach the exact building entrance or planned meet-me room.
  • Whether entrances, conduits, risers and lateral paths are physically separate.
  • Whether “diverse” routes share a pole line, bridge, railroad crossing, duct bank, manhole or central aggregation point.
  • Available wavelengths, port speeds, spectrum, dark fiber or scalable lit capacity.
  • Construction scope, permits, lead time, recurring charges and one-time costs.
  • Repair commitments, mean-time objectives, maintenance notification and escalation terms.
  • Failover behavior when a carrier, path, building entrance or upstream interconnection fails.

The International Telecommunication Union provides mapping resources for optical fiber and transmission nodes. The Fiber Broadband Association describes high-capacity, low-latency, continuous operation and diverse routes as important elements of data-center network design. Those maps and industry discussions are useful starting evidence, but they do not establish independent routes, a commercial quote or contractual performance.

Measure latency to real endpoints

Build a test list from your workload requirements: user regions, partner networks, cloud on-ramps, exchanges, storage systems and backup sites. Measure round-trip latency, jitter, packet loss and failover during representative periods. Ask carriers for committed or measured values and the routing assumptions behind them. A site can have abundant local fiber yet miss the latency objective because the critical endpoint is reached through a distant exchange.

Use an evidence-based site comparison

Do not collapse unknowns into a single score. A site with a high regional power rating but no utility delivery date should not outrank a site with a lower map score and a signed capacity plan. Use a matrix that keeps evidence, confidence and dependencies visible.

Axis Evidence to request or check Decision implication
Workload fit Compute profile, rack density, endpoint locations, latency and availability objectives, ramp schedule Defines acceptable power, cooling and network requirements.
Regional power outlook Resource adequacy, planned generation and transmission, seasonal stress, supply outlook Filters regions with uncertain future supply.
Site power deliverability Utility capacity letter, interconnection status, upgrade scope, delivery date, tariff, redundancy assumptions Tests whether required megawatts can reach the parcel on schedule.
Water context Watershed availability, safe withdrawals, drought exposure, competing users, allocations and restrictions Shows whether cooling demand is sustainable and permitted.
Cooling trade-off Cooling design, WUE/PUE boundaries, water source, seasonal operation and heat rejection Compares resource use without assuming one technology always wins.
Fiber availability and diversity Carrier serviceability, route and conduit maps, independent paths, capacity, delivery and repair terms Tests resilience and connection feasibility.
Latency and performance Measured or contractually supported latency, peering access and failover behavior Confirms workload fit rather than relying on an availability map.
Evidence quality Source, date, geographic granularity, assumptions, responsible provider and unresolved approvals Prevents estimates or marketing claims becoming “facts” in the business case.

For each row, label the evidence as regional estimate, provider statement, engineering study, executed commitment or unresolved dependency. Record who must resolve the dependency and the date by which it affects the project schedule.

A practical due-diligence sequence

  1. Write the requirements brief. Include opening and ultimate IT load, rack density, service date, workload and user locations, latency ceiling, availability objective, cooling constraints and water limits.
  2. Shortlist grid regions. Review the current adequacy outlook, planned supply and transmission, seasonal stress and regulatory conditions. Mark the analysis geography and scenario year.
  3. Submit a parcel-level utility request. Ask for deliverable capacity, interconnection position, upgrades, cost responsibility, rate structure, redundancy assumptions and phase-by-phase dates.
  4. Screen watershed and provider conditions. Obtain allocation, drought, withdrawal, treatment, discharge and expansion information for the exact service area.
  5. Model at least two cooling configurations. Compare WUE, PUE, monthly consumption, peak-day demand, backup operation and permitting under the same climate and load assumptions.
  6. Map carriers and qualify routes. Use FCC and ITU resources to identify candidates, then obtain carrier letters or proposals for the actual building and ask specifically about physical independence.
  7. Test network performance. Measure or contractually validate latency, jitter, loss, capacity and failover to actual endpoints.
  8. Build the dependency register. Assign every open item to a utility, water provider, carrier, landlord, engineer or public authority, with a decision date and consequence.
  9. Make the go/no-go decision. Proceed only when power, water and network commitments align with the service date and the remaining risks have funded mitigations.

Common mistakes and how to avoid them

Choosing a region from a generation map

Why it fails: Generation may not be deliverable after transmission limits, queue position or contingency requirements are considered.
Correction: Require a utility study, upgrade scope, cost allocation and date tied to your parcel and load phases.

Treating a national reliability number as a local forecast

Why it fails: DOE’s retirement and outage-risk figures are U.S.-focused scenario analysis.
Correction: Use the figure to challenge regional assumptions, then obtain local adequacy and contingency evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming abundant rainfall means unlimited cooling water

Why it fails: Watershed limits, drought rules, competing users, treatment capacity or discharge permits can bind first.
Correction: Obtain provider and watershed evidence for normal, drought and expansion conditions.

Comparing WUE or PUE labels without boundaries

Why it fails: Different proposals may exclude different water sources, loads, seasons or auxiliary systems.
Correction: Require equations, boundaries, climate files, load profiles and monthly results.

Calling a broadband map “diverse connectivity”

Why it fails: Provider-reported availability does not prove performance, route independence or service terms.
Correction: Obtain route diagrams, entrance details, carrier commitments and endpoint measurements.

Optimizing one resource in isolation

Why it fails: A low-water design may increase electrical demand; a power-rich site may miss latency; a low-latency site may face water restrictions.
Correction: Compare combined power, water, network, schedule and cost consequences under the same operating scenarios.

What changes outside the United States

DOE’s resource-adequacy and reliability material is U.S.-focused. For an international project, substitute the relevant transmission-system operator, regulator, utility and watershed authority. Keep the same evidence standard: regional outlooks are screening tools, while parcel-level capacity, water allocation and carrier commitments determine whether the project is feasible.

Availability maps and infrastructure datasets also vary by country. Confirm who reports the data, its age, geographic precision and legal status. A public map may be less current or less granular than a carrier’s engineering survey.

How to write the final site decision

Your investment memo should show the chain from workload to infrastructure rather than present a mysterious composite score. Include:

  • The required IT-load phases, rack density, service date and endpoint map.
  • Utility evidence, including capacity, upgrades, tariff assumptions, redundancy and dates.
  • Water allocation, watershed conditions, cooling alternatives, WUE/PUE boundaries and drought operation.
  • Carrier responses, route-diversity diagrams, capacity, latency tests and repair obligations.
  • A dependency register with owner, milestone, probability, consequence and mitigation cost.
  • Explicit stop conditions, such as an uncommitted power phase, an unpermitted water demand or a latency result outside the workload objective.

The decision is defensible when another engineer or executive can trace every material claim to a dated provider document, measured result or clearly labeled regional analysis.
