If you carry a balance, choose a credit card by the interest rate and fees that will apply to that balance—not by the rewards headline. Compare the purchase APR, balance-transfer APR, transfer fee, promotional length, post-promotion APR, grace-period rules, and payment-allocation terms. Then test whether your planned monthly payment can eliminate the balance before an introductory rate ends.
Rates and fees vary by issuer, applicant, and offer. The Consumer Financial Protection Bureau (CFPB) explains the terms below for U.S. consumer cards; read the current pricing disclosure and cardholder agreement for any offer you are considering.

Start with the balance you expect to carry
A card is a borrowing product when you revolve a balance. The relevant question is therefore, “What will this debt cost under this card’s terms?” Make that question concrete before comparing offers.

Estimate your payoff horizon
Write down the balance you would move or accumulate, the amount you can pay every month, and whether you will add new purchases. A card that is inexpensive for a three-month payoff can be costly for a balance that remains for two years. Your estimate does not need to be perfect; it needs to distinguish a short-term bridge from continuing debt.

Separate transaction types
Credit cards can assign different APRs to purchases, balance transfers, and cash advances. The rate printed in a headline or advertisement may not be the rate for your balance. The CFPB’s credit-card key terms guidance explains why each APR category must be checked separately.
Identify whether the rate can change
A fixed APR and a variable APR behave differently. A variable rate can move when its index changes, even if the card’s introductory rate appears low. Confirm the rate type, the index, and the margin in the offer and agreement rather than assuming a promotional rate will remain unchanged.
The comparison checklist that matters
Use the card’s pricing disclosure and agreement to fill in every row below. If an offer does not make an answer clear, ask the issuer before applying.
Recommended Free Tools
| Term | What to check | Why it matters when you carry a balance |
|---|---|---|
| Purchase APR | The APR applied to ordinary purchases, including whether it is fixed or variable | This is the borrowing cost if the balance consists of purchases. |
| Balance-transfer APR | The promotional APR, its duration, and the regular APR afterward | A transfer may be cheap temporarily but expensive after the promotion. |
| Transfer fee | The percentage or dollar minimum charged when a balance is moved | The fee increases the amount you must repay, even when the transfer APR is 0%. |
| Transfer eligibility | Which accounts qualify, the amount you can transfer, and any timing deadline | A proposed saving disappears if the transfer cannot be completed on the required terms. |
| Grace period | Whether purchases receive one while you revolve or transfer a balance, and what payment is required | New purchases can accrue interest from their transaction dates if the grace period is unavailable or lost. |
| Minimum payment | How the minimum is calculated and when it is due | Missing it can trigger fees and may affect introductory pricing. |
| Payment allocation | How the issuer applies the minimum and any amount above it across APR categories | Your extra payment may reduce the highest-rate balance first, while the issuer controls allocation of the minimum portion. |
| Late-payment terms | Late fee, penalty APR provisions, and consequences for an introductory rate | A missed payment can raise the cost or jeopardize a promotion. |
The CFPB’s general credit-card guidance is a useful explanation of these disclosures, but it does not replace the agreement for a particular card.
Understand how interest is calculated
Daily interest and average daily balance
Many issuers calculate interest each day, often using an average daily balance. The agreement and statement show how balances are grouped by APR category. The CFPB describes this method and the information that appears on statements in its explanation of credit-card interest calculations.
For an illustration only, suppose a $1,000 balance remains unchanged for 30 days at a 24% annual APR. A simple daily estimate is $1,000 × 0.24 ÷ 365 × 30, or about $19.73. Actual interest depends on the issuer’s method, transaction timing, payments, fees, and the balances in each APR category. The example is not a market-rate claim or a prediction of any issuer’s charge.

Paying earlier can reduce accrued interest
When interest accrues daily, reducing the balance earlier in the billing cycle leaves less principal exposed for the remaining days. Two payments that total the same amount by the due date can therefore produce different interest if one payment reaches the account sooner. Check the issuer’s posting cutoffs and allow time for payments to process.

When you pay more than the minimum, the amount above the minimum generally goes first to the balance with the highest APR. The issuer generally decides how to allocate the minimum portion. If a card has a purchase balance, a transfer balance, and different rates, inspect the statement after each payment to confirm the allocation. The CFPB explains APR categories and allocation in its APR allocation guidance.
When a balance transfer makes sense
A balance transfer is a timed financing decision, not free money. Compare the transfer fee and the amount you can repay during the promotional period with the regular APR that begins afterward.
Calculate the fee before comparing rates
Use this calculation:
Transfer cost = balance transferred × transfer-fee percentage
In a hypothetical example, transferring $5,000 with a 5% fee adds $250, so the starting balance is $5,250 before any other charges. A 0% promotion does not erase that fee. Confirm whether the fee is added to the transferred balance or billed separately.

Match the payment to the promotional window
Divide the balance including the fee by the number of promotional months to find the approximate payment needed for a full payoff. In the example above, $5,250 over 15 months requires about $350 per month, before considering new purchases or other charges. If that payment is unrealistic, compare the cost of carrying the remainder at the post-promotion APR.

Read the expiration and late-payment rules
The CFPB says an issuer must disclose how long an introductory rate lasts and what rate applies afterward. Introductory rates generally must remain in effect for at least six months, except when the cardholder is more than 60 days late. A late payment can also cause fees or other consequences under the agreement. Set a payoff date well before the stated expiration rather than relying on the final billing cycle.
See the CFPB’s explanation of introductory-rate periods for the federal disclosure rule and its limits. A variable introductory rate may still move when its index changes, so a “low” rate is not necessarily a fixed rate.
Check transfer limits and timing
An issuer may limit the amount transferable, exclude debts from affiliated accounts, or require the transfer request within a stated period after account opening. Approval for a particular amount is not guaranteed. Do not close the old account or assume the old balance is paid until the transfer posts and you verify both accounts.

Most cards offer a purchase grace period, but issuers are not required to provide one. Where a grace period is offered, it generally requires paying the balance in full by the due date. The CFPB explains the basic rule in its grace-period guidance.
Carrying a balance can mean that you no longer receive the usual grace treatment for new purchases. After a low-rate or 0% balance transfer, new purchases may accrue interest from their transaction dates even while the transferred balance remains at the promotional rate. Review the agreement’s purchase-interest section and avoid using the transfer card for spending unless you have a clear repayment plan. The CFPB addresses this situation in its explanation of new-purchase interest after a transfer.
Use separate tools for debt and spending
If the purpose of a transfer card is to retire existing debt, stop adding purchases to it whenever possible. Use a debit account or another payment method for planned spending, and keep the transfer card’s statement easy to audit. New charges create another APR category, complicate payment allocation, and can undermine the payoff schedule.

A step-by-step way to choose
- Define the balance. Record the amount you plan to carry, whether it is purchases or a transfer, and the date you expect to be debt-free.
- Set a sustainable monthly payment. Use an amount you can make every month after essential expenses. Include a buffer for an unusually high bill; a plan that fails after one disruption is not a reliable plan.
- Collect the complete disclosures. Obtain the purchase APR, transfer APR, transfer fee, promotion end date, post-promotion APR, rate type, grace-period language, minimum-payment formula, late terms, and payment-allocation rules.
- Calculate at least two scenarios. Estimate the cost if you meet the payoff plan and the cost if the balance remains after the promotion. Include the transfer fee and any planned new purchases.
- Test the grace period. Determine whether carrying or transferring a balance causes new purchases to accrue interest immediately. If the answer is unclear, treat the purchase as potentially interest-bearing until the issuer confirms otherwise.
- Check the payment mechanics. Confirm the due date, electronic-payment cutoff, posting time, and how amounts above the minimum are allocated. Schedule payments early enough to avoid a late posting.
- Compare the regular APR, not only the teaser. If you expect to carry debt beyond the introductory period, the post-promotion rate may matter more than the first few months.
- Verify the final offer before applying. Rates, fees, eligibility, and limits can differ by applicant and can change. Read the current issuer disclosure and agreement, then save a copy for your records.
- Write an exit plan. Put the promotion end date and a target payoff date on your calendar. Decide what you will do if the balance is not gone: increase payments, stop using the card, or seek qualified debt advice before the regular APR applies.
Choose according to your situation
| Your situation | What to prioritize | What to avoid |
|---|---|---|
| You can repay the balance within a few months | A low applicable APR, low fees, and payment terms that let you pay promptly | Paying an unnecessary transfer fee for a balance you would soon eliminate |
| You need several months to repay existing debt | Transfer fee, promotional duration, achievable monthly payment, and post-promotion APR | Choosing a promotion whose required payoff payment exceeds your budget |
| You expect to keep revolving debt | The regular purchase APR and whether the rate is variable | Relying on a temporary rate without a realistic long-term plan |
| You must keep making purchases | Grace-period treatment while revolving, purchase APR, and clear allocation rules | Assuming a 0% transfer also makes new purchases interest-free |
| You are unsure of the payoff date | A conservative scenario using the post-promotion APR and a payment you can maintain | Counting on a future transfer or approval that is not guaranteed |
Build the payoff system after you choose
Protect the minimum payment
Set an automatic payment for at least the required minimum from an account with enough funds, and keep a reminder to review the statement. A missed minimum can result in a late fee and may affect introductory pricing under the agreement. The CFPB’s Know Before You Owe credit-card guidance recommends paying more than the minimum when possible because doing so reduces interest and shortens repayment.
Send extra money deliberately
Pay more than the minimum whenever your budget allows. If several APR categories exist, verify that the extra amount is reducing the highest-rate balance as expected. When interest is calculated daily, sending the extra payment sooner can reduce the days on which that balance accrues interest.
Monitor every statement
Check the balance in each APR category, the transfer fee, interest charges, credits, payment posting date, and remaining promotional period. Contact the issuer promptly if a transfer is missing, a payment was misapplied, or an unexpected APR appears. Keep confirmation numbers and copies of messages.
Stop the plan from expanding
Remove the card from shopping accounts and avoid cash advances while paying down the balance. Cash advances commonly have their own APR and fee structure, and the agreement determines how they are treated. If an emergency requires new borrowing, include it in a revised payoff calculation instead of pretending the original schedule still works.
Common mistakes and how to correct them
Choosing rewards over borrowing cost
Rewards do not offset interest automatically. Compare the APR and fees for the balance you will carry first; evaluate rewards only after the borrowing cost and repayment plan are acceptable.
Calling every 0% offer free
A 0% transfer can still carry a fee, have a strict expiration date, and convert the remaining balance to a regular APR. Add the fee to the debt and calculate the required monthly payment before accepting the offer.
Best Value
Ignoring the post-promotion rate
If your payoff plan leaves any balance after the promotion, model that remainder at the disclosed regular APR. If the result is unaffordable, the offer is not a complete solution for your timeline.
Using the transfer card for everyday spending
New purchases may accrue interest from the transaction date when a grace period is lost. Keep spending separate or confirm the agreement’s treatment before charging anything new.
Paying only the minimum
The minimum keeps the account current but may leave principal outstanding for a long time. Set a fixed extra amount or percentage tied to your budget, and increase it when a balance-transfer deadline approaches.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesAssuming the transfer happened
Transfers can take time to post. Continue making required payments on the old account until you confirm that the transfer has settled and the old creditor shows the expected credit. Otherwise, you risk a late payment while waiting.
Questions to answer before signing
- Which exact APR applies to the balance I expect to carry?
- Is that APR fixed or variable, and what can cause it to change?
- If I transfer a balance, what fee is charged and what is the resulting starting balance?
- When does the promotional rate end, and what APR begins afterward?
- What monthly payment clears the balance before that date?
- Will new purchases receive a grace period while I carry or transfer a balance?
- How are the minimum payment and amounts above it allocated across APR categories?
- What happens if a payment is late or posts after the cutoff?
- Can I complete the transfer for the amount I need, and by what deadline?
- What is my plan if the balance remains when the promotion ends?
Bottom line
The best card for someone who carries a balance is the one with the lowest realistic total borrowing cost for that person’s payoff timeline. Compare the applicable APR, transfer fee, promotional and post-promotional rates, grace-period treatment, and payment rules. Make payments early, pay more than the minimum when possible, avoid new purchases that accrue interest unexpectedly, and verify every term in the current issuer disclosure before relying on an offer.
