It is the provider whose required services, regions, failure domains, contracts and recovery procedures can meet your workload’s tested availability, recovery time objective (RTO) and recovery point objective (RPO). Compare a specific architecture in a specific geography, not a provider-wide reputation.
Start with the reliability your workload must achieve
Cloud reliability has two parts: the provider’s infrastructure and your workload’s design. A provider can supply independent power, cooling and network systems, but an application can still fail if it uses one zone, one database, one identity path, an untested backup or an operator account that is unavailable during an incident.

Write the business requirement before comparing providers. Quantify the maximum outage and data loss that the business can tolerate, then use those figures to filter architectures and services.
Define RTO and RPO
| Measure | Meaning | Questions to answer |
|---|---|---|
| RTO | Recovery time objective: the maximum acceptable time until the service is usable again after a disruptive event. | When must customers be able to log in, transact and reach critical functions? Does the clock include detection, decision-making, restoration and validation? |
| RPO | Recovery point objective: the maximum acceptable amount of data loss measured in time. | Can the business lose five minutes, one hour or one day of changes? Which data is included, and how is consistency checked? |
Separate targets by workload tier. A payment API, reporting database and development environment rarely need the same recovery design. Record dependencies such as identity, DNS, certificates, queues, object storage, external payment systems and on-premises links; a recovery plan that restores only the front end is not a recovered service.

Understand what power resilience actually covers
When a data center loses utility power, resilience depends on layers: utility feeds, generators, uninterruptible power systems, cooling, network paths, storage and the application’s placement. You normally cannot inspect a provider’s electrical plant directly, so verify the failure domains and service behavior that expose that engineering to your workload.
“Each AWS Region consists of at least three physically separate Availability Zones (AZs), with independent power infrastructure, cooling systems, network connectivity, and security systems to keep your workloads safe even in the event of a disaster near an AZ.”
That statement describes AWS regional design. It does not guarantee that every service is deployed across all zones, that your configuration uses them, or that your application will fail over automatically. The same distinction applies to any provider: infrastructure capability is evidence for an architecture, not proof of an outcome.

| Topology | Typical failure scope addressed | What it does not automatically solve | Trade-offs |
|---|---|---|---|
| Single zone | None beyond redundancy inside that zone. | A zone power, cooling, network or facility incident; zonal service interruption. | Lowest complexity and often lowest cost, but the narrowest protection. |
| Multiple zones in one region | Some localized facility, power or zone failures. | A region-wide disruption, regional control-plane issue, shared identity or network dependency, or an application-level bug deployed everywhere. | Requires traffic distribution, data replication and careful consistency handling. |
| Multiple regions | Some region-wide outages and geographic disasters. | Global control-plane or identity dependencies, provider-wide incidents, corrupted data replicated everywhere, and failures in your runbook. | Higher cost, cross-region latency and transfer charges, more complex operations and potentially weaker consistency. |
Google Cloud defines a failure domain as “a resource or a group of resources that can fail independently of other resources.” Map every component to one. A multi-zone application can still have a single-zone database, a regional load balancer, one DNS provider, one secrets store or one administrative path.
Check geography before comparing resilience features
A region is not useful if it cannot host every service your design needs. For each candidate, confirm all of the following for the exact edition and region:

- Required compute, database, storage, queue, identity, monitoring and security services are available.
- Those services support the needed zone or cross-region topology, rather than only a single-location deployment.
- Data residency, sovereignty and retention rules permit the primary and recovery locations.
- Network latency to users, partners and on-premises systems is acceptable in normal operation and during failover.
- Cross-region replication is available for the selected engine, version and configuration.
- Provider support, maintenance windows and incident communications cover the jurisdictions and service tiers you will use.
Location labels can be misleading. A service marketed as regional or global may still store state in a particular location, depend on a regional control plane or have recovery behavior that differs by region. Obtain the current service documentation and contract for each proposed location at procurement time; region coverage and features change.
Compare SLAs without confusing them with design targets
An SLA is a contract with a defined measurement, eligibility rules and remedy. It is not a promise that your complete application will be available for the headline percentage. Record the exact service, configuration, measurement period, exclusions, customer obligations and service-credit terms.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →| SLA item to record | Why it matters |
|---|---|
| Service and version | Database, VM, storage and managed platform SLAs can differ, even within one provider. |
| Eligible topology | Some guarantees require multi-zone or dedicated configurations; a single-zone deployment may be excluded. |
| Availability definition | “Available” might mean a successful request, a healthy instance, a connection or an entire endpoint. These are not interchangeable. |
| Measurement period | Monthly percentages can hide short failures, maintenance exclusions or a calculation that differs from your monitoring. |
| Exclusions and customer duties | Planned maintenance, quota exhaustion, misconfiguration, upstream dependencies and force-majeure events may be excluded. |
| Remedy | Service credits are usually not the same as compensation for business loss and may require a claim within a deadline. |
Google Cloud’s infrastructure guidance gives topology-based design targets of 99.9% for single-zone, 99.99% for multi-zone and 99.999% for multi-region deployment. The guide was last reviewed on 2026-09-23 UTC. These are infrastructure design targets, not a universal SLA or a prediction for every service and workload.
| Target | Google’s stated illustrative maximum downtime | Context |
|---|---|---|
| 99.9% | 43.2 minutes in a 30-day month | Conversion shown in Google’s building-block guidance for that monthly period. |
| 99.99% | 4.3 minutes in a 30-day month | Conversion shown in the same guidance. |
| 99.999% | 26 seconds in a 30-day month | Conversion shown in the same guidance. |
Google also illustrates 99.99% as no more than 8.64 seconds in a 24-hour period. That is a mathematical example, not an observed service result. Do not combine these figures into a cross-provider ranking: they describe design contexts, while contractual SLAs are service- and configuration-specific.
Design disaster recovery around recoverable data
Availability keeps a service running through some failures. Disaster recovery restores it after a larger failure, operator error, corruption or security incident. A credible plan specifies what is copied, where it is copied, how it is restored and who can perform the operation.

Backups
- Set a frequency that can meet the RPO, including transaction logs or incremental data where required.
- Keep retention long enough to cover detection of corruption, legal requirements and delayed recovery.
- Place copies in an independent failure domain; a second disk in the same zone is not a disaster-recovery copy.
- Use immutability or write protection where ransomware or accidental deletion is in scope.
- Verify that backup encryption keys, credentials and restore permissions remain accessible during an account or region incident.
Replication
Synchronous replication can reduce data loss but normally requires low latency and may transfer a failure or corruption immediately. Asynchronous replication can span greater distances but introduces a measurable replication lag. Document the expected and worst-case lag, consistency model and the point at which a replica becomes authoritative.
Failover and failback
Write the procedure as an executable runbook: declare the incident, freeze or redirect writes, promote the recovery data store, route traffic, update certificates and secrets, validate transactions, communicate status and monitor the recovered service. Failback is a separate operation. It requires resynchronizing data, choosing an authoritative copy and returning traffic without overwriting newer changes.
Access during an outage
Recovery can fail because administrators cannot reach the console, identity provider, VPN or privileged credentials. Maintain break-glass access with tested controls, store runbooks outside the affected environment and ensure monitoring and notification channels do not depend on the failed region.
What the major providers document
Amazon Web Services
AWS describes Regions made of at least three physically separate Availability Zones with independent power, cooling, networking and security. Its resilience guidance recommends setting explicit RTO and RPO targets and describes services including AWS Backup and Elastic Disaster Recovery. Treat those descriptions as provider documentation, not independent evidence that a particular workload will meet a stated recovery time. Check the selected service’s topology, replication mode, regional coverage, limits and contractual terms.
Microsoft Azure
Azure publishes service reliability guides covering availability zones, regions, shared responsibility, business continuity, backup, failover, failback and SLAs. Azure Site Recovery is described as supporting disaster recovery for on-premises environments and Azure virtual machines. Zone-resilience capabilities depend on regional support and the exact workload. Confirm the supported region pair, replication frequency, recovery limits, permissions and test procedure for your configuration.

Google Cloud
Google’s reliability guidance starts with workload objectives rather than a provider-wide availability claim. It distinguishes zonal, regional and multi-region resources and explains that location-scoped resources have different failure characteristics and trade-offs. Multi-region choices can improve availability while increasing latency, transfer cost or operational complexity. Verify the current SLA and documented behavior for each service before making a commitment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical provider-selection workflow
- Write the business envelope. Record outage tolerance, data-loss tolerance, permitted data locations, latency limits, compliance controls, peak load and critical dependencies.
- Build a service-and-region shortlist. Eliminate any provider that cannot offer every required service in an allowed region with the needed redundancy pattern.
- Draw the failure-domain map. Place compute, data, network entry points, DNS, identity, keys, monitoring and operator access in zones or regions. Mark every shared dependency and remaining single point of failure.
- Extract the exact SLA terms. Capture the service name, configuration, availability definition, measurement period, exclusions, customer obligations and remedy in a comparison sheet.
- Specify protection and recovery. Document backup frequency, retention, isolation, replication mode, restore location, RPO, RTO, failover, failback and required permissions.
- Run recovery exercises. Test a zone failure, regional loss, credential problem and bad-data restore where relevant. Measure detection, decision, restoration, validation and communications separately.
- Compare total operating burden. Price redundant capacity, standby resources, storage, cross-region transfer, monitoring, support and staff time. Select the architecture that meets the tested targets with an acceptable operational burden.
Cost and trade-offs to put on the same worksheet
| Cost or trade-off | What to include |
|---|---|
| Redundant capacity | Running instances, databases, load balancers and storage in additional zones or regions. |
| Standby strategy | Always-on warm capacity versus a cheaper cold restore with a longer RTO. |
| Data movement | Replication traffic, cross-region transfer, backup egress and restore charges. |
| Consistency | Engineering effort and possible performance cost of synchronous or cross-region replication. |
| Operations | Monitoring, incident response, access controls, runbook maintenance and recurring recovery tests. |
| Performance | Latency introduced by remote storage, global routing or a geographically distant recovery site. |
A cheaper architecture that misses the RTO is not cheaper after an outage. Conversely, multi-region deployment is not automatically justified for a workload whose business target can be met by tested backups and a single-region, multi-zone design.
How to test cloud disaster recovery
Schedule exercises before production launch and at a cadence that reflects the rate of change. Start with controlled tests, then increase scope.
- Prepare. Freeze the runbook version, define success criteria, notify stakeholders and create a measured test window.
- Exercise the failure. Isolate a zone, stop the primary service, or use a non-production copy to simulate regional loss. Do not create an uncontrolled outage.
- Recover dependencies. Restore identity access, secrets, network routes, DNS, certificates and data before declaring the application ready.
- Measure outcomes. Record time to detect, declare, restore, validate and serve normal traffic. Measure actual data loss and replication lag.
- Validate correctness. Run business transactions, reconcile records, check queues and confirm integrations rather than relying on a healthy status page.
- Practice failback. Rebuild or resynchronize the primary, switch traffic deliberately and verify that no writes are lost or duplicated.
- Improve the plan. Assign owners to every gap, update the runbook and repeat the test after material architecture or provider changes.
Common selection mistakes and their fixes
Choosing from a provider-wide uptime number
Symptom: The proposal cites a platform reputation but names no service or topology. Fix: Require the exact SLA, eligible configuration and application-level availability design.
Assuming two zones eliminate every outage
Symptom: The database, identity path or DNS remains single-location. Fix: Map every dependency and test the failure that the architecture claims to withstand.
Best Value
Calling a backup a disaster-recovery plan
Symptom: Backups exist, but no one knows restore permissions, duration or data consistency. Fix: Perform a measured restore and record whether it meets RTO and RPO.
Replicating corruption
Symptom: A bad deployment or deleted records appear in every replica. Fix: Combine replication with point-in-time, isolated and preferably immutable backups, and test selecting a clean recovery point.
Ignoring geography and latency
Symptom: The recovery region violates residency rules or makes applications unusably slow. Fix: approve locations with legal, security and performance owners before architecture sign-off.
Forgetting the operators
Symptom: The technical design works, but administrators cannot authenticate or find the runbook during the incident. Fix: test break-glass access, out-of-band communications and an external copy of recovery instructions.
Decision checklist
- Are all required services available in an approved geography?
- Does each service support the intended single-zone, multi-zone or multi-region pattern?
- Are power, cooling, network and facility failures separated by the selected failure domains?
- What dependencies remain shared across zones or regions?
- Does the exact SLA define availability in a way that matches the application’s user-facing measurement?
- Are exclusions, maintenance rules and service-credit terms understood?
- Do backup frequency, retention, isolation and restore permissions meet the RPO?
- Can the documented failover and failback procedure meet the RTO?
- Have recovery exercises produced measured evidence for the real workload?
- Can the organization pay for and operate the design continuously, including tests?
The final choice should be a documented match between business targets and a tested service architecture. Provider infrastructure is the foundation; placement, dependencies, contracts and recovery practice determine whether your workload remains available or returns within the time your business can afford.
