Define where data must reside or be processed, check whether each required cloud service can meet that boundary, and document the controls, contractual protections and customer responsibilities. An India region or provider certification is evidence to assess, not proof that a particular workload complies.
How do you choose a cloud provider in India?
Use a workload-level assessment. The same organization may have different requirements for different systems, depending on their data, purpose and applicable regulation. The Reserve Bank of India’s Master Direction on Outsourcing of Information Technology Services treats cloud adoption as a governance and lifecycle issue, including due diligence, risk monitoring and the handling of data from generation through permanent deletion.

- Classify the workload and data. Record the processing purpose, system of record and data categories, including personal, payment, financial, health, government or business-confidential information where relevant.
- Identify the accountable entity and rules. Determine whether the organization is regulated, which regulator applies to this activity and which directions or sector-specific requirements govern this workload. Seek the organization’s compliance lead or legal counsel where applicability is uncertain.
- Write down the geographic boundary. Specify requirements for data at rest, replication, backups, logs and telemetry, support access, in-transit processing and data used for AI inference. State whether the rule applies to storage, access, processing or all three.
- Map the design to actual services. Check that each database, security feature, backup option, AI capability and other required service is available in the intended India region and covered by the provider’s relevant residency controls.
- Test enforcement and exceptions. Verify that organization policies prevent prohibited locations or cross-region features, and identify services or deployment types that fall outside the boundary.
- Review operational and contractual controls. Assess identity and privileged access, encryption and key management, audit evidence, incident response, recovery, subcontractors, inspection rights, continuity and exit terms.
- Approve and revisit the decision. Record residual risks, compensating controls, accountable owners and a review date so changes to regulations, services or architecture trigger reassessment.
Does the DPDP Act require data to be stored in India?
The Digital Personal Data Protection Act, 2023 is relevant when personal data is processed, but cloud selection should not be reduced to a yes-or-no question about whether an ordinary database must sit in India. The applicable obligations depend on the workload and current legal requirements; determine them with counsel or the relevant compliance lead rather than treating a provider’s India-region offering as a legal conclusion.
Financial-sector workloads may also be subject to requirements beyond general personal-data rules. AWS’s India financial-services guidance points customers to materials involving the RBI, IRDAI, SEBI and IFSCA. Which of those apply depends on the organization and activity. For entities within its scope, the RBI’s outsourcing direction calls for documented cloud governance, provider due diligence and ongoing risk monitoring, and consideration of multi-tenancy, multi-location risks, recoverability, privacy, security and data-storage needs aligned with data classification.

Which cloud provider is best for data residency in India?
There is no defensible universal winner based on the available provider documentation. The useful comparison is whether the exact services your workload needs can enforce its geographic requirements, and whether the organization can operate and contract for the remaining controls.
| Provider | What its official documentation says | What to verify for your workload |
|---|---|---|
| AWS | AWS says customers choose the geographic region for their content and that content in its Mumbai Region will not move to another region unless legally required or moved by the customer. AWS also describes shared responsibility and publishes India financial-services guidance. | Confirm the location behavior of every service, including cross-region features, backups and support. Check account configuration and customer-side controls; the region statement is not a workload compliance determination. |
| Microsoft Azure | Microsoft describes residency by geography and documents exceptions. Selected features may process data outside the selected geography; Global AI deployment types may process prompts and completions globally; preview or prerelease services may store data in the United States or globally. | Check service-specific commitments and deployment type, particularly for AI, security, support and preview functionality. |
| Google Cloud | Google’s India Data Boundary provides data-location controls for supported services and documents limitations and organization-policy constraints. Google warns that unsupported products may affect residency or sovereignty. | Confirm that every required service is supported, enforce allowed locations, and review restrictions—including limits related to data in use or in transit. |
Use each provider’s current service documentation and contractual commitments for the specific region and configuration under consideration. A general certification or regional marketing statement cannot establish that your chosen combination of services, policies and operating practices meets a particular obligation.
What does data residency mean for a cloud workload?
“Stored in India” may describe only one part of the data path. A residency requirement can concern where information is stored, where it is copied, who can access it, or where it is processed. Translate the legal or business requirement into explicit design questions before selecting a region.
- Primary data and replicas: Where are live databases, object stores and other persistent copies located? Can replication, disaster recovery or managed failover create a copy elsewhere?
- Backups and deletion: Do backup copies follow the same location rule? What is the deletion process, including permanent deletion, and what evidence can the organization retain?
- Logs and telemetry: Can operational, diagnostic, security or usage data contain personal or confidential information, and where is it stored or processed?
- Support and privileged access: Which provider or customer personnel can access the data, from where, under what approval and logging controls?
- Encryption and keys: Who controls keys and access to them? How do encryption choices interact with provider operations, recovery and audit requirements?
- Processing, AI and network paths: Where does data travel or get processed while in transit or in use? For AI, check the deployment type and the handling of prompts and completions.
- Service scope: Are the exact features in use covered by the provider’s boundary controls, or are they unsupported, exceptional, preview or prerelease services?
These questions matter because a region choice alone does not settle replication, support, telemetry, AI inference or deletion behavior. Map the whole lifecycle—from generation to permanent deletion—against the requirement.
How should you evaluate compliance and customer responsibilities?
Cloud compliance is shared work. AWS describes customers as retaining control and ownership of the data they choose to store and choosing its geographic region; it also explains that customers must configure controls on their side. Treat provider statements as descriptions of the service, not independent legal assurance that a customer’s workload complies.
For each candidate service, review current attestations and audit reports for the relevant service and region, then compare them with your own configuration and obligations. The provider’s evidence can support due diligence, but it does not replace customer decisions about access, policy enforcement, incident handling, recovery or data classification.

- Require identity controls, privileged-access governance and usable audit logs for the workload.
- Set and test allowed-location policies, including controls over replication and cross-region features.
- Define recovery objectives and validate that the recovery design itself respects data-location requirements.
- Document incident-response responsibilities and the information needed to investigate or report an incident.
- Review contract terms for audit and inspection rights, subcontractors, jurisdiction, confidentiality, breach notice, continuity, data return and deletion.
- Assign an owner to track residual risks, compensating measures and changes to the provider service or applicable requirements.
What should you check before approving an India cloud deployment?
Use this decision record as a practical sign-off artifact. It helps distinguish a provider capability from a customer control and makes exceptions visible to reviewers.

The right provider is the one whose required services, regional controls, assurance evidence, contract and operating model fit the workload’s documented obligations—with any gaps understood and owned. Do not select on provider name alone.
