There is no universally best carbon-capture and storage (CCS) method. Select the option that fits your facility’s actual CO2 stream, process integration limits, energy supply, transport route, storage site, regulations and commercial risk. A concentrated stream is generally easier and less energy-intensive to separate than dilute or variable exhaust, but capture equipment alone does not determine whether the complete project will work.
The sound approach is to compare several technically compatible configurations on one facility-specific basis, including conditioning, compression, transport, injection, storage, production effects, permitting and financing. The result should be a defensible shortlist for front-end engineering design (FEED), not a universal technology ranking.

1. Define the decision before comparing technologies
Write down what “best” means for this facility. A plant seeking the highest capture percentage may choose differently from one constrained by steam availability, plot space, an imminent turnaround or a fixed delivery contract. Establish the decision boundary before requesting vendor proposals.
Recommended Free Tools
- Source: Which stack, process vent or stream will be treated? Do not combine streams with different compositions or operating patterns until each has been characterized.
- Capture target: Specify the required capture fraction and whether it is measured at the capture unit, the plant boundary or across the complete chain.
- Schedule: Set the date by which capture, transport and storage must be available, and identify shutdown windows for tie-ins.
- Constraints: Record limits on steam, electricity, cooling water, hydrogen, plot area, noise, traffic, safety distances and product quality.
- Commercial boundary: Decide which party owns capture equipment, transport, injection wells, monitoring and long-term liability.
Without these definitions, two apparently precise cost or performance offers may be measuring different projects.

2. Characterize every CO2 stream
Concentration and flow determine the first screen
NETL notes that industrial capture difficulty changes with CO2 concentration and with the selected stream. Natural-gas processing, fertilizer, hydrogen and ethanol facilities can have relatively concentrated streams, while steel, cement and refining commonly face lower-concentration exhaust and more difficult gas compositions. Concentration is a starting point, not a final answer: a concentrated stream can still be a poor project if it is intermittent, contaminated or far from transport and storage.
Build a stream data sheet
Use measured operating data rather than a single design-point analysis. For each stream, record:
| Item | What to document | Why it changes the choice |
|---|---|---|
| CO2 concentration | Normal, minimum, maximum and basis of measurement | Changes separation duty and equipment sizing |
| Mass flow | Hourly and annual tonnes, turndown and start-up rates | Determines capture capacity, transport nominations and storage injection rate |
| Variability | Daily, seasonal and outage-related changes | Affects control strategy, buffer storage and contractual delivery |
| Composition | Water, oxygen, nitrogen, sulfur compounds, nitrogen oxides, particulates, hydrocarbons and trace contaminants | Can affect materials, solvent or sorbent life, membrane selectivity and CO2 specification |
| Temperature and pressure | Normal and upset ranges at the capture interface | Determines pretreatment, compression and heat integration |
| Operating schedule | Continuous, batch, campaign or seasonal operation | Sets availability requirements for capture and transport |
| Production interactions | Steam, power, hydrogen, cooling, throughput and product-quality effects | Captures indirect costs that a capture-unit quote may omit |
Have the plant’s process, analytical and maintenance teams approve the data set. If a contaminant is not measured, mark it as an uncertainty and include a sampling plan rather than assuming it is absent.
3. Shortlist the capture technology families
NETL’s point-source portfolio includes solvent, membrane, sorbent and chemical-looping technologies. These are technology families, not interchangeable labels. Screen each against the measured stream, operating envelope, utilities and retrofit geometry, then request evidence from vendors or engineering teams at comparable concentration, contaminants, scale and duty.
| Family | Questions for the facility screen | Evidence to request |
|---|---|---|
| Solvent systems | What regeneration heat, cooling and pretreatment are required? How do contaminants and cycling affect solvent management? | Performance over the full flow and concentration range; heat and power balance; degradation and emissions controls; maintenance plan |
| Membranes | Is the feed pressure and composition suitable? What compression, staging, recycle or polishing is needed to meet the CO2 specification? | Stage-cut and recovery data at comparable pressure, contaminants and turndown; guarantees for product quality and availability |
| Sorbents | How are adsorption and regeneration integrated with the flue-gas cycle? What are the effects of moisture, impurities and sorbent replacement? | Capacity and working-cycle data, regeneration energy, attrition or replacement assumptions, and waste handling requirements |
| Chemical looping | Can the solids circulation, reactors, oxygen-carrier handling and heat balance fit the existing process and site? | Operating history at the relevant scale, solids and materials data, start-up and shutdown procedures, and retrofit layout |
Also consider process-specific arrangements, such as separating a high-concentration process stream before it mixes with dilute exhaust. A vendor’s capture percentage is not comparable unless the feed, boundary, energy penalty and CO2 specification are identical.

4. Evaluate retrofit and process integration
Map the proposed capture system onto the existing plant before selecting a preferred family. Identify tie-in points, available foundations, equipment height, access for maintenance, electrical capacity, steam headers, cooling systems, wastewater treatment and control-system interfaces.
Energy and production effects
Quantify additional steam, electricity, fuel, cooling and water demand. Show whether extraction steam reduces power generation, whether fuel use changes emissions elsewhere, and whether hydrogen yield, clinker output, steel quality, refinery throughput or ethanol production is affected. Treat lost production and altered product quality as project costs, not as footnotes.

Reliability and outages
State the expected availability of capture equipment separately from the host plant. Decide what happens when the capture train, compressor, pipeline or injection well is unavailable: bypass, temporary venting, reduced plant load or stored intermediate CO2. Align construction with planned outages and allow commissioning time for the complete chain.
Safety and operability
Review high-pressure CO2 hazards, oxygen-deficient atmospheres, rotating equipment, solvent or sorbent handling, fire protection, relief systems and emergency isolation. A technically efficient capture unit can be unsuitable if operators cannot safely access or maintain it.
5. Compare costs on one whole-chain boundary
Decide whether the comparison is capture-only or includes the complete chain. A useful project boundary normally includes capture, pretreatment, dehydration, compression, intermediate storage, transport, injection, storage monitoring, closure obligations, energy use and production impacts. State whether costs are overnight or annualized, what capacity factor is assumed, and which cost year and currency are used.

| Comparison boundary | Included items | Typical decision use |
|---|---|---|
| Capture unit | Absorber, membrane, sorbent or looping equipment and local utilities | Early technical screening only |
| Capture plus conditioning | Capture, dehydration, purification and compression | Equipment and utility planning |
| Delivered CO2 | Conditioning, transport, intermediate storage and delivery specification | Transport and hub contracting |
| Stored CO2 | Capture through injection, storage monitoring, financial responsibility and closure assumptions | Investment and abatement decisions |
NETL’s industrial retrofit analysis, published in 2022, spans nine source types and can provide a screening starting point. Its 2024 CTS Cost Screening Tool treats source, capture technology, transport, storage, incentives and cost year as user inputs. Those outputs are scenarios, not a project estimate; replace generic assumptions with measured plant data, route studies, storage characterization and current commercial terms.
Use sensitivity cases rather than one “best” number
Run cases for lower and higher CO2 flow, reduced availability, energy-price changes, longer transport distance, delayed storage commissioning, different capture targets and loss of incentives. Show which assumptions change the ranking. If a small change in steam price or transport tariff reverses the preferred option, the project needs better data or risk protection before a final selection.
6. Treat transport as part of the capture decision
Determine how conditioned CO2 will reach the storage site: pipeline, ship, rail, truck or a combination. The feasible choice depends on volume, distance, phase behavior, purity specification, terrain, permitting, loading facilities and delivery schedule.
Shared hubs and networks
The IEA identifies shared CO2 transport and storage networks as a way to reduce unit costs and enable investment in industrial hubs. The benefit is conditional. Confirm that a hub operator can accept your stream specification and annual volume, provide capacity when the plant starts, and define measurement, custody transfer, curtailment and outage rules.
Questions for a transport offer
- What pressure, temperature, water content and impurity limits apply at custody transfer?
- Is capacity firm, interruptible or dependent on other shippers reaching financial close?
- Who pays for lateral connections, booster stations, metering and expansion?
- How are off-specification CO2, unplanned shutdowns and temporary storage handled?
- Does the route require new rights-of-way, ports, export facilities or cross-border approvals?
Do not select capture equipment that produces a CO2 specification the planned network cannot accept.

7. Screen storage sites and permits early
Geological and monitoring criteria
A candidate storage site must demonstrate capacity and containment. Screen for faults and fractures, pressure limits, plume migration, existing wells, induced-seismicity considerations, monitoring access and the area of review. Match the injection rate and pressure profile to the site model rather than assuming that nominal pore volume equals usable capacity.
U.S. Class VI requirements
For geologic storage in the United States, the EPA Class VI framework addresses site characterization, modeling of the CO2 plume and pressure front, well construction and integrity, monitoring, financial responsibility, emergency response, post-injection care and closure. EPA states: "Each Class VI well requires a permit to construct and operate the well through site closure."
Check Class VI primacy for the jurisdiction. EPA issues permits where it retains authority; an approved state, territory or Tribal authority may issue them where primacy has been granted. The U.S. requirements do not automatically apply elsewhere, so projects outside the United States need the applicable national and regional permitting analysis.
Storage questions that can stop a project
- Can the operator prove containment and usable capacity for the planned injection period?
- Are abandoned or active wells present within the modeled pressure and plume area of review?
- What baseline data and monitoring network are required before injection?
- Who funds monitoring, corrective action, emergency response and post-injection care?
- What events trigger reduced injection, remediation, closure or financial assurance calls?
Begin site characterization before finalizing capture capacity. A storage delay can strand a completed capture plant or force costly temporary handling.

Capture performance does not prove that a project can be financed. The IEA’s 2026 financing analysis highlights viable business models and value-chain risk allocation as central to CCUS commercial viability.
Best Value
Draw a responsibility matrix covering:
| Risk | Possible owner or protection to define |
|---|---|
| Capture underperformance | Technology provider guarantees, performance testing and liquidated damages |
| Energy-price exposure | Utility contract, pass-through mechanism or operating flexibility |
| Transport availability | Firm capacity agreement, take-or-pay terms and outage remedies |
| Storage capacity or liability | Injection contract, monitoring obligations, remediation and long-term stewardship terms |
| Policy or incentive change | Eligibility representations, change-in-law clauses and diversified revenue assumptions |
| Construction and schedule | Fixed-price or target-cost packages, interface management and completion tests |
Identify the revenue or avoided-cost mechanism, its duration and the conditions for receiving it. Do not count an incentive until the facility, transport route and storage activity satisfy the relevant eligibility rules.
9. Apply a transparent option scorecard
After technical screening, score the remaining configurations against the same evidence requirements. Weight the criteria according to the facility’s priorities; do not hide a decisive constraint inside an average score.
| Criterion | Evidence required | Gate question |
|---|---|---|
| Feed fit | Validated composition, flow, variability and contaminant data | Can the process operate within the technology’s demonstrated envelope? |
| Capture performance | Capture fraction, energy use, CO2 quality and availability at the defined boundary | Does it meet the target without unacceptable production loss? |
| Retrofit feasibility | Layout, utilities, tie-ins, outage plan and safety review | Can it be built and maintained on this site? |
| Whole-chain economics | Common cost year, energy assumptions, transport, storage and policy cases | Does it remain viable under downside scenarios? |
| Infrastructure schedule | Firm transport and storage capacity, commissioning dates and specifications | Will the chain be ready when the plant is ready? |
| Regulatory feasibility | Permit pathway, site characterization, monitoring and financial responsibility | Can approvals be obtained for the proposed design and location? |
| Commercial fit | Contracts, counterparties and allocation of performance and liability | Are risks bankable for the owners and lenders? |
Label each cell as demonstrated, conditionally demonstrated, unresolved or disqualifying. A configuration with a lower theoretical capture cost should not outrank one that has a firm storage route and credible performance guarantee.
10. A practical selection workflow
- Inventory streams separately. Gather concentration, flow, variability, composition, temperature, pressure, schedule and production-impact data.
- Define the boundary and target. Specify capture fraction, CO2 quality, availability, cost year, currency and whether transport and storage are included.
- Shortlist compatible families. Compare solvent, membrane, sorbent and chemical-looping options, plus process-specific separation arrangements, against the measured stream.
- Request comparable evidence. Require vendor data at similar concentration, contaminants, scale, turndown and operating conditions, with clear guarantees and exclusions.
- Model the integrated chain. Include utilities, production effects, conditioning, compression, transport, injection, monitoring, closure and downside cases.
- Secure infrastructure and permits. Confirm transport specifications and capacity, begin storage characterization, and identify the correct regulatory authority.
- Allocate risk and validate. Negotiate performance, availability, transport and storage responsibilities, then use FEED, site studies and contract-ready data before an investment decision.
Common selection mistakes
- Choosing by capture percentage alone: A high percentage can require disproportionate energy or cause unacceptable production impacts.
- Comparing unlike costs: Capture-only figures cannot be compared with delivered or stored-CO2 costs.
- Ignoring variability: A continuous design may fail economically on a batch or seasonal process.
- Assuming a hub is available: Shared infrastructure helps only when capacity, specifications, schedule and contracts are real.
- Deferring storage: A capture plant without a permitted, characterized storage pathway has no complete CCS project.
- Using generic benchmarks as guarantees: NETL screening analyses and tools support comparison; they do not replace plant data, FEED or vendor guarantees.
- Overlooking jurisdiction: U.S. Class VI rules are not a universal permitting template.
What a defensible final recommendation contains
The final memo should identify the selected stream or streams, capture family and configuration, design basis, capture and CO2-quality targets, utility and production impacts, retrofit requirements, whole-chain cost boundary, transport and storage route, permit pathway, schedule, contract structure, key uncertainties and conditions that would reverse the decision.
Carry at least one technically credible alternative through the same analysis. Advance the preferred option only when its capture evidence, integrated-chain route, storage characterization, regulatory path and risk allocation are sufficiently mature for FEED and financing.
Industrial context
NETL attributes more than 1,300 million tonnes of CO2 emissions in 2020 to the U.S. industrial sector. That figure is specific to the United States and that year; it is not a current global estimate. It illustrates why facility-by-facility selection matters: industrial sources span concentrated process gases and dilute exhaust, with very different integration and infrastructure needs.
