The best Canadian mobile carrier is the one that works reliably at your actual home, workplace, school and regular travel routes at a total cost you can afford. There is no evidence-based nationwide winner: network performance is local, while prices and promotions change frequently. Start by checking coverage where you will use the phone, then match data and calling needs, billing style, phone compatibility, contract terms and customer support.
This guide gives you a repeatable way to compare current offers without relying on a carrier’s headline coverage claim or its lowest advertised price.

1. Start with the places where you need service
Write down the addresses and routes that matter before looking at plans. Include your apartment or house, workplace, campus, childcare location, relatives’ homes, transit corridors and any rural or remote destinations you visit. Indoor reception can differ from outdoor reception, especially in concrete buildings, basements and high-rise apartments.

Check every candidate’s coverage map
Open the coverage map for each provider you are considering and inspect your actual locations. Look for the network type shown at each address, not merely a national percentage. A map is an estimate, so treat a borderline area as a reason to verify service rather than as a guarantee.

Ask people who use the network there
Ask neighbours, coworkers, classmates or building staff which networks work inside the places you use. Ask specifically about calls, text messages and data, because one service may handle voice indoors while another delivers faster data outside. If you are moving to a new city, ask in local community groups for reports from your neighbourhood and commute.
Understand why national claims are insufficient
Provider-submitted information cited by the CRTC suggested cellphone coverage reached more than 99% of Canadians in 2025. The CRTC also reported that only 54% of Canadians agreed they had reliable cellphone service, and said lived experience and complaints indicated more gaps than broad coverage figures showed. Those national measures cannot predict reception in your apartment, workplace or travel corridor.
2. Define your usage before comparing plans
Use your recent phone history, if available, to estimate a normal month and a heavy month. Newcomers often underestimate data used for maps, translation, video calls, streaming and hotspot access while settling in.
| Need to estimate | Questions to answer | Why it changes the choice |
|---|---|---|
| Mobile data | How many gigabytes do you use? Do you stream video, use navigation daily or share data with a laptop? | A large allowance is useful only if the network is reliable and the plan explains what happens after the allowance. |
| Calling and texting | Do you call Canadian numbers, overseas contacts or both? Do you need international texting or calling included? | International add-ons and per-minute charges can make a low monthly price more expensive. |
| Travel | Will you use the phone outside Canada, near the United States, or in rural and remote areas? | Roaming rates and coverage outside the home region can create unexpected costs. |
| Hotspot use | Will a computer, tablet or another person connect through your phone? | Some plans limit tethering or slow speeds after a threshold. |
| Reliability priorities | Is dependable calling for work or emergencies more important than maximum download speed? | Reception at your key locations should outweigh a larger data bucket on an unreliable network. |
Measure a realistic range
Choose a normal-use estimate and a high-use estimate. For example, a student might use little data at home but much more during a commute and on campus; a newcomer working remotely may need enough data for occasional internet backup. Compare plans against the high-use month so that a temporary spike does not trigger expensive charges.
3. Compare the complete plan, not the headline price
Record each offer in a spreadsheet or note so that every provider is measured on the same basis. The advertised monthly amount is only one line in the calculation.
| Item | What to record |
|---|---|
| Recurring service price | Regular monthly charge after any introductory period. |
| Promotion | Discount amount, end date, eligibility conditions and what the price becomes afterward. |
| Data allowance | Included amount, speed, network access and the speed or charge after the allowance is used. |
| Voice and text | Canadian calling, international calling, picture messaging and voicemail terms. |
| Roaming | Daily passes, pay-per-use rates, destination coverage and whether roaming can be blocked. |
| Taxes | Applicable federal, provincial or territorial taxes for your billing address. |
| One-time charges | Activation, SIM or eSIM, setup, shipping and connection fees. |
| Device cost | Monthly financing, down payment, trade-in credit, device balance and ownership conditions. |
| Payment requirements | Automatic-payment discounts, eligibility rules and accepted payment methods. |
| Contract and cancellation | Term, minimum monthly commitment, remaining device balance and cancellation process. |
Use the regular price—not the temporary discount—to decide whether the plan remains affordable. A promotion that ends after a few months can change the ranking. If a discount requires automatic payments or a particular customer category, include the cost and risk of losing that eligibility.
4. Decide between prepaid and postpaid
Prepaid means you pay before service is used. Postpaid means the provider bills you after use, or partly after use. Neither label automatically makes a plan cheaper; the useful distinction is control over spending, available features and the consequences of exceeding allowances.

| Consideration | Prepaid | Postpaid |
|---|---|---|
| Payment timing | Top up before the service period. Service can pause when the balance or validity expires. | Receive a bill after the billing period, with possible usage or roaming charges. |
| Budget control | Usually easier to limit the amount paid in advance; verify expiry and grace-period rules. | Convenient monthly billing, but usage outside the plan can increase the bill. |
| Contract information | Only the Wireless Code provisions that apply to prepaid service protect you. | All Wireless Code sections apply to postpaid service. |
| Device financing | Availability varies by offer; any device arrangement must be checked separately. | Commonly available, but review the device balance and cancellation consequences. |
| Best fit | Someone who wants a fixed advance payment, flexible commitment or no conventional monthly bill. | Someone who wants a monthly account or features offered only through a billed plan. |
Questions to ask about prepaid
- When does the balance expire?
- Is there a grace period to renew and recover the number?
- Can unused data or credit roll over?
- What happens when data runs out: a block, slower speed or a charge?
- Can you set up automatic top-ups, and can they be cancelled easily?
Do not assume prepaid eliminates every extra charge. The CRTC treats some pay-in-advance arrangements that permit post-use charges as postpaid for Wireless Code purposes. Read the provider’s classification and terms.
5. Check your phone before buying a plan
A plan and a handset are separate decisions. Phones sold by Canadian providers must be unlocked, and the CRTC says you can request an unlock at no charge for an existing provider-sold phone. That requirement does not prove that an imported or older phone will work on every Canadian network.
Verify the exact model
Find the model number in the phone’s settings or on its packaging. Ask the provider to confirm compatibility with that exact model and software version. Check support for the network technologies and frequency bands used in the places where you will live and travel. Also verify that the phone supports Canadian emergency calling requirements and the provider’s eSIM process if you plan to use an electronic SIM.
Check whether the phone is locked
Insert another provider’s SIM or use the device’s network settings to check its status. If it is locked, ask the original provider to unlock it without a fee where the Wireless Code applies. Avoid buying a handset described only as “unlocked” without confirming the model’s Canadian network compatibility.

Separate phone financing from service
When a plan includes a financed phone, record the total device price, monthly payment, term, credits and amount still owed if you cancel. A low service price can be offset by a large device balance.
6. Read the contract summary and Wireless Code protections
For postpaid service, the provider must give you a Critical Information Summary. Use it as a checklist, then read the full contract because the summary is not the entire agreement. Confirm the plan inclusions, minimum monthly charge, term, device costs, trial period, one-time fees and how to access the coverage map.
Data overage and roaming limits
For postpaid accounts, the CRTC describes a $50 monthly cap on data overage charges and a $100 monthly cap on data-roaming charges, subject to the Wireless Code’s terms. Providers must notify you before you reach $50 in data overage fees during a billing cycle. These protections do not mean every charge is impossible, so review how the provider defines overage, roaming and account authorization.

Trial and cancellation period
The CRTC describes a 15-calendar-day trial and cancellation period for postpaid service, with no more than half of the monthly plan’s usage consumed. Its guidance describes a 30-calendar-day period and full monthly usage for customers with disabilities. Return equipment and follow the provider’s cancellation instructions within the applicable period; confirm the current Code details for your plan before relying on the trial.

Ask for accessible contract formats, relay support, captioning or other accommodations before you sign. A plan that is inexpensive but difficult to manage can be unsuitable if billing notices, usage alerts or support channels are not accessible to you.
7. Compare customer support and account access
List the support methods each provider offers: online account tools, telephone support, chat, retail stores and service in languages you use. Newcomers may need help with identity checks, payment setup, address changes, SIM activation and number porting. Check support hours and whether a store can replace a SIM or troubleshoot an eSIM.
Ask how to obtain detailed usage records, pause roaming, block premium charges and change an automatic payment. These controls matter more than a small difference in advertised data when you are learning a new billing system.
8. Use a simple decision scorecard
After collecting the facts, score each candidate from one to five for the criteria below. Give reception the highest weight if you depend on the phone for work, safety or daily travel.
- Reception: verified at home, work, school and regular routes.
- Total cost: regular price, taxes, fees, add-ons, device payments and post-promotion price.
- Usage fit: data, speed after the allowance, Canadian calling and international needs.
- Billing control: top-up limits or safeguards against overage and roaming.
- Flexibility: contract term, device balance, trial, cancellation and number transfer.
- Support: channels, hours, language and accessibility.
Reject any plan that fails a non-negotiable requirement, such as no indoor coverage at home or an incompatible phone. Among the remaining options, choose the highest-scoring plan at its regular price.
9. Keep your number when you switch
Canadian number portability generally lets you change providers without changing your phone number. Start the transfer with the new provider and follow its instructions before cancelling the old service. Cancelling first can interrupt the number transfer or cause you to lose the number.

Have the old account details available, keep the old SIM active until the transfer completes, and respond to any verification request. Save confirmation numbers and check that incoming calls, text messages, voicemail and two-factor authentication work after activation.
CRTC Regulatory Policy 2026-43, dated March 12, 2026, prohibits specified fees that create barriers to switching cellphone and internet plans. Confirm how the rule applies to the particular fee and transaction, because not every amount connected with a device or unpaid balance is necessarily covered.

10. Follow this comparison and signup process
- List locations: Record your address, workplace, school and regular travel routes, including indoor or rural locations.
- Check maps: Review each candidate provider’s map and ask local users about real reception.
- Estimate usage: Write down normal and high-month data, calling, texting, hotspot and roaming needs.
- Shortlist plans: Keep only offers that work at your locations and meet your usage requirements.
- Calculate total cost: Add regular service price, taxes, one-time charges, add-ons, device payments and the post-promotion price.
- Verify the phone: Confirm the exact model is unlocked or can be unlocked and is compatible with the chosen network.
- Read documents: Review the Critical Information Summary, full contract, usage limits, roaming rules, payment conditions and trial terms.
- Activate carefully: Save the agreement, record the account number and test calls, texts, data and voicemail at your key locations.
- Test during the trial: Monitor reception and usage without exceeding the applicable trial limit.
- Set safeguards: Enable usage alerts, block roaming if unnecessary, and set a calendar reminder for any promotional expiry.
11. Common mistakes and how to correct them
Choosing the largest data allowance
Problem: You pay for data you do not use or accept poor reception because the allowance looks generous.
Correction: Confirm coverage first, then choose an allowance based on your high-use month and the plan’s post-allowance behaviour.
Trusting a national coverage percentage
Problem: A broad statistic does not reveal indoor signal, congestion or a dead zone on your commute.
Correction: Compare maps and ask people who use the network at your exact locations.

Assuming prepaid has no extra charges
Problem: You overlook expiry, grace periods, roaming or plans that permit post-use billing.
Correction: Read top-up, expiry, roaming and overage terms and confirm whether the service is treated as prepaid or postpaid.
Canceling the old service before porting
Problem: The transfer fails or the number is lost.
Correction: Initiate the port through the new provider and keep the old account active until completion.
Assuming an imported phone will work
Problem: The phone is unlocked but lacks compatible network bands or required features.
Correction: Give the provider the exact model number and obtain compatibility confirmation before purchasing a plan.
12. What to do if something goes wrong
- No signal at home: Test outdoors and in another room, compare the provider map, and report the address to support. If the problem persists during the trial, use the applicable cancellation and return process.
- Unexpected data charge: Check the usage record, roaming status and alerts; ask the provider to explain the charge and apply any relevant Wireless Code limit.
- SIM or eSIM fails: Confirm the device is unlocked, restart it, verify the activation details and request a replacement SIM or eSIM from support.
- Number transfer stalls: Keep the old service active, confirm account information and contact the new provider’s porting team.
- Promotion disappears: Compare the bill with the written agreement and eligibility conditions; request a correction if the charge does not match the contract.
- Complaint remains unresolved: Contact the provider first and keep notes, dates and reference numbers. If the issue is not resolved, the CRTC directs customers to the Commission for Complaints for Telecom-television Services.
13. Recheck the plan after you settle in
Your first month may not represent normal use. After two or three billing cycles, review data consumption, indoor reception, international calling costs, roaming and the regular price after any discount. If your needs or address change, repeat the location and cost comparison rather than assuming the current provider remains the best fit.
