How do I choose a business location in Florida: Miami, Palm Beach, or Tampa? Start with the work your company must perform, then score actual sites against customers, labor, logistics, premises, regulation, resilience and verified assistance. Miami-Dade is the strongest starting hypothesis for an international-commerce or air-and-seaport operation; Palm Beach County offers a named, no-cost site-selection contact; and Tampa Bay presents a broad regional mix of financial services, information technology, healthcare and manufacturing. None is universally best, and the available sources do not establish a reliable ranking for rent, wages, insurance or total occupancy cost.
Choose the operating model before choosing the city
A city name is too broad to make a sound location decision. Miami-Dade County, Palm Beach County and Tampa Bay are different geographic units, and conditions can change sharply between submarkets. A downtown office, a warehouse near an airport, a medical practice and a home-based technology company need different evidence.

Write a one-page location brief before contacting brokers or economic-development organizations. Include:
- Business activity: the products or services, customer-facing functions, storage, production and regulated work that will occur at the premises.
- Customer geography: the share of revenue expected from nearby customers, the rest of the United States and international markets.
- Workforce: occupations, headcount by shift, wage ranges, required credentials, hiring radius and tolerance for commuting delays.
- Space: office, retail, industrial, laboratory, medical or mixed use; usable square footage; loading, parking, power, cooling and expansion requirements.
- Movement of goods and people: inbound suppliers, outbound shipments, airport or seaport dependence, delivery windows and employee travel.
- Time horizon: target opening date, initial term, expected growth and the point at which you might add a second site.
- Financial limits: total occupancy budget, fit-out capital, working-capital cushion and the maximum acceptable cost if an incentive is delayed or denied.
This brief prevents a regional marketing claim from substituting for an operating requirement. It also gives every market the same test.

A practical scorecard for Miami, Palm Beach and Tampa
Use a weighted scorecard rather than an overall impression. Set weights to reflect how the business makes money; the example below is a starting framework, not a prescribed formula.

Give each site a consistent score, such as 1 through 5, for every criterion. Multiply the score by the weight and keep the underlying evidence beside it. A high score based on an unverified promise is not equivalent to a high score based on a signed lease term, a written agency determination or measured travel times. Run a second version with different weights to expose a fragile decision: if a small change in logistics weight reverses the winner, the company should investigate that criterion further.
Miami-Dade: strongest evidence for international commerce and transport access
Miami-Dade is the clearest fit in this source set when international commerce, air cargo or seaport access is central to the business. The county’s FY 2025-26 adopted budget identifies international commerce, airport and seaport facilities, workforce training and emerging industries as economic-development priorities. Its stated objective is to “Provide world-class airport and seaport facilities.” The wording describes a county priority, not a guarantee that a particular site will meet your service, cost or permitting requirements. The county also describes an economic-development office that supports business retention, expansion and relocation. Treat that as a potential channel for coordination, not as a substitute for a property search or a written eligibility decision.
What the airport numbers do—and do not—tell you
A Miami-Dade County release published in 2026, citing a new Martin Associates report, attributed the following 2025 activity to Miami International Airport:

Read the full attribution in the Miami-Dade County MIA impact release. These figures make the airport ecosystem visible; they do not compare Miami with Palm Beach or Tampa, calculate a firm-specific return, or prove that a particular industrial address is convenient.
When Miami-Dade deserves a high initial score
- International suppliers or customers make air-cargo connections, customs processes or ocean freight strategically important.
- Fast access to a major airport or seaport has a measurable effect on delivery commitments or sales.
- The company expects to recruit for emerging-industry or logistics roles and can verify the relevant labor pool in the selected submarket.
- A county-level retention, expansion or relocation conversation could reduce execution friction, subject to written terms.
Checks that keep a Miami decision grounded
Obtain shipment-specific transit times and carrier options rather than relying on the existence of an airport or seaport. Map the candidate address to customers, suppliers and employee origins at the hours when trips actually occur. Confirm zoning, loading, operating-hour restrictions, utility capacity, flood and storm exposure, insurance quotes and the total fit-out budget. A site with excellent regional connectivity can still fail if the final-mile route, lease conditions or workforce commute is wrong.

Palm Beach County’s most distinctive advantage in the available evidence is an identifiable business-location resource. The Business Development Board (BDB) says its services are confidential and no-cost and include site selection, expedited permitting, workforce connections and incentives. It also lists a 2025 county economic overview and other publications. Start with the Business Development Board and its publications page.
How to use the BDB without outsourcing your decision
- Send the BDB a concise location brief: use, space, jobs, timing, utilities, freight, permitting and expansion needs.
- Ask for multiple candidate submarkets and the assumptions behind any suggested property or incentive.
- Request the relevant publication, workforce contact, permitting path and program document in writing.
- Verify each property’s rent, operating charges, taxes, insurance, fit-out, parking, loading and renewal terms independently.
- Ask whether a proposed incentive is funded now, what geographic and job criteria apply, when an application must be filed and what happens if commitments are missed.
“No-cost” describes the advertised service, not the cost of occupying a building or meeting an incentive’s obligations. The existence of a county economic-development organization also does not establish that Palm Beach is cheaper than Miami-Dade or Tampa Bay. Do not infer a cost ranking from the BDB’s assistance.
When Palm Beach merits a high score
- A confidential, coordinated site search and permitting conversation would materially shorten the company’s launch process.
- Workforce connections or training partners match the occupations you must fill, after occupation-level availability is checked.
- The candidate sites provide the needed customer access and logistics without requiring the company to pay for unused capacity.
- The organization can document an incentive’s eligibility and timing before including it in a financial model.
Tampa Bay: test a broad sector and infrastructure mix against the exact site
The Tampa Bay Economic Development Council highlights financial services, information technology, healthcare and manufacturing, along with an airport, deepwater seaport, interstate network and area educational institutions. Review its Why Tampa Bay overview as a source of questions, not as a neutral cost comparison.

Questions to turn the regional claims into evidence
- Which employers compete for the specific occupations and shifts you need?
- What are the measured commute times from likely employee neighborhoods at start and end of shift?
- Which candidate buildings have the required power, loading, clear height, parking, connectivity or clinical infrastructure?
- How long do zoning reviews, permits and specialized approvals take for this use?
- What are the actual transit times and service choices from the address to customers, suppliers, airport, seaport and interstate routes?
- Which education or training institutions produce the credentials you require, and can they support the hiring schedule?
A regional list of industries does not show that your labor market is deep, that an available building is suitable or that the port improves your particular distribution plan. Score Tampa Bay on documented answers for the candidate sites you can actually lease or buy.
Florida-wide programs: useful infrastructure, conditional financial assumptions
FloridaCommerce says, “FloridaCommerce plays a central role in driving business growth across the state by aligning economic development strategy with workforce, infrastructure and community development initiatives.” The agency’s Business Growth page describes industry recruitment, site readiness, workforce and infrastructure partnerships. Its Economic Development Incentives Portal and Types of Incentive Awards page provide program information and award terms.
Program status is volatile. Some award pages state that a program is not currently funded. Before showing an incentive in a forecast, confirm all of the following directly:
- Current appropriation and whether applications are being accepted.
- Eligibility by industry, project size, location, wages, jobs, capital investment and other criteria.
- Application deadlines and whether approval must occur before a lease, purchase or hiring milestone.
- Payment timing, documentation, reporting and performance measurements.
- Contract obligations, geographic restrictions, clawbacks and the treatment of delayed or reduced hiring.
Model the base case without unawarded assistance. Present any potential award as a conditional upside until the responsible agency provides written terms and the company has accepted the obligations.
Do not declare a cheapest market from this evidence
The available material does not provide a consistent, current comparison of commercial rent, wages, insurance, taxes or total occupancy cost for Miami-Dade, Palm Beach County and Tampa Bay. Therefore, this guide cannot responsibly say that one market is cheapest or most affordable.

Request comparable figures for the same property type, submarket and measurement period. For each candidate, collect:

Use identical definitions: usable versus rentable square feet, annual versus monthly wages, recurring versus one-time costs, and quoted versus contracted amounts. A county average cannot reliably stand in for a specific office, retail corridor or industrial building.

Florida location decisions require continuity planning at the address level. Compare flood and storm exposure, wind and flood insurance, deductibles, roof and building condition, drainage, backup power, telecommunications redundancy, utility restoration expectations and alternate access routes. Ask the landlord for incident history, mitigation records and responsibility for repairs. Include the time and cash needed to reopen after an interruption.
Regulatory execution deserves the same attention. Confirm permitted use and occupancy, signage, parking, loading, environmental requirements, fire and life-safety approvals, health or professional licenses, operating hours and any specialized permits. Ask the permitting authority for a written path and realistic sequence; an economic-development contact can help coordinate, but the issuing authority controls the approval.
A repeatable selection process
- Define the brief. Record customers, workers, space, freight, utilities, opening date, growth and maximum occupancy budget.
- Set weights and evidence standards. Decide which criteria can be scored from a quote, a measured travel time, a public document or a written agency response.
- Build a broad shortlist. Identify several viable submarkets in Miami-Dade, Palm Beach County and Tampa Bay rather than one famous district per region.
- Engage the relevant resources. Ask Miami-Dade, the Palm Beach County BDB and Tampa Bay contacts for site, workforce and permitting information, while keeping the same question set for each.
- Gather comparable property data. Obtain current proposals with matching lease assumptions, charges, fit-out terms, utilities, expansion rights and availability dates.
- Validate customers, labor and logistics. Use the candidate address, actual shift times and shipment lanes; do not score a regional asset without an address-level test.
- Run regulatory and resilience diligence. Confirm zoning, permits, insurance, flood and storm exposure, utilities, continuity measures and restoration responsibilities.
- Model three financial cases. Use a base case with no unawarded incentive, a likely case with documented assumptions and a downside case for higher insurance, delayed opening, slower hiring or lost assistance.
- Score and challenge the result. Have an operations lead, finance lead and hiring lead independently review the evidence. Investigate any criterion that can reverse the ranking.
- Make the commitment conditional. Tie a lease, purchase or build decision to satisfactory permits, insurance, utilities, labor validation and written incentive terms where applicable.
How the answer changes by business type
International distributor or importer
Begin with Miami-Dade because the county and airport evidence directly addresses international commerce and freight. Compare candidate addresses using shipment lanes, customs and carrier requirements, inventory turns, delivery windows and backup routing. A large airport impact number is context, not a forecast of your margin or throughput.
Healthcare, financial-services or technology operation
Test Tampa Bay’s highlighted sector mix and education assets against occupation-level hiring, credentialing, commute patterns, data connectivity, clinical or office specifications and customer access. Compare the same requirements with Miami-Dade and Palm Beach sites rather than assuming a sector label proves labor availability.
Growing service company needing coordinated assistance
Use Palm Beach County’s BDB as a first contact for confidential site selection, permitting, workforce connections and incentives. Keep the property, insurance, labor and regulatory checks independent, and treat every incentive as conditional until awarded in writing.
Small company with flexible geography
Weight premises, hiring practicality, resilience and total operating cost more heavily than prestige or a regional slogan. Request several small, appropriately sized options in all three markets; paying for unused space or accepting a long commute can outweigh a theoretical access advantage.

What a defensible final recommendation looks like
Your final memo should name the selected address or tightly defined submarket, the decision weights, the evidence for each score, unresolved risks, the financial cases and the conditions that must be satisfied before signing. It should also state why the other two markets were not selected for this operating model—not that they are universally inferior.
If the evidence remains close, preserve flexibility: negotiate expansion and termination rights, stage the fit-out, use a temporary facility, or retain a second-site option. A transparent decision with explicit contingencies is safer than a confident city ranking built on incomparable county statistics.
