Choose a bot-management service by how accurately it identifies crawlers, lets you distinguish search from training and user-directed agents, and gives you evidence to test rules before enforcement. Cloudflare AI Crawl Control and AWS WAF Bot Control are two documented options, but the available documentation does not establish a universal winner or comparative detection benchmark. Start with your site’s access policy, then compare identity checks, logging, enforcement, deployment fit and cost.
Decide which crawler behavior you want to allow
“AI crawler” is not one useful policy category. Cloudflare distinguishes three behaviors: Search crawlers collect or index content to answer questions later; Agent traffic acts in real time on a person’s behalf; Training crawlers collect content to train or fine-tune a model. Some crawlers have more than one behavior, so a rule that treats every AI-related request the same can block access you intended to preserve.

Before comparing products, write down what your site wants to permit: ordinary search indexing, AI search discovery, user-directed retrieval, model-training collection, and other legitimate bots such as monitoring services. Decide whether those choices vary by content path. This is how to answer “How do I block AI crawlers without blocking search?”: define the behavior and access you want first, then select controls that can implement those distinctions.

Compare detection, enforcement and operational evidence
Evaluate services on the same questions. A user-agent string is a claim made by the client, not strong proof of identity. Logs and a monitor-first rollout help reveal whether the policy is classifying traffic as intended before a block affects visitors or useful crawlers.
| Decision factor | What to verify |
|---|---|
| Crawler purpose | Can rules distinguish search, training and real-time agent behavior, including mixed-purpose crawlers? |
| Identity confidence | Does detection rely on a self-declared user agent, or add verification such as published IP validation, reverse DNS, signed identity, browser interrogation or behavioral signals? |
| Actions | Can you allow, block, rate-limit or challenge traffic, and can you apply exceptions to specific paths? |
| Observability | Can you inspect crawler identity or labels, request trends, policy violations and false positives before blocking? |
| Deployment fit | Does the service see the real client IP behind your CDN or proxy, and could its rules conflict with existing WAF controls? |
| Cost and operating effort | Check current plan limits, per-request or inspection fees, setup work and the ongoing effort to review logs and tune policy. Comparable current prices are not established here. |
Cloudflare AI Crawl Control and Bot Management
What it offers
Cloudflare AI Crawl Control reports crawler and operator names, categories, allowed and unsuccessful request totals, trends and robots.txt violations. Its documentation says the free plan uses user-agent strings to identify well-known self-identifying crawlers; an upgraded plan enables more thorough detection using Bot Management detection IDs. Operators can allow or block crawlers. A block creates or updates a WAF custom rule, which can be extended with path-specific exceptions or additional user agents. Cloudflare describes Verified bots as needing deterministic identification—such as Web Bot Auth, a published IP list paired with a stable user agent, or reverse DNS—and non-abusive behavior. Its documentation lists policy breaches including a disclosed service purpose that does not match traffic and an AI crawler failing to respect the crawl-delay directive. These checks illustrate why a user-agent match alone offers less confidence than richer verification.
Response options and policy scope
Cloudflare documents custom block responses on paid plans, including HTTP 403 Forbidden to indicate access is not wanted and HTTP 402 Payment Required to indicate payment is required. The same documentation describes pay-per-crawl as closed or private beta, not as a generally available feature; verify availability and plan terms before relying on it. Cloudflare AI Crawl Control

Cloudflare’s policy documentation states that defaults scheduled from September 15, 2026 apply to new domains: Training and Agent bots are blocked on pages that display ads, while Search remains allowed. That is a scoped vendor policy, not a recommended setting for every site. Check the current zone configuration and whether the stated defaults apply to your domain. Cloudflare AI Crawl Control
AWS WAF Bot Control
Protection levels and controls
AWS describes Bot Control as a managed rule group that can monitor, block or rate-limit bots, including scrapers, scanners, crawlers, status monitors and search engines. It can be combined with other managed rules and custom rules, and AWS states that additional fees apply. AWS WAF Bot Control rule group

Common protection labels self-identifying bots and verifies generally desirable bots; AWS describes it as having a lower per-request cost and no SDK requirement. Targeted protection adds detection for sophisticated bots that do not self-identify, using browser interrogation, fingerprinting, behavioral heuristics and optional machine-learning analysis. The additional detection may be useful when evasive traffic is a concern, but it is not proof that any service catches every crawler.

Test and deploy cautiously
AWS explicitly recommends: “Always deploy Bot Control in count mode first.” Review labels in logs, check for legitimate traffic that has been misclassified, and move to block mode only when detection is sufficiently understood. AWS also recommends custom rules to allow selected verified search bots while blocking or rate-limiting others. Choosing and configuring Bot Control for your use case
For deployments behind CloudFront, Cloudflare or Fastly, AWS says the managed rule group automatically uses the originating client IP from the CDN’s standard client-IP header. Other proxy setups may need explicit forwarded-IP configuration. Test this path and inspect origin logs: a rule acting on the proxy address rather than the visitor’s address can produce misleading classifications or broad effects. Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use robots.txt as a signal, not your only control
Cloudflare reports robots.txt violations and can enforce crawler blocks at the WAF. That makes robots.txt useful for stating a crawl policy and monitoring behavior, but it should not be treated as a technical guarantee that every crawler will comply. A site that needs enforceable access decisions should pair policy signals with edge rules and logs, then validate what happens to real requests. Neither provider’s documentation establishes detection of all evasive traffic.

Choose the service that fits your stack
Cloudflare may fit when
- You want reporting and controls organized around AI crawler behavior categories.
- Your site already uses Cloudflare and can apply its WAF custom rules and exceptions in that deployment.
- You need crawler-level request totals and robots.txt-violation reporting, and will verify which detection depth your plan includes.
AWS WAF Bot Control may fit when
- Your site already manages edge security through AWS WAF and can use its managed rule group with custom rules.
- You want a documented choice between common and targeted protection, with the associated cost and detection trade-offs.
- You can review labels and logs in count mode before enforcing blocks or rate limits.
These are fit considerations, not a tested performance ranking. The cited product documentation describes capabilities, but it does not provide a neutral head-to-head efficacy benchmark, complete market survey or comparable current prices. Verify current plan availability, fees, rule versions and regional support directly with the provider before purchase.
Quick Recap
Roll out crawler rules in five stages
- Inventory access needs. List the search, AI search, agent, training and operational crawlers you want to allow or restrict. Record any path-specific business rules.
- Establish a baseline. Use provider reporting or count/monitor mode to record request volume, classifications, origin load and policy violations before enforcement. AWS specifically recommends count mode first; Cloudflare exposes crawler request and robots.txt-violation reporting.
- Write narrow rules. Allow selected verified search crawlers where appropriate; block or rate-limit other traffic according to purpose. Use path exceptions only when your service can enforce them.
- Test the full edge path. Check client-IP forwarding through your CDN or proxy, interactions with existing WAF rules, and what happens to unknown, spoofed or mixed-purpose traffic.
- Enforce gradually and review. Inspect false positives and request trends after enabling controls. Revisit rules when crawler purposes, taxonomy, defaults, plan limits or managed-rule versions change.
Questions to settle before buying
- Which specific crawler behaviors does the service classify, and can mixed-purpose traffic be treated deliberately?
- What evidence establishes identity beyond a user-agent string, and which plan or protection level includes that evidence?
- Can your team inspect logs or labels in a non-blocking mode before enforcement?
- Does the service receive the true client IP in your CDN/proxy architecture?
- Which controls, response options and exceptions are available in your region and plan?
- What are the current request, inspection and operational costs, and what internal time will policy review require?
