There is no universally best blockchain for AI-agent payments. Choose the network only after confirming that the agent’s payment protocol, client, wallet signer, stablecoin, resource server and facilitator all support the same combination in production. Then compare the working options on transaction cost, settlement requirements, interoperability and controls that keep an autonomous process from overspending.
Start with the payment path, not the chain
An AI agent rarely “pays on a blockchain” in isolation. A paid API or digital resource returns a payment challenge; the agent’s client interprets it, a wallet signs an authorization, a network settles the transaction, and the resource server or facilitator verifies it before releasing the result. A chain is suitable only when every link in that path agrees on the same network, asset and payment scheme.

Separate these three decisions:
- Payment protocol: the HTTP-level rules for a challenge, authorization and receipt. x402 and the Machine Payments Protocol (MPP) use different headers, intents and verification flows.
- Settlement chain: the network on which the stablecoin transfer or payment authorization is settled, such as Base or Solana.
- Resource-execution chain: the network used by the service’s underlying swap, computation or other operation. It can differ from the payment chain.
For example, 0x documents x402 endpoints priced at $0.01 per request and payable in USDC on Base mainnet or Solana mainnet. Its documentation also notes that a Solana-paid request can require an EVM wallet when the swap executes on an EVM network. That is evidence that payment and execution chains can be different; it is not evidence that every provider supports both.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsBefore comparing fees, make a compatibility record for every paid resource. Write down the protocol and version, network identifier, accepted stablecoin mint or contract, amount units, recipient, wallet type, client library, server verifier and facilitator or relay. Solana’s documentation explicitly warns that x402 scheme support varies by network and client, so a shared HTTP 402 Payment Required status does not prove that a particular implementation will work.

Confirm the complete combination in a production-like test. A service that accepts x402 on one network may reject the same scheme on another, and a client that can sign an exact payment may not support an upto authorization or an MPP session.
Match the payment pattern to the protocol
Fixed-price requests with x402
x402 is designed for pay-per-request resources. In the documented exact scheme, the client authorizes the precise amount requested by the server. Solana’s guide presents this as a natural fit for a fixed-price API call: the server states the asset, destination and amount, and the client pays that amount before receiving the resource.
Some x402 implementations also support an upto scheme, in which the client authorizes spending up to a cap. Use it only when the client, server and facilitator all implement it and your policy can enforce the ceiling. Do not infer support from the protocol name alone.
One-time charges and metered sessions with MPP
Solana’s agentic-payments documentation describes MPP as an HTTP authentication-style protocol with explicit payment intents. A charge intent suits a one-time payment; a session intent supports capped, repeated or metered usage. That distinction matters when an agent may make many calls: a session can avoid creating a separate approval decision for every request while retaining a defined limit.
MPP can be validated by the resource server itself or handled through an optional relay or gateway. Decide which model you will operate before selecting a chain, because local verification, hosted facilitation and relay fees create different availability and trust requirements.

Build a protocol matrix
For each provider, answer these questions in writing:
- Which protocol and version are accepted?
- Which schemes or intents are enabled: x402
exact, x402upto, MPPchargeor MPPsession? - Which client SDK and wallet-signing method are supported?
- Does verification happen locally, through a facilitator, or through a relay?
- What confirmation or finality level must be reached before the response is released?
- What happens when a request is retried, times out or is paid twice?
Compare Base and Solana on evidence you can actually use
The official material reviewed provides the clearest implementation detail for Base and Solana. It does not establish a neutral ranking of all blockchains. The figures below are publisher claims or source estimates, not results from a shared independent benchmark.

| Documented agent-payment path | Base’s payments page describes x402 per-request USDC payments, programmable spending limits in smart wallets and an audit trail. | Solana documents both x402 and MPP for stablecoin settlement. | Verify the exact resource, scheme and client combination in production. |
| Published network fee | Base lists a median fee below $0.01. | Solana documentation estimates a 5,000-lamport base transaction fee, about $0.0007, and says most transfers are below $0.001. | These figures use different publishers and methods; they are not a controlled comparison. |
| Published settlement timing | Base lists 200 ms. | Base’s comparison table lists about 0.5 seconds for Solana; Solana’s payment guide says a typical transfer settles in under a second. | Define the confirmation level your application needs instead of treating a headline time as finality. |
| Setup cost caveat | The reviewed Base page does not state an equivalent token-account rent item. | Creating a new recipient token account can require an estimated $0.40 in rent. | Ask who creates and funds accounts; a sponsored transaction fee does not automatically pay recipient-account rent. |
| Protocol breadth in the reviewed pages | x402 is the documented path. | Both MPP and x402 are documented, with different payment semantics. | More documented protocols do not guarantee that your chosen provider supports them. |
Base describes its fee and settlement numbers on its own payments page. Solana’s implementation details are in its MPP and x402 guide and its x402 build guide; its fee explanation is in How Payments Work on Solana. The pages do not disclose a common workload, observation window or finality definition, so do not use the table to promise that one network will always be cheaper or faster.
Account for wallets, assets and account setup
Identify the exact stablecoin representation
“USDC” is not enough as a configuration value. Record the network-specific contract address or token mint, decimal precision and base-unit amount. Solana’s x402 configuration requires the accepted token mint, recipient and amount in base units. An amount copied from a human-facing decimal field can be wrong by orders of magnitude if the conversion is missing.
Choose a signer that can satisfy the client
The agent needs a wallet or signing service that can produce the protocol’s required authorization without exposing an unrestricted private key to model-generated code. Confirm whether the client expects an EVM signer, a Solana keypair, or both. The 0x example shows why a two-chain workflow may require an EVM wallet even when the payment itself is made in Solana USDC.

Provision recipient accounts before the first payment
On Solana, a recipient may need an associated token account for the accepted mint. The resource server must either create it ahead of time or define who creates and funds it. Solana’s x402 documentation notes that facilitator fee sponsorship does not necessarily cover this recipient-account rent. Test a first-payment path with a new account, not only a wallet that already holds the token account.

- Inventory paid actions. List every API, data source, tool call and digital resource the agent may buy. Mark each as fixed-price, capped-use or metered.
- Capture provider requirements. For each action, record protocol, scheme or intent, network, asset mint or contract, recipient, amount unit, wallet type, facilitator and required confirmation.
- Eliminate incompatible combinations. Reject a chain if the provider, client or signer does not support the exact combination. Do not substitute a different stablecoin or network without explicit provider support.
- Model the full cost. Include network fees, account or contract setup, facilitator charges, relay charges, retries, refunds and any minimum balance required to keep the signer operational.
- Define settlement policy. Decide whether the resource server can release content after a processed transaction, a confirmed transaction or a stronger finality condition. Set a timeout and a reconciliation path for payments that arrive after the client gives up.
- Set spending boundaries. Use per-request maximums, per-provider budgets, daily limits and an allowlist of networks, assets and recipients. Keep approval outside the language model’s generated instructions.
- Run failure tests. Test expired challenges, wrong assets, wrong destinations, insufficient balance, duplicate submissions, delayed confirmation, facilitator outage and a provider returning a malformed payment requirement.
- Choose the smallest operational surface. If two combinations meet the requirements, prefer the one your team can monitor, reconcile and recover without adding an unnecessary relay or second signer.
Secure the payment and fulfillment path
Validate what the agent is being asked to pay
Parse the payment requirement as untrusted input. Before signing, compare the requested resource URL or identifier, network, asset, recipient, amount and expiry with your policy. Reject unknown networks, tokens, recipients and amounts above the applicable cap. Never let a model “explain” why a changed destination is safe; the policy check must be deterministic.
Prevent expiry and replay
Honor the server’s expiration field and maintain replay state for authorizations and transaction identifiers. A valid payment for one resource must not unlock a different resource, and a previously fulfilled payment must not be accepted again after a retry. Bind fulfillment records to the resource, payer, amount, network and settlement transaction.
Wait for the application’s required settlement
Fast inclusion is not the same as the confirmation level your service needs. Set the requirement explicitly and have the verifier enforce it. If the client receives a timeout while the chain later confirms the payment, reconciliation should mark the original request and prevent a second charge or duplicate fulfillment.
Make fulfillment idempotent
Use a durable payment-receipt table keyed by a transaction hash or protocol receipt plus the resource and payer. A repeated HTTP request should return the already-authorized result, not trigger a second settlement. Preserve the transaction hash, network, amount, asset and server response needed for audit and dispute handling.

Limit facilitator trust
A facilitator can simplify verification or fee handling, but it is a separate operational and commercial choice from selecting x402 or MPP. Decide whether the server can verify locally if the facilitator is unavailable, what data the facilitator receives, how keys are protected and how you will rotate endpoints. Solana’s documentation describes both local resource-server verification and an optional facilitator for x402.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Ask providers questions that headline metrics hide
Published fee and speed claims are useful starting points, but request details before committing:
- What measurement window and transaction type produced the quoted fee?
- Does the fee include account creation, contract deployment, facilitator, relay or application charges?
- What does “settlement” mean: broadcast, inclusion, confirmation or finality?
- Which stablecoin representation and decimal precision are supported?
- Who pays for a new token account or other one-time setup?
- Which protocol schemes, SDK versions and wallet types are live in production?
- Are refunds, partial failures and late confirmations documented?
- What rate limits, minimum amounts and service-level commitments apply?
For the documented 0x endpoints, the listed $0.01 per-request price is the service’s API price, not a general Base or Solana transaction fee. Keep those categories separate in your cost model.
Troubleshoot common selection and integration failures
The server returns HTTP 402, but the payment is rejected
Check the network identifier, token mint or contract, amount units, recipient and scheme. A 402 response only indicates that payment is required; it does not establish that the client can sign or that the server accepts the selected chain.
The transaction succeeds, but the resource is not released
Compare the receipt with the exact resource and payment requirement. Confirm that the verifier is watching the same network, that the required confirmation threshold has been reached and that the recipient account is the expected token account. Inspect whether a facilitator or relay has a separate settlement status.
Best Value
The first Solana payment costs more than expected
Determine whether a new recipient token account was created. The estimated account-creation rent is separate from the ordinary transfer fee and may not be covered by fee sponsorship. Pre-provision accounts where practical and document who funds them.
An agent pays twice after a timeout
Search the receipt table by transaction hash, payer, resource and idempotency key before retrying. Treat an unknown result as pending until reconciliation proves failure; do not immediately submit a second payment.
A cross-chain tool requires an unexpected wallet
Trace the execution path rather than assuming the payment chain controls every operation. As the 0x documentation illustrates, a request paid in Solana USDC may still require an EVM wallet when the underlying swap runs on EVM. Separate signer permissions and caps for each chain.
What a practical choice looks like
Choose a documented Base x402 path when
- Your target providers already accept x402 on Base and your client can sign the required USDC authorization.
- You want the spending-limit and audit-trail features described on Base’s payments page and can verify them in your chosen wallet architecture.
- Your service can operate with the provider’s stated confirmation requirement and your measured end-to-end latency.
Choose a documented Solana x402 path when
- The provider’s existing x402 client and resource server support Solana with the required token mint.
- You need the transfer-cost profile documented by Solana and have accounted for token-account setup.
- You can provision recipient accounts, enforce base-unit amounts and monitor the relevant confirmation level.
Choose Solana MPP when
- The service supports MPP and your workload benefits from explicit one-time
chargeor cappedsessionsemantics. - You are prepared to operate local validation or an approved relay/gateway and to define session budgets and expiry.
These are conditional implementation choices, not universal recommendations. If a provider supports only one combination, compatibility outweighs a small difference in published network metrics.
Keep protocol, infrastructure and commercial decisions separate
x402 is described as an open protocol. A facilitator, wallet provider, API operator or relay is a separate infrastructure decision with its own uptime, data-handling, pricing and terms. Coinbase’s May 6, 2025 announcement quotes NEAR co-founder Illia Polosukhin describing a vision of combining x402 with NEAR intents for cross-chain purchases. That is an ecosystem statement from a vendor announcement, not independent evidence that the model operates at scale.
Likewise, the reviewed pages do not establish a universal adoption figure or a common benchmark for AI-agent payments. Evaluate the service you intend to use, not a network’s transaction count or a marketing comparison detached from your workload.
Quick Recap
A launch checklist
- Every paid resource has a recorded protocol, scheme or intent, network, asset, recipient and amount unit.
- The wallet signer is restricted by network, asset, recipient and spending ceiling.
- Production support for the exact client-server-facilitator combination has been tested.
- Solana recipient token accounts are provisioned or their creation and rent responsibility are explicit.
- Payment requirements are validated against resource, amount, destination, expiry and replay state.
- Settlement thresholds, timeouts, retries and late-payment reconciliation are documented.
- Fulfillment is idempotent and receipts contain transaction hash, network and asset details.
- Refund, incident and facilitator-outage procedures have an owner and a test case.
