How to Choose a Bidding Strategy for Google Ads Video Reach Campaigns

Choose Target CPM for a Google Ads Video Reach campaign. Use the automated-bidding option only when it is enabled in your account and you are comfortable leaving the bid unset; otherwise enter a manual Target CPM in the ad-group setup. Select the Video Reach subtype that matches the outcome—Efficient reach, Non-skippable, or Target frequency—and treat frequency controls as a separate planning decision.

Start with the campaign outcome

Video Reach campaigns are built to deliver reach within a defined budget. That makes Target CPM the relevant bidding route: you are telling Google Ads what average cost per 1,000 impressions you want while the system looks for eligible opportunities. The goal is different from maximizing completed views, clicks, or other engagement actions.

Google’s objective guidance separates Video Reach from Video views. If the primary outcome is views or video interactions, reconsider whether Video views is the better campaign subtype instead of forcing a reach campaign to serve a view-focused purpose. A view-oriented strategy can be appropriate for that objective, but it does not answer a reach-planning brief.

Which bidding strategy does Google support?

Google Ads currently lists Target CPM for the three Video Reach subtypes:

Video Reach subtype What it is designed to do Bid route
Efficient reach Reach as many relevant people as possible within the campaign budget, using the enabled formats. Target CPM; automated bidding may be available in the beta.
Non-skippable Deliver non-skippable in-stream inventory when that format is selected. Target CPM; automated bidding may be available in the beta.
Target frequency Reach people a selected number of times over a weekly or monthly period. Target CPM, with a supported frequency range.

There is no universal “best” CPM number. The right setting depends on your available budget, audience size, selected formats, geography, and how much delivery flexibility you can accept. Google’s published guidance gives product-supported frequency ranges and setup warnings, but it does not establish a universally optimal bid or frequency for every advertiser.

Decide whether automated bidding is available

Google describes an automated-bid feature for Video Reach as a beta with limited availability. The control will not appear in every account or campaign. Check the bidding controls while creating or editing the Video Reach campaign.

If the automated-bid control is available

You have two practical choices:

  • Leave Target CPM unset to let Google automatically set and adjust bids in each auction to deliver the full budget efficiently.
  • Enter a Target CPM when an average cost objective matters and you want the system to optimize delivery around that target.

Automatic bidding is not a promise that every impression will cost the same or that the campaign will achieve a particular reach level. It is an auction-by-auction system intended to use the available budget efficiently. If you enter a target, Google still treats it as an average objective; individual auction prices can be higher or lower.

If the automated-bid control is missing

Use manual Target CPM. Google’s setup guidance directs advertisers to enter the Target CPM bid during ad-group setup. The absence of the beta control is an availability limitation, not a reason to switch to a view-focused strategy when reach remains the goal.

Choose the right Video Reach subtype

Efficient reach

Choose Efficient reach when the main KPI is broad unique reach and you want the campaign to use the formats available to it. This is the most straightforward choice for an awareness brief that does not require repeated exposure to the same person.

When multiple formats are enabled, a very low Target CPM can prevent the campaign from serving in every selected format. Evaluate the campaign estimates before launch and watch actual format distribution after launch.

Non-skippable

Choose Non-skippable when the creative and media plan specifically require non-skippable in-stream delivery. The format constraint can reduce the number of eligible auctions compared with a broader, multi-format plan, so a bid that is too restrictive may limit delivery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Target frequency

Choose Target frequency when repeating the message to the same people is part of the objective. This is not simply a higher bid; it is a separate reach subtype with its own supported weekly and monthly ranges. Google currently documents these ranges:

Ad format selection Target frequency per week Target frequency per month
Multi-format ads 2–7 4–12
Non-skippable in-stream, or skippable in-stream plus bumper ads 2–4 4–8

These are ranges supported by the product, not a claim that the upper or lower end is optimal for every audience. Google also states that a Target frequency campaign currently supports one ad group. Plan the creative and audience structure accordingly rather than expecting to split the campaign into multiple ad groups.

How to set up the bid

The labels can change as Google updates the interface, but the decision sequence is consistent. Use the campaign estimates as a planning check, not as a guarantee.

  1. Create or edit a campaign with the Video Reach objective. Do not choose Video views if the stated outcome is reach.
  2. Select the subtype. Choose Efficient reach, Non-skippable, or Target frequency based on the delivery requirement.
  3. Review the bidding control. If the automated-bid beta is available, decide whether to leave Target CPM blank or provide an average target. If it is not available, use manual Target CPM.
  4. For manual bidding, enter Target CPM in the ad-group setup. Set a value that reflects the average CPM you can support while leaving enough flexibility for the selected audience and formats.
  5. For Target frequency, select a supported weekly or monthly range. Keep the one-ad-group limitation in mind when structuring the campaign.
  6. Check the estimates before publishing. Look for warnings about insufficient bids, limited impressions, or restricted format coverage.
  7. Launch and monitor delivery. Compare actual spend, unique reach, average CPM, frequency, and format distribution with the plan.

Why an extremely low Target CPM can hurt delivery

Target CPM is an average objective, not a guaranteed spending cap. Google’s setup guidance warns that an insufficient bid can impair auction performance, limit full-budget spend, or prevent ads from serving across all selected formats.

A low target can therefore produce an attractive-looking CPM while the campaign reaches fewer people than planned. This is particularly important when the audience is narrow, the inventory requirement is strict, or multiple formats are enabled. The practical trade-off is:

  • [Easy Disassemble] Making incidental repairs quick and easy! Very nice, flexible cable
  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
  • Lower target: stronger cost pressure, but potentially less auction access, slower spend, and incomplete format delivery.
  • Higher target: more auction flexibility and a better chance of using the budget, with a higher intended average cost.
  • Unset target in the automated beta: maximum system flexibility, but no explicit average CPM objective.

Do not interpret the target as a hard ceiling on every impression. Auction-level prices vary, and the target is evaluated as an average over delivery.

Target CPM versus frequency controls

Target CPM and frequency controls solve different problems. Target CPM guides the average price of delivery. Frequency settings determine how often the campaign attempts to reach the same people. Setting one does not automatically replace the other.

Video frequency capping is a separate campaign-level control. Google defines video caps as limits on impressions and/or views per user per day, week, or month. For signed-in users, the cap is applied to the user; when users are signed out, it is applied to devices. Use caps when you need a ceiling on exposure, even if the campaign uses Efficient reach rather than Target frequency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Target frequency is appropriate when you are planning for a repeated average exposure over a selected week or month. A frequency cap is appropriate when you need to prevent exposure above a defined limit. They should be evaluated together: a target can describe the intended average while a cap limits excessive repetition.

A decision framework for common campaign briefs

Brief Recommended setup Reason and caution
Maximize reach and let the system manage bid adjustments; no strict unit-cost target Video Reach with automated bidding, if enabled; leave Target CPM unset The beta is intended to adjust bids to deliver the budget efficiently. It is not available in every account.
Reach people while managing to an average CPM objective Video Reach with a manual Target CPM, or enter a target within the beta Use an average target rather than treating it as a per-impression ceiling. A restrictive value can reduce delivery.
Reach the same people a planned number of times Target frequency with Target CPM Choose only a product-supported weekly or monthly range; one ad group is currently supported.
Optimize for views or video interactions Reconsider Video views instead of Video Reach The campaign objective should match the KPI; reach bidding is not a substitute for a view-focused objective.

How to choose a practical manual Target CPM

Because the official guidance does not publish a universal ideal bid, choose the starting value from your own delivery constraints rather than copying a generic benchmark.

Start with the budget and required reach

Estimate how much reach the budget must buy and how much flexibility the audience provides. A small audience, a tightly defined geography, or a non-skippable-only requirement gives the auction fewer opportunities. In those situations, an aggressively low target is more likely to restrict spend.

Account for the selected formats

Efficient reach may use multiple formats, while Non-skippable intentionally narrows the inventory. If the campaign must serve across several formats, leave enough bid flexibility for each format rather than setting a value that only works in the cheapest opportunities.

Use the estimate as a diagnostic

Before publishing, inspect the estimated reach and spend at the proposed target. A warning about insufficient bid or limited delivery is actionable evidence that the setting is too restrictive for the current plan. It is not proof that a particular higher value will guarantee delivery, so continue to validate against actual results.

Change one major variable at a time

If delivery is weak, record the starting bid, audience, formats, and budget. Adjust the Target CPM or loosen the inventory constraint, then observe the effect. Changing the audience, budget, formats, and bid simultaneously makes it difficult to identify what solved the problem.

What to monitor after launch

Judge the strategy by delivery and reach quality, not by CPM alone.

  • Spend versus budget: persistent underspend can indicate that the target is too restrictive, the audience is too narrow, or the format requirement limits eligible auctions.
  • Unique reach: confirms whether the campaign is expanding exposure to new people rather than repeatedly serving a small group.
  • Average CPM: shows how actual average cost compares with the target. It should not be read as a promise that each auction will match the target.
  • Frequency: reveals how often people are exposed. Compare it with the selected Target frequency range or campaign cap.
  • Format distribution: check whether the campaign is serving across the formats you selected. A low bid can prevent full format coverage.
  • Impressions and views: use these to understand delivery volume, while keeping the campaign’s primary reach objective in view.

Troubleshooting common problems

The automated-bidding option is not visible

The feature is a limited-availability beta. Use manual Target CPM when the control is absent; do not assume the account is malfunctioning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The campaign is underspending

First review the Target CPM, audience size, selected formats, and any setup warning. Google specifically cautions that an insufficient bid can limit auction performance and full-budget spend. If the target is unusually restrictive, raise it cautiously or broaden the inventory requirement, then monitor the resulting average CPM and reach.

Some selected formats are not serving

Check whether the Target CPM is too low for the enabled formats. Google’s setup guidance says a low bid may prevent delivery across all selected formats. Compare format distribution with the campaign estimate rather than assuming every format will receive equal volume.

Frequency is higher or lower than planned

Confirm whether you selected Target frequency, applied a campaign-level frequency cap, or used neither. Target frequency sets the intended repeated-reach objective; caps limit impressions and/or views per user over a day, week, or month. They are separate controls and should be reviewed together.

The CPM is above the exact number entered

Remember that Target CPM is an average target. Auction-level prices can vary. Evaluate the average over meaningful delivery and check whether the campaign is meeting its reach and budget objectives before making a change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Limits of the available guidance

Google’s current help documentation identifies the supported bidding route, subtype choices, beta behavior, setup warnings, and Target frequency ranges. It does not publish a study-based ideal CPM or a universally optimal frequency. The documented numbers—2–7 weekly and 4–12 monthly for multi-format ads, and 2–4 weekly and 4–8 monthly for the specified non-skippable or skippable-plus-bumper formats—are product-setting ranges, not performance guarantees.

That distinction matters when setting expectations with stakeholders. A target CPM can shape auction behavior, but it cannot guarantee a fixed reach, an exact spend rate, equal format distribution, or a particular frequency for every audience and budget.

Recommended default

For a standard awareness campaign whose KPI is reach, select Video Reach and use Target CPM. If the automated beta is available and you do not need an explicit average-cost objective, leave the target unset and let automatic bidding manage auction bids. If you do need cost guidance—or if the beta is unavailable—enter a manual Target CPM, verify the estimates, and avoid a value so low that it restricts delivery.

Use Efficient reach for broad reach, Non-skippable when that format is required, and Target frequency when repeated exposure is the planned outcome. Keep frequency caps separate, monitor actual delivery, and adjust from evidence rather than treating the initial bid as a guaranteed price or spend control.
