The best 3PL is not the one with the lowest pick-and-pack rate. It is the provider that can handle your products, sales channels, order patterns, customer promises, systems, and growth plan at a predictable total cost. Compare candidates on operational capability, technology fit, and complete contract cost; then test exceptions and service levels before moving inventory.
This guide gives you a practical way to define requirements, build a shortlist, run a comparable request for proposal (RFP), evaluate fees and systems, negotiate measurable service levels, and transition fulfillment without losing control of stock or customer experience.

What a 3PL does—and what it may not do
A third-party logistics provider (3PL) performs some or all of the physical and systems work between your supplier and your customer. Depending on the agreement, that can include receiving inbound goods, storing inventory, managing warehouse locations, picking orders, packing parcels, handing shipments to carriers, returning tracking events, processing returns, and preparing orders for multiple channels.
The scope is configurable. You might outsource storage and parcel fulfillment while retaining purchasing, demand planning, customer service, or carrier strategy. Another business may use the same provider for wholesale routing, retail replenishment, kitting, subscription assembly, and returns. There is no required “all or nothing” model; define the activities the provider owns and the activities your team continues to manage.

Never assume a quoted service bundle includes every task your operation needs. Receiving appointments, pallet breakdown, lot control, inserts, gift wrap, subscription cycles, return inspection, disposal, and inventory adjustments are often separate operational steps and may be billed separately. Your requirement document and the final contract should state the exact handoffs.
Start with your operating profile
Providers can only demonstrate fit when you give them the facts that drive warehouse work and transportation cost. Prepare a concise operating profile before contacting candidates.
Products and handling rules
Describe each product category and the controls it requires. State whether items are fragile, temperature-sensitive, dated, lot- or serial-tracked, regulated, hazardous, oversized, high-value, or vulnerable to theft. Include packaging dimensions and weights, case and pallet configuration, barcode format, and any required storage conditions. Ask each provider to confirm that a named facility, process, and staff qualification can handle those requirements. A warehouse experienced with standard apparel may not be equipped for regulated or temperature-controlled goods.
Catalog complexity and velocity
Give the current SKU count, expected additions, average units per SKU, slow-mover share, and the order-line distribution. Explain whether orders usually contain one unit or multiple lines, and whether bundles are virtual or physically kitted. If products expire or use lots, confirm that the warehouse management system can reserve and issue the correct inventory according to your rules. Ask how cycle counts, quarantined stock, damaged units, and inventory adjustments are recorded.
Channels and order types
List every channel that will use the inventory pool: your ecommerce storefront, marketplaces, social commerce, retail replenishment, wholesale portals, or sales-assisted orders. For business-to-business volume, ask specifically about pallets, retailer labels, electronic data interchange (EDI), advance shipping notices, routing guides, appointment scheduling, and chargeback prevention. A provider optimized for direct-to-consumer parcels may not be able to meet a retailer’s compliance rules.
Volume, seasonality, and promises
Provide average daily orders, units and lines per order, inbound receipts, and shipment destinations. Add realistic peaks for launches, flash sales, promotions, and holidays. Ask for comparable peak-period throughput and same-day processing performance, not just an annual capacity figure. State your order cutoff, promised dispatch time, delivery commitments, and the consequences of a late shipment. Any capacity or timing commitment that matters to customers belongs in the service-level agreement (SLA), with its measurement method.
Geography and returns
List customer regions, international destinations, and any delivery restrictions. Ask which facility or facilities will handle your orders, how inventory is allocated between locations, and how transfers are controlled. For returns, specify the expected rate and the required disposition: inspection, grading, repackaging, restocking, quarantine, refurbishment, disposal, refund trigger, and inventory-system update. A “returns included” statement is not enough without those steps and timing.

Special programs
Identify subscriptions, preorders, launch-day holds, promotional inserts, gift messages, custom packaging, personalization, kitting, and compliance documents. Ask whether work is done in-house or subcontracted, how a scheduled subscription run is released, and which per-unit or per-project charges apply.
Evaluate candidates on three separate axes
Score operational fit, technology fit, and total cost independently. A low price cannot compensate for a provider that cannot legally or reliably handle your products, and a broad warehouse network does not prove accurate execution.
1. Operational fit
- Facility capability: Verify storage conditions, security, fire protection, hazardous-material permissions, food or medical qualifications where applicable, dock configuration, and available capacity at the facility that will actually serve you.
- Process control: Ask how receiving, put-away, picking, packing, cycle counting, damage handling, and shipment verification are performed and recorded.
- Peak execution: Request relevant peak data, staffing plans, carrier capacity, cutoff rules, and overflow procedures. “We can scale” is not evidence without defined resources and performance history for similar operations.
- Multichannel execution: Confirm that one inventory pool can serve every channel and that channel-specific labels, packing slips, routing guides, and documentation are supported.
- Value-added work: Document kitting, inserts, gift wrap, subscription assembly, relabeling, and other special handling, including who supplies materials and how work is priced.
- Returns and exceptions: Define inspection, restocking, quarantine, loss, damage, misroutes, late orders, and customer escalation. Ask who owns each decision and how quickly you receive an update.
- Support model: Identify your account owner, operations contact, technical contact, hours of coverage, escalation path, and response targets.
2. Technology fit
Your commerce, order, inventory, warehouse, carrier, and returns records should stay synchronized without routine spreadsheet reconciliation. Ask how the provider connects to your systems: native application, application programming interface (API), EDI, file transfer, or middleware. If middleware is involved, establish who monitors failures, retries messages, and supports the connection.
Walk through the actual event sequence. When a purchase is accepted, when is inventory reserved? When receiving is complete, when does sellable stock appear in your store? When is a pick confirmed, a parcel manifested, and tracking returned? When is a return inspected and its disposition reflected? A technically available integration can still be unsuitable if updates arrive too late for your selling rules.

- Order synchronization: Verify cancellation, address correction, partial shipment, backorder, split shipment, and preorder behavior.
- Tracking: Confirm automatic carrier events, tracking-number format, branded tracking options if required, and failed-delivery status handling.
- Returns: Check authorization, label creation, receipt, inspection result, refund trigger, and restock or disposal updates.
- Reporting: Request sample dashboards and exports for inventory accuracy, order status, receiving, returns, carrier exceptions, and billing reconciliation.
- Documentation and security: Review API documentation, credentials and permission controls, data retention, incident notification, and change-management procedures.
Before signing, use representative scenarios rather than a generic sales demonstration. Ask the provider to show a routine order, a peak-day batch, a return, an inventory mismatch, and a delayed or misrouted parcel. Trace the data, human action, notification, and final resolution for each case.
3. Total cost and contract fit
Compare an itemized rate card, not a headline pick-and-pack number. The schedule should identify every recurring, per-order, per-unit, per-pallet, per-project, and pass-through charge that can apply.
| Cost category | Questions to ask |
|---|---|
| Onboarding and integration | Is there a one-time setup, data migration, testing, labeling, or implementation charge? What is included? |
| Receiving | Is billing based on pallets, cartons, units, labor time, appointments, or special inspection? Are expedited receipts priced differently? |
| Storage | Is the measure pallet, bin, cubic volume, or occupied location? How are partial months, slow movers, seasonal overflow, and multiple facilities billed? |
| Pick and pack | What is included in the base pick, and what are the rates for additional lines, bundles, inserts, gift wrap, custom packaging, or special handling? |
| Shipping | Which carrier rates, packaging charges, fuel or residential surcharges, dimensional rules, and international fees are passed through? |
| Returns | What is charged for authorization, labels, receipt, inspection, restock, repack, disposal, and exchanges? |
| Technology and account fees | Are there platform, API, EDI, reporting, account-management, or support fees? |
| Minimums and commitments | Are there minimum monthly invoices, storage commitments, order commitments, deposits, or peak surcharges? |
| Inventory movement and exit | What are the charges for transfers, cycle counts, relabeling, retrieval, palletization, and shipping stock to a new provider? |
Model each quote with the same assumptions: your order mix, dimensions, destinations, storage profile, return rate, channel mix, and expected ordinary and peak volume. Calculate a monthly and annual scenario, then run a sensitivity case for lower volume, a surge, more split orders, or a higher return rate. Confirm the billing unit and rounding rule for every line. Pricing depends on requirements and negotiation; there is no universal order count at which outsourcing becomes economical.

Define measurable service levels
Put the event, clock, exclusions, reporting source, and remedy in writing. “Fast shipping” or “high accuracy” cannot be audited unless both parties agree on what starts and stops the measurement.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute| Service area | Definition to settle |
|---|---|
| Order processing | Time from successful order receipt to pick completion and carrier handoff; include cutoff times, weekends, holidays, holds, and split orders. |
| Order accuracy | How correct items, quantities, packaging, documents, and labels are sampled and calculated. |
| Inventory accuracy | Which locations and statuses are counted, how often counts occur, and how discrepancies are corrected. |
| Receiving | Time from delivery or check-in to available, sellable inventory, with rules for shortages, damage, and missing documentation. |
| Peak capacity | Processing capability and cutoff changes during launches, promotions, and holidays, including any agreed exceptions. |
| Returns | Time from receipt to inspection, disposition, refund trigger, and inventory update. |
| Exceptions and support | Notification time, escalation owner, response time, update cadence, and closure criteria for lost, delayed, damaged, mislabeled, or failed orders. |
| Remedies | Credits, corrective action, or other remedies for missed commitments, and the exclusions that apply. |
Ask the provider directly: “What service levels do you commit to for shipping speed, order accuracy, and inventory accuracy, and how are they defined in your service-level agreement (SLA)?” Require sample reports showing how those metrics are calculated.
Build a shortlist and run a comparable RFP
Step 1: Write the operating brief
Summarize products and handling rules, SKU count and growth, average and peak orders, units and lines per order, destinations, channels, returns, special programs, current systems, required integrations, and customer promises. Include forecast assumptions and known launch dates.
Step 2: Separate must-haves from preferences
Mark regulatory or facility qualifications, B2B compliance, required integrations, geography, support coverage, and peak capacity as mandatory when they are essential. State exclusions clearly, such as no hazardous storage, no international service, or no retailer routing-guide capability. This prevents a polished but ineligible proposal from advancing.
Step 3: Request comparable evidence
Ask every candidate for facility locations, the proposed operating model, relevant peak-period data, written SLA definitions, sample reports, integration documentation, a complete rate card, implementation timeline, insurance terms, and references from businesses with comparable products and order patterns. Request the name of the actual fulfillment site, not only a corporate network map.
Step 4: Score the three axes separately
Use a weighted scorecard that reflects your risk. For example, a regulated product may give operational capability the highest weight, while a fast-moving multichannel brand may weight integration and peak execution more heavily. Keep price as a separate score so an attractive quote cannot hide a disqualifying capability gap.
| Evaluation area | Evidence to record | Decision question |
|---|---|---|
| Operations | Facility, handling qualifications, capacity, process controls, returns, support | Can this site execute our work safely and consistently? |
| Technology | Integration method, event timing, documentation, dashboards, exception workflow | Will our systems remain synchronized without manual rescue? |
| Cost | Complete rate card, modeled scenarios, minimums, surcharges, exit fees | What will ordinary and peak fulfillment actually cost? |
| Contract | SLAs, remedies, liability, insurance, term, data access, termination | Are risk and accountability clearly allocated? |
Step 5: Test exceptions and ownership
For each candidate, document who detects, decides, communicates, and pays when an inventory mismatch, late order, carrier failure, integration outage, damaged return, or customer address error occurs. A process that works only when every order is perfect is not operationally complete.

Step 6: Validate references
Ask references about inventory adjustments, peak periods, billing accuracy, integration incidents, responsiveness, claims, and the ease of retrieving stock. Seek examples from businesses with similar product handling and channel complexity rather than relying on a large logo list.

- Scope and definitions: List every included service, facility, channel, cutoff, and billable event.
- Service levels: Include measurement, reporting, exclusions, corrective actions, credits, and peak treatment.
- Inventory liability: State responsibility for loss, damage, shrinkage, mis-picks, and unauthorized disposal, along with valuation rules.
- Insurance: Confirm coverage and limits for goods in storage, goods in transit, warehouse liability, and claims procedures. Do not assume the provider’s policy covers your full replacement value.
- Pricing changes: Define notice periods, indexation or renegotiation rights, new-service charges, and how carrier or packaging increases are passed through.
- Term and renewal: Check initial term, automatic renewal, termination notice, cure periods, and termination for repeated SLA failure.
- Exit assistance: Specify inventory count, data export, order-history access, packaging disposition, retrieval fees, transfer timetable, and cooperation with a replacement provider.
- Data and security: Confirm ownership, access, retention, confidentiality, incident notification, and system availability obligations.
Exact liability and termination rights depend on the signed agreement and applicable law. Treat a sales quote as a starting point, not as the complete protection for your inventory or customer promises.
Plan a controlled transition
A staged move reduces the risk of discovering a process failure after all inventory has left your current operation. The right rollout depends on your channels, stock profile, and contract, but the control points are consistent.
- Clean the master data. Reconcile SKU identifiers, barcodes, dimensions, weights, bundles, lots, expiry dates, reorder rules, and channel mappings. Remove duplicate or obsolete records.
- Set the opening inventory baseline. Count units by SKU, lot, status, and location. Record damaged, quarantined, reserved, and in-transit stock separately and agree on the signed handoff count.
- Configure and test integrations. Test order creation, cancellation, address change, allocation, split shipment, tracking, return authorization, refund trigger, inventory adjustment, and error retry. Confirm timestamps in both systems.
- Run representative pilot orders. Include a normal order, multi-line order, bundle, subscription or preorder if relevant, return, failed address, out-of-stock condition, and carrier exception. Reconcile every event.
- Move inventory in waves where feasible. Start with a channel, region, or product group that limits exposure. Define the rollback plan and the criteria for expanding the rollout.
- Monitor the first peak or promotion. Use daily reviews of orders received, orders shipped, exceptions, inventory variance, returns, and unbilled or unexpected charges. Keep named escalation contacts available.
Do not close the previous operation or discard packaging and records until opening counts, order status, returns, and billing have reconciled through an agreed period.
When outsourcing deserves serious evaluation
Consider a 3PL when fulfillment consumes too much internal time, storage is constrained, delivery promises are difficult to meet, peak periods create backlogs, accuracy is slipping, shipping costs are rising, or you are expanding into more channels or geographies. These are signals to model the decision, not universal thresholds.

Using a provider-finding tool intelligently
Shopify describes a Fulfillment Network recommendation tool that lets merchants enter expected shipping and storage needs, filter options, view estimated fulfillment and monthly storage fees, compare provider capabilities, and monitor a selected provider’s performance. It is useful for creating an initial shortlist, but estimates vary with requirements and negotiation and are not contractual quotes.
Verify current facility availability, supported countries, product restrictions, integration scope, rates, SLAs, insurance, and termination terms directly with each candidate. A recommendation tool cannot validate your exact peak workflow, returns disposition, retailer compliance, or exception ownership.
Common selection mistakes and how to avoid them
Choosing on pick-and-pack price alone
A low base rate can be outweighed by storage minimums, receiving labor, extra order lines, packaging, returns, peak surcharges, technology fees, and exit costs. Compare modeled totals using identical assumptions.
Assuming a network equals capacity
Ask which facility receives your stock, what capacity is reserved, how overflow is handled, and what performance was achieved during comparable peaks. A map of locations does not prove available space or execution quality.
Accepting vague “real-time” integration claims
Specify the event, timestamp, system of record, retry behavior, and report for each inventory, order, tracking, and return update. Ask to see documentation and walk through failure cases.
Ignoring B2B requirements
Retail labels, EDI, routing guides, pallet configuration, appointment rules, and compliance documentation must be tested explicitly. Direct-to-consumer parcel experience does not establish wholesale capability.
Leaving returns for later
Returns affect cash flow, sellable inventory, customer refunds, and fraud controls. Agree on inspection grades, disposition, timing, fees, and system updates before launch.
