To find out whether your federal tax account shows misuse, first confirm exactly what information the notifying organization exposed, then inspect your IRS records and watch for official warning signs. An exposed Social Security number (SSN) or Individual Taxpayer Identification Number (ITIN) combined with wage or other financial information creates more tax-related risk than contact information alone.
What a breach notice does—and does not—tell you
The organization that sent the notice should identify the categories of data involved, such as your name, address, email address, SSN, ITIN, bank information, wage records, or tax documents. A notice may confirm that data was exposed or potentially accessible; it usually cannot tell you whether a criminal actually used it.

The IRS’s practical risk distinction is the type of information compromised. An SSN or ITIN paired with financial information such as wages is especially concerning because those details can support a fraudulent federal income-tax return. Exposure of an email address or mailing address can still increase phishing risk, but it does not by itself show that your IRS account or tax records were accessed.

| Information reported in the breach notice | What it means for tax-account risk | What to do |
|---|---|---|
| Name, address, telephone number, or email only | Greater impersonation and phishing risk, but no direct evidence of tax-account access | Verify the notice independently, be alert for scams, and review your IRS account as a precaution |
| SSN or ITIN | Someone may be able to attempt identity-based tax fraud; exposure alone does not prove misuse | Check IRS records and consider an Identity Protection PIN after you can verify your identity |
| SSN or ITIN plus wages, income forms, or other financial data | Higher risk for a fraudulent return or misuse of income information | Inspect tax records promptly, preserve the notice, and follow any IRS letter or filing rejection instructions |
| Tax returns, transcripts, or other tax documents | Potential exposure of detailed filing and income information; the notice still does not establish that an IRS system was breached | Ask the notifying organization what files were involved, then check your IRS account and contact the IRS through official channels if activity is unfamiliar |
If the notice is vague, contact the organization using a telephone number or web address you locate independently—not a link in an unexpected email or text. Ask which records, dates, and identifiers were involved, whether the data was encrypted, and whether the organization is offering credit monitoring. Any monitoring offered by that organization may help detect credit activity, but it does not verify whether IRS records were accessed.

Check your federal tax records through an IRS Online Account
The IRS Individual Online Account is the main official way to review available federal tax information. Use IRS.gov by typing the address yourself or using a bookmark you already trust. Do not sign in through a message claiming that your account was breached.
- Open your IRS Individual Online Account. Complete the IRS identity-verification and sign-in process. If you already have an account, do not create a second one to investigate the same issue.
- Review the account’s tax-record areas. Look for filed returns, balances, payments, notices, and other activity shown for the tax years available to you. Note anything you did not initiate, including a return, payment, address change, or transcript request.
- Obtain the available transcript that answers your question. A return transcript generally shows most line items from the filed return. An account transcript can show transactions and adjustments. A wage and income transcript can show information reported to the IRS by employers and other payers.
- Compare the records with your own files. Check filing dates, employers, income amounts, withholding, refunds, bank details, and addresses against your copies of returns, Forms W-2 and 1099, payroll records, and bank statements.
- Record discrepancies without altering the IRS record. Save the tax year, document type, transaction date, and any notice or confirmation number. Screenshots and downloaded PDFs can help you explain the issue to the IRS, but keep the original breach notice as well.
An IRS transcript is a record for the requested transcript type, not a universal breach-monitoring report. It cannot tell you whether an outside company’s database was accessed, whether an attacker copied information without using it, or whether information was stolen but has not yet appeared in an IRS transaction. Some personal fields are masked, while financial entries remain visible. A wage and income transcript may include unmasked identifying information when that is needed for tax preparation, so store it securely.
If you cannot register for an online account
You can request a transcript by mail. The IRS says mailed transcripts arrive in five to 10 calendar days at the address on the latest tax return. The mailing option is useful if identity verification prevents online registration, but it is slower and may not show the newest information immediately. Request the transcript type that matches the question you are investigating, and watch the mailbox for an IRS notice.
Warning signs that deserve immediate investigation
Each item below is a signal to investigate, not conclusive proof that identity theft occurred. There can be innocent explanations such as a data-entry error, an amended return, a duplicate filing, or an employer’s reporting mistake.

- Your electronic return is rejected because a return has already been filed with your SSN. If you have not filed previously for that year, save the rejection details and follow the IRS instructions for suspected identity theft.
- You receive an IRS letter about a suspicious return or another filing you did not submit. Read the letter carefully and use the response method and deadline printed in it. Do not rely on a telephone number supplied by an unrelated caller.
- An unfamiliar Form W-2, Form 1099, or other income entry appears. Compare the entry with your employment and financial records. Contact the payer listed on the form if the information is wrong, while also addressing any IRS mismatch notice.
- Your online account shows activity you did not initiate. Examples include an unexpected payment, refund destination, address change, transcript request, or account change.
- An IRS notice refers to a tax year, return, or balance you do not recognize. Confirm the notice through your account or an official IRS contact route and keep the complete letter, including its notice number.
No warning sign is required before you take sensible protective steps after a high-risk breach. Conversely, the absence of a warning sign does not prove that exposed data was never used; it means only that the IRS records you reviewed do not currently show the listed indicators.
What to do when records or notices look wrong
1. Secure the IRS account and related email
Change the password for the IRS account if you suspect it was exposed, and use a unique password that you do not reuse elsewhere. Secure the email account used for IRS sign-in with a unique password and multifactor authentication if available. Review recovery email addresses, telephone numbers, and recent sign-in or security activity. Do not share an authentication code with anyone who contacts you unexpectedly.
2. Follow the exact instructions in an IRS letter
An IRS notice may ask you to verify whether you filed a return or to contact the agency through a specific procedure. Use the deadline and response channel printed in the notice. If the letter tells you to continue filing, file your legitimate return as directed; identity-theft concerns are not a reason to skip a required return.

4. Get an Identity Protection PIN
An Identity Protection PIN (IP PIN) is a six-digit number that helps prevent another person from using your SSN or ITIN on a fraudulent federal income-tax return. IRS guidance says taxpayers who can verify their identity and have an SSN or ITIN may enroll. The PIN is used when filing a federal return, so keep it private and provide it only through your tax-filing process.
An IP PIN reduces the chance that a fraudulent return will be accepted with your identifier, but it does not erase information already exposed, repair credit records, or prove that an earlier breach involved IRS systems. Follow the current enrollment and annual-renewal instructions in your IRS account.
5. Use Form 14039 only when it applies
Form 14039, Identity Theft Affidavit, is for particular tax-related identity-theft situations—not every breach notice. Follow the instructions in your IRS notice and the form’s current directions. The surfaced IRS form is revision 2-2026, and forms can change, so use the current version rather than an old copy. Do not submit the affidavit more than once; duplicate submissions can delay handling. Continue filing your own return as instructed, even when the affidavit is required.
6. Preserve a complete case file
- Keep the breach notice, envelope, and any follow-up from the notifying organization.
- Save IRS letters, transcript PDFs, account screenshots, e-file rejection messages, and submission confirmations.
- Write down dates, names or identification numbers of representatives, and the exact action each person advised.
- Store the file in a secure location because transcripts and tax forms contain sensitive information.
Protect yourself from non-tax identity theft separately
Tax-record review addresses federal tax activity; it does not reveal every account opened with your identity. If the exposed data includes an SSN or financial information, consider the broader steps recommended through the Federal Trade Commission’s IdentityTheft.gov recovery process.

Place a fraud alert
A fraud alert asks businesses to take additional steps to verify your identity before opening new credit. It is useful when you suspect attempted misuse and want creditors to contact you before approving an application.
Consider a credit freeze
A credit freeze restricts access to your credit file for most new-credit applications. You place and lift freezes separately with each of the three nationwide credit bureaus. A freeze can make legitimate applications less convenient because you must temporarily lift it, but it is stronger than relying on a breach company’s monitoring offer alone. Neither a fraud alert nor a freeze checks IRS transcripts or confirms whether a tax return was filed.
Close accounts you did not open
If a bank, card, loan, or other account was opened without your permission, contact the institution’s fraud department using contact information from its official website or statement. Ask the institution to close or restrict the account, reverse unauthorized transactions, and provide written confirmation. Keep this case separate from your IRS correspondence so each organization receives the evidence relevant to its records.
Check state tax exposure too
State tax departments do not all use the same identity-verification process or forms. If the breach notice includes state tax documents, or if you see an unfamiliar state return, refund, or account change, contact your state tax agency through its official website. Federal IRS review cannot establish whether a state tax account was compromised.
Best Value
How long the check takes and what a clear result means
You can usually complete the online-account review as soon as you can sign in and verify your identity. A mailed transcript takes five to 10 calendar days according to the IRS. Keep checking for later IRS correspondence if the breach involved a recently filed return or current-year wage information, because records may not appear until the IRS processes them.
A clean transcript or account history means no suspicious activity is visible in the records and transcript types you reviewed at that time. It does not certify that an external breach did not occur, that exposed information was not copied, or that future misuse is impossible. Recheck after receiving a new IRS notice, an e-file rejection, or corrected income information.
Avoid follow-up scams
Scammers often use a genuine breach to make a fake IRS call, email, or text sound credible. The IRS does not initiate contact by email, text message, or social media to request personal or financial information. Do not provide an SSN, bank details, password, or IP PIN to an unsolicited contact, and do not click its attachment or payment link. Go directly to IRS.gov, open your account there, or use contact information from a letter you already received.
Recommended Free Tools
Be especially cautious of anyone promising to “remove” your name from an IRS breach list, demanding immediate payment to protect a refund, or asking you to read an authentication code aloud. A legitimate IRS response is tied to your account or a notice and follows a defined verification process.
Practical decision checklist
| If this is true | Take these next steps |
|---|---|
| The notice lists only contact information | Verify the notice, secure against phishing, and review the IRS account if you want a baseline check |
| The notice lists an SSN or ITIN | Review IRS records, preserve the notice, and enroll for an IP PIN if eligible |
| The notice lists an SSN or ITIN plus wage or income data | Prioritize transcript review and compare every employer and income entry with your records |
| Your return is rejected as already filed | Save the rejection, follow IRS identity-theft instructions, and continue filing as directed |
| You receive an IRS suspicious-return letter | Respond through the letter’s official channel and meet its deadline |
| Your credit report shows an account you did not open | Contact the creditor’s fraud department, consider a fraud alert or freeze, and document the case |
| Your state return or refund looks wrong | Contact the state tax agency directly; a federal transcript cannot resolve state-account activity |
The key distinction to keep in mind
Checking your IRS records answers a specific question: whether the IRS currently shows a return, income item, payment, notice, or other activity that does not match your records. It does not answer whether an outside organization’s systems were breached. Use the breach notice to understand what information may be at risk, use the IRS account and transcripts to look for tax misuse, and use credit-bureau and state-agency channels for the separate risks those systems cover.
