How to Check Whether Your Power Tools Are Exposing You to Harmful Vibration

The practical way to check power-tool vibration is to estimate your daily hand-arm vibration exposure, not to buy a meter first. For each vibrating task, identify a representative vibration magnitude, record the time the tool is actually running, and combine every tool used during the workday in the Health and Safety Executive (HSE) exposure calculator. In UK workplaces, compare the result with 2.5 m/s² A(8), the exposure action value, and 5 m/s² A(8), the exposure limit value.

A trigger-time estimate is often enough to decide whether better controls or competent measurement are needed. A tool’s published emission figure is only a starting point: the value may not represent your material, accessory, grip, operator or working method.

What the vibration figures actually mean

Hand-arm vibration risk is determined by two variables together:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Vibration magnitude: how strongly the tool vibrates, expressed in metres per second squared (m/s²).
  • Exposure duration: how long vibration actually enters your hands while the tool is operating.

A high-vibration tool used briefly can produce less daily exposure than a lower-vibration tool run for hours. Using several tools does not create separate, unrelated risks; the partial exposures are combined into one daily result.

HSE expresses a working day’s combined exposure as A(8), a value normalised to an eight-hour reference day. It also expresses the same result as exposure points. These are daily exposure measures, not a reading taken from the tool and not a universal number of “safe minutes.”

UK reference A(8) value Exposure points What it means
Exposure action value (EAV) 2.5 m/s² A(8) 100 points per day At or above this level, the employer must take action to control exposure under the UK framework.
Exposure limit value (ELV) 5 m/s² A(8) 400 points per day Exposure must be reduced below this value; it must not be exceeded.

These values apply to UK workplaces under the Control of Vibration at Work Regulations 2005. They are not a diagnosis of vibration-related disease and do not prove that a particular tool or person is safe. If you work elsewhere, use your local regulator’s exposure framework instead of importing these legal thresholds.

A six-step check you can do before arranging measurement

1. Map every vibrating operation in a representative day

Write down each tool and process that can transmit vibration to the hands. Include work that is easy to overlook: intermittent drilling, impact work, grinding, sanding, cutting, chipping and any other vibrating process used by the same person.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a normal or busy workday as the model, rather than an unusually short shift. If tasks change by day, make separate estimates for the realistic patterns and use the pattern that could produce the greatest exposure. The objective is not to count tools; it is to describe all the vibrating operations whose partial exposures will be combined.

2. Find a vibration magnitude for each task

Start with the tool handbook or supplier/manufacturer information. HSE also publishes initial values for common tool categories. Record the value, the tool or model it describes, and the process and conditions used to obtain it.

Check the match carefully. A value for one tool may not represent another model, a different accessory, a different material or a different operating technique. Declared emissions are generally laboratory or standard-test results. HSE’s review of 31 power-tool categories found that test-code values can help compare tools in some categories, but in-use vibration can be underestimated for some types of equipment.

Ask whether the published figure reflects the intended work. Where the match is uncertain, seek corroborating information and allow for the variability created by the task, tool condition and operator. Do not present a supplier’s declared emission as a precise measurement of your workplace.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Estimate trigger time, not the whole shift

Exposure duration is the time vibration is actually being transmitted while the tool is running. Do not count the entire shift, time spent walking with the tool, or time holding an idle tool unless the tool is still producing relevant vibration.

Observe a representative sample of work. For example, time how much the tool runs during a half-hour period and extrapolate that running time to a normal shift. For repeated operations, time several cycles, calculate the average running time per operation, and multiply by the number normally completed. Record breaks and non-vibrating work separately.

Trigger-time estimates are easier to defend when they are based on observation rather than memory. Note who was observed, what material and accessory were used, and whether the day was typical. If the work varies widely, use more than one observation and document the range.

4. Combine the sources in the HSE calculator

Enter the representative vibration magnitude and trigger duration for each tool or process in the free HSE exposure calculator. It accepts up to six machines or processes in one assessment. For each source, the calculator reports a partial exposure and the time to reach the action and limit values; it also reports the combined daily A(8) and exposure points.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use one entry for each distinct combination of tool and task when the vibration conditions differ materially. For example, the same drill used in two different processes may need separate entries if the material, bit, pressure or operating pattern changes the magnitude or running time. Keep units consistent and check that every duration is the actual running time for the period represented.

5. Interpret the result against the UK values

Use the total daily result, not just the largest individual tool entry. A person can remain below the action value for one operation and still cross it after a second or third tool is added.

  • Below 2.5 m/s² A(8) (100 points): the estimate is below the UK action value, but continue to check that the inputs represent real work and that conditions have not changed.
  • At or above 2.5 m/s² A(8) (100 points): the employer must take action to control exposure and manage the risk.
  • At or above 5 m/s² A(8) (400 points): the exposure limit has been reached or exceeded. Exposure must be reduced below the limit.

The action and limit values are normalised daily exposures. They are not direct readings of a grinder, drill or saw, and they cannot be turned into one generic time limit that applies to every tool.

6. Decide whether direct measurement is justified

Arrange workplace measurement when suitable, representative data cannot be obtained by other means. HSE’s guidance does not make buying a meter the default first step. Measurement requires specialised instrumentation and a competent person who can select representative tasks, install sensors correctly, evaluate the data and explain its uncertainty.

How to judge whether published tool data is usable

A number is useful only when its context is understood. Before entering a magnitude in a calculator, check:

  • Tool identity: Does the value describe the exact tool, or only a broad category?
  • Process: Was the tool drilling, grinding, sanding, chiselling or performing another operation?
  • Material and accessory: Were the workpiece, bit, disc, blade or attachment comparable to yours?
  • Operating conditions: Were feed pressure, speed, cutting condition and duty cycle similar?
  • Measurement basis: Is the figure a declared standard-test emission or an in-use workplace result?
  • Variability: Could maintenance, worn accessories, tool condition or operator technique change the result?

Keep the original source and its qualifications with your assessment record. If a value is only an initial estimate, label it that way. A more conservative estimate may be appropriate when the data does not represent the actual task, but do not disguise uncertainty by presenting an assumed figure as measured evidence.

HSE’s review of research covering 31 power-tool categories (published in 2013 and covering work carried out up to 2013) is a reminder that standard test emissions are not equally predictive across all categories. Use declared figures for an initial screen and comparison, then obtain better task-specific evidence when the decision depends on the result being close to a threshold.

When and how direct measurement should be done

Direct measurement is most useful when no suitable handbook, supplier or comparable task data exists, or when the estimate is close enough to a threshold that uncertainty could change the control decision. It is not a casual spot check with a phone or a generic meter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use competent assistance and suitable instruments

HSE points to BS EN ISO 5349-2 for guidance on measuring hand-transmitted vibration and BS EN ISO 8041 for instrumentation. A competent assessor should understand the standards, select equipment appropriate to hand-arm vibration, check calibration and design a sampling plan that represents the real work.

Measure where vibration enters the hand

Transducers should be mounted rigidly near the contact area where vibration enters the hand. A sensor placed away from the palm, such as at the wrist or on the back of the hand, may produce an unrepresentative result. The mounting method must not change the operator’s grip or the task itself.

Record the tool, attachment, material, operator, operating method, running time and environmental conditions alongside each measurement. Results can vary with all of these factors. A single short reading may describe only that moment and should not automatically be extrapolated to every operator or shift.

Understand what monitoring can and cannot do

Electronic monitoring can help establish trigger time, check whether work patterns changed or support an initial assessment. It is not a control measure by itself. HSE states: Monitoring alone is not enough to control risk. HSE also notes that systems monitoring the same task can vary by up to 20 percent, so an output must be converted or reported in A(8) or exposure points before it is compared with the action or limit value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitoring does not usually need to be performed every day. Use it when it answers a defined question, such as whether the observed trigger time matches the work schedule or whether a changed process has altered exposure.

Common mistakes that produce misleading answers

Using the manufacturer’s emission as if it were your exposure

A declared emission is a starting point, not proof of in-use exposure. If your material, accessory, pressure or work pattern differs from the test, the workplace result may be higher or lower. Keep the qualification attached to the number and obtain better evidence when the estimate is important.

Counting the whole shift as vibration time

Exposure duration is trigger time. Counting setup, walking, breaks or time holding an idle tool can inflate the estimate; counting only the most obvious bursts can understate it. Observe the work and document how the running-time estimate was derived.

Looking at only one tool

The calculator’s combined result matters. Add every vibrating operation performed by the same person during the representative day. A low individual entry does not guarantee a low daily total.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying a meter before checking available data

Specialised measurement is conditional, not automatic. First establish whether a suitable, task-relevant magnitude and a defensible trigger-time estimate are available. Arrange competent measurement when they are not or when uncertainty could alter the control decision.

Relying on a timer as risk control

A timer, app or electronic monitor can describe exposure, but it does not reduce the vibration produced by the tool or change the task. Use the information to select and verify controls; do not treat a monitoring display as protection.

Assuming anti-vibration gloves cancel the risk

HSE says anti-vibration gloves are not effective protection against hand-arm vibration. Keeping hands warm and dry can be useful for comfort and circulation, but it is not a substitute for controlling the vibration exposure itself.

Using a generic “safe minutes” chart

Any time limit detached from vibration magnitude, trigger time and the other tools used that day can mislead. The same number of minutes can produce very different A(8) values on different tools. Use the calculator with the magnitude and duration for the actual task.

What to do when the estimate is high

The assessment should lead to controls, not just a number in a spreadsheet. Employers have a duty to assess and control vibration risk under the UK framework. Depending on the work, consider the following control questions:

  • Can the process be redesigned so less hand-transmitted vibration is produced?
  • Can a lower-vibration tool, attachment or work method perform the same job?
  • Are tools, bits, discs and other consumables maintained and suitable for the material?
  • Can trigger time be reduced through better sequencing, task allocation or non-vibrating work?
  • Are operators trained to use the tool without unnecessary grip force or pressure?
  • Has the control changed the magnitude, the trigger time or both, and has the revised exposure been recalculated?

Do not claim that a control works merely because it sounds plausible. Re-estimate exposure using representative data after a significant change in tool, accessory, process, maintenance condition or work pattern.

Comparing two tools or work methods fairly

A catalogue’s lowest vibration number is not automatically the better choice. Compare alternatives using the same task and the same exposure framework.

Comparison question Why it matters
What is the representative magnitude for the actual task? A standard-test number may not predict the vibration produced in your material or process.
How long is the trigger time? Duration contributes directly to daily exposure.
What is the combined A(8) or points for the worker’s full day? Several moderate sources can exceed a threshold when combined.
How well does the published data match in-use conditions? Declared emissions can underestimate workplace vibration for some tool categories.
Could maintenance or accessories alter vibration? Worn or unsuitable equipment can change the task result.

The HSE calculator can combine up to six sources, which makes it suitable for a side-by-side daily exposure estimate when both options have comparable task data. The available evidence does not establish a ranking of current specific models.

A record sheet that makes the estimate auditable

Keep a simple record for each person or work pattern. Include:

  1. Worker, job, location and date of the assessment.
  2. Every vibrating tool or process used during the representative day.
  3. Tool identity, attachment, material and operating conditions.
  4. Vibration magnitude, its source and any qualification about test conditions.
  5. How trigger time was observed or calculated.
  6. Partial A(8) and points for each source, plus the combined calculator result.
  7. Whether the result is below the action value, between the action and limit values, or at or above the limit.
  8. Controls selected, the person responsible and the date for checking whether they changed exposure.
  9. Reasons for arranging or not arranging direct measurement.

Update the record when the tool, accessory, material, maintenance condition, operator pattern or work schedule changes. An old estimate can cease to be representative even when the tool’s nameplate has not changed.

Worked examples of the decision process

One tool used intermittently

An operator uses one vibrating tool throughout a shift but only triggers it during short operations. The correct first step is to observe a representative period, total the actual running time and enter that duration with the best available task-relevant magnitude. Counting the entire shift would overstate exposure; using a generic safe-minutes figure would ignore the tool’s magnitude.

Several tools used by one person

A worker drills in the morning and grinds in the afternoon. Each operation is entered separately with its own magnitude and trigger time. The calculator combines them into one daily A(8) and points result. Looking only at the grinding entry could miss an action-value exceedance caused by the combined day.

Published data does not match the process

A supplier figure exists, but it describes a different accessory and material from those used at the workplace. Treat the number as an initial indication, seek more representative information and arrange competent measurement if the uncertainty could change the control decision. Do not label the supplier figure a measured workplace result.

The estimate is close to a threshold

When small changes in magnitude or trigger time could move the result across 2.5 or 5 m/s² A(8), improve the input quality before making a final decision. Check the observation period, confirm the task match and consider specialist measurement rather than relying on false precision from a single declared emission.

What this check can—and cannot—tell you

An exposure estimate supports workplace risk management: it helps identify high-exposure tasks, compare work methods and decide whether controls or measurement are needed. It does not diagnose hand-arm vibration syndrome (HAVS), determine an individual’s medical condition or guarantee that exposure is harmless below a threshold. Anyone with symptoms or health concerns should use an appropriate occupational-health or medical route.

The legal values above are specific to UK workplaces. Organizations in other countries should substitute their regulator’s definitions, action levels, limit values and employer duties while keeping the same basic method: identify task magnitude, measure actual trigger time, combine sources and control the resulting exposure.
