Yes—if your phone has a built-in FM receiver that is enabled, you can listen to local over-the-air FM broadcasts without mobile data. An internet radio app is different: it streams audio over the internet, using mobile data or Wi-Fi. Check your exact phone model and regional version, because FM support and antenna requirements vary.
FM radio and radio apps use different signal sources
Broadcast FM arrives over the air from a local radio station and is received by the phone’s FM hardware; it does not need a mobile-data connection. Motorola Support states, “Listening to the radio doesn’t use your mobile data,” in instructions for its FM Radio app: Motorola’s FM radio instructions. India’s Telecom Regulatory Authority describes radio reception as possible without subscribing to a telecom data plan: TRAI’s 2023 recommendations on FM radio broadcasting.

An internet radio app receives a stream through a network instead. It needs internet access, which could be mobile data or Wi-Fi. The two methods differ in what the phone needs and what can interrupt listening:

Check whether your phone can receive FM
Look for the manufacturer’s FM Radio app or official instructions for your exact phone model and regional variant. The app’s presence alone does not prove the phone can receive local FM: the handset needs an FM receiver chipset and circuitry to connect to an antenna, as described in TRAI’s recommendations. An app cannot add missing receiver hardware.

Capabilities can vary between models, regional versions, and software. TRAI’s 2023 recommendations discuss declining FM receiver availability in some handset segments and recommend keeping the feature enabled on phones that have the required hardware. Do not assume support based on a different model from the same manufacturer.
Start listening and improve weak reception
- Find the manufacturer’s FM Radio app or the official FM instructions for your exact phone model.
- If the instructions require a wired headset, connect a compatible one. On phones that use the cable as an antenna, the headset may still need to remain connected even if you choose to play sound through the phone speaker or Bluetooth audio. Huawei’s instructions also describe using a wired headset as an antenna: Huawei’s FM broadcast instructions.
- Open the FM radio app and scan for stations. Use the app’s controls to select a station and, if supported, switch the audio output.
- If reception is poor, rescan and try listening near a window or away from buildings. Motorola recommends these steps for weak reception in its FM radio troubleshooting instructions.
To check whether audio is coming from broadcast FM rather than a stream, tune a station and then turn off Wi-Fi and mobile data if your phone allows it. This is a practical diagnostic, not a universal manufacturer procedure; app behavior and phone controls differ.

Do you always need wired headphones?
No. Some FM-enabled phones use the wired headset cable as the antenna, so it must be connected for reception even when sound is routed elsewhere. Requirements differ by model and connector, so follow the manufacturer’s instructions. A model-specific exception is the Philips E162 (CTE162BK/94), which Philips says has a built-in FM antenna and can play through its loudspeaker without headphones: Philips’ information for the E162. That example applies to that model, not to phones generally.
If your phone does not have FM receiver hardware
You cannot receive over-the-air FM on that phone simply by installing an app. An internet radio app may still let you listen while connected to Wi-Fi, which avoids mobile-data use but still requires a network connection. The available sources do not establish a universal way to listen to live radio offline through an app. A separate FM radio can receive broadcasts without data, but it does not let you listen on the phone itself.
