Your Irish business may be eligible for an EU grant, but being based in Ireland—or being an SME—does not qualify it automatically. Eligibility depends on the particular funding programme, call and project. Find a live opportunity that fits what you plan to do, then check its rules before preparing an application.

How EU grant eligibility works

There is no single EU-wide test that determines whether an Irish business can receive a grant. The European Commission says eligibility criteria are set by each programme and individual call, and advises applicants to read the call guidelines before applying. A grant supports a defined project, not simply a business because it is located in Ireland. The Commission’s eligibility guidance is the starting point; the live call and its responsible authority set the rules that matter.

The Irish Department of Enterprise, Tourism and Employment says a business or related organisation may apply when it runs projects that further EU interests or contributes to implementing an EU programme or policy. That broad description is not a promise of eligibility for a particular grant.

Find the right funding route

First establish who manages the opportunity. Direct EU funding and EU funds administered nationally or regionally are different application routes. The Irish government’s EU funding programmes overview describes both.

Route Who manages it Where to start What to check
Direct EU funding European institutions Funding and Tenders Portal The individual call’s eligibility, partner requirements, registration steps and deadline
Indirect or shared management National or regional authorities The relevant Irish managing authority The programme’s applicant, project, location and application rules

Do not assume that every opportunity using EU money is applied for through the Commission portal. Also distinguish a grant from a tender: tenders are procurement opportunities to supply goods, services or works, rather than grant support.

For discovery, Enterprise Ireland’s funding and grants directory lets businesses browse supports by business stage or goal, including research and innovation, sustainability, expansion, employment and digital transition. Confirm whether a listed support is an EU grant, an Irish support, or EU-funded support delivered nationally; the relevant call or support rules determine eligibility.

Check the call against your proposed project

Before investing time in an application, write down what the business intends to do, why it matters, where it will happen, the expected results, any partners, the timing and approximate costs. Then compare those details with the call’s eligibility section and application documents.

  • Applicant: Which kinds of organisations can apply, and where must they be established?
  • Partnership: Can a business apply alone, or does the call require a consortium, partner or intermediary?
  • Project: Are your sector, aims, activities, location and duration eligible?
  • Business status: Does the call require SME status or another size, ownership or group condition? Are any applicants excluded?
  • Costs and funding: Which costs qualify? Is co-funding required, is there a limit on aid intensity, or are there restrictions on other public funding?
  • Evidence and process: What documents are required, how must you submit, and what are the deadline and admissibility checks?
  • Assessment: What are the separate selection and award criteria?

This is a reading checklist, not a claim that every call imposes every condition. Requirements vary. Passing an eligibility check means a proposal can be considered under the call rules; it does not establish that it will be selected. The proposal is assessed separately against the call’s selection and award criteria.

Does your business have to be an SME?

No. SME status is relevant only when the call makes it relevant, and other types of applicant may be eligible under other calls. If a call does require an SME, use the European Commission’s categories as a starting point. The thresholds below are the Commission’s published category rules, accessed in 2026—not data about Irish businesses or their likelihood of receiving funding.

EU enterprise category Employees Turnover or balance sheet
Micro-enterprise Fewer than 10 Annual turnover or annual balance sheet not exceeding €2 million
Small enterprise Fewer than 50 Annual turnover or annual balance sheet not exceeding €10 million
Medium-sized enterprise Fewer than 250 Annual turnover not exceeding €50 million, or annual balance sheet not exceeding €43 million

Do not judge SME status from your own headcount and accounts alone. These thresholds apply to an individual company, but links to partner or group enterprises can affect the calculation. A company that appears small on its own may not qualify if it has significant resources through a larger group. Check the linked-enterprise rules in the Commission’s eligibility guidance, and check whether the call adds further conditions.

Prepare for portal registration if required

For calls for proposals and certain tenders using eSubmission, the organisation needs a nine-digit Participant Identification Code (PIC). Check the Funding and Tenders Portal participant register first so you do not create a duplicate. Register the organisation if needed. If SME status is an eligibility criterion, complete the SME self-assessment.

The Commission says registered organisation data is verified before a grant agreement or framework contract is signed if the proposal or tender succeeds. Its typical application process includes identifying an eligible call, finding a partner when required, creating a portal account, registering the organisation and submitting a proposal. The precise steps depend on the programme and how the funding is managed.

Where Irish businesses can get help

Enterprise Europe Network Ireland is identified by the Irish government as a resource to help Irish companies use business and technology opportunities in the EU and other markets. Enterprise Ireland’s support directory can also help with discovery. These services can help you find a route or navigate information; the live call and responsible authority remain the source for final eligibility wording.

Calls, deadlines, available funding and eligibility conditions can change. Check the current call and instructions with the responsible authority before applying; the Irish government overview cited here was last updated on 11 April 2025.
