“Starlink Mobile” can mean two different products. Starlink Roam is portable satellite internet delivered by a Starlink dish, such as Starlink Mini. Direct to Cell is a carrier service that connects compatible LTE phones to satellites without a dish. To check availability, use Starlink’s availability map for a fixed address, the Roam order flow for travel, or your mobile carrier for Direct to Cell. These checks produce different answers, and a country appearing on a map does not guarantee service at every location.
First identify which Starlink mobile service you mean
Many searches for “Starlink Mobile” combine two services that have different hardware, plans, coverage rules and eligibility checks. Choosing the wrong check can make a service appear unavailable when you are looking at the wrong product.

Starlink Roam: portable internet from a dish
Starlink Roam is a service plan for a Starlink terminal. The terminal uses the satellite network to provide internet to a router and your connected devices. You normally need a clear view of the sky, a power source and the correct Starlink hardware. Starlink Mini is the compact portable kit most closely associated with this use case.
Roam availability is determined by country, plan and local network or regulatory conditions. It is not a cellular service that automatically works with an ordinary phone. Your phone can use Wi‑Fi from the Starlink terminal, but the phone does not connect directly to the satellite.

Direct to Cell: satellite connectivity through a mobile carrier
Direct to Cell is a participating carrier’s service for compatible LTE phones. The phone connects to a satellite network through the carrier arrangement; no Starlink dish or Starlink Mini is required. The carrier controls customer eligibility, supported phones, pricing and which features are enabled.
SpaceX’s February 2025 announcement said Direct to Cell satellite messaging was commercially available to T-Mobile customers in the United States and One NZ customers in New Zealand. That statement is dated and limited to the services described then. It is not a complete October 2026 carrier list, and a partnership announcement does not prove that every subscriber can use a live consumer service today.

How to check Starlink availability at your address
The address-level map is the best first check for dish-based Starlink internet. It can distinguish locations that are available now from places waiting for coverage or regulatory approval. A country-level statement is not enough to establish capacity or a plan at your specific address.
- Open Starlink’s official availability map. Use the map intended for service availability rather than relying on a social-media coverage image or a general country list.
- Enter the exact service address. Include the street, locality, postal code and country. If the map accepts a map pin, place it on the property where the terminal would operate. Nearby addresses can have different statuses.
- Read the status shown for that location. Look for wording such as available, pending coverage or pending regulatory approval. Treat the displayed status as the map’s current result for that address, not as a permanent promise.
- Review the plan the order flow offers. Availability and plan eligibility are related but not identical. A location can be shown on a map while a particular plan, hardware type or capacity option is not offered.
- Check the result again before ordering. Network capacity, local approvals, plan terms and hardware inventory can change. Save the address and status only as a time-stamped decision, not as a guarantee for a future move.
What “available” means
An available result indicates that Starlink is accepting service for the entered location under the options displayed at that time. It does not promise uninterrupted service, a specific download speed, a particular latency, or unlimited capacity at every hour. Physical obstructions, weather, congestion, power and local rules can still affect performance.
What “pending” means
Pending coverage means the map does not yet treat the location as ready for the relevant service. Pending regulatory approval indicates that authorization is still required for the applicable market or use. Neither status provides a reliable launch date. Do not infer that a neighboring available location will activate your address on a particular day.
Why a country can appear covered while your address is not
Starlink’s map can represent service at a finer level than a country outline. Capacity, terrain, network design, licensing and rollout timing can vary inside one country. A country appearing in a coverage view therefore answers “is some service present in this market?” rather than “can this exact property order the plan I want?”
How to check whether Starlink Roam works in a country
Roam has a separate country-and-plan check. Use it when you intend to travel with a Starlink terminal or move it between permitted locations.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Open the Starlink Roam order flow. Start from Starlink’s Roam purchasing or service page, not a reseller’s summary.
- Select the country where you intend to use the terminal. The selector determines which Roam options Starlink currently presents for that market.
- Inspect the plans and conditions shown. Confirm the plan name, hardware choice, service area and any stated restrictions before paying. Plan availability can change independently of what a coverage image showed earlier.
- If the country is absent, treat Roam as unavailable there. Starlink states that a country missing from the selector is not currently available for Roam. Do not substitute a nearby country or assume that importing a terminal bypasses local rules.
- Repeat the check for every country on your route. A plan that works in your home market may not authorize use in every destination, and travel across borders can trigger different regulatory requirements.
A Starlink map page recently described Roam travel availability in over 150 markets. That figure refers to Roam travel markets shown by Starlink and does not describe Direct to Cell coverage, phone compatibility or uninterrupted service at every point in those markets. Because the page and plan catalog can change, use the live country selector for your decision.

How to check Direct to Cell coverage for your phone
There is no single Starlink address map that can confirm Direct to Cell eligibility for every phone and subscriber. The mobile carrier is the authoritative source for the consumer offer in your market.
- Identify your carrier and exact plan. Record the carrier name, country, subscription tier and whether the line is prepaid, postpaid, business or otherwise restricted.
- Ask the carrier to confirm current Direct to Cell service. Ask specifically whether satellite connectivity is live in your area today, rather than whether the carrier has announced a partnership.
- Confirm phone compatibility. Direct to Cell is designed for compatible LTE phones, but compatibility can depend on model, software, SIM or eSIM configuration and the carrier’s certification list.
- Ask which features are enabled. Messaging, emergency functions, location sharing, data and voice are separate capabilities. A carrier may offer one without offering the others.
- Ask where the service works and what happens off-network. Coverage may be limited to particular countries, territories, outdoor conditions or partner arrangements. Ask whether your phone must show a special status, whether messages are delayed, and how the phone returns to terrestrial service.
- Verify the current terms before changing plans. A launch announcement can be historical, while eligibility, fees, trials and supported features can change.
What the dated launch statement establishes
In February 2025, SpaceX stated: “Starlink Direct to Cell service is now commercially available in the United States and New Zealand, enabling satellite messaging service for 4G LTE mobile phones.” The sentence establishes the scope of that announcement: the United States with T-Mobile customers and New Zealand with One NZ customers, and messaging as the named capability at that time. It should not be read as a current worldwide list or as evidence that every customer on either network has identical access in 2026.
How to interpret other operator names
SpaceX’s 2024 progress report named additional operator partners, including Optus, Rogers, KDDI, Salt, Entel in Chile and Peru, and Kyivstar. A partner list is not the same as a live retail service. It does not establish launch date, geographic footprint, subscriber eligibility, phone support or feature set. Ask the named carrier for those details.
What a company-reported user figure means
Starlink’s 2025 progress report said Direct to Cell had connected more than 12 million people at least once. This is a cumulative company-reported usage figure, not a measurement of continuous coverage, simultaneous capacity or the number of customers currently eligible in your area.
What coverage should you expect?
Coverage expectations depend first on the product. Dish-based Starlink internet and Direct to Cell use different customer equipment and service agreements, so a strong result for one does not prove the other is available.
Expectations for dish-based Starlink internet
- Clear sky matters. Buildings, trees, roof structures and terrain can interrupt the terminal’s view of satellites. A map result cannot inspect your installation site.
- Capacity varies by location and time. An available address may still experience changing performance as local demand and network capacity change.
- Power and weather matter. A portable terminal needs reliable power, and severe weather or environmental conditions can reduce service quality.
- Mobility is plan-dependent. A residential or fixed plan should not be assumed to authorize travel or in-motion operation.
Expectations for Direct to Cell
- The phone must be compatible and configured for the carrier. An unlocked or LTE-capable phone is not automatically eligible.
- Messaging is not the same as broadband. A messaging launch does not imply ordinary mobile data, streaming, voice or app access through satellites.
- Satellite conditions can affect timing. Outdoor visibility, satellite availability, network load and the phone’s ability to establish a link can influence whether a message sends immediately.
- Carrier boundaries apply. A service can be commercially available in a country while remaining restricted to certain plans, regions, devices or functions.
Can you use Starlink while traveling or in motion?
Travel with a portable terminal is different from using it while moving. Starlink says land and territorial-water in-motion use depends on government approval and can be restricted. Before using a terminal in a vehicle or vessel:
- Check that your plan explicitly permits the intended mobile or in-motion use.
- Check the rules in every country, territorial water and jurisdiction on the route.
- Confirm whether the terminal, mounting method, power system and radio operation are authorized for that vehicle or vessel.
- Do not treat a Roam plan’s travel availability as automatic approval for continuous operation while driving or underway.
If your requirement is occasional internet at a campsite or temporary address, you are checking Roam. If your requirement is a phone sending a message from a dead zone without equipment, you are checking Direct to Cell. The regulatory questions and hardware are not interchangeable.

Where Starlink Mini fits
Starlink Mini is compact portable hardware for dish-based Starlink internet. It can make carrying a terminal easier, but it does not turn a phone into a Direct to Cell device and is not a prerequisite for carrier satellite messaging.

- Not official Starlink Bundle. No warranty.
- This is not an official starlink bundle. Purchasing this item does not come with a Starlink warranty.
- This is not Starlink. You will not receive a warranty with this bundle created by an outside seller.
Starlink’s help information says plan compatibility for Mini varies by market. Before buying, verify that the hardware is offered in your country and that the plan you intend to use supports it. Starlink lists authorized retailers in some markets, including Amazon in the United States, but retailer inventory and regional availability are separate from network coverage. Check stock and authorization for your location rather than assuming that a listing is valid everywhere.
Availability statuses and the right next action
| Result you see | What it establishes | What it does not establish | Next action |
|---|---|---|---|
| Address marked available | Starlink is presenting service for that location now | Guaranteed speed, capacity, obstruction-free installation or permanent availability | Review the offered plan, installation site and current terms |
| Address pending coverage | The location is not yet treated as ready for the relevant service | A launch date or automatic activation after a nearby rollout | Recheck later and consider whether another connectivity option is needed |
| Address pending regulatory approval | Authorization remains unresolved for the applicable service or market | That approval will be granted, or when | Check local rules and wait for an updated official status |
| Country absent from Roam selector | Roam is not currently offered there according to Starlink’s order flow | Permission to operate an imported terminal or access to Direct to Cell | Do not order on the assumption that a neighboring country’s plan applies |
| Carrier says Direct to Cell is unavailable | Your carrier is not currently confirming the service for your line or area | That dish-based Starlink is unavailable at your address | Check the address map separately if you need internet through a terminal |
Common mistakes and how to avoid them
Searching only for a country name
Country coverage is too broad for an address decision. Enter the exact service address for dish-based internet, then inspect the plan actually offered.
Confusing a partner announcement with customer access
An operator can be listed as a Direct to Cell partner before a consumer service launches, or it can launch only selected features. Ask the carrier about your exact plan and phone.

Treating “mobile” as permission to use a terminal while driving
Roam travel and in-motion use are separate questions. Confirm plan authorization and government approval before operating on a moving vehicle or vessel.
Reading a map as a performance guarantee
A map reports service status, not an installation survey or speed test. Inspect the proposed terminal site for obstructions and account for power, weather and local capacity.
A practical verification checklist
Use the checklist that matches your intended service:

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →For Starlink internet at a home or temporary address
- Exact address entered into the official availability map.
- Status read as available, pending coverage or pending regulatory approval.
- Plan and hardware shown for that address reviewed.
- Clear-sky installation location considered.
- Power, weather and local-obstruction risks considered.
For Roam travel
- Every destination checked in the Roam country selector.
- Countries absent from the selector treated as unavailable for Roam.
- Plan terms checked for travel and in-motion restrictions.
- Local land, territorial-water and vehicle or vessel rules verified.
- Hardware and plan compatibility confirmed, especially for Starlink Mini.
For Direct to Cell
- Carrier and exact plan identified.
- Current local availability confirmed by the carrier.
- Phone model and LTE compatibility confirmed.
- Supported features identified separately: messaging, emergency use, data, voice or location.
- Launch announcements treated as dated background rather than proof of current eligibility.
How to decide when the answer is still unclear
If the address map says available but your intended use is travel, the unresolved issue is probably plan authorization, not basic network presence. If Roam is offered but in-motion use is restricted, the unresolved issue is regulatory approval or the plan’s mobility terms. If your carrier mentions a satellite partnership but cannot confirm your line, treat Direct to Cell as unverified for your phone. If you need ordinary internet and your phone cannot use Direct to Cell, check the address map and Roam flow instead of trying to activate a carrier feature that is not offered.
Record the date of each check, the address or country selected, the displayed plan and the carrier response. Starlink maps, capacity, regulations, hardware inventory and carrier eligibility are all time-sensitive, so a dated confirmation is more useful than a generic statement that a market is “covered.”
