A supplier not named on a sanctions list is not automatically clear: restrictions may also apply through ownership or control, the goods or destination, or another party in the shipment. A list search is one part of the check, not a legal clearance.
1. Work out which sanctions rules apply
There is no single global sanctions list. Begin with the legal connections between the transaction and the countries whose rules may apply. Record where each party is established and operates, where the activity takes place, the goods’ origin and destination, the route and any transshipment points, and who arranges transport, insurance and payment. The applicable rules depend on those facts; a UK or EU check alone will not settle a transaction connected to another jurisdiction.

For UK-connected activity, the UK government’s Starter guide to sanctions, published 22 September 2025 and updated 30 March 2026, describes UK scope and directs businesses to consider other jurisdictions’ sanctions where they apply. The European Commission’s Guidance on due diligence, dated 19 February 2024, addresses export-related sanctions due diligence in the EU context. Neither source establishes a universal rule for every country or transaction.
2. Map every party, asset and intermediary
Search beyond the supplier named on an invoice. Build a transaction map that includes the buyer, seller, consignee, end user, agents, intermediaries, freight forwarder, shipping company, vessel, banks and other payment parties, insurer, and relevant ports or terminals. Include individuals and entities that arrange or benefit from the transaction, not just the contractual parties.

For maritime shipments, note the vessel’s identifiers, owner, flag, home ports and recent port calls, as well as cargo suppliers. The UK government’s Financial sanctions guidance for maritime shipping, updated 28 January 2026, identifies these as relevant due-diligence areas. Treat indirect participants as part of the screening exercise: a payment, service or port fee can raise a separate sanctions issue even where the buyer and seller appear ordinary.
3. Search current official lists and resolve possible matches
Use the official sanctions list for each jurisdiction identified in step 1, and consult that jurisdiction’s underlying regulations and regime-specific guidance. In the UK, the UK Sanctions List is searchable and downloadable and includes designated persons and specified ships. The UK government’s sanctions collection, updated 30 March 2026, says that from 28 January 2026 the UK Sanctions List is the only source for UK sanctions designations.
Compare identifiers rather than relying on an exact-name search. For a person, check available aliases and identifying details; for a company, compare registration and address information; for a ship, compare vessel identifiers. Record the search date, list consulted, search terms and identifiers reviewed. A possible or partial match needs documented resolution; a name not returned by a search is not, by itself, proof that the transaction is permitted.

4. Trace ownership and control
Check direct and indirect owners, beneficial ownership, directors and relevant control rights. Under UK guidance, some restrictions can extend to an entity owned or controlled by a designated person even when the entity is not itself listed. Accordingly, an unlisted subsidiary may still be affected.
Do not treat a percentage threshold as the only question. Consider the actual legal and practical rights and relationships that may confer control, applying the precise rules for the relevant jurisdiction. The European Commission’s 2023 enhanced due-diligence guidance for EU operators concerning Russia sanctions circumvention identifies matters such as ownership changes around sanctions, shared addresses and possible control through linked people or entities as reasons for closer review. These are indicators to investigate, not a universal legal test or proof of a breach.
5. Check the goods, services, destination and end use
Describe the goods precisely and identify any relevant commodity code. Compare that description with the trade restrictions in each applicable regime, including rules tied to particular goods, services, destinations or locations. Check the stated end use and end user as well as the immediate buyer. Services connected to a shipment may also be restricted, even where the goods themselves are not.

UK end-use control guidance, published 22 April 2026, covers goods, being informed, border consequences, licences, recordkeeping, due diligence and penalties. It is UK guidance, not a substitute for checking other applicable regimes. Also assess financial restrictions separately: goods that are not subject to a trade control can still be involved in a transaction prohibited by financial sanctions.

Review the carrier and vessel, their ownership and flag, the route and recent port activity, ports charging fees, the insurer, cargo and bill-of-lading parties, and any agents handling the shipment. Separately trace every payer, recipient and bank. Ask who ultimately receives funds or services and whether anything is made available directly or indirectly to a designated person.
The UK government’s importer/exporter guidance, updated 28 January 2026, specifically flags sanctioned vessels, port or landing fees, bills of lading and indirect provision of funds. It notes that a bill of lading can be treated as funds for financial-sanctions purposes. It also warns that a seemingly legitimate trade entity can be used to provide access to foreign currency or the financial system. Assess documents and payment arrangements in context rather than assuming that an ordinary-looking invoice settles the issue.

7. Investigate red flags before deciding
Pause for deeper review if the information points to a possible match, concealed ownership, unexplained payment arrangements, an unusual route or vessel pattern, or a change in the parties after a refusal. The UK importer/exporter guidance lists complex payment methods or ownership, requests to substitute a similar-profile company after refusal, and multiple simultaneous requests for the same equipment among common risks to consider. EU guidance also identifies indicators such as shared addresses and ownership changes around sanctions.
These are prompts for investigation, not findings on their own. Compare the concern with the underlying documents and identifiers, ask for credible supporting information, and record how it was resolved. If material facts remain opaque or inconsistent, do not treat the absence of a confirmed list match as a reason to proceed.
8. Choose a response under the applicable rules

The UK government’s Starter guide to sanctions and importer/exporter guidance explain the distinction between exceptions and licences in the UK context. Other regimes have their own rules and authorities. If the analysis remains uncertain, seek independent sanctions-law advice or contact the relevant authority before acting.

9. Keep an audit trail and repeat the checks
Retain the date and sources of each search, names and identifiers checked, ownership evidence, goods classification, end-use information, route and vessel checks, payment-chain details, documents reviewed, red flags and their resolution, the decision and approver, and any licence or legal advice. UK guidance recommends repeating due diligence because the risk can change even for established counterparties.
Recheck when a party, director, owner, product, service, route, vessel or payment arrangement changes, and set review intervals appropriate to the transaction’s risk. Businesses can check official lists themselves or use outsourced commercial screening services. If using a service, assess its jurisdiction and list coverage, update timing, identity-resolution and ownership data, vessel information, audit trail, escalation workflow and costs. A screening result does not replace applying the law to the transaction.
What is needed to assess a particular shipment
No general checklist can decide whether an unnamed shipment is prohibited or can proceed under an exception or licence. That requires the actual parties and identifiers, ownership chain, goods and end use, route and vessel, payment chain, and jurisdictions connected to the transaction. For a live shipment, resolve those facts against current rules before committing or moving goods.
