How to Check Whether an Internet Outage Is Caused by a Submarine Cable Fault

You cannot tell from a slow connection alone whether a submarine cable has been cut. First rule out a device or home-network problem, then check your internet provider’s service notices and look for an authoritative statement from a cable operator, consortium, or government. Maps, latency changes, and route-monitoring tools can help show the scope of a disruption, but they do not prove its physical cause or identify the cable carrying your traffic.

Check the problem in this order

  1. See whether the issue is local. Test more than one device and, if possible, compare a wired connection with Wi-Fi. If only one device or the home Wi-Fi is affected, that does not point to a wider outage. This is a basic narrowing step, not a complete diagnosis.
  2. Check your internet provider’s service information. Look for a notice about a regional, international, or backbone disruption. Your provider or its upstream operator is better placed than a country cable map to say whether its customers or routes are affected.
  3. Look for an authoritative incident statement. Check the cable owner, operator, consortium, or a government agency. Submarine Cable Status labels a fault “Confirmed” when an owner, operator, consortium, or other authoritative party reports it. When reliable media report an incident without such confirmation, the service identifies it as reported rather than confirmed. Read its incident methodology.
  4. Compare independent network observations. Connectivity maps, latency measurements, routing observations, and outage reports can help establish whether service or routes have changed. Treat them as corroboration, not proof: traffic can reroute for many reasons.
  5. Match the wording to the evidence. Use “confirmed” only when an authoritative source confirms a fault. If different kinds of evidence point to a cable issue but no authority has confirmed it, “suspected” is more accurate. Use “observed” for an abnormal measurement without claiming a cable fault. These distinctions follow Submarine Cable Status’s published methodology.

What different sources can tell you

Source Useful for What it cannot establish by itself
Internet provider or upstream operator Service-specific notices and whether its customers or routes are affected. A notice may not identify a physical cause unless the provider says so.
Cable owner, operator, consortium, or government statement Authoritative confirmation of a cable-system incident and the details the source is willing to state. Unstated details such as cause, repair timing, or precise service impact.
Submarine Cable Status Incident records with source links and separate confirmed, suspected, and observed categories. Its methodology draws on Cloudflare Radar outage annotations and latency data, and RIPE Atlas routes between major cities. A route anomaly is not proof of a cable fault; its methodology notes that traffic can reroute for multiple reasons.
ITU Disaster Connectivity Map Near-real-time context on connectivity and infrastructure, including submarine cables, mobile coverage, ping, latency, and throughput. The ITU describes it as a tool for governments, operators, and responders. Confirmation that your individual ISP uses a particular cable or that a cable fault caused your outage.
GeoCables A country-level cable inventory, route observations, and a check framed as “Is my connection affected?” Your provider’s actual path. GeoCables says provider routes vary, it does not measure terrestrial links, and VPN use can make its IP-based country detection wrong.

How to read maps and measurements

A map showing cables that serve a country is useful context, not a trace of an individual subscriber’s traffic. Providers choose routes, and those routes can change. Likewise, a rise in latency or a routing change can indicate that network conditions have changed, but neither identifies why. A cable fault is one possible explanation among others; a measurement alone cannot establish it.

The ITU says its Disaster Connectivity Map had been activated in more than 80 countries or disasters as of January 2026. That figure describes activations of the map, not cable incidents. Its layers help responders understand connectivity conditions and infrastructure at a broader level, rather than confirm the path or fault affecting one household.

Preserve uncertainty in official updates

Official reporting can confirm that a problem lies within a submarine cable network without establishing that a cable was physically cut, who or what caused the problem, or when service will be restored. For example, the Government of Niue said on August 7, 2026, that an internet disruption had occurred on August 4. It reported: “Initial investigations indicate that the issue has been traced to equipment within the submarine cable network located offshore from Samoa.” The release said technical assessments were ongoing, there was then no indication of an external event, service remained available at reduced performance, and repair planning was under way with Manatua Cable partners. This supports describing an officially reported cable-network equipment issue—not a confirmed cable cut. Read the Government of Niue’s release.

Compare incident reports before drawing a conclusion

  • Authority: Is the information from an operator or government, or from secondary reporting?
  • Evidence type: Is it a direct incident statement, or telemetry such as latency and route data?
  • Scope: Does it address your provider, a country, or a broader region?
  • Freshness: When was the information last updated? Incidents and service conditions can change.
  • Certainty: Does the source say confirmed, reported, suspected, or only observed?

For scale, Submarine Cable Status reported 607 cables in service and three active incidents in a dashboard snapshot last reviewed October 2, 2026. Those are the dashboard’s reported figures for that date, not an independently verified count of every cable system worldwide; live incident status can change.

What you can conclude

If your provider or a cable authority has not identified an incident, slow service or a route anomaly is not enough to say a submarine cable was cut. You can report that service is impaired or that a monitoring tool observed a change, then update the description if an authoritative source confirms the cause. Without your location, provider, incident time, and provider or operator evidence, public maps and measurements cannot diagnose the cause of a particular subscriber’s outage.
