There is no universal archaeology-report checklist. A report is usable for permitting only when it satisfies the specific review trigger, jurisdiction, agency, project phase and submission rules that govern your undertaking. Start by identifying those controls, then test whether the document stands on its own, explains the work actually performed, connects evidence to every conclusion, and includes all required maps, forms, spatial data and curation records.
A polished PDF can still be unusable if the area investigated is unclear, field decisions are unexplained, eligibility or effects conclusions are unsupported, or required deliverables are missing. The workflow below separates administrative completeness from technical sufficiency so you can decide whether to submit, request clarification, or obtain additional work.

1. Establish the permit or review trigger before reading for completeness
Write down the decision the agency must make. Archaeology reporting may be required for a federal undertaking under Section 106 of the National Historic Preservation Act, a state or provincial approval, a local land-use permit, a funding condition, or another environmental process. The same document can be acceptable for one route and inadequate for another.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteRecord the governing facts
- Jurisdiction: Identify the state, province, tribe, municipality or federal program with authority over the work.
- Lead agency and reviewers: Name the agency that will accept the report and any consulting parties whose review is required.
- Trigger: Record the permit, funding, environmental or historic-preservation rule that makes archaeological work necessary.
- Project limits: Use the current footprint, right-of-way, staging areas, access roads, borrow areas and other ground-disturbing components, not an older concept plan.
- Report phase: Distinguish a background study, literature review, survey, testing report, evaluation, treatment plan, monitoring report or combined document.
- Controlling instructions: Download the agency’s current standards, forms, checklist and submission-channel instructions. Confirm their revision date before relying on them.
Louisiana’s published standards are principally written for Section 106 reports submitted to its State Historic Preservation Office, while Ontario uses a separate provincial review framework. Those examples demonstrate why a requirement from one jurisdiction cannot be treated as a national rule. Federal Section 106, state or provincial processes and local permits may also use different definitions of the study area, different review stages and different final determinations.

2. Check the report’s identity, authorship and scope
Administrative errors are often easy to correct, but they can prevent an agency from matching the report to the right project. Read the front matter before evaluating the technical narrative.
Front matter that should be unambiguous
- Exact project name and location, including county, municipality, state or province and, where relevant, parcel, route or permit numbers.
- Project proponent, client, lead agency and responsible archaeological firm or author.
- Report title, document type, author qualifications where the agency requires them, completion date and revision number.
- Contract, task-order, permit or agency reference numbers when applicable.
- A contents list, list of figures and list of tables that agree with the pages and files delivered.
- A statement of the regulatory context and the decision the report is intended to support.
Project description and study-area definition
The project description should explain what will be built or changed, where ground disturbance will occur, the anticipated depth or extent of disturbance when known, and why archaeological work was commissioned. Compare the narrative with the latest engineering or permit drawings. If the design changed after fieldwork, the report should identify the change and explain whether the investigated area still covers it.
For a Section 106 review, verify that the area of potential effects (APE) is defined in words and shown on a map when applicable. Oregon’s 2026 guidance calls for a project description, an APE map, impact acreage and regulatory context. Do not assume the APE is identical to a parcel boundary: visual, indirect or off-site effects may be treated differently by the responsible agency.
Scope cross-check
Mark every component named in the permit application and locate it in the report’s scope, maps and methods. A report that surveys a permanent facility but omits a temporary access road, utility trench, staging yard or borrow source may not support a complete finding even if its prose is otherwise excellent. Record acreage or linear mileage using the agency’s requested units and explain exclusions.
3. Verify that methods and coverage match the site and the applicable standard
A method label such as “ Phase I survey” does not prove that the work was adequate. The report must disclose what was done, where it was done, under what conditions and what limitations affected the result.
Background and archival work
Look for the sources consulted, search dates or cutoff, records repositories, prior surveys, historic maps, aerial imagery, geotechnical or environmental information and the logic used to identify areas of archaeological potential. The report should distinguish facts found in records from interpretations made by the author. If records were unavailable, restricted or incomplete, say so and explain the consequence for the assessment.

Field methods
The methods section should allow a reviewer to reconstruct the work:
- Survey intensity, transect or shovel-test spacing, unit dimensions and sampling strategy.
- Surface-visibility assumptions and how fields, woods, wetlands, steep slopes, pavement or buildings were handled.
- Testing depth, screening practices, soil descriptions, datum or grid procedures and artifact recording.
- Personnel, dates, weather or ground conditions and equipment or recording systems where material to interpretation.
- Areas not surveyed, inaccessible locations and the reason each was omitted.
- Any deviation from the planned method, who approved it and how the deviation affects confidence.
Compare the described work with the relevant field standards, not merely with the report’s own plan. Louisiana publishes paired field and report standards. Ontario reviewers compare the report with applicable fieldwork and reporting standards and may ask for clarification when field decisions are not understandable.
Coverage and limitations
Use the maps, transects, test locations and photographs to check that the field coverage reaches every part of the defined project area. A table of acreage alone cannot demonstrate coverage. Note buried surfaces, alluvium, fill, erosion, dense vegetation, standing water, previous disturbance and other conditions that could conceal resources. The author should explain how those conditions changed the probability of detection and whether additional testing or monitoring is proposed.
4. Trace every result and recommendation back to evidence
The central usability test is traceability: a reviewer should be able to move from an observation to an interpretation, then to the applicable criteria and finally to the recommendation without guessing at missing steps.
For identified resources
Each site, isolate, feature or historic property should have a consistent identifier used in text, tables, maps, photographs and forms. Check that the report states its location, boundaries, artifact or feature evidence, integrity, chronology, disturbance and relationship to the undertaking. Site boundaries should be plotted at a scale that allows the agency to understand overlap with proposed impacts.
For eligibility and effects conclusions
Eligibility assessments must identify the criteria or standards applied and present the facts supporting each criterion. An “ eligible” or “ not eligible” label without a discussion of integrity, significance and contrary evidence is not a defensible analysis. Effects conclusions should identify the activity causing the effect, the resource affected, the nature and extent of the effect and the reasoning that connects the two.

For negative findings
A statement that no archaeological resources were found is a conclusion, not a method. It should be supported by the documented coverage, testing results, visibility and limitations. If portions of the APE were not examined or had low detection potential, the recommendation should address that uncertainty rather than implying that absence was proven everywhere.
For no-further-work recommendations
Ontario describes detailed review of whether no-further-work recommendations are appropriate and based on good evidence. Ask the same question in any jurisdiction: could an independent reviewer identify the observations and standards that justify stopping? If the answer depends on an undocumented field decision or an unexplained assumption, request a clarification or additional analysis before submission.
5. Audit maps, appendices and the delivery package
Agencies often treat supporting files as part of the report, not optional extras. Compare the package with the current submission list for the exact permit and phase.
| Deliverable | What to verify | Typical reason it matters |
|---|---|---|
| Cover sheet or cover page | Project, agency, author, date, report type and reference numbers match the application. | Lets intake staff associate the document with the correct review. |
| Project and APE maps | North arrow, scale, legend, coordinates or other required locational information; all impact areas are shown. | Allows reviewers to compare field coverage with proposed disturbance. |
| Detailed site maps and plans | Resource boundaries, tests, features, avoidance areas and impact limits are legible at the required scale. | Supports eligibility and effects decisions. |
| Site forms and inventories | Identifiers, coordinates, descriptions and dates agree with the narrative and spatial files. | Creates the official record and prevents conflicting versions. |
| Photographs and logs | Images are captioned and tied to locations; shovel-test, unit, artifact or monitoring logs are complete. | Provides direct evidence for observations and limitations. |
| Spatial data | Required GIS or coordinate files use the agency’s format, projection and naming convention and open without missing layers. | Enables agency mapping and future compliance work. |
| Research and prior-study summary | Sources, search limits and relevant previous work are identified and distinguished from new observations. | Shows how the investigation addressed known potential. |
| Curation documentation | Repository, accession or commitment, collection contents and required forms are supplied. | Demonstrates that recovered materials will be preserved and accessible. |
Louisiana states that a project is not considered final until collections are curated at an appropriate facility. If artifacts or records were recovered, check whether the agency requires proof of curation, an accession number, a repository agreement or a pending-acceptance letter. Oregon’s May 2026 guidance lists a cover page and project-description elements and calls for curation documentation among final deliverables. Those requirements are examples, not a substitute for the list issued by your reviewing authority.
6. Separate clerical defects from technical deficiencies
Use three readiness categories rather than a single pass/fail label.
Complete enough to submit
Choose this category when the correct agency and phase are identified, the scope matches the undertaking, methods and limitations are explicit, conclusions are evidence-based, and every required file is present and internally consistent. “Complete enough to submit” does not guarantee approval; the agency still controls acceptance and may ask questions.

Technically promising but needs clarification
Use this category for fixable gaps that do not yet allow a confident review, such as an unlabeled map, an inconsistent acreage figure, a missing explanation for a field deviation, a site form that conflicts with the text, or a recommendation whose supporting observation is present but unclear. List each issue, the responsible author and the exact page, map or file that must change. Obtain a dated replacement package so reviewers do not receive multiple competing versions.
Recommended Free Tools
Materially insufficient
Use this category when the agency cannot evaluate the work or when a substantive conclusion is unsupported: an undefined APE, missing portions of the project area, methods that cannot be reconstructed, absent evidence for eligibility or effects, or missing collections and spatial data required for the decision. Reformatting or proofreading will not cure these defects; the project may need additional fieldwork, analysis or a new report phase.
Ontario describes risk-based detailed and focused review, revision requests and circumstances in which review may be terminated for incomplete or non-compliant reports. A minor administrative error may receive different treatment from a deficiency that prevents technical review or weakens a substantive conclusion. Do not predict an agency outcome from the appearance of the document; record the issue and ask the lead agency how it wants it resolved.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Compare review routes when more than one requirement applies
Projects sometimes have a federal undertaking, a state permit and a local approval at the same time. Compare the routes explicitly instead of assuming that satisfying one satisfies all.
| Comparison axis | Questions to answer |
|---|---|
| Trigger and jurisdiction | Which law, permit, funding condition or agency action requires the report, and who has final authority? |
| Report type and phase | Is this a background study, survey, testing, evaluation, treatment, monitoring or closeout report? |
| Review risk or category | Does the authority use focused, detailed, expedited, standard or another risk-based review path? |
| Field and reporting standards | Which current manuals govern survey intensity, documentation, qualifications and format? |
| Submission materials | Are separate forms, maps, GIS layers, curation records, cover sheets or electronic naming rules required? |
| Acceptable determination | What finding must the agency be able to issue: no historic properties affected, no adverse effect, eligibility decision, avoidance approval or another result? |
These are process differences, not interchangeable quality ratings. A report prepared for one authority may need an addendum, different map set or separate form before another authority can use it.

8. Use jurisdiction examples carefully
Louisiana
The Louisiana Divisions of Archaeology and Historic Preservation describe their principal goal as obtaining adequate information on the presence, absence and eligibility of cultural resources, above and below ground, so federal agencies, the State Historic Preservation Office, federally recognized American Indian Tribes and other interested parties can consider them under the National Historic Preservation Act and National Environmental Policy Act. The Report Guidelines for Cultural Resource Investigation is dated October 2021 and was amended in January 2026. Treat those standards as Louisiana instructions for the contexts they cover, not as a universal national template.
Best Value
Ontario
Ontario uses a provincial review framework in which reviewers compare reporting with applicable fieldwork and reporting standards. Its guidance emphasizes clear field decisions, adequate support for statements, and evidence-based no-further-work recommendations. It also describes focused and detailed review, revision requests and possible termination of review for incomplete or non-compliant reports. Confirm the current provincial stage and submission channel for your project.
North Carolina
North Carolina’s Office of State Archaeology states that “Each report must stand on its own as a complete and self-explanatory document.” Apply that principle beyond North Carolina: a reviewer should not have to obtain a separate consultant file, infer the project limits from an unlabeled drawing or rely on oral explanations to understand the conclusion.
Oregon and other jurisdictions
Oregon’s May 2026 guidance illustrates how a current state instruction can specify a cover page, project description, APE map, impact acreage, regulatory context and curation documentation. Maryland, other states and federal programs may use different forms, terminology and electronic-delivery rules. Check the authority’s latest publication rather than copying Oregon, Louisiana or Ontario requirements into another application.

- Freeze the project version. Obtain the drawings, acreage and disturbance description that the permit package will actually use.
- Identify the authority. Record jurisdiction, lead agency, trigger, report phase and current standards or forms.
- Read the report once for identity. Mark project name, parties, date, reference numbers, scope, APE and regulatory context.
- Read it a second time for methods. Check background sources, field procedures, coverage, conditions, deviations, inaccessible areas and limitations.
- Build an evidence trail. For every site and negative finding, link observations to maps, forms, photographs, tables and the applicable criteria.
- Test each recommendation. Ask whether eligibility, effects, avoidance, monitoring or no-further-work conclusions follow from the documented facts.
- Inventory files. Match the agency’s submission list against maps, forms, photos, logs, GIS, cover sheets and curation records.
- Run consistency checks. Compare acreage, coordinates, site identifiers, dates, terminology and revision numbers across every file.
- Classify readiness. Label the package submit-ready, clarification-needed or materially insufficient, with a written issue list.
- Confirm delivery rules. Verify file format, naming, signatures, confidentiality treatment, portal or email channel and number of copies with the agency.
10. Common failure modes and effective fixes
- Using a generic checklist: Replace it with the controlling agency’s current instructions and document which requirements apply.
- APE or project limits are only implied: Add a written definition, map, acreage and explanation of included temporary or indirect-impact areas.
- Methods are described as labels: Add spacing, depth, sampling, visibility, conditions, deviations and coverage maps so the work can be evaluated.
- Negative results are overclaimed: State where coverage was complete, where detection was limited and what uncertainty remains.
- Eligibility or effects language is conclusory: Cite the observations, integrity, criteria and impact pathway supporting each conclusion.
- Maps and forms disagree: Establish one authoritative identifier and coordinate set, then issue synchronized replacements.
- Required files are treated as appendices of convenience: Use the agency’s delivery list and verify GIS, curation and cover-sheet requirements before submission.
- Design changes after fieldwork are ignored: Overlay the revised footprint and obtain an agency decision on whether supplemental work is needed.
- Old guidance is assumed current: Check publication and amendment dates, including updates such as Louisiana’s January 2026 amendment and Oregon’s May 2026 guidance.
11. What “usable for permitting” ultimately means
Usability is a decision-quality standard, not a claim that an agency will approve the project. The report should be self-explanatory, proportionate to the review risk, and complete enough for the responsible authority to determine whether archaeological resources may be present, whether identified resources meet applicable criteria, and how the undertaking affects them. If a reviewer cannot reproduce the path from project scope through methods, evidence and recommendation, resolve that break before filing.
When requirements conflict or the correct phase is uncertain, ask the lead agency for written direction and preserve that direction with the project record. The agency’s current determination, not a consultant’s assurance or a generic online checklist, controls whether the report satisfies the permit condition.
