An agency leadership change is a reason to verify continuity, not proof that your marketing campaign is failing. The fastest reliable check has three parts: read the signed agreement for named personnel and replacement rights, obtain a written plan identifying the new accountable team, and audit every live campaign dependency—access, data, deadlines, budgets, vendors and measurement—before responsibilities move. Keep the existing operating arrangement while gaps are documented and assigned unless your contract or a critical control failure requires escalation.
What an agency leadership change can—and cannot—tell you
A departing chief executive, managing director or account leader does not by itself establish a breach, underperformance or an impending loss. Risk depends on what that person was contractually required to do, which operational knowledge they held, and whether the incoming team can preserve delivery and control.

Separate three questions that are often collapsed into one:
Recommended Free Tools
- Contract question: Does the agreement require a named individual, minimum staffing, notice or client approval for a replacement?
- Continuity question: Who is accountable now, and can that team meet the same scope, deadlines and service levels?
- Control question: Can your organization still access its accounts, data, creative assets, measurement setup, vendor commitments and billing records?
A campaign is exposed when one of these answers is unclear and nobody owns the fix. It is not exposed merely because an organizational announcement was made.

Start with the signed agreement
Use the executed master services agreement, statement of work, schedules, amendments and operating procedures—not a pitch deck or an informal email. Ask commercial counsel in the relevant jurisdiction to interpret the language before you assert a right or withhold payment.
Find the clauses that make a person contractually important
- Named key individuals: Check whether a schedule identifies an executive sponsor, account director, strategist or other individual whose active involvement is promised.
- Minimum staffing and service levels: Look for required roles, coverage hours, response times, reporting cadence and approval obligations.
- Personnel-change notice: Identify how quickly the agency must notify you of departures, reassignment or a material reduction in resourcing.
- Replacement procedure: Check whether the agency must propose a suitably qualified replacement and whether your consent is required.
- Escalation, cure and termination: Note the process and deadlines for correcting a failure, plus any right to terminate for material breach or loss of a key person.
- Data, work product and transition assistance: Confirm ownership or licence rights, export obligations, cooperation during handover, and the period for which assistance is included.
- Confidentiality and vendor obligations: Review restrictions affecting transfer of audience data, platform credentials, publisher commitments and subcontractors.
- Notice periods: Record the address, form and lead time required for formal notices; a message to an account manager may not satisfy the contract.
What a key-person clause usually does
Osborne Clarke’s marketinglaw article reproduces this as an optional sample, not a universal legal rule:
“[The Agency will procure that the Key Individual(s) named in Schedule 4 [is] [are] actively involved in the provision of the Services. Should any Key Individual leave the Agency, the Agency will with the Client’s consent appoint a suitable replacement, such consent not to be unreasonably withheld or delayed.]”

The practical effect depends entirely on your signed wording. Some agreements require active involvement but say nothing about approval. Others make a failure a material breach or permit termination. If your agreement has no such promise, do not assume that a named person in a proposal acquired contractual status.

Demand a written replacement and continuity plan
Ask for one concise document, approved by an agency executive, that describes what changes and what remains the same. Verbal reassurance is difficult to audit when a launch date or invoice is later disputed.
The plan should identify each role, not just a new senior title:
| Role | Information to obtain | Evidence to request |
|---|---|---|
| Executive sponsor | Name, authority, meeting cadence and escalation power | Written appointment and escalation route |
| Day-to-day account lead | Availability, decision rights and responsibilities | Updated responsibility matrix and contact details |
| Channel specialists | Paid media, search, social, CRM, analytics, creative and other coverage | Named owners for every active workstream |
| Approvers | Who signs creative, budgets, audiences, tags and releases | Approval workflow with backup approvers |
| Escalation contact | Who responds when delivery, access or compliance fails | Response expectation and out-of-hours route |
| Transition lead | Person coordinating knowledge transfer and issue closure | Work plan, milestones and checkpoint dates |
Require the agency to state whether scope, staffing, geography, subcontractors, reporting definitions, fees or service levels change. Ask it to list work already underway, decisions due next, known risks and the mitigation for each. Compare every statement with the contract and your previous operating baseline; a polished plan that quietly removes a specialist or changes a reporting definition is not continuity.

| Field | What to record | Why it matters during a leadership change |
|---|---|---|
| Campaign and channel | Market, platform, objective, funnel stage and status | Prevents a handover from covering only the most visible account |
| Budget and commitment | Approved budget, spend to date, remaining amount and cancellation terms | Exposes overspend, under-delivery and non-cancellable placements |
| Next decision and date | Launch, optimisation, renewal, creative approval or reporting deadline | Creates a time-bound continuity test |
| Account access | Platform, administrator, recovery method and current users | Shows whether the incoming owner can act without waiting for one person |
| Tracking and measurement | Pixels, tags, events, conversion definitions, attribution rules and dashboards | Protects the ability to compare performance before and after the change |
| Audience and data | Lists, segments, consent status, suppression rules and storage location | Identifies data held in an agency-controlled system or subject to transfer limits |
| Creative assets | Source files, licences, final versions, copy, specifications and expiry dates | Prevents a launch from depending on an inaccessible designer’s files |
| Vendor or publisher deal | Insertion order, rate, dates, make-goods, cancellation and contact | Separates a campaign obligation from the agency relationship |
| Billing responsibility | Who pays, reconciles, approves invoices and holds payment details | Stops campaigns or suppliers being paused by an ownership gap |
| Open experiment or issue | Hypothesis, variant, sample status, incident and next action | Preserves context that may not be visible in a dashboard |
| Handoff recipient | Incoming owner, client counterpart and acceptance date | Turns an inventory into an accountable transfer |
For each missing item, write “gap,” assign one owner and set a date. A blank cell is not a plan. Capture the last known configuration and export reports before anyone changes permissions or campaign settings.
Verify access, ownership and recovery routes
Leadership transitions frequently expose a distinction between being able to log in and actually controlling the asset. A client may have user access to an advertising platform while the agency controls the administrator email, billing profile, business manager, analytics property or recovery phone.
- List durable assets: advertising accounts, analytics properties, tag containers, domains, social pages, CRM audiences, dashboards, cloud folders, creative repositories and vendor portals.
- Confirm client administration: Check that an organisation-controlled account is an administrator and that at least two authorised employees can recover it.
- Record agency permissions: Document each agency user, role, purpose and last review date. Use named individual accounts rather than shared credentials.
- Test a non-destructive action: Have the incoming owner retrieve a report, inspect a tag, create a draft or access a source file. Do not test by changing a live budget or deleting data.
- Preserve exports and context: Save campaign settings, historical reports, audience definitions, creative source files, naming conventions and measurement documentation in a client-controlled location.
- Remove access only after acceptance: Once the replacement owner can perform required tasks and the inventory is signed off, revoke outgoing access according to security policy.
Platform access is not the same as ownership of personal data, intellectual property or a vendor agreement. The contract, applicable privacy obligations and the specific platform terms determine what can be transferred.

A leadership change can create an apparent performance change simply by altering definitions or reporting windows. Freeze a baseline before the new team makes optimisation decisions.

- Export the current dashboard and the underlying data for the agreed reporting period.
- Write down conversion events, attribution window, deduplication rules, time zone, currency and inclusion or exclusion filters.
- Record active tests, holdouts, bid strategies, budget caps, frequency limits and automated rules.
- Check that tags, pixels, server-side events and consent signals fire as expected in a test environment where available.
- Agree who approves a change to a metric definition and how the change will be annotated in future reports.
Do not treat a new dashboard, a new attribution model or a changed reporting period as evidence of a performance improvement or decline until the definitions are reconciled with the prior baseline.
Run a structured handover
Transition guidance from Mercer Island Group and Stan Consulting emphasises named leaders, functional counterparts, work plans, asset audits, knowledge transfer and checkpoints. Convert that guidance into a short sequence with acceptance criteria.
- Appoint two transition leads: one client-side and one agency-side. Give them authority to assign owners and escalate blocked work.
- Map counterparts: Pair every agency function with a client counterpart, including media, creative, analytics, technology, finance and legal or privacy contacts.
- Hold a campaign-by-campaign review: Walk through objectives, current settings, recent decisions, next deadlines, risks, vendors, measurement and approvals.
- Transfer working knowledge: Store playbooks, naming rules, test results, stakeholder preferences, historical decisions and unresolved questions where the client can retain them.
- Audit assets and permissions: Reconcile the dependency inventory with actual account access, files, data locations and vendor records.
- Set checkpoints: Schedule a readiness review before the next launch, a first-delivery review after the handoff and a later review of service levels.
- Close with evidence: Mark each item accepted, incomplete or blocked, with an owner and due date. Keep the issue log attached to the operating record.
Require the incoming team to demonstrate critical tasks, not merely attend meetings. For example, it should be able to produce the agreed report, explain a conversion discrepancy, locate the source creative and identify the person authorised to pause spend.
Use time estimates for planning, not promises
Published transition durations are planning guidance rather than universal standards. Mercer Island Group describes roughly four to six weeks for a disciplined process and five to eight weeks for a complex agency transition (circa 2023). Vendor-MGT’s 2026 guidance describes eight to twelve weeks from contract signature until a new media agency is fully operational, with complexity, markets and live campaign activity affecting the schedule. A leadership change inside an incumbent agency may require less time than a provider switch, but the same dependencies still determine the work.
Best Value
| Planning phase | Evidence of readiness | Typical pressure point |
|---|---|---|
| Days 1–5 | Accountable contacts named; critical launches and spend identified | No one has authority to approve or escalate |
| Week 2 | Inventory populated; access and recovery gaps logged | Agency-controlled systems or missing credentials |
| Weeks 3–4 | Campaign walkthroughs, measurement baseline and asset transfer underway | Unrecorded decisions and inconsistent metric definitions |
| Weeks 4–8 | Incoming owners complete tasks; checkpoints show service continuity | Live launches collide with incomplete knowledge transfer |
| Weeks 8–12, where applicable | New provider or expanded team operates against accepted scope | Market, vendor and billing complexity extends cutover |
Use the shortest schedule that still proves control. Compressing a handover by skipping access tests or documentation merely moves the risk to the next launch.
Decide whether to stay, escalate or change providers
Make the decision from observed control and delivery, not from the announcement itself. Score the situation against these seven axes:
- Replacement-team continuity: Are experienced people covering every required function?
- Contract rights and notice: Has the agency followed the agreed process, and are any approval or cure rights triggered?
- Client control: Can you administer accounts, retrieve data and obtain work product without a single point of failure?
- In-flight campaign risk: Are deadlines, budgets, experiments, vendors and measurement protected?
- Knowledge-transfer quality: Are decisions and context documented, demonstrated and accepted?
- Transition cost and time: What internal effort, duplicate fees or launch risk would a provider switch add?
- Decision ownership: Can someone make and record a decision at every critical step?
Stay with controls when the replacement plan matches the agreement, access is secure, service levels remain achievable and open gaps have owners and dates. Escalate under the contract when a promised key person is replaced without the required process, staffing or service levels fall, or a material control failure remains unresolved. Evaluate a provider change when the agency cannot produce accountable coverage, restore access, protect delivery or meet contractual obligations after a defined cure process.
A provider switch creates its own handover. Apply the same inventory, access, measurement and ownership tests before treating it as safer than a controlled continuity plan.
What evidence would show that the campaign is actually at risk?
Look for observable failures rather than relying on a general sense that the agency is unstable:
- A launch, optimisation or approval has no named owner or backup.
- Required platform, analytics or billing access depends on a departing individual.
- Creative source files, audience data, tracking documentation or vendor contracts cannot be located or exported.
- The incoming team cannot explain current settings, open tests, budget commitments or conversion definitions.
- Service levels, reporting cadence, specialist coverage or scope change without an agreed amendment.
- An agency refuses a contractually required replacement process, notice or transition assistance.
- Measurement definitions change at the same time as the leadership change, preventing a like-for-like comparison.
These are actionable control or delivery issues. They do not justify inventing a percentage loss. The reviewed guidance does not establish a representative statistic for how often leadership changes cause campaign losses or the average size of any decline.
A practical 48-hour response checklist
- Ask the agency for the written change notice and replacement plan.
- Pull the signed agreement, schedules, statements of work and latest service-level record.
- List every launch, renewal, spend decision, report and vendor deadline in the next 30 days.
- Freeze and export the current measurement baseline and campaign settings.
- Confirm client administrator and recovery access for critical platforms and repositories.
- Name a client transition lead and an agency transition lead.
- Open the dependency inventory and assign an owner and due date to every gap.
- Schedule the first campaign walkthrough and a readiness checkpoint before the next irreversible commitment.
Bottom line
Check the contract, get accountability in writing, audit operational dependencies and require evidence that the incoming team can perform the work. Keep the current provider while those controls are being verified unless a contractual remedy or critical access or delivery failure dictates otherwise. A leadership change is a trigger for disciplined due diligence—not a standalone diagnosis of campaign risk.
