How to Check Whether a Website Uses Quantum-Resistant Encryption

To verify a website, inspect the TLS handshake to the exact hostname with a scanner that identifies the negotiated post-quantum or hybrid key-exchange group. A padlock, an HTTPS label, or a browser page saying that your client supports post-quantum cryptography does not prove that this particular site used it. Check the client and server separately, confirm the live negotiated key exchange, and record the endpoint, software versions and test time.

What you are actually trying to prove

For a normal web visit, the most useful question is not “Does this site support quantum-resistant encryption somewhere?” It is “What key-establishment method did this TLS connection negotiate with this hostname?” The answer must come from the handshake or a report that explicitly describes that handshake.

As an Amazon Associate I earn from qualifying purchases.

Post-quantum cryptography (PQC) consists of cryptographic methods designed to resist attacks from both classical and quantum computers. In a TLS connection, the first item to check is key establishment: the exchange that lets the browser and server derive a shared secret. If the report identifies a post-quantum or hybrid key-exchange group, that is evidence for the tested connection.

A browser capability test answers a different question. It tells you whether the client can offer a post-quantum method. The server must also offer a compatible method, and the negotiation must select it. A capable browser talking to a classical-only endpoint still produces a classical handshake.

Why ordinary HTTPS evidence is not enough

  • HTTPS: proves that TLS was used, not which key exchange was selected.
  • The padlock or connection-security panel: usually identifies certificate and transport details, but does not by itself prove post-quantum key establishment.
  • A certificate algorithm: describes authentication and signatures. It is separate from the key exchange used to create the session secret.
  • A supported-cipher list: may show what a server advertises without showing what your client and that server actually negotiated.
  • A browser-support result: describes client capability, not the behavior of a particular website.

For this reason, a useful result should name the negotiated key-exchange method or group and say whether the observation is live negotiation or only an advertised capability.

Know the cryptographic parts before reading a result

Key establishment and KEMs

Key establishment creates a shared secret that TLS uses for the encrypted session. NIST’s finalized FIPS 203 specifies ML-KEM, a key-encapsulation mechanism for establishing that shared secret. When you are answering whether the TLS session’s key establishment is post-quantum, ML-KEM or a hybrid group that combines a post-quantum and classical method is the relevant evidence.

Digital signatures and certificates

Authentication is a separate part of TLS. NIST FIPS 204 specifies ML-DSA digital signatures, and FIPS 205 specifies SLH-DSA digital signatures. A scan that reports a post-quantum key exchange does not automatically show that the site’s certificate or handshake signatures are post-quantum. Conversely, a post-quantum signature indication does not prove that the session’s key exchange was post-quantum. Record each property separately when a tool exposes both.

Hybrid negotiation

Many migration designs use a hybrid group: a classical exchange and a post-quantum exchange are combined so that the resulting secret depends on both. A report may label this as “hybrid,” name the component algorithms, or use a group identifier rather than the words “post-quantum.” Do not classify a result from its marketing label alone; use the scanner’s definition and the algorithm or group it actually reports.

Step 1: Check whether your browser can offer PQC

NIST’s National Cybersecurity Center of Excellence (NCCoE) points readers to a Cloudflare Radar browser-support resource for checking whether a browser offers post-quantum encryption support. Open that resource in the browser and note the result.

  1. Run the browser-support check in the client you intend to use.
  2. Record the browser name, exact version, operating system and date.
  3. Save the displayed result or export it if the resource provides an export option.
  4. Treat the result as a capability check only; it does not establish what any website negotiated.

Support can change between browser releases, operating-system builds and deployment experiments. A result from one browser does not describe another browser, a mobile application, an embedded WebView or a command-line client.

Step 2: Scan the website’s actual TLS endpoint

For a site-specific answer, use a TLS scanner that reports post-quantum or hybrid key exchange. NIST NCCoE names pqcscan for TLS and SSH server scanning and sslscan for discovering TLS cipher suites. Before relying on any output, verify what the selected tool measures.

  1. Choose a PQC-aware scanner. Confirm that its documentation says it can identify post-quantum or hybrid groups, not merely ordinary cipher suites.
  2. Enter the exact hostname. Test the hostname users reach, such as the site’s main host, rather than assuming that another subdomain has identical settings.
  3. Use the intended client profile. If the scanner lets you select protocol versions, extensions or a client implementation, record those choices. They affect negotiation.
  4. Run the scan and find the negotiated field. Look for wording such as negotiated group, key exchange, KEM, hybrid group or handshake result. An advertised-capabilities section is not a substitute.
  5. Identify the algorithm or group. Save the exact name, identifier and any “hybrid” designation shown by the tool.
  6. Record the context. Keep the hostname, resolved endpoint when shown, scanner name and version, client profile, timestamp and complete relevant output.

If a tool reports only a server’s list of supported suites, use that as an inventory clue, not proof of the session your browser would receive. A separate handshake test is required.

What you need for a defensible check

You do not need a special router, VPN, antivirus package or hardware security key to determine a remote site’s negotiated key exchange. The relevant resources identified by NIST NCCoE are a browser-support web resource and software scanning utilities. What matters is access to the hostname, a client or scanner that can send the needed TLS parameters, and output that exposes the selected group.

For a quick personal check, the minimum record is the exact hostname, browser or scanner version, timestamp and named handshake group. For an organizational review, add the resolved address or edge, network location, protocol options, and the original report. If a service is behind a CDN or load balancer, retain enough information to identify which edge answered; otherwise a later comparison may appear to show a configuration change when it actually reached a different endpoint.

There is no single consumer-facing score that proves universal quantum resistance. A site can use different settings for its public pages, account portal, API and administrative host. The appropriate requirement is therefore coverage of every endpoint that matters to the decision, not a particular commercial product.

How to compare checking methods

Method What it tests What it can establish Main limitation
Browser-support resource One browser/client’s advertised capability Whether that client appears able to offer PQC support Does not test a particular website or prove negotiation
pqcscan or another PQC-aware server scanner A remote TLS/SSH endpoint, depending on the scan mode Potentially the offered and, when reported, negotiated post-quantum or hybrid method Output scope and terminology vary; confirm whether the result is live negotiation
sslscan TLS protocol and cipher-suite discovery Which conventional suites or capabilities the endpoint advertises A supported-suite list may not reveal the key exchange selected in a real connection
Browser padlock or HTTPS indicator The browser’s general connection-security state That an authenticated TLS connection exists under the browser’s checks Does not by itself identify PQC key establishment

The strongest evidence for this question is a report that names the key-exchange method selected for the tested client-to-host connection.

How to read the scanner output

Positive, specific result

A result is useful when it says the handshake negotiated a post-quantum or hybrid group and identifies that group or its component algorithm. For example, a report that explicitly labels the negotiated key exchange as hybrid and names the post-quantum component is evidence about that tested connection. Preserve the original spelling and identifier because tools may use different names for the same family.

Capability-only result

A report that says “supported,” “offered,” or “available” without a negotiated-session section describes a possibility, not what happened. The endpoint may have offered several groups, while the client selected a classical one. If the tool cannot distinguish those cases, label your conclusion “capability observed; negotiation not established.”

Classical result

If the negotiated group is clearly classical, report that the tested connection used a classical key exchange at that time and with that client profile. Do not turn one observation into a claim that every endpoint operated by the organization is classical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Unknown or missing field

“Not shown” is different from “not supported.” Some scanners do not parse a newer group, some modes test only advertisements, and some intermediaries terminate TLS before traffic reaches the origin. If the relevant field is absent, the correct conclusion is inconclusive until you use a tool or mode that exposes it.

What a negative result can mean

A failed or non-PQC result has several possible explanations:

  • The browser or scanner does not implement the required post-quantum or hybrid method.
  • The endpoint does not offer a method compatible with that client.
  • Both sides support PQC, but negotiation selected a classical group because of preference, policy or protocol constraints.
  • A proxy, load balancer, content-delivery edge or security gateway terminated TLS and presented different settings from the origin.
  • The scanner checked advertised suites but did not perform or report the relevant handshake.
  • The tool’s algorithm database or parser is older than the endpoint’s deployment.

State the observed detail and the test scope instead of declaring the website universally “quantum-vulnerable.” A browser limitation is not a server failure, and a server’s classical response to one client does not prove that every client receives the same response.

Test every endpoint that matters

One hostname produces one scoped observation. A company may use separate hosts for the main site, account area, API, static assets, mail, administrative access or regional traffic. Different load balancers and CDN edges can also carry different TLS configurations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make a list of the hostnames and applications relevant to your decision, then test them separately. Retest after a provider, browser, operating-system or TLS-configuration change. If geographic coverage matters, repeat from the regions and networks that your users actually use; a single vantage point may reach only one edge configuration.

Keep the protocol and client context with every result. “The organization uses PQC” is broader than a scan can normally prove; “the tested client negotiated the named hybrid group with this hostname at this time” accurately describes the evidence.

Use a repeatable evidence record

A small record makes results auditable and prevents accidental overclaiming. Capture:

  • Hostname, port and URL scheme tested.
  • Date and time, including time zone.
  • Network location or vantage point when relevant.
  • Browser, operating system or scanner client and exact versions.
  • Scanner name, version and options.
  • Whether the output describes advertised capability or negotiated behavior.
  • Exact key-exchange group, KEM name or classical group reported.
  • Certificate and signature details, if separately shown.
  • Any proxy, CDN, load balancer or redirect encountered.
  • The original report or a hash of the saved output, subject to your organization’s handling rules.

For a retest, keep the same client profile where possible so that a changed result reflects the endpoint rather than an unrecorded client change.

How NIST’s standards fit the check

NIST approved its first three finalized post-quantum standards on August 13, 2024. FIPS 203 covers ML-KEM key establishment; FIPS 204 covers ML-DSA signatures; and FIPS 205 covers SLH-DSA signatures. These standards provide a reference vocabulary for interpreting deployments, but a standard’s existence does not mean a website has enabled it.

NIST describes TLS as one of the core internet protocols into which post-quantum algorithms are being incorporated. Migration is an organization-wide effort: administrators must identify systems, update software and policies, and verify interoperability. NIST’s current PQC information says the finalized standards remain ready for implementation and that the July 2026 withdrawal of HAWK does not affect those finalized standards.

“We encourage system administrators to start integrating them into their systems immediately, because full integration will take time.” — Dustin Moody, NIST mathematician and head of the PQC standardization project

The standards therefore help you classify what a scanner reports, while the live handshake remains the evidence for what a particular connection did.

Why checking now can matter

No one knows whether or when a cryptographically relevant quantum computer will exist. The “harvest now, decrypt later” threat is still a reason to protect information whose confidentiality must last for years: an attacker can capture encrypted traffic today and attempt decryption if future capabilities make the recorded key exchange breakable.

This does not make every short-lived web session equally urgent, nor does a PQC-capable handshake solve certificate, endpoint or application-security problems. It does give owners of long-lived secrets a reason to inventory exposure and begin migration rather than waiting for a future machine to appear.

Common mistakes to avoid

  • Confusing the browser test with the site test: run both and label each result correctly.
  • Reading the certificate instead of the key exchange: certificate signatures and session key establishment are different checks.
  • Using only an ordinary cipher-suite scan: verify that the tool exposes the negotiated group relevant to PQC.
  • Testing a redirect or homepage and assuming all subdomains match: scan the hostname that carries the sensitive transaction.
  • Ignoring time and versions: record them because support and configuration change.
  • Calling an unknown result a failure: distinguish unsupported, not negotiated and not measured.
  • Generalizing from one edge: repeat tests when CDN or regional variation affects your risk decision.

A concise decision rule

Mark a website’s tested connection as quantum-resistant key establishment observed only when a PQC-aware handshake report identifies a negotiated post-quantum or hybrid key-exchange group for the exact hostname and client context. Mark it not established when you have only browser capability, HTTPS status, certificate information or an advertisement list. Mark it inconclusive when the tool does not reveal whether negotiation occurred. This wording keeps the conclusion aligned with what the test actually measured.

Frequently Asked Questions

Does the HTTPS padlock mean a website is quantum-resistant?

No. It confirms that the browser established an authenticated TLS connection under its normal checks, but it does not identify the negotiated key-exchange group. Use a PQC-aware handshake report instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If my browser supports post-quantum cryptography, does every website use it?

No. The browser result describes client capability. The endpoint must offer a compatible method, and negotiation must select it for that connection.

Is a post-quantum certificate enough?

No. Certificate and handshake signatures authenticate the endpoint; key exchange establishes the session secret. Check each property separately when the scanner reports both.

What should I do if a scanner says PQC is supported but does not name a negotiated group?

Treat that as capability observed, not negotiation proved. Use a mode or tool that reports the live handshake, or label the result inconclusive.

Do I need to test every subdomain?

Test every hostname that matters to your decision. Main sites, account portals, APIs, mail, administrative hosts and regional or CDN endpoints can have different TLS configurations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should I report a classical result?

Say that the tested client negotiated a classical key exchange with the named hostname at the recorded time. Do not generalize that single observation to every endpoint or user session.

The Bottom Line

Bottom line: Quantum-resistant protection is established only by a PQC-aware report showing that the exact client-to-host TLS handshake negotiated a post-quantum or hybrid key-exchange group. Browser support, HTTPS, certificates and advertised capability lists are useful context, but none substitutes for evidence from the live negotiated connection.
