The reliable check is the amount shown on the UPI app’s final confirmation screen immediately before you enter your UPI PIN. Compare it with the merchant’s itemized total, look for a separate convenience, platform, service, handling or foreign-exchange line, and stop if the figures do not match. For payment-aggregator checkouts, Reserve Bank of India (RBI) directions require applicable convenience or other charges to be displayed before payment. Read the RBI payment-aggregator guidance.
Do not assume that the slogan “UPI is free” answers every situation. A bank-account UPI payment, a payment from a prepaid payment instrument (PPI) balance, an international UPI payment and a Credit Line on UPI transaction can have different fee rules or disclosures. The payment source, the label used for the charge and whether it was shown before authorization all matter.

The two-minute fee check
Use this sequence whenever you pay a shop, website, biller or service provider with UPI.
- Record the merchant’s price. Note the item or service amount, taxes, delivery charge and the final total shown on the merchant’s checkout or bill.
- Expand the price breakdown. Look for “convenience fee,” “platform fee,” “service charge,” “handling fee,” “payment fee,” “surcharge,” “processing fee” or a similar line. A fee that is already included in the displayed total should still be identifiable in the itemization.
- Start the UPI payment without authorizing it. Scan the QR code or choose UPI at checkout, then wait for the app’s final confirmation page.
- Compare the final amount. Check the number in the UPI app against the merchant’s total. Also check the payee name or merchant name, since a wrong or unexpected payee is a separate reason to stop.
- Read the funding source. Confirm whether the app is using a bank account, a PPI balance, a credit line or an international route. The source can change which charges apply.
- Do not enter your UPI PIN until the amount is understood. A PIN authorizes the transaction; it is not a way to preview or negotiate a fee.
- Save evidence if anything looks different. Take a screenshot of the merchant breakdown and the UPI confirmation screen, or keep the receipt and transaction ID.
If the final UPI amount is higher and no line explains the difference, cancel and ask the merchant or app support to identify the charge. A payment made after an unexplained increase is harder to challenge than one stopped before authorization.

Where a UPI fee can show up
On the merchant’s checkout page
Online merchants commonly calculate the amount before opening the UPI app. The checkout may show a base price, tax, delivery amount and a separate payment-related charge. RBI’s payment-aggregator directions say applicable convenience or other charges in the context covered by that document should be displayed before payment. The practical implication is simple: the amount should be visible before you authorize, not revealed only in a later receipt. See the RBI direction on pre-payment disclosure.
In the UPI app’s confirmation screen
The UPI app is the final checkpoint. A merchant’s QR code or payment request can carry an amount, but the app’s confirmation screen is where you can see what your account or other funding source is about to be debited. Compare that amount with the merchant’s screen before entering the PIN.
In a receipt or bank statement
A receipt can help you investigate a completed payment, but it is too late to use it as a pre-authorization check. Look for a separate line, a different payee, a currency conversion or a debit that exceeds the amount you approved. Keep the transaction reference and screenshots when contacting support.
What the common fee labels mean
Convenience, platform, service and handling charges
These labels generally describe a charge presented by the merchant, checkout provider or payment service for arranging or processing the transaction. The label alone does not tell you whether the charge is lawful in every arrangement. What you can verify is whether the amount and its description were shown before authorization and whether the final UPI total matches the disclosed total.
MDR is not the same as a customer fee
MDR (Merchant Discount Rate) is a payment-acceptance charge associated with the merchant side of a transaction. An RBI report records a Government of India direction that MDR was not to be collected on transactions through UPI and RuPay debit cards from 1 January 2020. Read the RBI report describing the policy timing.

That direction does not prove that every UPI-linked service has no charge, nor does it automatically classify every separately disclosed checkout charge. A merchant-side acceptance cost, a fee for another service and a customer-facing line item are different questions. Do not treat “no MDR” as a guarantee that every possible amount around a payment is zero.
Surcharges and card rules
RBI’s historical material on card MDR discusses the possibility of costs being passed to customers as surcharges. That material concerns card MDR and should not be quoted as a UPI-specific surcharge rule. Review the RBI MDR material. For a UPI payment, identify the actual label and the payment source instead of assuming that a card rule applies.

| Funding or route | What to check before authorization | Official point to keep in mind |
|---|---|---|
| Bank-account UPI payment | Merchant total, any itemized fee and the final debit amount in the app | The final pre-PIN amount is the practical comparison point; an unexplained difference should be questioned before payment. |
| PPI balance used through UPI | That the app is drawing from the intended PPI balance and that no separate line has appeared | NPCI says, in its PPI-on-UPI FAQ context, “There are no charges to be paid by the customer/ PPI holder for UPI transactions.” It also says customers do not pay to receive UPI transactions from PPIs. Read the NPCI UPI FAQ. |
| International UPI merchant payment | Amount in both currencies, exchange rate and every applicable fee | NPCI specifically tells users to review these details for eligible international acceptance. See NPCI’s UPI Global Acceptance information. |
| Credit Line on UPI | Whether interest, processing or other issuer charges apply in addition to the purchase amount | NPCI says Credit Line on UPI fees may vary by bank; ask the issuing bank for its terms. See NPCI’s Credit Line on UPI page. |
Do not generalize the PPI statement to every UPI transaction. It is an NPCI answer about PPI transactions, not a universal promise that all UPI-related services or funding methods are free.
How to check an international UPI payment
International acceptance adds currency conversion to the normal amount check. A QR code may be displayed by a merchant outside India, or an eligible international merchant payment may be routed through a supported arrangement. Before entering your PIN:

- Confirm the merchant name and the destination country shown by the app.
- Read the amount in the merchant’s currency.
- Read the corresponding amount in Indian rupees, if displayed.
- Check the exchange rate used for the conversion.
- Look for a separate international, service or other fee line.
- Compare the converted total with the merchant’s quotation, allowing for the stated exchange rate and disclosed charge.
- Cancel if either currency total, the rate or the fee is missing or inconsistent.
NPCI’s UPI Global Acceptance guidance specifically advises checking the final amount in both currencies, the exchange rates and any applicable fees. Read the guidance from NPCI. Exchange-rate movement can change the rupee equivalent, so preserve the screen showing the rate at the time you approve.
How to check a Credit Line on UPI payment
A Credit Line on UPI transaction uses credit made available by an issuing bank rather than drawing directly from a normal deposit account. The purchase amount shown at checkout is therefore not necessarily the only cost of using the credit facility.
- Select the credit line only if you intended to borrow, rather than pay from a bank account or PPI.
- On the confirmation screen, verify the purchase amount and the name of the issuing bank or credit facility.
- Before approval, ask the issuer whether interest starts immediately, whether a processing fee applies and whether any other charge is attached to the transaction.
- Keep the issuer’s terms, confirmation screen and transaction reference together.
NPCI states that Credit Line on UPI fees may vary by bank. Check NPCI’s Credit Line on UPI information. If the app does not explain a charge, contact the issuing bank before authorizing; a merchant’s price cannot answer a question about the cost of borrowing.
The ₹1,000 rule is historical, not a current threshold
Some online advice repeats that UPI payments up to ₹1,000 are free. That statement refers to a temporary RBI measure announced on 16 December 2016. It set no customer charges on UPI, IMPS and USSD transactions up to ₹1,000 from 1 January through 31 March 2017. The period expired and should not be used as a current fee rule. Read the RBI notification.
Use the amount displayed on today’s checkout and confirmation screen instead of applying that old threshold. The historical measure also does not settle charges for international payments, credit facilities, PPIs or separately described services.

What to do when the two totals do not match
The merchant total is higher before you open UPI
Expand the checkout details and ask what each line means. If the fee is described and the final amount is the same in the UPI app, you can decide whether you accept that total. If the fee is not explained, do not proceed until the merchant identifies it.
The UPI amount is higher than the merchant’s displayed total
Do not enter the PIN. Take a screenshot, return to the merchant page and check whether taxes, delivery, a payment-method fee or a currency conversion was omitted from the first view. Ask the merchant or app support to reconcile the numbers. If they cannot explain the increase, cancel the request.
The app shows a different payee
Stop even if the amount is correct. Confirm the payee name with the merchant and, for a website, verify that you returned to the expected checkout flow. A fee question should never distract from checking who will receive the funds.
The amount changes after you approve
Keep the authorization screen, receipt, transaction ID and account debit alert. Contact the merchant and the UPI app or bank support with the exact discrepancy. Ask them to identify whether the difference is a fee, exchange-rate adjustment, duplicate debit or another error. Do not make a second payment until the first transaction is explained.

The transaction fails but money is debited
Record the failed status and debit reference, then contact the bank or app support using its official in-app or website channel. Give the merchant the reference only after confirming whether the first debit will be reversed. Avoid paying again solely because the merchant page still says “unpaid.”

How to ask for an explanation
A precise question produces a better support trail than “Why did UPI charge me?” Include:
- the date and time;
- the merchant name and payee identifier;
- the amount shown by the merchant;
- the amount shown on the UPI confirmation screen;
- the funding source (bank account, PPI, international route or credit line);
- the exact fee label, if any;
- the transaction ID and screenshots with sensitive credentials hidden.
Ask: “Please identify the line or rule that caused the difference between ₹X shown at checkout and ₹Y shown before authorization.” Do not share your UPI PIN, one-time password or full banking credentials with a merchant or support agent. A legitimate support process does not require you to disclose the PIN.
Escalation and record-keeping
Start with the merchant or service provider when the disputed line appears on its checkout. If the app or bank displays the extra amount, contact that provider and the bank connected to the payment. Keep the complaint number and the date you sent it.

For a UPI issue, follow the current grievance path supplied by the relevant bank, app, payment provider or regulator and preserve the complete transaction record.
A reusable pre-payment checklist
- Merchant name and payee match.
- Item price, tax and delivery are itemized.
- Convenience, platform, service, handling or other fee lines are visible.
- Merchant total equals the UPI app’s final amount.
- Funding source is the one you intended.
- International payments show both currencies, the exchange rate and applicable fees.
- Credit Line on UPI terms have been confirmed with the issuing bank.
- No PIN has been entered while an amount or fee remains unclear.
- Screenshots or a receipt are saved for any disputed transaction.
What the official guidance does—and does not—establish
The official material supports a careful checking method, not a single blanket statement that every UPI-linked payment is free. RBI’s reported no-MDR direction has a defined scope: UPI and RuPay debit-card transactions from 1 January 2020. NPCI’s no-charge wording applies to its PPI-on-UPI FAQ context. NPCI separately calls for currency and fee checks for international acceptance and says Credit Line on UPI fees can vary by bank. RBI’s pre-payment disclosure direction addresses applicable convenience or other charges in the payment-aggregator context.
Because merchant arrangements, app features and funding sources differ, the defensible answer is to identify who is charging, what the label means, which source funds the payment and whether the amount was disclosed before authorization. When those facts are clear, you can decide knowingly; when they are not, stop before entering the PIN.
