Before chartering, buying from, insuring, financing, bunkering or servicing a vessel, screen the ship against every sanctions regime connected to the parties and transaction. Search the vessel’s permanent IMO number as well as its current and former names in the current official lists, then investigate any alert against the complete listing. A clean search is not proof that the deal is lawful: ownership, control, counterparties, cargo, services, route and sector restrictions can create a sanctions prohibition even when the ship itself is not named.
The sequence below is a practical control for business teams. It is not a legal determination; a transaction-specific decision may require qualified sanctions counsel or compliance staff.

1. Define which sanctions rules can reach the transaction
Start with the facts that create a legal connection to a sanctions regime. The relevant rules may depend on where your company is incorporated or operates, the nationality or location of employees and counterparties, the vessel’s flag and ownership, the route, the cargo, the service being supplied and the currency or financial institutions used. A ship can be outside one country’s jurisdiction while the proposed charter, payment or insurance activity is still within it.
Do not treat one database as a universal answer. A named-vessel list check is only one part of sanctions due diligence, and regimes can impose restrictions by sector, geography, service or transaction type without naming the ship.

Build a transaction-and-jurisdiction brief
- Your legal entity, branches and personnel involved in approving or performing the deal.
- Owners, charterers, operators, managers, brokers, agents, banks, insurers and other counterparties, including their countries of incorporation and operation.
- The vessel’s flag, current and former names, IMO number, MMSI, registered owner and operator.
- Cargo description, origin, destination, loading and discharge ports, transshipment points and intended voyage.
- Services and goods to be provided, such as chartering, broking, crewing, repairs, bunkers, classification, insurance, financing or freight forwarding.
- Payment currencies, settlement banks and any intermediaries.
- The date the transaction will be signed, performed and paid, because list entries and sanctions rules change.
Use this brief to decide which authorities’ lists and program rules must be checked. If the facts change, repeat the assessment rather than relying on the original result.
2. Use the current official list for each relevant jurisdiction
United Kingdom
The UK Sanctions List is the current official source for UK designations. UK government guidance updated 28 January 2026 says it is now the only source for all UK sanctions designations. The list is searchable and downloadable and includes designated persons and specified ships. Check the relevant UK regime’s rules as well as the list: sectoral and geography-based measures may apply without a named ship entry.
United States
For U.S. connections, use the U.S. Treasury Office of Foreign Assets Control (OFAC) sanctions-list search together with the materials for the applicable OFAC program. OFAC’s maritime guidance states: “All U.S. persons must comply with OFAC sanctions.” A company should also examine whether a non-U.S. transaction has a U.S. person, U.S. financial institution, U.S.-origin goods or another U.S. sanctions nexus.
Other jurisdictions
Identify the competent authority for every other country that can regulate the parties, payment, cargo, route or service. Confirm that the source is current, official and appropriate to the specific regime. A commercial screening interface can help organize searches, but it should not replace checking the authoritative list and the underlying program rules.
| Comparison point | What to establish before relying on a result |
|---|---|
| Legal reach | Which parties, locations, nationality, currency, goods or services connect the transaction to the regime? |
| Target of the measure | Is the restriction aimed at a named ship, owner, controller, counterparty, sector, country connection or particular service? |
| Identity evidence | Does the source show an IMO number, aliases, flag, owner, date of birth or corporate identifiers that can be compared? |
| Source and currency | Is the search from the current official list, and when was it last updated or checked? |
| Alert handling | Can your process display the full official entry, record the comparison and escalate an uncertain result? |
| Coverage limits | Does the source include only named-list data, or does your review also address ownership, sectoral, geographic and service restrictions? |
3. Gather reliable vessel identifiers before searching
Make the IMO number your primary key
An IMO number is a unique seven-digit vessel identification code. UK maritime guidance describes it as intended to remain permanent even when a ship changes name or ownership. That stability makes an IMO-based search more reliable than a name-only search. Obtain the number from authoritative vessel documentation and independently compare it with the information in your counterparty’s contract, fixture recap, registry extract or other records.

Collect every searchable name and identifier
- Current registered name and spelling variants.
- Former names, aliases, transliterations and common abbreviations.
- IMO number, MMSI and call sign.
- Flag state, type, gross tonnage and build details where available.
- Registered owner, beneficial owner, operator, technical manager and commercial manager.
- Recent flag changes, ownership changes, renamings and changes in management.
Preserve the exact spelling used in source documents, including punctuation and spacing. A name can be shared by unrelated vessels, while a deliberately altered name can hide an identity match.
Assume identity data can be manipulated
UK guidance describes AIS spoofing in which a vessel broadcasts a different name, IMO number, MMSI or other information. Documented identity conflicts are therefore a risk signal, not a minor data-quality issue. Compare AIS information with registry and commercial documents, and treat an unexplained mismatch as a reason to pause and investigate.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches4. Run the sanctions search in a repeatable sequence
- Set a check date and scope. Record the transaction, jurisdictions, sanctions programs and official sources you intend to search. Use the latest available version of each list.
- Search the IMO number first. Search the complete seven-digit number, without assuming that a name change removes a designation. Save the result or a dated screenshot/export according to your records policy.
- Search the current vessel name. Try exact and, where the official search permits, partial-name variants. Review results rather than dismissing them because the spelling is slightly different.
- Search former names and aliases. Use names found in registry records, charter-party documents, broker material and reliable vessel databases. Include transliterations and punctuation variants.
- Search associated parties. Screen the registered and beneficial owners, operators, managers, charterers, brokers, banks, insurers and other material counterparties under the same relevant programs.
- Open the complete official entry. Read the designation date, program or regime, measure, identifiers, aliases, ownership information and any licence or exemption language. Do not decide from a search-result snippet alone.
- Compare identifiers and context. Match the IMO number, flag, vessel type, owner, dates and other attributes against your transaction records. A similar name without matching identifiers may be a false positive; a matching IMO number requires urgent review.
- Check the transaction rules. Determine whether the cargo, route, service, financing, insurance or sector is restricted even if the vessel is not named.
- Document the disposition. Record the source, timestamp, identifiers searched, results, reviewer, evidence considered and the reason for proceeding, blocking or escalating.
Repeat the sequence immediately before signing, loading, payment and other high-risk milestones when the transaction lasts long enough for list changes, ownership changes or voyage deviations to matter.
5. Investigate a possible match instead of treating it as a verdict
A screening alert is a prompt for comparison, not a legal conclusion. OFAC’s FAQ explains: “Many potential matches identified through screening are false positives.” The same principle applies to vessel names: common names, transliterations and recycled names can produce unrelated hits, while incomplete data can conceal a genuine match.
Use the full entry and a documented comparison
For each alert, create a side-by-side comparison of the listed entity and the vessel or person in your transaction. Check the IMO number, aliases, flag, owner, operator, vessel type, dates and any other identifiers in the official entry. For a corporate owner or counterparty, compare registration numbers, addresses, directors and ownership information where available.

Read the measure attached to the entry. A designation can involve asset blocking, a prohibition on making funds or economic resources available, a service restriction, a trade ban or another program-specific rule. The practical effect depends on the jurisdiction and the exact measure.

- Stop the affected approval, payment, booking or service while the alert is unresolved.
- Send the complete entry and your identifier comparison to the person responsible for sanctions decisions.
- Escalate to qualified legal or compliance staff when identifiers match, ownership is opaque, the measure is unclear, the transaction is high value or time-sensitive, or a licence may be needed.
- Do not clear an alert merely because a broker or counterparty says the vessel is “not sanctioned.” Obtain verifiable identity evidence and an analysis under the applicable regime.
- Record why the alert was cleared, blocked or escalated and who approved that outcome.
If the evidence cannot distinguish the vessel from the listed entity, do not treat uncertainty as permission to proceed. Obtain advice specific to the parties, route, cargo, services and jurisdictions.
6. Examine ownership, control and counterparties
A vessel’s absence from a named-ship list does not establish that a transaction is permitted. Sanctions can reach an owner, controller or other party even when the hull is not listed. Ownership may be layered through companies in several countries, nominee directors or recently created entities.
Questions for ownership and control due diligence
- Who owns the vessel directly and ultimately?
- Who can appoint directors, direct voyages, receive earnings or dispose of the vessel?
- Has ownership, flag, management or classification changed recently?
- Are the owner, operator, charterer, technical manager or broker connected through common shareholders, directors, addresses or payment instructions?
- Do any parties appear on a sanctions list, act for a listed party or fall within an ownership-and-control rule in the relevant regime?
Request corporate documents, beneficial-ownership information and authority to contract when the risk warrants it. Enhanced due diligence is particularly important where the vessel has frequent name or flag changes, an opaque ownership chain, unusual payment instructions or a voyage inconsistent with the declared trade.
7. Check cargo, services, geography and route restrictions
Sanctions analysis follows the whole transaction, not just the vessel. Identify the exact cargo and its origin, destination and end use. Determine whether the proposed service is restricted, whether a port or region is subject to prohibitions, and whether a sectoral rule limits financing, insurance, broking, transportation or technical assistance.

Review every participant that can influence the transaction: shipper, consignee, seller, buyer, charterer, freight payer, bank, insurer, agent, port service provider and cargo owner. A clean ship search cannot cure a prohibited counterparty, restricted cargo or blocked payment route.
Keep jurisdiction visible in the approval
Your written decision should state which jurisdictional connections were assessed and which were not. For example, a conclusion about UK rules does not answer whether U.S. rules, European Union measures or another country’s law applies. Where a transaction crosses several regimes, analyze each one separately and resolve conflicts with qualified advice.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Use AIS and voyage information as corroborating evidence
Available voyage information can reveal inconsistencies that warrant further review. Compare reported position, port calls, draught, destination, speed and timing with bills of lading, fixture details, port records and the declared route. Look for unexplained gaps, unusual ship-to-ship transfers, implausible port sequences or a vessel broadcasting an identity that differs from its documents.
AIS is not an official sanctions determination. Signals can be spoofed, manipulated, switched off or unavailable in some areas. OFAC’s maritime guidance discusses deceptive shipping practices including location-data manipulation, document falsification and ownership obfuscation. Treat AIS and other tracking data as corroborating due diligence, never as a replacement for official list searches and legal analysis.

10. Choose a screening workflow that fits the risk
Manual official-list review
Manual searching can work for occasional, low-volume transactions when a trained reviewer can inspect the full entries and save evidence. Its weaknesses are inconsistent spelling, missed aliases, limited change monitoring and difficulty demonstrating that every relevant party was checked.
Internal screening workflow
An internal process can standardize IMO-first searches, name variants, ownership checks, approvals and recordkeeping. Define who owns the alert, how quickly it must be reviewed and when a transaction is automatically placed on hold. Test the process with renamed and commonly named vessels so reviewers learn to distinguish identifiers rather than relying on a single text hit.
Outsourced or automated screening
External tools may support batch searches, list updates, watchlist monitoring or vessel and cargo tracking, but coverage differs. Before relying on one, verify which jurisdictions and lists it includes, how quickly updates appear, whether it retains historical results, how it handles IMO numbers and aliases, and whether a reviewer can see the underlying official entry. An automated “clear” should not bypass human review of ownership, sectoral restrictions or unusual voyage behavior.
Common mistakes and how to correct them
| Mistake | Why it fails | Correction |
|---|---|---|
| Searching only the current name | A vessel may have been renamed, or the name may be shared by several ships. | Search the IMO number, current name, former names and aliases. |
| Relying on a single country’s list | The transaction may have another legal nexus or a broader sectoral restriction. | Map jurisdictions first and review each relevant official source and program. |
| Clearing a hit from a short result line | Search snippets omit identifiers and the measure attached to the entry. | Open the complete official entry and document the comparison. |
| Assuming a no-hit result means “approved” | Ownership, control, cargo, route, service and geography rules may still prohibit the deal. | Perform transaction-wide due diligence and record its scope. |
| Treating AIS as proof of identity | Signals can be spoofed, manipulated or unavailable. | Reconcile voyage data with documents and official records. |
| Ignoring data changes after the first check | Lists, ownership, flags and routes can change before performance. | Set repeat-screening points before signing, loading and payment. |
| Letting commercial urgency override an alert | Proceeding before an unresolved match can create legal and financial exposure. | Hold the affected activity and escalate through the documented procedure. |
When to obtain specialist advice
Seek qualified sanctions or maritime legal advice when an IMO number or ownership identifier matches a designation; the ownership chain cannot be established; the transaction involves a restricted country, sector, cargo or service; a licence or exemption may apply; AIS, registry and contractual data conflict; or the parties disagree about whether a rule reaches the transaction. Provide the adviser with the complete vessel identity file, official search results, ownership documents, route and cargo information, services, payment path and proposed timing.
The sound business decision is not simply “the ship did not appear on a list.” It is a documented conclusion that the relevant jurisdictions and measures were identified, the vessel and associated parties were screened using stable identifiers, possible alerts were resolved, broader restrictions were considered and the remaining uncertainty was escalated before anyone performs the transaction.
