The only reliable way to know whether your PC can hold 60 FPS at 4K is to test the actual game at the exact resolution, settings and scaling mode you plan to use. Generic system requirements, a quick look at an easy opening area, or a high average in a built-in benchmark cannot prove that demanding gameplay will remain smooth.
Run a repeatable, graphics-heavy scene, record average and low or percentile FPS, inspect frame-time consistency, and watch CPU, GPU and memory use. Record native rendering, upscaling and frame generation as separate conditions. Then change one setting at a time and repeat the same route.

What a 4K/60 test must prove
“4K at 60 FPS” combines an output resolution with a performance target. For a conventional 4K test, set the game’s output to 3840 × 2160 and look for sustained frame delivery of about 60 frames per second. At exactly 60 FPS, each frame has roughly 16.67 milliseconds to complete; uneven frame times can look stuttery even when an FPS counter averages close to 60.
The result belongs to a particular combination of game version, graphics preset, individual options, display resolution, upscaler mode, frame-generation setting, driver and scene. There is no universal hardware requirement that guarantees 4K/60 in every PC game. A result from one title cannot be transferred to another, and one easy scene cannot represent the heaviest areas of a full game.

Native 4K, upscaled 4K and generated frames are different tests
Native 4K means the game renders internally at 3840 × 2160 before any display output. Upscaled 4K means the output is 3840 × 2160 but the game renders internally at a lower resolution and reconstructs the image. Both can be valid targets, but they are not equivalent workloads or image-quality results.
Frame generation inserts generated images between conventionally rendered frames. It can raise the number shown by a counter, but those generated frames are not the same measurement as the base game’s rendered frame rate. Always write down whether the reported number includes generated frames and keep a base-frame result for comparisons.
Define the target before launching the game
Write the test conditions down so that a later run is comparable. Include the items below rather than relying on memory or a preset name alone.

| Item | What to record | Why it matters |
|---|---|---|
| Game build | Version or patch currently installed | Patches can change rendering, shaders and performance. |
| Output | 3840 × 2160 (4K UHD) and display refresh rate | A lower output resolution is not a 4K test. |
| Graphics options | Preset plus ray tracing, shadows, reflections, textures and other costly options | Two “Ultra” presets can contain very different workloads. |
| Internal scaling | Native, dynamic resolution or the exact upscaler and quality mode | Internal render resolution changes GPU work and image quality. |
| Frame generation | Off or the named mode, with a note about the counter’s definition | Generated FPS must not be confused with base game FPS. |
| Caps and synchronization | Frame-rate cap, V-Sync and variable-refresh status | A cap or synchronization setting can hide the system’s unconstrained output. |
| Test route | Benchmark name or a reproducible gameplay path | The same workload is required for before-and-after comparisons. |
Prepare a representative, repeatable scene
Use a built-in benchmark when it reflects real gameplay
A built-in benchmark is useful when it includes the effects, geometry, streaming and camera movement found in the game’s demanding sections. Record its name and run it more than once if results vary. A benchmark that shows only a quiet camera pan or a small interior may understate the load in a crowded city, large battle or open-world traversal.
Otherwise replay the same demanding route
Choose a section that resembles the way you actually play and that stresses the system: dense crowds, long sight lines, heavy weather, combat effects, fast traversal or a location where you have previously noticed stutter. Use a fixed starting point, route, camera direction and approximate duration. Avoid menus, loading screens and idle characters. A short run that never reaches a heavy scene is evidence only for that light scene.

Control variables between runs
- Restart the game if shader compilation, asset streaming or a long session changes behavior.
- Close downloads, recording jobs and other background work that can compete for CPU, storage or memory.
- Keep the same driver, power mode, display mode, resolution, cap and synchronization settings.
- Let temperatures and clocks reach their normal sustained state before recording a final run.
- Use the same overlay and definition for every before-and-after result.
Choose a way to capture the data
Use one measurement method consistently. Different overlays may count presented, rendered or generated frames differently, so their numbers should not automatically be treated as interchangeable.
| Tool | Useful measurements | Important qualification |
|---|---|---|
| Steam In-Game Overlay Performance Monitor | FPS, CPU performance, GPU performance and system RAM; it can help identify whether CPU or GPU load is affecting performance. | Steam’s documentation distinguishes frame rates that include generated frames from base game frame rates. Confirm which value you are reading. |
| NVIDIA FrameView 1.1 User Guide | Average and percentile FPS, overlay data and logs containing details such as resolution and system configuration. | The linked guide is version 1.1. Check the current release and supported features before following version-specific instructions. |
| NVIDIA App in-game performance overlay | Frame rate, clock speeds, GPU temperature and other live metrics. | The support page documents Alt+R for the overlay and Alt+Shift+R to cycle metrics; shortcuts and interface labels can change. |
| AMD Radeon Game Advisor | A performance report that can include average FPS and a 95th-percentile measure. | Availability depends on the game and configuration, so verify current software support before relying on it. |
For a simple check, an overlay is enough to observe behavior. For a documented comparison, a logger that records percentile results and the exact resolution is more useful. Whichever tool you select, note whether an FPS cap, synchronization or frame generation affects what it reports.
Step-by-step: test your PC for 4K/60
- Set the output to 4K. In the game’s display or graphics menu, choose 3840 × 2160. Confirm that the operating-system or display-mode change did not leave the game at a lower resolution.
- Choose the intended image-quality profile. Select the preset you are considering, then write down important overrides. Ray tracing, global illumination, reflections, volumetric effects, shadows and view distance can dominate the workload, while texture quality often affects video memory more than raw shader throughput.
- Decide how the image is rendered. Select native rendering, dynamic resolution or a named upscaler quality mode. If the goal is native 4K, disable the upscaler. If upscaling is acceptable, record the exact mode instead of saying only “4K.”
- Disable frame generation for the base test. Capture the conventionally rendered result first. You may perform a second run with frame generation enabled, but label it separately and do not use its generated-FPS number as proof of a 60-FPS base.
- Configure the monitor. Turn on the FPS, CPU/GPU and memory readings you need. If you use a logger, include resolution and system details in the run. Keep the same overlay for every subsequent test.
- Warm up and run the fixed scene. Start from the same save point or benchmark, follow the same route and include the most demanding section you can reproduce. Run long enough to cover traversal, combat or effects that cause drops; stop only after the workload has settled and the heavy portion has occurred.
- Record more than the average. Save average FPS, a low or percentile value, visible stutter and frame-time behavior. Note the worst repeatable section rather than selecting the best moment.
- Inspect the limiter. Observe GPU utilization and clocks, CPU load or a CPU-side metric, video and system memory use, temperatures and power behavior. Treat these as diagnostic clues, not as a laboratory comparison between different PCs.
- Change one variable. Lower one expensive setting, change only the upscaler quality, or disable one rendering feature. Rerun the identical route and keep both results. Changing several options at once prevents you from knowing which change helped.
- Repeat with the final configuration. Run the route again after the system has reached normal sustained temperatures. If results vary, take multiple runs and report the spread instead of choosing a favorable pass.
How to interpret the numbers
Average FPS tells you the general throughput
An average near 60 indicates that the system produced roughly the desired amount of work over the measurement interval. It does not prove that every frame arrived within 16.67 milliseconds. A few severe stalls can be hidden by many faster frames.
Low and percentile results reveal drops
A low or percentile value shows how the slower portion of the run behaved. FrameView’s percentile reporting is designed to expose the severity and frequency of slower frames, while AMD Game Advisor can provide a 95th-percentile measure on supported configurations. State exactly which statistic you used; “low,” “1% low” and “95th percentile” are not interchangeable labels.
Frame-time consistency explains perceived smoothness
Watch for repeated spikes, hitching or uneven pacing even when the FPS number looks acceptable. A stable sequence around 60 generally feels better than a sequence that alternates between very high and very low values. If the tool graphs frame time, preserve the graph or log with the run so another person can see the pauses rather than only the average.

CPU, GPU and memory readings identify where to look next
- GPU-bound indication: GPU load remains close to full while FPS is below target. Test lower GPU-heavy options or a less demanding upscaler mode first.
- CPU-side indication: A CPU thread or CPU performance metric is limiting while the GPU has unused capacity. Lowering resolution or visual effects may change little; investigate CPU-heavy options, background work and game-specific behavior.
- Memory pressure: Video-memory or system-memory use approaches the available amount, accompanied by texture pop-in, hitching or streaming pauses. Test a lower texture or asset setting and check for other applications consuming memory.
- Clock, temperature or power constraint: Frequencies fall as the run continues or temperatures become excessive. Check cooling, power settings, dust and fan behavior before treating the result as a permanent performance ceiling.
- No obvious limiter: Shader compilation, storage streaming, background tasks, synchronization, a frame cap or a game-specific issue may be involved. Repeat after a clean restart and verify every cap and display setting.
Overlay readings help you form a hypothesis; they do not by themselves prove causation. A high GPU percentage can coexist with a CPU or streaming problem, and a low overall CPU percentage can hide one saturated thread.
What to change when the test misses 60 FPS
If the GPU is the apparent constraint
- Reduce ray-traced effects or another clearly GPU-intensive feature while leaving the rest unchanged.
- Rerun the same demanding route and compare the percentile or low result, not just the average.
- Try the upscaler’s next quality step if reconstructed 4K is acceptable, and record the image-quality trade-off.
- Use dynamic resolution only if you accept a changing internal resolution; document its target and range.
- Consider a graphics-card upgrade only after measurement repeatedly identifies the GPU as the limiter and the candidate hardware has game-specific evidence for your target.
If the CPU appears to be the constraint
Test settings that reduce simulation, crowd, view-distance or other CPU-side work when the game exposes them. Check for background processes, thermal throttling and a single saturated CPU thread. A faster graphics card will not automatically fix a CPU-limited scene.
If memory or streaming causes stutter
Lower texture or asset quality one step, close memory-heavy applications and repeat the same traversal. Keep storage and shader-compilation behavior in mind: the first run after a driver or game update may not represent later runs. Record whether the hitch repeats at the same location.
If synchronization or a cap masks performance
Temporarily test without an artificial cap to learn the system’s headroom, then restore the cap and synchronization settings you actually intend to use. Report both conditions only when the distinction helps explain behavior; do not compare a capped run with an uncapped run as though they were equivalent.
Use a decision framework instead of a single pass/fail number
| Observed result | What it means | Next action |
|---|---|---|
| Average at or above 60, low or percentile result remains near the target, and frame times are consistent | The tested game, scene and settings appear to meet the goal. | Keep the exact qualification: game version, route, settings, scaling mode and frame-generation status. |
| Average reaches 60 but recurring dips or frame-time spikes are visible | The experience may not feel like a consistently smooth 60 FPS. | Identify the scene and setting associated with the dips, then retest one change at a time. |
| Below 60 with sustained high GPU load | The GPU is a plausible limiting component. | Test GPU-heavy settings or upscaling before considering a graphics-card upgrade. |
| Below 60 without clear GPU limitation | GPU replacement is not yet justified by this measurement. | Investigate CPU load, memory pressure, shader compilation, background tasks, temperature, power behavior and game-specific problems. |
| Results vary substantially between identical runs | The workload or system state is not controlled well enough for a firm conclusion. | Standardize the route, warm-up, background tasks, caps and run duration; report the variation. |
How to compare two PCs fairly
A comparison is meaningful only when both systems use the same game build, 4K output, graphics settings, upscaler and frame-generation mode, route, run duration, cap, synchronization state and measurement tool. Keep drivers and operating conditions as similar as practical. Compare these axes together:

- Average FPS for overall throughput.
- Low or percentile FPS and frame-time behavior for consistency.
- Image quality, especially when one system uses a different internal resolution or reconstruction mode.
- Whether the reported FPS includes generated frames.
- GPU, CPU and memory behavior to explain why the results differ.
Do not declare a winner from an average alone. A system with a slightly lower average but fewer severe stalls can deliver the smoother 4K experience.

A useful test note can fit in a small table or text file. Include:
- Game title and exact version or patch.
- CPU, graphics card, system RAM, driver and operating-system version.
- Display output set to 3840 × 2160 and the display refresh rate.
- Preset and every significant override, including ray tracing.
- Native, dynamic-resolution or upscaler mode and its quality setting.
- Frame generation, V-Sync, variable refresh and frame-cap status.
- Benchmark name or the starting point and route used.
- Run duration, warm-up procedure and number of repetitions.
- Average FPS, low or percentile statistic, frame-time observations and any visible hitch.
- CPU/GPU load, clocks, temperature and memory observations that explain the result.
Finish with a narrowly worded conclusion such as: “In game version X, on this route, at 3840 × 2160 with the listed settings and upscaling mode, the system held approximately 60 FPS with the recorded percentile result; frame generation was off.” That statement is useful because it says exactly what was tested without claiming that every scene in the game behaves identically.

Reporting only the highest average
Average FPS can conceal intermittent drops. Preserve a low or percentile value and note frame-time spikes.
Mixing native, upscaled and generated results
“4K” describes the output in all three cases, but the internal workload and meaning of the FPS number differ. Put the rendering mode beside every result.
Changing several options together
If you alter resolution scaling, ray tracing and shadows in one pass, you cannot identify the setting that solved the problem or judge its image-quality cost. Change one variable and repeat the same route.

When you can confidently say the game holds 60 FPS
You can make a qualified claim when repeated runs of a representative demanding scene at the intended 4K output show an average around the target, an acceptable low or percentile result, and consistent frame times, with the rendering mode clearly identified. The conclusion should remain tied to the game version, settings and route you tested. If any of those change, run the check again rather than treating the old result as a universal hardware guarantee.
