An application, technical review, committee recommendation or public listing is not proof that final approval was granted.
What “approved” must mean for your check
Industrial projects rarely have one universal approval. Requirements depend on the country, state or province, municipality, project activity and development stage. A project may need separate environmental, planning, building, water, fire, industrial-safety, land-use and operating permissions. An environmental clearance proves only what that environmental authority decided; it does not establish that every construction or operating approval is in place.

Before searching, define the approval question. You may be checking whether an environmental clearance was granted, whether an operating permit was issued, whether a proposed expansion was authorized, or whether the project has any final decision at all. The competent authority and the records you need change with that question.
Step 1: Build an exact project identity
Write down the identifiers that distinguish the project from similarly named proposals or companies:

- Official project name, including a phase, unit or expansion description.
- Company, developer or other named proponent.
- Site address, village, district, municipality, state or province and country.
- Industrial activity, such as a processing plant, mine, power facility, waste installation or chemical works.
- Relevant approval category and the stage being checked: proposed, under construction, operating, expansion or renewal.
- Proposal, permit, application or file number, if one appears in a public notice, filing, news report or company document.
A common project name is not enough. Match at least the proponent and locality, and preferably the official file number, before treating a record as evidence about the project you are investigating.
Step 2: Find the authority that actually controls the approval
Start with the government authority responsible for the specific approval category and location. For environmental matters, begin with the national or subnational environmental authority. Then identify planning, building, water, fire, industrial, occupational-safety and other authorities that may regulate the same site or activity.
Do not assume that a national portal contains every permit. Some systems combine records from several levels of government; others cover only one authority or one type of decision. The three systems below illustrate those differences and are examples for their own jurisdictions, not a worldwide checklist.

These portal descriptions were checked on 13 October 2026. Interfaces, labels and records can change, so use the live official system and the authority’s current rules when making a decision.
Step 3: Search with multiple identifiers
Run separate searches rather than relying on one spelling. Try the project name with the locality, the proponent with the locality, and any proposal or permit number. Test common abbreviations, former company names and the local-language version of the project name where relevant.
Search results can include a proposal, a consultation notice, a committee agenda, a decision list or a compliance report. Record the exact title, authority, file number and date for every plausible match. If the portal supports filters, narrow by region, project type and decision period before opening records.

India’s PARIVESH query interface is designed to expose proposal information and associated attachments. The UK Environment Agency publishes decision lists and provides public-register access. Brazil’s PNLA lets anyone consult basic licensing information for licensed and in-process projects without creating an account.

Step 4: Interpret the status instead of guessing
A status label describes a point in an administrative process, not necessarily the legal outcome. Read the authority’s definitions and distinguish these categories:
- Application or proposal: the proponent has submitted material; no approval is implied.
- Under examination or under process: the authority is reviewing the submission.
- Public hearing, technical review or committee recommendation: an input or recommendation exists, but a final decision may still be pending.
- Submitted for approval: the file has moved to a decision stage; it is not the same as a granted approval.
- Granted, issued or decided: the authority records a final outcome, which must still be matched to the correct project and scope.
- Refused, withdrawn, expired, suspended or revoked: the record may show that an earlier application or permission cannot currently support the activity.
PARIVESH demonstrates why this distinction matters. Its visible stages include “Under Examination,” “Under Process in Ministry,” “Recommended by EAC,” “Submitted for Approval” and “EC Granted.” Only the granted stage indicates that the environmental clearance was recorded as granted; the earlier stages do not.
Step 5: Open the decision document
Do not stop at a search-result label. Open the approval letter, permit, decision notice or other primary document whenever the system provides one. Check that the document names the same:
- Proponent or legal entity.
- Project and facility description.
- Site, parcel, municipality and coordinates where provided.
- Industrial activity, capacity and technology.
- Application or permit number.
India’s official clearance query interface identifies attachments that may include Form 1, pre-feasibility material, an environmental impact assessment and environmental management plan, public-hearing records, the environmental-clearance letter, requests for additional information, compliance reports and monitoring reports. These documents can reveal whether the listed project differs from the facility being discussed publicly.

Step 6: Check the decision’s scope, dates and conditions
Once you locate a decision, extract the facts that determine what it authorizes:
- Decision date and effective date: a publication date may differ from the date permission takes effect.
- Authorized activity: confirm the process, materials, waste streams, emissions or production capacity covered.
- Physical scope: verify the parcel, units, access works, utilities and associated infrastructure.
- Project phase: determine whether the decision covers site preparation, construction, trial operation, full operation, closure or only one phase.
- Validity and renewal: note expiry, review, renewal or commencement deadlines.
- Conditions and follow-up: record monitoring, reporting, mitigation, public-hearing commitments and compliance obligations.
Never extend a decision to a later expansion, a different parcel or an additional production line unless the document expressly does so. A clearance for an original design may not authorize a material change, and an environmental permit may not replace a construction or operating authorization issued by another body.
Step 7: Check approvals outside the environmental file
After confirming the environmental record, create a second list for approvals that may be controlled elsewhere. Depending on the jurisdiction and project, ask the relevant authorities about:
- Land-use, zoning and planning consent.
- Building permits and occupancy or completion certificates.
- Water abstraction, discharge and groundwater permissions.
- Hazardous-substance, chemical-storage and industrial-safety approvals.
- Fire protection and emergency-response approval.
- Electricity, grid connection, transport or road-access permissions.
- Waste handling, emissions or sector-specific operating licences.
- Forest, wildlife, coastal or protected-area permissions.
The environmental systems described here do not establish a single global checklist. The project’s location and activity determine which additional authorities and permits apply. Treat “environmental clearance granted” as one verified fact, not as a conclusion that the facility is fully authorized.
How to use the three example systems
India: PARIVESH
- Search the PARIVESH proposal query using the project or proponent name and locality. Add the proposal number when available.
- Confirm that the displayed proponent, project description and location match the facility you are checking.
- Read the current stage. “EC Granted” is materially different from “Recommended by EAC,” “Submitted for Approval,” “Under Examination” or “Under Process in Ministry.”
- Open the environmental-clearance letter and supporting attachments, including any public-hearing or compliance records relevant to the decision.
- Compare the approved capacity, site and conditions with the current proposal or construction description.
PARIVESH is a web-based, role-based workflow for environmental, forest, wildlife and coastal regulation zone clearance proposals. Its tracking function is useful for establishing where a proposal sits in the workflow, but the project-specific decision document is the stronger evidence of what was granted.
United Kingdom: Environment Agency
- Search the Environment Agency’s environmental-permit public register and the published decision reports for the relevant site and operator.
- Check the operator name, installation address, permit number and regulated activity.
- Use the issued permit to read operating limits, monitoring duties, review provisions and other conditions.
- If the permit is not available online, request it from the Agency by the stated email or phone route, or arrange an appointment to view it at a public-register office.
- Remember that this is an environmental-permit check. A permit entry does not by itself prove planning consent, building completion or every other authorization needed for the site.
The Environment Agency publishes monthly reports of environmental-permit decisions for the previous month. A decision-list entry is a useful lead, while the issued permit establishes the operative conditions.

Brazil: PNLA
- Search the National Environmental Licensing Portal by project, location, licensing authority or other available identifier.
- Review whether the record is for a licensed project or one still in process.
- Note the licence type, responsible authority and process status shown in the record.
- Match the information to the proponent and facility before treating it as the project you need.
- If PNLA is unavailable or the record is incomplete, move to the relevant state environmental-agency website or IBAMA, as directed by the federal service.
PNLA brings together licensing information from state, district and federal levels and allows public consultation without registration or authorization. Its basic listing is a starting point for verification; seek the responsible authority’s decision document when the legal scope or conditions matter.

A blank search is inconclusive. The project may use a different legal name, sit in another jurisdiction, be indexed under a permit number, or be covered by a register that is not connected to the first portal you checked.
- Repeat the search with the proponent, locality, former names and file number.
- Check the authority responsible for the subnational location, not only the national portal.
- Search published decision lists, public notices and register indexes for the relevant date range.
- Use the authority’s public-register, email, phone or appointment process to request the record.
- Ask the authority which approval category applies if the project type or stage is unclear.
- Document the date you searched, the terms used and the authority’s response.
Do not write “no approval exists” merely because a portal returned no result. The defensible conclusion is that no matching record was found in the sources and searches you performed, unless the competent authority confirms the absence.
How to document a defensible finding
Create a short verification file for each project. Include:
- Project and proponent identifiers used.
- Site and jurisdiction.
- Authority and portal searched.
- Search date and terms.
- Record or permit number.
- Exact status and decision date.
- Decision document or register reference.
- Authorized activity, capacity, site and project phase.
- Conditions, expiry or renewal information.
- Other approval categories still requiring separate checks.
Use precise language in your conclusion. For example: “The environmental authority’s record shows an environmental clearance granted for the named proponent and site, subject to the attached conditions.” Do not broaden that statement into “the project is fully approved” unless every required approval has been independently verified.
Common mistakes and their fixes
Confusing a recommendation with a decision
A committee recommendation or technical endorsement can precede the final approval. Fix it by locating the final decision letter and checking the status label.
Matching the wrong company or site
Industrial projects often share names, and a corporate group may have several facilities. Fix it by matching the legal proponent, locality, project description and file number together.
Using an old approval for a new phase
An original facility approval may not cover an expansion, capacity increase or changed process. Fix it by comparing the decision’s scope and dates with the current proposal.
Assuming one permit covers everything
Environmental, planning, building, water and safety permissions can be separate. Fix it by identifying each relevant authority for the site and activity.

Registers can be incomplete or temporarily unavailable. Fix it through the authority’s public-register or inquiry route and record the response.
Relying on a news report or company announcement
Secondary material can identify a project or file number but may describe a proposal as “approved” loosely. Use it as a search lead, then verify the official record and decision document.
Bottom line for a reliable approval check
Identify the exact project, proponent, site and approval category; search the competent official register with multiple identifiers; distinguish process stages from a granted decision; and read the underlying letter or permit for scope, dates and conditions. Then check the other authorities whose permissions the project may need. India’s PARIVESH, the UK Environment Agency’s permit records and Brazil’s PNLA show three different ways official systems expose proposals, statuses and decisions. None should be treated as a universal register, and a missing search result is not proof that an approval does not exist.
