Measure the complete mini PC at the wall with a plug-in AC watt meter or power logger while it performs the workload behind the claim. At the same time, record processor telemetry when available. Then compare like with like: wall-input watts to wall-input watts, processor-package watts to processor-package watts, and a clearly defined short peak to a clearly defined sustained average. A processor’s TDP or Processor Base Power is a thermal-design target, not the peak power draw of the finished computer.
What an advertised “peak power” number actually means
The phrase peak power is incomplete unless the seller identifies both the electrical boundary and the time window. It might mean processor power, the mini PC’s internal DC consumption, the AC input at the outlet, an adapter’s maximum rating, an instantaneous maximum, a brief turbo burst, or a sustained average. Those are different measurements.

Before testing, copy the exact wording of the claim and ask four questions:
- Is the number for the processor, the computer’s internal DC rail, the adapter, or complete-system AC input?
- Is “peak” the highest sampled value, a short burst, an average over a stated interval, or a sustained limit?
- What workload produced it?
- What meter, sampling interval, firmware mode, peripherals, and display state were used?
If those details are missing, the claim cannot be verified directly as written. You can still publish a useful, reproducible measurement, but you must define your own scope and interval instead of presenting one context-free watt figure.

Why TDP is not the mini PC’s wall-power peak
Intel describes Thermal Design Power (TDP) as a target for selecting a thermal solution. Its support documentation states: “The purpose of defining TDP is to provide system designers/integrators with a power target in order to help with proper thermal solution selection.” For 12th-generation Core processors and newer, Intel generally uses the term Processor Base Power instead of TDP in its specification material.
That design target applies to the processor and its cooling requirements. A mini PC also contains memory, storage, voltage regulators, a motherboard, networking, USB devices, fans and an AC adapter. Measuring the outlet therefore produces a larger and differently scoped number than reading the processor specification.
Turbo operation and certain AVX workloads can temporarily exceed the processor’s base target until a thermal-throttle temperature or a power-delivery limit is reached. Intel’s performance guidance describes short workloads as turbo-bound, sustained workloads as constrained by base parameters and cooling, and real applications as mixtures of both. A brief high reading and a lower long-run reading can therefore both be genuine.
Choose the measurement boundary first
| Measurement | What it includes | What it can answer | Important limitation |
|---|---|---|---|
| Wall AC watts | The AC adapter and the entire mini PC platform | How much power the setup draws from the outlet | Includes adapter-conversion losses; does not identify which component used the power |
| Processor package telemetry | The processor package domain, often exposed through RAPL | How much energy the processor package used during a task | Not a wall-input reading; platform domains may be omitted |
| Core, graphics or DRAM telemetry | A particular hardware domain when the platform exposes it | Where processor-side energy went | Availability and accuracy vary by hardware, firmware and operating system |
| Adapter rating | The adapter’s maximum rated output under its specified conditions | Whether the adapter is sized for the computer | Not evidence of the computer’s actual consumption |
For an advertising claim about the computer’s electricity use, an external AC measurement is the practical primary method. Software readings are complementary: they help explain processor behavior but may not include the board, storage, fans, display power or adapter losses. Intel’s Open Edge Platform guide labels processor-side domains such as PkgWatt, CorWatt, GFXWatt, RAMWatt and, on some systems, SysWatt. The platform domain can be absent or frozen, so do not treat an unavailable or static value as a complete-system measurement.
Equipment and controls for a fair test
Use a plug-in AC watt meter or logger between the wall outlet and the mini PC’s supplied adapter. Select a device rated for your outlet voltage and the expected current. Useful capabilities include watt display, cumulative energy, stated accuracy and resolution, logging or export, a known update interval and a documented peak-hold or transient mode. A more advanced AC power analyzer can provide better-defined timed logs, but the category matters more than a particular model.
Keep every condition that can affect power constant:
- Record the mini PC model, exact processor SKU, memory and storage configuration.
- Record the adapter model and rated voltage, current and output power.
- Use the same BIOS or firmware, operating-system build and power profile for every run.
- Keep the display, network connection, USB devices and external drives in the same state.
- Close or document background software, scheduled updates and synchronization jobs.
- Note room conditions where practical and start each run from a stable temperature.
These controls make comparisons repeatable; there is no universal warm-up time or room temperature that applies to every mini PC.

Step-by-step procedure
1. Identify the claim and the hardware
Write down the vendor’s exact number, wording, source and date. A phrase such as “peak 65 W” is not enough by itself. Record the processor model, memory channels and capacity, storage devices, wireless state, display resolution and refresh rate, adapter rating and all connected peripherals. Find the processor’s official specification so you can note its TDP or Processor Base Power, but label that field as a processor design target rather than a system measurement.
2. Define peak, sustained power and energy
Set the reporting rules before you start. Define a short maximum as the highest value the instrument actually reports, including its sample interval or peak-hold behavior. Define sustained power as the average after the initial burst over a named window. Define task energy as the watt-seconds or watt-hours required to complete a fixed task. Do not imply that a household meter captures millisecond transients unless its documentation explicitly says so.
3. Connect the AC meter
Plug the meter into the wall, then plug the mini PC’s supplied adapter into the meter. Do not place the meter only on a monitor or a USB accessory. Confirm that the meter is operating within its voltage and current ratings. This arrangement measures the complete computer-and-adapter input that a buyer would draw from the outlet.
4. Start optional processor telemetry
On a compatible Linux installation, turbostat can display processor package, core, graphics, memory and temperature fields when the hardware and kernel expose them. A one-second interval can be requested with a command such as sudo turbostat --interval 1, although available options and required permissions vary. Record which fields appear rather than assuming every platform provides them.
RAPL counters are energy counters. Read a counter at the beginning and end of an interval, subtract the two values, convert the energy difference to joules and divide by elapsed seconds to obtain average watts for that domain. Intel’s sampling guidance describes this interval method; actual support depends on the processor, firmware, Linux kernel and security configuration.
5. Establish an idle baseline
Leave the machine in the defined idle state for a stated interval and record average AC watts, any reported short maximum, processor telemetry, temperature, fan state and display state. A 10-minute idle period is a practical example, not a universal standard. Keep the same peripherals and display state for workload runs; otherwise the baseline is not comparable.
6. Select the workload that the claim is supposed to describe
Use a real task that matches the intended use: browser and video playback, office multitasking, software compilation, 3D rendering, gaming, AI inference or another named application. Record the application version, input data, quality settings and task definition. If the advertising copy does not identify a scenario, select the workload most relevant to the buyer and state that choice.

A synthetic all-core CPU or GPU stress test is useful as an additional severe-load result. It is not a substitute for the advertised real-world scenario. Label it synthetic and keep it separate from the application result.
7. Align logging with the timed work
Start the AC log and telemetry immediately before the timed section and stop them immediately afterward. Intel’s evaluation procedure uses this start-and-stop approach and describes one-second samples for its power analyzer. Do not include long periods of launching applications, downloading files or sitting at a menu unless those activities are part of the defined task.
8. Separate the burst from steady state
Report the instrument’s highest observed reading, its sampling interval or peak-hold setting, and the sustained average after the initial burst over a named window. Repeat the same run under the same conditions. A processor may draw more during turbo at the beginning and settle lower once temperature or power limits apply.
9. Log temperature, speed and limits
Capture processor or package temperature, completion time or throughput, fan behavior and any thermal- or power-throttling indication. A lower watt number can mean that the computer ran more slowly. Cooling and firmware can clamp sustained power below a nominal target when the heatsink cannot dissipate the heat, so power must be reported alongside performance.
10. Calculate task energy
For a fixed-duration task, calculate watt-seconds as:

How to compare your result with the advertisement
Match the electrical boundary first, then match the time definition and workload. Compare a wall-input advertisement with your AC meter, a processor-package statement with package telemetry and a DC-output statement with an appropriately instrumented DC measurement. Never compare an Intel Processor Base Power field directly with a whole-system AC result.
Use wording that preserves the qualification: “The meter reported a maximum of X W at its stated sampling interval and a Y W average during the named task; the task consumed Z Wh and completed in N seconds.” If the seller did not define peak or scope, say that the original claim is ambiguous and present your independently defined result rather than declaring it true or false.

“Record meter value” is an instruction for your test sheet, not a measured result. Replace it with the actual reading, instrument model, sample interval and date when publishing results.
Interpreting common mismatches
The wall reading is higher than the processor figure
This is expected when the two numbers have different scopes. Wall AC includes adapter losses and platform components; package telemetry covers only the processor domain. The difference is not, by itself, evidence of an inaccurate specification.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe first seconds are high, then power falls
The processor may have used turbo power for a short burst before reaching a thermal or delivery limit. Report both the short maximum and the later average, together with the workload duration and temperature.

A stress test exceeds the advertised real-workload number
A severe synthetic load can exercise more cores or vector units than ordinary software. Keep it as a separate worst-case result. It does not disprove a claim that was explicitly limited to browsing, video playback or another lighter scenario.
The measured value is lower but performance is also lower
Check the operating mode, temperature, fan curve and throttling messages. Firmware may deliberately clamp sustained power, or a quiet mode may trade speed for lower consumption. Report throughput or completion time so readers can distinguish efficiency from reduced performance.
Telemetry fields are missing or frozen
RAPL and platform domains are hardware- and firmware-dependent. A missing SysWatt value does not mean the system consumes no platform power. Use the AC meter for the complete-system result and document exactly which telemetry fields were available.

For a consumer setup, the AC meter should be the primary instrument for a whole-PC advertising claim. Telemetry is most valuable when explaining why the wall result changes or when comparing processor behavior independently of the adapter.
What the Intel guidance establishes—and what it does not
Intel’s “Thermal Design Power (TDP) in Intel Processors,” last reviewed April 4, 2023, explains the thermal-design purpose of TDP, the newer Processor Base Power terminology and temporary turbo or AVX exceedance. Intel’s “Performance Proxy Frequently Asked Questions for Intel Processors,” last reviewed March 18, 2024, discusses dynamic operating ranges and short versus sustained behavior.
The Intel Open Edge Platform Power Profiles User Guide, version 2026.2, describes package, core, graphics, DRAM and platform domains, temperature monitoring and firmware clamps. Those platform details should not be generalized to every mini PC. Version 2026.1 of its guidance on core pinning describes RAPL and hwmon interval sampling; support still depends on the hardware and Linux environment.
Intel’s historical Software Evaluation Guide for Intel Core 2 Duo Processor demonstrates an AC analyzer connected ahead of the adapter, timed logging and one-second samples. Its software and platform examples are old, so use it as measurement methodology rather than as a current product recommendation. The cited material does not provide a population statistic showing how often mini PC advertising matches real workloads, nor does it establish a universal accuracy figure for consumer meters.

A concise decision rule
- If the claim is about outlet consumption, use an AC meter at the wall.
- If the claim is about processor power, use matching package or domain telemetry.
- If “peak” is undefined, publish a short maximum and a sustained average with the interval and meter behavior.
- If the workload is unspecified, choose and name a realistic task, then keep any synthetic stress result separate.
- If power changes with speed or temperature, report energy per completed task and the performance result.
Following those rules turns an ambiguous marketing number into a test another reader can repeat and interpret.
