If the receipt contains a separate “UPI”, “MDR”, “payment” or “convenience” line, ask the merchant to identify it. Under the Department of Financial Services’ 15 September 2026 FAQ, consumers are not supposed to pay UPI charges; the announced merchant-discount-rate (MDR) framework is scheduled to take effect on 15 October 2026.
What a UPI fee on your bill would look like
MDR is a charge within the payment ecosystem. The September 2026 government FAQ describes it as a merchant-side cost and says merchants may not pass it to customers. It also says UPI application providers may not add platform fees or other payment charges for UPI payments.
As an Amazon Associate I earn from qualifying purchases.
That does not mean every amount above the shelf price is a UPI fee. A receipt may include tax, delivery, packaging, service, a minimum-order charge or another legitimate component. The question is whether the merchant has added a separate amount because you chose UPI, rather than because of the goods or service supplied.
Look for wording such as:
- UPI charge or UPI fee
- MDR, merchant discount rate or payment MDR
- Digital-payment charge or transaction fee
- Convenience fee that appears only when UPI is selected
A handwritten total or verbal request can still be relevant. If a shop says, for example, “the bill is ₹100, but UPI is ₹110,” record both amounts and ask for an itemised receipt.

When the announced rules apply
The Department of Financial Services FAQ dated 15 September 2026 gives the framework an effective date of 15 October 2026. The FAQ was retrieved on 13 October 2026, two days before that date, so payments made before 15 October should not automatically be judged under the later threshold structure. For any dispute after the effective date, check the latest Ministry of Finance, Reserve Bank of India, National Payments Corporation of India or verified banking-app guidance because policy details can change.
| Situation | Announced merchant MDR treatment | What the customer should pay |
|---|---|---|
| Ordinary qualifying person-to-merchant (P2M) payment above ₹2,000 | 0.4% MDR | No separate MDR charge, according to the FAQ |
| Ordinary qualifying P2M payment of ₹75,000 or more | 0.4%, capped at ₹300 per transaction | No separate MDR charge, according to the FAQ |
| Small person-to-person merchant (P2PM) merchant receiving up to ₹1 lakh per month through UPI QR | Zero MDR | No separate MDR charge; one payment above ₹2,000 does not by itself remove this exemption |
| Railways, telecom, insurance, fuel and utilities above ₹2,000 | Flat ₹5 MDR | The FAQ says the merchant may not pass that MDR to the customer |
| Mutual-fund, securities, stockbroker and dealer payments | 0.02% MDR, capped at ₹300 | The FAQ says the customer does not pay MDR |
These are merchant-side rates, not a price list that a shop can add to your bill. Category, merchant classification and the transaction date all need to be established before applying a threshold.
How to check a bill, step by step
1. Preserve the price you agreed to
Before paying, note the shelf price, menu price, displayed total or amount quoted at the counter. For an online or delivered order, save the order summary. If the price changes at checkout, ask which product, tax or service item caused the difference.

2. Read the itemised receipt
Check for a distinct line containing “UPI”, “MDR”, “payment”, “digital”, “transaction” or “convenience”. Write down the exact label and amount. Do not assume that a line called “service charge” is MDR; ask what service it represents.
3. Check the UPI confirmation
Open the transaction in the UPI app or bank account and record the amount shown as successful or debited, the date, the merchant name and the transaction reference. A payment request that was declined, reversed or still pending is not proof that the merchant received the money.
4. Compare the two totals
| Bill information | Payment-record information | Question to resolve |
|---|---|---|
| Posted or agreed price | Amount debited or marked successful | Did the debit exceed the agreed total? |
| Itemised lines and taxes | Single UPI debit | Can every rupee in the debit be matched to a bill item? |
| Separate UPI/MDR/convenience line | Transaction date and reference | Was an extra amount tied specifically to the payment method? |
5. Ask for a precise explanation
Use a neutral question: “The itemised total is ₹X, but the UPI debit is ₹Y. What is the ₹Z line, and is it part of the product price or a separate payment charge?” Ask for a corrected bill if the extra amount is described as UPI MDR or a UPI fee.

6. Keep the records
Save the receipt, a screenshot of the successful transaction, the merchant’s name and location, and any written explanation. If the merchant removes the line or refunds the difference, retain the original records so the final outcome is clear.

Classify the transaction before judging the amount
The ordinary 0.4% figure is limited to a qualifying P2M transaction. Do not apply it automatically to every QR payment. First ask whether the payment is for a business sale, whether the merchant falls in the small P2PM category, and whether the payment is in a listed sector such as fuel or utilities. Capital-market payments have their own rate and cap.
For a small P2PM merchant, the relevant condition is receipt of up to ₹1 lakh per month through a UPI QR under that category. The exemption is not lost merely because one customer makes a payment above ₹2,000. A shopkeeper’s statement that “anything over ₹2,000 attracts a fee” therefore does not establish that a customer charge is due.
For a special-sector transaction, record the sector as well as the amount. A ₹5 merchant MDR in an eligible utility, telecom, insurance, fuel or railway transaction is still described as a merchant-side amount. For mutual funds, securities, stockbrokers and dealers, note that the announced rate is 0.02%, subject to a ₹300 cap, but the customer-facing rule remains that consumers do not pay MDR.
How to use the percentages without treating them as a surcharge
Calculating the announced rate can help you recognise a line item, but it does not make that line item collectible from you. On a ₹10,000 ordinary qualifying P2M payment, 0.4% is ₹40. On ₹75,000, 0.4% is ₹300, which is also the stated cap. On an amount above ₹75,000, the merchant-side MDR does not continue increasing beyond ₹300 under the cap.

If a receipt says “UPI MDR ₹40” on a ₹10,000 sale, the arithmetic may match the announced merchant rate, yet the FAQ says the merchant may not pass it through. Conversely, a ₹10 convenience line on an ₹850 grocery bill cannot be justified by saying the purchase is below or above a threshold; the first question is what the line represents and whether it appeared because UPI was selected.

Examples of a proper check
Example: a grocery purchase
The displayed total is ₹850. The receipt lists groceries and tax totalling ₹850, while the UPI app shows a successful debit of ₹860. The unexplained ₹10 difference is a separate amount, even though the purchase is below ₹2,000. Ask whether the shop added a UPI or convenience line and request an itemised correction. The threshold does not make a customer fee acceptable.
Example: a large ordinary purchase
The agreed P2M price is ₹10,000 and the receipt adds “UPI MDR ₹40”. The arithmetic matches 0.4%, but that does not make the line valid for the customer. Under the announced FAQ, MDR is merchant-side and may not be passed through.
Example: a utility payment
A utility bill above ₹2,000 includes a ₹5 line labelled MDR. The sector’s announced merchant MDR may be ₹5, but the FAQ still says consumers do not pay MDR. Ask for the charge to be removed or explained as a genuine bill component unrelated to UPI.
Example: a normal bill with no payment fee
A restaurant’s total rises because tax and a clearly described service item are listed, and the UPI debit exactly matches the itemised total. There is no demonstrated UPI surcharge merely because UPI was used.
Example: a payment before the effective date
A receipt dated 10 October 2026 contains a disputed line. The 15 October framework was not yet at its stated effective date, so do not apply its thresholds mechanically. Preserve the record and consult the guidance that applied on the transaction date, then compare it with any later update.
Do not confuse a higher bill with a UPI surcharge
- Tax: Verify that the tax rate and taxable items are shown on the receipt.
- Delivery or packaging: These may be separate prices for fulfilment, not payment processing.
- Service or convenience charges: Ask what service they cover and whether the same charge applies when paying by cash or another method.
- Rounding: A small rounding adjustment should be identified, not silently described as UPI MDR.
- Duplicate or delayed debits: Check whether one transaction is pending, reversed or duplicated before accusing the merchant of adding a fee.
The useful test is not simply “Was the final amount higher?” It is “Can every part of the final amount be matched to a disclosed product, tax or service item, and did a separate amount appear because I selected UPI?”

Questions to ask at the counter
- What is the price of the goods or service before payment?
- Which receipt line explains the difference between that price and the final total?
- Is this amount charged for a product, tax, delivery or service, or only for choosing UPI?
- What merchant category applies to this transaction?
- Can you issue a corrected itemised bill without a line labelled UPI, MDR or payment fee?
Keeping the questions specific avoids an argument over terminology. A merchant may use “convenience” or “handling” instead of “MDR”; the comparison is still whether the amount is a disclosed component of the sale or a payment-method surcharge.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat to do when the merchant will not explain
- Request an itemised bill showing the product or service total and the disputed line.
- Show the successful UPI amount and ask the merchant to reconcile it with the bill.
- Ask whether the amount is a product-price change or a separate payment charge. Do not accept the word “MDR” as an explanation by itself.
- Keep the receipt, transaction reference, date, merchant details and any messages or photographs.
- Check current information from the Ministry of Finance, RBI, NPCI or your bank’s verified app or support channel for the applicable rule and any available complaint route.
This is a practical way to document and query a disputed amount, not a quoted formal complaint procedure. The official FAQ states the customer-facing rule; it does not prescribe this exact checklist.
Why date and category matter
In April 2025, the Ministry of Finance said claims that GST was being considered on UPI transactions above ₹2,000 were false and said there was then no MDR on UPI P2M transactions. That was a statement about the policy in force at that time. It should not be used to contradict the later 15 September 2026 FAQ, which announces a framework scheduled for 15 October 2026.
The date on your receipt therefore belongs in any dispute. So do the merchant category and transaction type. Applying the ordinary 0.4% figure to a small P2PM merchant, a listed special sector or a capital-market payment can produce the wrong conclusion.
What the government estimates do—and do not—show
The Department of Financial Services FAQ says more than 95% of P2M UPI transaction volume is at or below ₹2,000. A separate 15 September 2026 Ministry of Finance release says approximately 96% of merchant transactions remain unaffected under the announced framework. Those figures use different wording and should not be treated as the same statistic or as an independent measurement. They are government estimates, not a guarantee that every individual bill below ₹2,000 is correctly itemised.
Quick checklist for your next payment
- Record the displayed or agreed price before scanning.
- Read every receipt line, including taxes and convenience or service charges.
- Compare the itemised total with the amount marked successful or debited in the UPI app.
- Check the transaction date against 15 October 2026.
- Identify whether the merchant is an ordinary P2M, small P2PM or a special-sector payment.
- Ask for an explanation of any line labelled UPI, MDR or payment fee.
- Keep the bill and transaction record if the amount remains unclear.
- Use current official guidance for any escalation or policy change.
The answer in one sentence
If the bill and UPI debit match and all lines have an ordinary product, tax or service explanation, you have not shown a UPI fee; if a separate amount is tied to choosing UPI, document it and ask for correction because the 15 September 2026 government FAQ says consumers should not be charged MDR or other UPI payment fees.

Frequently Asked Questions
Can a merchant charge me 0.4% for a UPI payment above ₹2,000?
The announced 0.4% rate is an MDR for an ordinary qualifying P2M transaction, not a customer surcharge. The Department of Financial Services FAQ says merchants may not pass MDR to consumers, so an item labelled “UPI MDR” should be questioned and matched against a corrected bill.
Does a payment below ₹2,000 automatically avoid every UPI fee?
No threshold replaces checking the receipt. A separate UPI or convenience line is still an amount to explain, and the FAQ says consumers making payments through UPI will not face charges. Taxes, delivery, packaging or a genuine service item may have a different basis.
What is the small-merchant P2PM exemption?
The announced framework keeps zero MDR for a small P2PM merchant receiving up to ₹1 lakh per month through a UPI QR. One payment above ₹2,000 does not by itself remove that exemption. Ask the merchant to clarify its category if it claims the threshold alone creates a fee.
Are the ₹5 charges in fuel, telecom, insurance, utilities or railways payable by customers?
Those sectors are listed for a flat ₹5 merchant MDR above ₹2,000, but the FAQ still says MDR may not be passed to the customer. A ₹5 line labelled MDR should therefore be identified and corrected or explained as a separate, genuine bill component.
What should I save if the merchant disputes the extra amount?
Keep the itemised receipt or a photograph of it, the successful UPI or bank transaction showing the amount and reference, the date, the merchant name and location, and any written explanation. These records let you compare the agreed price, bill total and actual debit.
Does the 15 October 2026 date apply to an older transaction?
The FAQ dated 15 September 2026 schedules the framework to take effect on 15 October 2026. For an earlier payment, do not apply the later thresholds automatically. Record the transaction date and check the official guidance applicable to that date.
Does a matching debit prove there was no UPI fee?
It shows that the payment record matches the billed total, but you should still read the itemised lines. If the total includes a distinct UPI, MDR or payment charge, ask what it represents even when the debit and receipt match.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The Bottom Line
Bottom line: Compare the agreed and itemised bill with the successful UPI debit, then check the date and merchant category. The September 15, 2026 Department of Financial Services FAQ treats MDR as a merchant-side cost and says consumers should not be charged UPI fees; a separate payment-method line should be documented and questioned.
