Investigate possible matches, check direct and indirect ownership under OFAC’s 50 Percent Rule, and apply the rules for the specific sanctions program and transaction. A name search is a first screen—not a clearance.
First establish what “Korean supplier” means
“Korean” can refer to a supplier based in the Republic of Korea (South Korea) or the Democratic People’s Republic of Korea (North Korea). Confirm the company’s actual place of registration and operations rather than relying on the label. The country alone does not establish whether a particular supplier is sanctioned or which restrictions apply.

Collect reliable identity details
Obtain the supplier’s exact registered legal name, local-language name, known Romanizations and aliases, country of registration, address, and registration number if available. Identify relevant owners as well. These details help distinguish the actual counterparty from another organization with a similar name.

Search OFAC’s official lists
Use OFAC’s Sanctions List Search for an initial manual check. It returns potential matches from the Specially Designated Nationals (SDN) List and consolidated non-SDN lists. OFAC’s Sanctions List Service also provides current list data for download. An SDN listing generally indicates blocked-person status; a non-SDN listing can carry different, program-specific restrictions, so do not treat every list entry as having the same effect.

Search name variants and investigate possible hits
Try the local-language name, alternate Romanizations, spelling variants, aliases, and relevant identifying details. OFAC’s tool uses fuzzy logic to surface potential name matches. Its similarity score is a screening aid, not a legal determination, and OFAC does not set one universal match threshold for every organization or case. Compare the identifying information against the supplier’s records and document why a potential hit is confirmed or ruled out.

Trace ownership through every layer
Do not stop when the supplier itself does not appear on the SDN List. Under OFAC’s general 50 Percent Rule, an entity is blocked if one or more blocked persons own, directly or indirectly, 50 percent or more of it in aggregate—even if the entity is not separately named on the SDN List. Follow ownership through intermediate companies and add together the blocked owners’ interests.

OFAC FAQ 91, updated August 21, 2024, explains that the property and interests in property of an entity blocked through the rule are blocked whether or not that entity is listed on the SDN List.

Analyze the transaction under the relevant rules
Determine the buyer’s U.S. nexus, the supplier’s and owners’ identities, the goods or services, other parties and intermediaries, and the jurisdictions involved. OFAC programs can impose different prohibitions, and some list entries are non-blocking. Check the current regulations and program guidance, and determine whether an authorization or exemption applies; a list search alone does not resolve those questions. U.S. persons generally must comply with U.S. sanctions wherever they are located, and certain foreign persons or transactions may also be covered.

Keep a record and refresh the check
Record the screening date, the list data or version used, the exact names and variants searched, identifiers reviewed, how potential hits were resolved, the ownership evidence, and the reason for the decision. Set review points appropriate to the business—such as onboarding and before material transactions—and screen again when relevant facts change or OFAC updates its lists. OFAC identifies stale list data and failure to account for alternative spellings as weaknesses in screening systems.

Choose a screening method that fits the workload
For an occasional manual check, OFAC’s public search tool provides a direct starting point. Organizations screening suppliers repeatedly can use OFAC’s downloadable data or evaluate commercial screening software. OFAC recognizes that software may be appropriate depending on an organization’s scale and risk, but does not endorse a particular vendor.

When an initial screen is not enough
Pause the transaction and seek qualified compliance or legal review if a possible match cannot be confidently resolved, ownership is unclear, the facts involve North Korea, or the U.S. connection or program restrictions are complex. Recheck OFAC’s current lists and applicable guidance immediately before relying on a result: a screen records what was checked at a particular time, not a permanent assurance that the supplier or transaction is unrestricted.
