There is no universal “horror is allowed” answer. A game is suitable only when the specific title and edition comply with the destination platform’s current rules, the relevant regional rating and content expectations, the publisher’s streaming and recording terms, and the rights attached to its music and other licensed material. Check those items before you go live, then review the actual scenes and audio you plan to publish.
The process below gives you a defensible yes, no, or “needs editing” decision even when no game has been named.

Why suitability depends on more than the word “horror”
Horror covers very different material: psychological tension, supernatural threats, realistic violence, sexual themes, extreme gore, profanity, drug use, or combinations of them. Streaming services do not generally approve or reject a genre as a whole. They assess the title, its rating or lack of one, the scenes shown, and whether the broadcast violates their conduct rules.
Your answer can also change with the destination, country, edition, and format. A live stream, an automatically saved VOD, an edited review, and short clips may be covered differently by a publisher’s policy or by a platform’s enforcement systems. Owning the game does not prove that every sound, video sequence, or piece of music is licensed for public transmission.

Because no particular game, platform, region, or format is specified here, the responsible result is a screening procedure rather than a title-specific clearance.
1. Define exactly what you will publish
Write down these details before checking policies. They prevent you from applying the right rule to the wrong version of the content.
- Title and edition: record the exact game name, platform edition, region, and current version or update. Remasters, regional releases, and patches can change ratings, scenes, or audio.
- Destination: identify the service where you will broadcast or upload. Rules for one service cannot be assumed to apply to another.
- Location: note the country or market whose rating and rights terms are relevant to you and your viewers.
- Format: specify live gameplay, a saved VOD, an edited long-form video, or clips. Include whether VODs and clips will be enabled automatically.
- Planned material: list the campaign, missions, cutscenes, menus, soundtrack, and any user-generated or licensed content that may appear.
Keep this record with your publication notes. If you change the edition, region, platform, or format, repeat the checks instead of assuming the earlier result still applies.
2. Check the destination platform’s current prohibited-game rules
Twitch’s baseline restrictions
For Twitch, consult the current List of Prohibited Games and the Community Guidelines immediately before streaming. Twitch prohibits games with an official ESRB Adults Only rating and games that violate applicable rules concerning hate speech, sex, nudity, gratuitous gore, or extreme violence. The policy is about the game and the material shown, not the fact that it is marketed as horror.
Twitch says an unrated title may be reviewed when there is no wholly comparable rated title. It can restrict a game when one element is sufficiently extreme or when several elements together amount to a violation. Therefore, “no rating found” is not a safe harbor.
Why an old list or another creator’s stream is not proof
Twitch describes its prohibited-game list as non-exhaustive and subject to updates. A game appearing in someone else’s stream, an old forum answer, or a past personal experience is not current approval. Re-open the live policy pages on the day of your broadcast and check the title again after a major update or regional release.
Other destinations
Apply the same discipline to another service: find its current prohibited-content rules, age or audience settings, copyright guidance, and enforcement notices. Do not transplant Twitch labels or thresholds to YouTube or any other service. The available guidance here does not establish a complete horror-content checklist for YouTube; its copyright help is relevant to music and other rights, but you must consult the service’s own current content rules.

3. Use the correct age rating and descriptors as a screening tool
Look up the rating assigned in the system used for the relevant market. The ESRB ratings guide explains rating categories and content descriptors. Descriptors can flag material that deserves a scene-by-scene review, such as intense violence, gore, sexual content, strong language, or substance use.
A rating is an early warning, not a platform permit. Twitch can restrict a title because of its official rating or because the content itself breaches Community Guidelines. A rating in one country does not automatically settle a platform’s rules in another country, and an imported or alternate edition may not carry the same classification.
When the game is unrated
Record that the title is unrated in the market you checked, then inspect the platform policy for unrated games. On Twitch, an unrated game may be reviewed when there is no wholly comparable rated title. Treat the absence of a rating as an uncertainty that requires closer review, not as evidence that the game is acceptable.
What descriptors should trigger a closer look
- Graphic or prolonged depictions of injury, dismemberment, or gore.
- Sexual themes, nudity, or sexual violence.
- Extremely violent acts or scenes designed to shock.
- Hate speech or discriminatory material presented by characters or players.
- Significant profanity, drug use, or intoxication that may require a viewer-facing label.
These descriptors identify what to examine. They do not replace the platform’s own definitions or enforcement decisions.

What Twitch labels cover
Twitch’s Content Classification Labels guidance describes labels for mature-rated games and categories including violent and graphic depictions, sexual themes, significant profanity, and drugs or intoxication. Selecting an ESRB Mature-rated game as the stream category automatically applies the Mature-Rated Game label, according to Twitch’s guidance.
Choose every label that accurately describes what viewers will encounter, including material in cutscenes and unavoidable gameplay. A label communicates the nature of the broadcast to viewers; it does not make prohibited gameplay permissible and does not override a restriction based on an Adults Only rating or a Community Guidelines violation.
Labels on other services
Use the destination’s own audience, age, and sensitive-content settings. Label names, required disclosures, and enforcement can differ, so copying a Twitch label to another service can leave your upload incorrectly classified.

5. Read the publisher’s video policy and EULA
Platform eligibility is only one part of the decision. Find the game publisher or developer’s current video, streaming, and fan-content policy, then read the game’s EULA. Search those documents for stream, video, record, music, licensed, cutscene, and embargo.

- Embargoes: a publisher may restrict publication until a stated date or limit coverage before release.
- No-recording sections: some missions, endings, menus, or cutscenes may be excluded from recordings.
- Music conditions: the gameplay license may not include public performance of every soundtrack track.
- Editing or attribution requirements: a policy may require notices, prohibit standalone uploads, or limit commercial use.
- Regional or edition differences: rights can vary by territory, platform, or a licensed song included in one release.
Follow the most specific current term for your edition and format. If the publisher’s policy conflicts with your intended upload, do not assume the platform’s acceptance resolves that conflict.
6. Treat music as a separate rights check
Game ownership is not the same as owning the rights to recorded music. A soundtrack can include music licensed from third parties, and a permission to play it inside the game may not cover a livestream, VOD, clip, or edited upload.
Twitch’s music-rights guidance, published 11 November 2020, states: Most importantly, don’t play recorded music in your stream unless you own all rights in the music, or you have the permission of the necessary rights holder(s).
This is Twitch’s platform guidance, not a game-specific legal determination.
When the soundtrack terms are unclear
Check whether the game offers a streamer mode, a music-off setting, or separate controls for licensed tracks. Twitch identifies turning off the game’s music, muting game audio, or disabling VODs and Clips as possible precautions when rights are uncertain. Those steps can reduce the viewer experience, and they do not grant permission for other restricted assets; verify the title’s own terms.

7. Review the actual scenes before publication
Make a private test recording
- Start the exact edition and version you will publish.
- Capture representative gameplay, all planned cutscenes, menus, and transitions.
- Listen to the complete audio track, including radio, jukebox, credits, and loading-screen music.
- Inspect the recording for graphic images, sexual content, slurs, copyrighted music, and publisher-designated no-recording sections.
- Check the destination’s preview, age-setting, label, and VOD or clip controls before making the test public.
A private review is especially important for an edited video because removing one obvious scene may leave a later cutscene, line of dialogue, or music cue that changes the classification.

Do not treat automation as advance approval
Twitch says it does not pre-approve content and that the creator remains responsible for following its rules. Automated copyright detection, a successful test upload, or the absence of an immediate warning is not a promise that the complete broadcast complies.

A game that passes the first five axes but requires controls you cannot reliably operate during a live show should be recorded and edited instead, or replaced with a less risky title.
Live stream, VOD, edited video, and clips: what changes
Live stream
Live broadcasts leave little opportunity to remove a sudden cutscene, song, or line of dialogue. Test your route in advance, know where the audio controls are, and decide whether VODs and Clips will be enabled. If you cannot prevent a restricted section from appearing, do not stream that section live.
Saved VOD
A VOD preserves the complete audio and video after the broadcast. Review it as a separate publication: a live stream that ended without an immediate notice can still contain a rights problem in its archived form. Disable VODs when the publisher or music terms do not permit recording.
Edited upload
Editing lets you remove prohibited scenes, licensed music, or publisher-designated sections, but it does not automatically cure a rights problem. Keep the final exported file under review, because replacement audio, transitions, and credits can introduce new material.
Clips
Short clips can isolate the most graphic or music-heavy moment of a game. Check each clip independently and disable clipping when you cannot control what viewers may capture.
What to do when the answer is uncertain
The game is on Twitch’s prohibited list
Do not stream it on Twitch unless the current policy itself provides a clearly applicable exception. Choose another title or destination only after checking that destination’s rules; a different service is not automatically a workaround.
The title is unrated or the descriptors are ambiguous
Document the uncertainty, inspect the actual scenes, and ask the destination’s policy team or publisher for clarification when an official channel is available. Until you have a reliable answer, use a private test or select a title with clearer classification.
The publisher policy is silent
Silence is not proof of permission. Check the EULA, look for a current official video policy, and avoid publishing restricted-looking cutscenes or recorded music until the terms are clear.

Use the game’s music-off or streamer mode if it exists, mute game audio, or disable VODs and Clips as appropriate. Verify that dialogue, ambient recordings, and menu tracks are also covered; muting one soundtrack slider may not remove every licensed recording.
You discover a problem after recording
Keep the upload private, remove or replace the affected section where the terms allow editing, and recheck the final file. Do not publish first and wait to see whether an automated system or a rights holder objects.
A practical pre-publication worksheet
Complete these fields for each title and save the dated result:
- Game, edition, platform, version, and region.
- Destination service and publication format.
- Current platform rule checked and date checked.
- Official rating system, rating, and content descriptors.
- Content labels selected and audience settings enabled.
- Publisher policy and EULA reviewed, including embargoes and no-recording sections.
- Music permission confirmed, or music disabled and VOD/Clip settings changed.
- Private test recording reviewed from beginning to end.
- Final decision: publish as planned, edit specific sections, record without audio, or do not publish.
Re-run the worksheet after a major game update, a policy change, a new regional release, or a switch from live streaming to an archived or edited format.
The Bottom Line
A horror game is suitable for streaming or recording only after the exact title, edition, region, platform, format, rating, scenes, publisher terms, and music rights have all been checked. When any one of those remains unresolved, treat the game as un cleared until you can remove the risk or obtain reliable permission.
