How to Check Whether a Home or Land Is at Risk of Flooding or Landslides

Use several official layers rather than relying on one map. In the United States, search the address or parcel in FEMA’s Map Service Center, read the effective flood zone and any pending map changes, then add river, coastal and event information from NOAA and USGS. For landslides, check the USGS U.S. and Puerto Rico Landslide Inventory and Susceptibility Map and the HERA multi-hazards viewer, followed by state and local layers. A map is a screening tool—not a site inspection or a guarantee that a property is safe.

What you need before checking a property

Have the complete street address, city, state and ZIP code for a home. For undeveloped land, collect the parcel number, a survey or deed map, the nearest road intersection and the property’s approximate latitude and longitude. A parcel can straddle several map panels or hazard areas, so an address-only search may not show every relevant portion of the land.

Federal tools described here are U.S.-focused. FEMA and the National Flood Insurance Program (NFIP) map categories should not be applied to another country. Elsewhere, use your national geological survey, flood-management authority, meteorological service and local planning office.

Before opening a map, write down the decision you are trying to make. Screening an existing home, choosing a building site and deciding whether to commission an engineering review are different questions. Note whether you need a regulatory flood-zone answer, current storm information, evidence of past flooding, a landslide-susceptibility screen or a site-specific stability opinion. That list helps prevent a forecast or a broad susceptibility model from being mistaken for an engineering conclusion.

Step 1: Check the official FEMA flood map

FEMA’s Map Service Center (MSC) is the federal source for NFIP flood-hazard products, including effective Flood Insurance Rate Map (FIRM) panels, Flood Insurance Study reports, Letters of Map Change and the National Flood Hazard Layer. Open the FEMA Products and Tools page and follow the link to the Map Service Center.

Search the exact address or parcel

  1. Enter the street address, city and state in the MSC search box. For vacant land, search by coordinates or locate the parcel on the map.
  2. Zoom in until the property boundary, nearby streams, drainage channels and the FIRM panel boundary are visible.
  3. Open the effective map panel and its legend. Record the map panel number, effective date and the zone shown at the building site and elsewhere on the parcel.
  4. Look for notices that a preliminary map, community map update or Letter of Map Change affects the area. A preliminary product is not the same as the effective regulatory map.
  5. Save or print the panel, study report and any applicable Letter of Map Change for your records. If the boundary is unclear, ask the community’s floodplain administrator to explain the official interpretation.

Check every part of a large parcel, not just the house location. A driveway, septic area, proposed building pad or access road may fall in a different zone from the existing structure. If the parcel boundary is difficult to see, use the deed or survey as a reference and ask the local administrator which boundary the community uses for permitting.

Understand what the zones mean

NFIP’s What is my Flood Zone? guidance groups zones by mapped risk, but the zone is not an individualized safety score or a complete insurance-premium calculation.

Map category What it generally indicates How to use it
A zones High-risk areas with a one-percent-annual-chance flood designation or related A-zone classifications. Treat the location as a significant mapped flood exposure and check local floodplain rules and insurance requirements.
V and VE zones High-risk coastal areas with an additional wave hazard. Review coastal-elevation and wave information in the study report; do not treat a line on the map as the full coastal hazard.
B or X (shaded) zones Areas with moderate mapped risk, often associated with the 0.2-percent-annual-chance floodplain or other documented hazards. Lower mapped risk does not mean no risk. Check drainage, nearby water and local flood history.
C or X (unshaded) zones Areas with lower mapped risk than the high-risk zones. Use the category as a screening result only; intense rain, drainage failure or an event outside the mapped assumptions can still cause flooding.
D zones Risk has not been determined. Do not interpret D as “safe.” The absence of a completed analysis is different from a finding of no hazard.

NFIP puts the point plainly: “Everyone lives in an area with some flood risk — it’s just a question of whether you live in a high-risk, low-risk or moderate-risk flood area.”

Check map status and local interpretation

FEMA maps are used for floodplain management and insurance rules, but they have boundaries, scales and update cycles. A property near a zone line can be affected by the exact elevation data, channel location or community determination used for that panel. Ask the local floodplain administrator about pending studies, adopted amendments, drainage projects and the community’s elevation-certification process. Keep the effective map separate from preliminary data when making a purchase or construction decision.

Save the date you checked the map. A screenshot without the panel number, effective date and legend can be hard to interpret later. If the MSC displays several products, label each file as effective, preliminary, historical or a map-change document. That simple record prevents an outdated or preliminary line from being treated as the current regulatory boundary.

Why an “outside the flood zone” result is not proof of safety

A FEMA zone is a mapped regulatory category, not a promise that water cannot reach the property. The map may not capture every localized drainage path, blocked culvert, unusual storm, sewer backup or change in terrain. NFIP reports that 29% of claims from 2014–2024 came from areas outside current high-risk flood areas. That statistic describes claims paid through the program during that period; it does not turn every outside-zone property into a high-risk location.

NFIP also reports an average payment of $82,614 for all NFIP claims between 2020 and 2024. This is a program-wide average for that period, not a prediction of a particular loss or a quotation for coverage. Discuss coverage and exclusions with an NFIP-participating agent rather than inferring insurance eligibility or price from the zone alone.

For a property outside a mapped high-risk area, look for the pathways that a broad map can miss: a low point between roads, a drainage channel crossing the lot, a culvert that could block, or a basement and utility area below surrounding grade. Review local flood history and ask whether nearby development, erosion or flood-control work has changed how water moves. These checks supplement the map; they do not create a new official flood-zone designation.

Step 2: Add flood information that FEMA’s insurance map does not provide

USGS explains that different products answer different questions in its flood-map FAQ. Use the following layers for current conditions, forecasts and observed events, not as replacements for the effective FEMA map.

Tool or source Hazard question Coverage and timing Important limitation
NOAA National Water Prediction Service Are rivers forecast to rise, and what are the outlooks? Forecast and outlook information for monitored locations. A forecast point may be far from the parcel; it does not create a parcel-specific insurance zone.
NOAA Coastal Inundation Dashboard Is coastal flooding occurring or how often has it occurred? Real-time and historical coastal-inundation information where observations exist. Coverage and measurements vary by station and coastline; historical frequency is not a guarantee for a particular lot.
USGS flood information and event data What has been observed during floods and where are relevant records? Event and monitoring information from USGS programs. Records may describe a river, gauge or event area rather than the exact building site.
USGS Flood Inundation Mapper What areas could be covered at modeled water levels? Scenario maps in selected communities where the service is available. Availability is not nationwide, and modeled results depend on the local data and water-level scenario.

Check recent rainfall, river stage and coastal conditions when evaluating a property for a near-term decision, but keep those situational tools distinct from the effective map used for long-term planning and insurance discussions.

Read the time stamp and unit of every forecast or observation. A river forecast describes expected conditions at a monitoring location; it is not a survey of the lot. A historical coastal record shows what a station observed, not the depth at an unmonitored street. The Flood Inundation Mapper, where available, shows modeled areas for selected water levels, so confirm which scenario and local data produced the display.

Step 3: Screen the property for landslide susceptibility

Start with the USGS Landslide Hazards Program, which provides the U.S. and Puerto Rico Landslide Inventory and Susceptibility Map and links to related inventories, monitoring and mitigation resources. The program states that its primary objective is to reduce long-term losses by improving understanding of the causes of ground failure and suggesting mitigation strategies.

Use the inventory and susceptibility layers correctly

  1. Search the property in the USGS landslide resources and identify mapped historic landslides, susceptibility classes and nearby ground-failure features.
  2. Check whether the layer covers your state or territory at a resolution useful for the parcel. National or regional coverage can leave gaps at an individual lot.
  3. Compare the result with topography, drainage, roads, cuts and fills, and the position of the building or proposed building on the slope.
  4. Look for state geological-survey and local emergency-management layers. They may contain more detailed inventories, burn-area information or local restrictions than a national layer.

Susceptibility means that terrain and conditions resemble places where landslides may occur; it does not say that a slide will happen on a particular date or that a structure will fail. Inventory points document known or recorded events and can be incomplete. Treat a blank area as “no mapped information,” not as proof of stable ground.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Compare the map with the proposed use of the land. A susceptibility layer that is adequate for regional screening may not resolve whether a particular building pad, road cut or retaining feature is stable. Note whether the map is an inventory of past events or a modeled susceptibility product; those are different kinds of evidence and should not be merged into a single score.

Check HERA for additional hazards

The USGS HERA Multi-Hazards Viewer brings together available USGS and partner layers. Depending on the state or territory, it can help you review landslide information alongside other hazards. Layer availability is uneven, and model results rely on assumptions such as the quality and resolution of elevation data. Do not compare a HERA susceptibility display with a FEMA flood zone as though both were scores on one scale.

Record which layers you turned on, the date, the geographic coverage and any uncertainty notes. HERA availability varies by state and territory, so a missing layer can mean that data are unavailable rather than that the hazard is absent. Elevation-data quality matters especially on steep terrain, where small changes in relief can affect a regional model’s result.

Pay special attention to changed conditions

Escalate the review when the site is on a steep hillside, shows signs of ground movement, lies below or beside a recently burned slope, or is being altered by excavation, fill or drainage changes. USGS resources include postfire debris-flow hazard information, event summaries, monitoring stations and earthquake-triggered ground-failure inventories. A recent fire or earthquake can change conditions even when an older map is unchanged.

Do not wait for a new national map if the site has changed recently. Ask the local emergency-management office or state geological survey whether a burn-area, earthquake or event-specific layer exists. Reported movement, a proposed grading project or a consequential purchase decision is a reason to obtain site-specific advice rather than relying on a regional color classification.

Compare the tools without mixing their purposes

Question Best first source Data status Parcel-level reliability What it cannot establish
Is the property in an NFIP-mapped flood hazard area? FEMA Map Service Center Effective map, with preliminary and change products identified separately Useful for screening; boundaries and scale still require local interpretation That an outside-zone property cannot flood or what a specific loss would cost
Could a river rise soon? NOAA National Water Prediction Service Forecast and outlook Depends on the distance from the forecast point A permanent regulatory designation
Is coastal inundation occurring or recurring? NOAA Coastal Inundation Dashboard Real-time and historical observations Station and coastline coverage varies A building-specific flood depth or insurance requirement
What has happened in past flood events? USGS flood information and event data Observed and historical records Often event-, gauge- or basin-based A guarantee that future conditions will repeat or not repeat
What landslide susceptibility or inventory is mapped? USGS landslide resources and HERA Inventory and model layers with stated assumptions Coverage and resolution vary by state and territory A site-specific stability diagnosis or engineering design

The layers are complementary, not interchangeable. FEMA answers a mapped insurance and regulatory question. NOAA and USGS flood products add forecasts, observations and modeled water-level scenarios. Landslide products describe recorded events or susceptibility under stated assumptions. Comparing the color or apparent severity of two unrelated displays can create false precision.

When to involve a local official or professional

Contact the community floodplain administrator when the property is near a zone boundary, the MSC shows conflicting effective and preliminary products, an elevation certificate is involved, or local drainage and development work may have changed conditions. Local officials can explain adopted map amendments and the community’s permitting rules; they do not replace an independent engineering assessment.

For a consequential slope question, consider a licensed geotechnical engineer or engineering geologist qualified in the relevant jurisdiction. This is especially prudent for a steep hillside, visible or reported movement, a recently burned slope, proposed grading, or an unresolved question about whether the building pad is stable. Federal sources do not set one universal trigger or dollar threshold for commissioning such an assessment, so the decision depends on the site and the consequences of being wrong.

When contacting a specialist, provide the address or parcel, maps and dates you reviewed, photographs or reports of movement, and the proposed use of the land. Ask what question the assessment will answer, what site data are needed and what limitations will remain. A professional’s license, scope and authority are jurisdiction-specific; verify them with the relevant state board or licensing authority.

A land surveyor is useful for a defined boundary, elevation or location question. A survey does not, by itself, diagnose flood or landslide hazard. Ask the professional in writing what question the work will answer, what data will be reviewed and what limitations apply.

A practical decision checklist

  • Record the exact address or parcel, map panel, effective date and zone.
  • Save any FEMA preliminary map, Letter of Map Change or community notice separately from the effective product.
  • Ask the local floodplain administrator about boundary interpretation, elevation requirements, drainage projects and pending updates.
  • Review NOAA river forecasts or coastal observations when current conditions matter.
  • Search USGS landslide inventory and susceptibility resources, then check state geological-survey and local emergency-management layers.
  • Note steep slopes, recent wildfire, earthquake effects, excavation, fill or visible ground movement as reasons to seek site-specific advice.
  • Ask an NFIP-participating agent to compare flood insurance coverage; do not infer a premium from the map color.
  • Keep copies of the maps and repeat the check at least annually. NFIP advises annual checks because map revisions, development, erosion and flood-control work can change the information.

For a purchase or construction decision, put the results in a short file: the effective FEMA panel and legend, any change documents, NOAA or USGS observations used, landslide layers and dates, local contacts, and unanswered questions. This makes it easier for an insurer, lender, planner or engineer to understand exactly what was checked without implying that the property has been inspected.

How often should you recheck?

Revisit the FEMA MSC and relevant local layers at least once a year and after a major flood, wildfire, earthquake, large grading project or drainage change. NFIP’s annual-check advice is practical because effective maps and community conditions change on different schedules. A map that was accurate when you bought the property may not reflect a later revision or a newly altered slope.

For readers outside the United States

Do not translate FEMA zone letters directly into another country’s system. Start with the national geological survey for landslide inventories, the national or regional flood authority for hazard maps, the meteorological service for river and coastal forecasts, and the local planning or emergency-management office for parcel boundaries, permits and recent changes. Ask which map is legally effective, whether the layer is preliminary or modeled, how often it is updated and what professional can answer a site-specific question.

Frequently Asked Questions

How do I check if a house is in a flood zone?

Search the exact address in FEMA’s Map Service Center, open the effective FIRM panel and legend, and record the zone, panel number and effective date. Check for preliminary products or Letters of Map Change, then ask the community floodplain administrator about boundaries and current local interpretation.

Is a home safe if it is outside a flood zone?

No. Outside-zone properties can still experience localized drainage flooding, blocked-culvert problems, sewer backups or unusual storms. NFIP reports that 29% of claims from 2014–2024 came from areas outside current high-risk flood areas. Use local history and NOAA or USGS information as additional screening evidence.

What does a D flood zone mean?

D means the flood risk has not been determined. It is not a finding that the property is safe or free of flood hazard, so seek local information and do not treat the letter as a complete risk assessment.

How can I tell if land is prone to landslides?

Use the USGS U.S. and Puerto Rico Landslide Inventory and Susceptibility Map, then check HERA, your state geological survey and local emergency-management layers. Distinguish recorded landslides from modeled susceptibility, check coverage and resolution, and treat a blank area as no mapped information rather than proof of stable ground.

Which flood map is the official one?

For NFIP flood-hazard information, FEMA’s Map Service Center is the official federal source. Use the effective map for the current regulatory product and keep preliminary maps, study reports and Letters of Map Change identified separately.

Can NOAA or USGS replace a FEMA flood map?

No. NOAA’s National Water Prediction Service, the Coastal Inundation Dashboard and USGS flood tools provide forecasts, observations, event records or modeled scenarios. They answer different questions from FEMA’s effective insurance and floodplain map and should not be treated as a shared risk scale.

When should I hire a geotechnical engineer or engineering geologist?

Consider one when a steep hillside, visible or reported movement, a recently burned slope, proposed excavation or fill, or another consequential unresolved question makes a regional map insufficient. Federal sources do not set one universal trigger or price threshold; the appropriate scope depends on the site and the consequences of error.

Is a land surveyor the right professional for hazard risk?

A land surveyor can answer a defined boundary, elevation or location question. A survey alone does not diagnose flood or landslide hazard. Use a qualified geotechnical engineer or engineering geologist for a site-specific slope-stability question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should I recheck flood and landslide maps?

Check at least annually and after a major flood, wildfire, earthquake, grading project or drainage change. NFIP advises annual checks because maps, development, erosion and flood-control works can change the information.

The Bottom Line

Start with FEMA’s effective Map Service Center panel, then add NOAA and USGS flood evidence and USGS, state and local landslide layers. Read each product according to its purpose, date, coverage and uncertainty. If steep terrain, recent disturbance, movement or an important unresolved elevation or stability question remains, ask the local authority or a qualified professional rather than treating a blank or lower-risk map as a guarantee.
