How to Check Whether a DOE Research Funding Opportunity Fits Your Project

A Department of Energy (DOE) research funding opportunity is a plausible fit only if your project addresses a specific funded topic, your lead applicant and team meet that opportunity’s eligibility rules, your plan responds to its review criteria, and you can complete every required submission stage on time. The current individual Funding Opportunity Announcement (FOA) or Notice of Funding Opportunity (NOFO) is the authority to check—not DOE’s broad mission or a different program’s rules.

Start with the current FOA or NOFO

DOE uses both “Funding Opportunity Announcement” and “Notice of Funding Opportunity” terminology. Whatever the label, read the complete, current announcement for the opportunity you are considering. It sets out the funded topics, who may apply, how applications are evaluated, required materials, submission steps, and deadlines. For EERE’s Solar Energy Technologies Office guidance, the FOA controls if it conflicts with a presentation or statement from DOE personnel; applicants are advised to rely on the FOA and seek clarification from the opportunity-specific contact. Read EERE/SETO application guidance.

Do not assume that requirements are uniform across DOE offices or programs. EERE, OCED, BETO, the Office of Science, ARPA-E, and individual programs may use different processes and portals. An announcement for one program is not a reliable guide to another.

Use five checks to make a go/no-go decision

1. Does the project answer a named topic?

Locate the specific topic area and compare its language with your actual research question, proposed work, technology, and intended outcome. Write down the topic you are targeting, then identify what in your work plan directly answers it. A general connection to energy, science, or DOE’s mission is not enough if the announcement does not fund the work you propose.

DOE’s EERE guidance says topic descriptions should guide application development. DOE’s prospective-applicant resource also describes a tutorial to help assess whether a topic is a good fit. See EERE/SETO funding-opportunity guidance.

2. Can your lead applicant and team apply?

Check the announcement’s eligibility section for the lead applicant’s permitted institution type, restrictions on team members or foreign participation, and any special route for national laboratories or other organizations. Verify the rules for the exact opportunity rather than inferring them from DOE’s name or another office’s program.

The Office of Science also says it does not accept unsolicited financial-assistance proposals. Check Office of Science applicant and awardee resources.

3. Can the proposal make a case against the review criteria?

Find the announcement’s merit-review criteria and any other evaluation or selection factors. For each one, identify evidence the application will provide—such as the work plan, technical approach, capabilities, or expected outcomes. Topic alignment is necessary but not sufficient: DOE may consider additional criteria and available funding in selecting awards.

Criteria and section labels differ among announcements. DOE’s EERE/SETO guidance points applicants to Section V.A for its example’s technical-merit criteria; do not assume another opportunity uses the same section or wording. Consult the current EERE/SETO guidance.

4. Can you meet every stage and deadline?

Check whether a letter of intent (LOI), concept paper, or other preliminary submission must precede the full application. Record each deadline, the stated time zone, submission route, and any dependency between stages. DOE OCED says some NOFOs require an LOI or concept paper before an application. Review OCED funding-opportunity guidance.

Deadlines belong to individual opportunities and can be enforced by the submission portal. For example, a DOE eXCHANGE listing for ASPECT (DE-FOA-0003647) showed a concept-paper deadline of October 9, 2026, at 5:00 p.m. ET and a full-application deadline of December 1, 2026, at 5:00 p.m. ET. Those were dates for that listing, not general DOE deadlines; check the live announcement and any updates before acting. Check DOE eXCHANGE listings.

5. Can the team prepare the required registrations and documents?

Estimate whether the team can complete any required registrations and prepare the budget, budget justification, and supporting materials before the relevant cutoffs. OCED lists the SF-424 and budget/budget-justification materials among application materials and points applicants to eligibility, cost-share, merit-review, and other guidance. EERE/SETO describes additional forms that may apply. Use the announcement’s own checklist for the complete requirements; the list varies by opportunity. See OCED applicant guidance and EERE/SETO application guidance.

Compare opportunities on the same criteria

If you are deciding between multiple announcements, assess each on the same five dimensions. This helps distinguish a strong substantive match from one that is attractive in principle but impractical or ineligible.

Check Question to answer
Topic responsiveness Which exact funded topic does the proposed work address, and what in the plan demonstrates that match?
Eligibility May the lead organization apply, and do the team’s composition and participation meet the announcement’s rules?
Merit and selection criteria Can the application provide credible evidence for each stated evaluation criterion and selection factor?
Stages and dates Are preliminary submissions required, and can the team meet every deadline through the designated route?
Application readiness Can the team complete registrations, budget materials, and all required supporting documents in time?

Resolve unclear or conflicting information

If a presentation or informal statement appears inconsistent with the announcement, treat the current FOA or NOFO as controlling and ask the contact listed for that specific opportunity. Keep the question and official response with your application records. DOE’s EERE/SETO guidance specifically directs applicants to rely on the FOA language and seek clarification from SETO when there is a conflict. See the EERE/SETO guidance.

Decide whether to proceed

Proceed only when you can identify a direct topic match, confirm applicant and team eligibility, make a credible case against the stated criteria, meet all submission stages and deadlines, and prepare the required materials. If one of those checks fails, or the topic link depends mainly on broad mission alignment, the opportunity is not yet a sound fit. Resolve uncertainties against the current announcement before investing heavily in a proposal.
