The reliable test is hands-on: while you are online, sign in to Steam, save your credentials, update and launch the installed game, switch Steam to Offline Mode, disconnect the computer from every network, then launch the game and test the exact modes you care about. A game disappearing from the store does not by itself prove that an owned copy is unplayable—or that it supports offline use.
Steam’s treatment of retired products, the game’s own authentication design, and the mode you want to play all matter. A local single-player campaign can work while matchmaking, cloud-connected features, a third-party account, or an online server does not. Test and report each part separately.

What “delisted” tells you—and what it does not
Valve’s Steamworks documentation says that when a product is retired, players who already own it can continue to download, install, and launch it from their libraries. That is a library and distribution policy, not an offline-play guarantee.

“Delisted” is also used casually for several different store situations. A title might no longer be sold, be hidden from search, be retired by its developer, or be unavailable in a particular region. Those labels do not identify the game’s authentication requirements. An installed copy can still require an online check, a separate launcher, a third-party account, or a live game server.

Therefore, answer the narrower question you actually have: can this account, on this computer, with this installed version, launch the specific mode you want after Steam and the computer are offline?
Decide what a successful test means
Before you begin, define the result you need. “It opens” is not the same as “all of its useful content works.” A careful test separates the following claims:

Record the platform or operating system, account, installed version if visible, Steam Offline Mode state, whether the network was truly disconnected, and the exact mode that launched. A result without those details is easy to misinterpret.

Prepare Steam and the game while online
Steam Support’s Offline Mode guidance is explicit about preparation. Perform these checks before disconnecting:

- Use the account that owns the game. Confirm that the title appears in that account’s library and that you are working on the computer where you intend to play.
- Stay signed in and save credentials locally. Steam needs to be able to recognize the account without contacting the Steam Network. If the client is configured not to remember credentials, offline startup can stop at a sign-in request.
- Bring the game files up to date. Complete pending downloads before the test. A game that still needs an update cannot tell you whether its finished build works offline.
- Launch the game once online. Start each title you intend to use offline and wait through any additional update, installation, first-run setup, or component installation it requests. Close it normally after reaching the point you want to test offline.
- Prepare every desired mode. If you want a campaign, local multiplayer, or a particular map or profile, open that content online first when the game allows it. Do not assume that reaching the title screen prepares every mode.
- Note external requirements. Write down whether startup presented another account sign-in, launcher, activation prompt, or service connection. Steam’s own offline state cannot remove a requirement imposed by the game or another service.
Steam Support describes Offline Mode as allowing games to run without reconnecting to the Steam Network each time. It also warns that internet-dependent Steam client features are unavailable while offline. Menu names and locations can change between Steam client versions and operating systems, so use the current Offline Mode instructions in Steam Support rather than relying on an old screenshot or an unverified menu path.
Run a genuine offline test
A launch while the internet is still available is not an offline test. Follow this sequence so the result is meaningful.
- Finish the online preparation. Leave Steam open, signed in, and fully updated. Confirm that the game has completed its online launch and any required setup.
- Put Steam into Offline Mode. Use the client’s current Offline Mode control while the computer is still online. Wait for Steam to confirm or display that state.
- Disconnect the computer from the network. Remove all active network access, not merely the connection to one website. The purpose is to ensure that neither Steam nor the game can silently complete an authentication, update, or server request.
- Start Steam if necessary. If you closed the client, reopen it without restoring connectivity. It should use the locally saved credentials and remain in Offline Mode.
- Launch the installed game from the library. Do not use a shortcut that might invoke a separate launcher unless that is how you normally start the title. Observe whether Steam starts the game or asks for a connection, update, or sign-in.
- Exercise the intended content. Reach the single-player campaign, load a known local save, create a new local session, or start the local multiplayer mode you actually need. A main menu alone is insufficient evidence.
- Check mode boundaries. If the game offers online multiplayer, matchmaking, cloud-connected features, or account-linked progression, test those separately only if you need them. Record a mode as unavailable rather than treating that failure as proof that all offline content fails.
- Exit and document the result before reconnecting. Capture the exact error wording, the screen at which it appeared, and whether the failure happened in Steam, the game, a separate launcher, or a server connection.
- Reconnect only after recording the outcome. Restore network access when you are finished. Any cloud or service behavior that occurs after reconnection is a separate online result and should not be presented as proof of offline operation.
Test each dependency instead of treating the game as one block
Local single-player
This is the clearest offline target. Start the campaign or other local content after the network is disconnected, then load an existing local save and, if appropriate, create a new one. If both operations work, report exactly which content was tested. Valve’s Steamworks documentation says, “We strongly recommend all singleplayer content is accessible without an Internet connection.” That is a recommendation to developers, not a promise that every released game follows it.
Local multiplayer
Local multiplayer can have different requirements from a solo campaign. Test the specific local session, input setup, map, or mode you need. If it fails while single-player works, describe it as a local-mode limitation; do not generalize it to the entire game.

Online multiplayer and matchmaking
These functions normally depend on a live service rather than merely on Steam’s client. Steam Offline Mode is not a substitute for a game server. A title can launch offline and still be unable to find opponents, authenticate a session, or load server-hosted content.
External accounts and launchers
Some developers combine Steam features with another account or authentication system. If a second service requires a login or an online token, Steam’s offline setting does not bypass it. Test the handoff separately and identify the service in your notes.
Cloud-connected features and saves
Steam’s internet-dependent client features are unavailable in Offline Mode. Determine whether the save you need is stored locally or depends on a cloud or account service. A locally available save may load while a cloud-only feature does not; the two outcomes should be recorded separately.

Why Steam DRM does not answer the question by itself
Valve describes the Steam DRM wrapper as a way to verify ownership and make Steamworks features function by launching Steam. Valve also says that the wrapper alone is not a comprehensive anti-piracy measure. That description cannot identify every protection used by a particular game.

A developer can add another launcher, account check, activation service, or server requirement. Consequently, the presence of Steam DRM neither proves offline support nor proves that offline launch is impossible. The only dependable answer is the test for the particular title, account, build, computer, and mode.
Steam’s server-verification support material explains that some game servers must contact Steam Authentication Servers. If your offline attempt reports a server-verification or authentication failure, treat that as evidence of a service dependency, not as a problem that Offline Mode can work around.

How to compare two delisted games or versions
When readers ask which of several delisted titles will remain usable offline, compare identical practical conditions. A store listing, release date, or delisting notice cannot substitute for these checks.

This method prevents a misleading ranking. One game may offer a fully usable offline campaign but no online service, while another may reach its menu yet block the content you care about. The useful comparison is mode by mode under the same conditions.
Keep an evidence-quality record
If you are preserving a game for yourself or documenting its status for other players, make the report reproducible. Include:
- Game title and the fact that the copy was already owned.
- Steam account context without publishing private account information.
- Computer platform or operating system, if known.
- Whether the files were current and whether the game had completed an online first launch.
- Whether Steam was explicitly in Offline Mode.
- Whether the computer was actually disconnected from the network.
- The installed version or build identifier when the client or game displays one.
- Every mode tested: title screen, campaign, local save, local multiplayer, matchmaking, or other specific content.
- The exact error text and the point of failure.
- Whether an external launcher, account, authentication server, or live game server was involved.
Use precise wording such as “the installed Windows copy reached the campaign while Steam was in Offline Mode and the network was disconnected” rather than “the game works offline.” If only the menu opened, say only that. If one mode failed, name that mode.
What to do when a game passes or fails
If the required offline content works
Keep the installed files and the account configuration that allowed the test to pass. Avoid assuming that a future reinstall, account change, operating-system change, or new build will behave identically. If the game later receives an update while it is still available to your account, repeat the test after the update because the tested build has changed.

That is an expected boundary for a service-dependent feature, not proof that the local content is unusable. Record the successful local mode and the unavailable online mode independently.
If the entire offline launch fails
Reconnect and complete every requested update, installation, and first-run step. Verify the owning account and saved credentials, then repeat the controlled test. If Steam itself reaches Offline Mode but the game still demands a service, classify the game or that startup path as requiring authentication or another online dependency. Do not infer a universal result for every computer or version from one unreported attempt.
The practical conclusion
A delisted Steam game can remain downloadable and launchable for owners without being fully playable offline. The dependable procedure is to prepare it online, explicitly enable Steam Offline Mode, disconnect the computer, and test the exact local content you need. Treat multiplayer, cloud features, external accounts, and server authentication as separate dependencies, and report the conditions and result precisely.
