Start with the city or county that has land-use authority over the parcel—not a general web search or a map pin. Search its planning and zoning records, then confirm the case number, current stage, and latest filing with staff. A proposal, a filed application, an approval, and construction are different things, and related environmental or utility reviews may sit with state agencies.

1. Identify the parcel and the right local government

Use the county or city assessor’s site or parcel map to find the property’s parcel number and jurisdiction. A mailing address does not always reveal which government controls land use. If the property is near a municipal boundary, or annexation or service-area boundaries may be relevant, check both city and county records.

Once you have the parcel number, use the planning or zoning department for the government with authority over that land. That office can tell you which records, maps, and decision-making bodies apply.

2. Search local planning and zoning records

Look beyond a search for the words “data center.” Local zoning codes may use a different or broader label, and the application may be filed under a land-use process rather than the project’s familiar name. Search the official site, case portal, and meeting materials using combinations of:

  • Approval types: rezoning, special use permit, conditional use, special exception, site plan, development application, or annexation.
  • Related infrastructure: substation or transmission, as well as the street name, parcel number, developer, landowner, or case number.

Check active hearing lists, planning commission and council or supervisors agendas, project pages, zoning and GIS maps, and public notices. For example, Spotsylvania County’s data center page directs residents to case materials, a GIS map, meeting agendas, and hearing-alert emails. Its notice practices—including signs, newspaper notices, and postcards to nearby owners—apply to its own specified cases, not to other jurisdictions.

Open the underlying case documents rather than relying on a headline, map marker, or announcement. A project page such as Dinwiddie County’s data center project page can include the application narrative, boundary exhibit, concept plan, sound assessment, traffic analysis, and proposed conditions. Those materials show what is actually before the local government and what remains under review.

3. Ask planning staff about the parcel

If the portal search finds nothing—or you cannot tell whether a listing is current—contact the planning or zoning department with the parcel number. Ask specific questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is there a filed rezoning, special or conditional use, site-plan, annexation, or related application for this parcel?
  • Is there a pre-application meeting or pending matter that is not yet shown on the public portal?
  • What is the case number, review stage, decision maker, and next hearing date?
  • Where can I read the complete application and staff-review comments?
  • How can I sign up for hearing alerts or submit written comments?

An agency may not disclose pre-application discussions or may have limited records. Treat an answer as a description of the agency’s current records, not proof that a project could never be proposed later.

4. Check the project’s stage, not just whether it appears on a map

Record the case number and the date of the latest official filing. Then check the project-specific page, staff report, hearing notice, agenda, and decision record. A useful status sequence is:

  1. Announcement or concept: a public statement or map entry may describe an idea, not a formal application.
  2. Pre-application: a developer may be discussing a project with officials, but a complete public case file may not exist.
  3. Filed application: confirm which documents were submitted and whether the locality considers the application accepted or complete.
  4. Scheduled review or hearing: note the hearing body, date, and any deadline or rules for comments and testimony.
  5. Decision or permit: read the actual decision and identify any conditions, outstanding approvals, or appeal process.
  6. Construction: verify that construction is under way; approval alone does not establish that it has started.

Statuses can change: applications may be revised, withdrawn, paused, or appealed. Pennsylvania’s Commonwealth data center page offers a map that can be sorted by location, permitting stage, and approval status, but cautions that many listed proposals have not formally approached the Commonwealth about permitting or taken meaningful steps toward development. A map listing is a lead to check, not proof of approval or imminent construction.

eS528L Decibel Meter and Recorder by ennoLogic – Digital Sound Level Meter and Noise Logger – Max/Min/Hold, 30-130 dBA Range, Updated Software
  • THE ENNOLOGIC DECIBEL METER provides accurate sound level (decibels or loudness) readings from 30 to 130 dB with ±1.5 dB accuracy. It is the ideal tool to discover if something at your workplace or in your neighborhood is too loud, potentially causing hearing damage. Loudness is highly subjective and difficult to determine without proper equipment. Use this Type 2 decibel meter to get convincing data for any situation.
  • AVOID OR RESOLVE DISPUTES WITH YOUR NEIGHBORS: Monitor and record noise levels in your neighborhood and outdoor traffic in your area. Check how loud your car audio is. Make sure your aftermarket exhaust is below the noise ordinance limits. Check the decibel level of leaf blowers, weed eaters, lawn mowers, and tractors. Know the actual sound level in decibels before talking to your neighbors.
  • DETERMINE IF YOUR WORKPLACE IS SAFE: Do you need to prove to your coworkers that a noise source at your workplace is too loud and causes hearing damage? Monitor sound levels on a construction site? Now you can monitor and record sound levels of machines or equipment, or perform area noise monitoring anywhere. Unlike other meters, the ennoLogic eS528L can record noise levels for hours or days for later review and to provide supporting data.
  • VERY USEFUL AT HOME: Balance the outputs of your home theater speakers, not easily done by ear. Sound proof doors and windows. Measure how quietly your air conditioning runs, or sound levels of home appliances. Or take this meter to a store to compare the noise level of appliances or air conditioners before purchasing.
  • RELIABLE AND ROBUST DECIBEL METER: Measurement range 30-130 dBA, accurate to ±1.5 dB. A and C frequency weighting. Fast and slow response. MAX reading display and ANALOG BAR GRAPH DISPLAY. 5. Check state environmental and utility proceedings

Local land-use approval is only one possible part of the process. Environmental permits, electric utility matters, substations, and transmission proceedings may be handled by different agencies. Ask the local planning office which authorities have jurisdiction, then check the relevant state environmental permit database and utility regulator’s records.

The split varies by state. Fairfax County’s explanation says the county handles land-use standards, while Virginia’s State Corporation Commission has energy-related responsibilities and the Virginia Department of Environmental Quality regulates air pollution and certain cooling-water discharges. That describes Virginia’s roles; residents elsewhere should identify their own state’s agencies rather than assume the same division applies.

6. If a hearing is pending, follow that locality’s rules

Read the notice and case page for the hearing body, comment deadline, accepted submission methods, and any evidence rules. For a contested or evidentiary proceeding, comments may need to be entered into the official record in the format the locality allows. Use the channels and deadlines in the actual notice, and make comments specific to the application and the issues the decision maker can consider.

Notice and hearing procedures are local. In its described special-use permit process, the City of Raleigh FAQ says mailed notice goes to properties within 100 feet and that decisions rely on evidence entered into the official record. Spotsylvania County describes postcards within 3,000 feet for specified rezoning and special-use hearings. These are two local examples, not national standards.

Why you may not receive a mailed notice

No postcard does not establish that no proposal exists. Notice distances differ by jurisdiction and approval type, and some projects may be processed administratively or allowed by right without a public hearing. A locality may also use online case pages, posted notices, or email alerts instead of relying only on mail.

For context, the Southern Environmental Law Center’s 2026 Virginia-focused report discusses how by-right allowances can proceed without a public hearing, while special uses and rezonings typically involve public review. It also notes that a locality may classify a data center under a broader land-use category. Check the current ordinance and the case record in your own jurisdiction; the report’s observations about Virginia do not establish another locality’s rules.

How to follow what happens next

Use the case number to track updates across the planning department’s project page, hearing calendar, agenda packets, and decision records. Sign up for local email alerts if offered, and ask staff which page or list will show revisions and later hearings. If the project also needs state environmental or utility approvals, track those agencies separately: a local case page may not show the status of those proceedings.
