To check a crypto exchange or custodian in Russia, search the Bank of Russia’s current financial-market admission registers and verify the exact legal entity, website and service category. Russia keeps separate registers for digital currency exchange organizations, digital depositories, digital financial asset (DFA) exchange operators and information-system operators; a listing in one category does not prove authorization for another service.
Check the Bank of Russia register that matches the service
- Open the Bank of Russia financial-market admission page. It lists the relevant categories separately. The page showed register updates dated 7 October 2026; use the live page and entry rather than an old article or screenshot.
- Identify what the company actually offers. For a cryptocurrency exchange, check the digital currency exchange organization register. For custody, check the digital depository register. If it offers DFA trading or operates a DFA issuance and record-keeping system, check the relevant DFA exchange operator and/or information-system operator register as well.
- Open the entry and compare the full legal entity name with the provider’s legal disclosures. Check that the registered website and contact details match the site you intend to use.
- Review the current entry for changes or removal, then compare the provider’s terms, service description and applicable rules with the role shown in the register. For DFA services, the relevant information-system rules and/or DFA exchange rules describe user registration and service terms.
If the name, website or service category does not line up, do not assume that the registration covers the company or service you are considering. The Bank’s index links to register files; verify a specific provider directly in the current official entry.

What each register category means

In everyday wording, “licensed” can suggest one universal crypto licence. The Bank of Russia’s pages describe admission or status through inclusion in the register for the relevant role. Match the register to the asset and service, rather than treating any crypto-related entry as covering everything a company does.
Account for the October 2026 rules and the limited transition
The Bank of Russia said its new procedures for admitting digital depositories, cryptocurrency exchanges and information-system operators took effect on 5 October 2026, and that these entities should be included in the relevant registers. The change does not make the separate categories interchangeable.

A distinct transition applies to DFA exchange operators included in the DFA exchange-operator register on 1 September 2026: they may continue operating under the earlier Federal Law No. 259-FZ framework and related Bank of Russia rules through 1 March 2027. This exception is limited to that named DFA category; it should not be assumed to apply to cryptocurrency exchanges or digital depositories.
What a register entry does—and does not—tell you
An entry is the regulator’s relevant admission or status check for the category shown. It does not, by itself, establish that a similarly named affiliate, an unlisted website or every service advertised under the brand is covered. Compare the legal entity and website in the entry with the provider’s own disclosures and check the rules for the specific service.

The 15 million ruble own-funds figure stated in Bank of Russia guidance for digital currency exchange organizations is a regulatory threshold, not a safety rating. A separate Bank page gives older DFA exchange-operator thresholds of 50 million rubles in minimum charter capital and 50 million rubles in minimum net assets; because the framework is changing, verify those figures against the current applicable rules before relying on them.
