How to Check Whether a Crypto Exchange Is Sanctioned in the UK

By Freedom251 Team · · 11 min read

Search the exchange’s legal name, trading names and aliases in the current UK Sanctions List search tool. Check any result against its aliases, addresses and other identifiers, then investigate who owns or controls the exchange. A company can be subject to UK sanctions-related prohibitions through ownership or control even when it is not separately named in the list. Check the FCA Register separately if you need to know whether a cryptoasset business has relevant UK registration; FCA registration is not a sanctions clearance.

The OFSI Consolidated List stopped being updated on 28 January 2026. The UK Sanctions List is now the sole current source for UK sanctions designations.

What a UK sanctions check actually tells you

A sanctions check asks whether UK sanctions prohibit dealing with a person, company, asset or service connected with the exchange. For a crypto exchange, that may involve more than finding the brand name. The contracting entity could have a different legal name, the exchange could operate through several group companies, and ownership or control by a designated person can extend the effect of prohibitions to an entity that is not separately listed.

A name search is therefore an identity-screening step, not an automatic legal conclusion. A matching name can belong to a different organisation, while a clear result does not eliminate the need to examine ownership, control and the particular transaction.

Use the UK Sanctions List, not an old consolidated list

The Foreign, Commonwealth & Development Office says the UK Sanctions List is now the only source for all UK sanctions designations. Its list page was updated on 12 October 2026. The former OFSI Consolidated List closed on 28 January 2026 and is no longer updated, so an apparently clean result there is not current evidence.

The current list page includes an online search tool and downloadable formats. The accompanying search-tool user guide, updated 21 September 2026, explains that the tool searches terms across multiple fields and that returned results can change when the list is updated. Use the live list for every new decision rather than relying on a saved web page, screenshot or an old export.

How to check an exchange step by step

  1. Identify the entity you would actually deal with. Find the exchange’s legal contracting company in its terms, account-opening documents, invoice, custody agreement or other transaction paperwork. Record its registered name, country, registration number if supplied, principal address and any parent or subsidiary named in the relationship.
  2. Collect the names used by the business. Note the public brand, trading names, former names, spelling variants, transliterations and known aliases. If the exchange presents different entities for brokerage, custody, payments or institutional services, list each relevant entity before searching.
  3. Open the current UK Sanctions List search tool. Start from the official UK Sanctions List page rather than an unofficial mirror. The page also provides downloadable list formats, which can help a business preserve the exact data used for a dated check.
  4. Search the full legal name. Run the name exactly as shown in the exchange’s documents. Then try the trading name, each known alias, former name and meaningful spelling variation. Search distinctive parts of a name when a full-name search produces no useful result, but treat broad partial matches as leads requiring more identification work.
  5. Compare every possible result with the exchange’s identifiers. Review the entry’s aliases, addresses and any other available particulars. Compare country, address, corporate details, date-of-birth information where relevant to an individual, and other identifiers rather than deciding from the name alone. The search tool’s results are possible matches to investigate, not proof that the exchange is the listed party.
  6. Map ownership and control. Determine who owns the contracting entity and who can direct its decisions. Examine parent companies, beneficial owners, voting rights, control arrangements and entities providing the exchange’s services. A separate list entry for the exchange is not required for ownership-and-control rules to matter.
  7. Record the result and the unresolved questions. For a personal check, keep the date, names searched and the result. For a business check, preserve the exact entity details, list version or download used, possible matches considered, ownership information reviewed, the person who made the decision and any escalation.

If the facts point to an actual or suspected match, pause the transaction and obtain advice based on the specific sanctions regime and facts. The search tool itself warns that using it does not remove due-diligence obligations or liability.

How to assess a possible search hit

A name match is only the beginning

Crypto businesses often use a brand that differs from the company named in contracts. Conversely, unrelated companies can share a similar name. Treat a returned result as a possible identity match until the identifying details either support or disprove it.

  • Check every alias in the list entry against the exchange’s current and former names.
  • Compare addresses, country of incorporation and other corporate particulars.
  • Check whether the exchange’s legal entity, not merely its website or app name, is the party in the proposed transaction.
  • Look for group entities that provide custody, settlement, payment processing or liquidity.
  • Save the reason a result was rejected when the business name resembles a listed entry.

Why a no-hit is not a complete clearance

The absence of a matching exchange name means only that the searched terms did not return a designation in the current list. It does not establish that no prohibition applies. UK rules can apply to an unlisted company owned or controlled by a designated person. Ownership and control therefore require a separate assessment, especially where the exchange’s corporate structure is complex, opaque or changing.

When the search tool changes its results

The tool searches across several fields, and results may change when the government updates the list. A business that screens repeatedly should retain the date and source used for each check and should not assume that a prior “no result” remains valid indefinitely.

Ownership and control: the part a basic search misses

Sanctions exposure can arise through the relationship between an exchange and a designated person rather than through a separately named exchange entry. The practical question is not only “Does this brand appear?” but also “Who owns or controls the entity that will receive, hold, transfer or exchange the assets?”

Information to assemble

  • The exact legal entity named in the contract and its registration jurisdiction.
  • Parent companies, subsidiaries and entities sharing the exchange’s technology, custody or payment functions.
  • Beneficial ownership information and material voting rights.
  • People or companies with the power to appoint directors, direct management or otherwise control decisions.
  • Recent ownership changes, mergers, rebrands or restructuring that could make older screening records inaccurate.

Public information may be incomplete. If ownership cannot be established with reasonable confidence, document the uncertainty and escalate rather than treating the missing information as evidence that the exchange is clear.

Cryptoassets are covered by UK financial sanctions

OFSI’s 2025 Cryptoassets Threat Assessment states that financial sanctions regulations do not differentiate between cryptoassets and other forms of assets. The fact that a transaction uses tokens, a blockchain address or a digital-asset wallet does not take it outside the scope of UK financial sanctions.

OFSI’s HTX example

In its UK Financial Sanctions FAQs, updated 24 September 2026, OFSI says it considers the crypto exchange HTX subject to UK financial sanctions because of its ownership by Huobi, which OFSI says meets a condition in regulation 7(2)(a) of the Russia Regulations. This is OFSI’s stated example, not a substitute for checking the current list, current ownership facts or the exact transaction. The FAQs supplement primary guidance and expressly state that they are not legal advice.

Do not generalise the example to every exchange with a similar history or corporate connection. Recheck the present ownership structure and the applicable regime when making a decision.

UK Sanctions List and FCA Register answer different questions

Check Question it answers What it does not establish
UK Sanctions List Whether a person or entity is designated under UK sanctions, subject to the list’s identifiers and the applicable ownership-and-control rules. That a no-hit removes all due-diligence obligations or that a similar-name result is the same entity.
FCA Register Whether a firm has the relevant FCA registration or authorisation status for the UK activity being considered. That the firm is free from UK sanctions or that a transaction is permitted.

Use the FCA Register only as a separate regulatory-status check. UK authorities have provided guidance on checking registration for cryptoasset businesses, but FCA status and sanctions status are not interchangeable. A registered firm can still require sanctions screening, and an unregistered firm is not automatically a designated person.

How businesses should run repeat screening

For a one-off personal transaction, a dated manual search may be a sensible starting point. Businesses with customers, counterparties or suppliers need a process that remains effective after onboarding because an existing relationship can become problematic when a new designation or ownership change occurs.

Set a screening record

A useful record contains:

  • the legal entity, brand and aliases searched;
  • addresses, registration details and group entities considered;
  • the date and time of the search;
  • the UK Sanctions List page, download or data version used;
  • possible matches and the identifiers used to resolve them;
  • ownership-and-control information reviewed;
  • the decision, approver and any restrictions placed on the relationship;
  • the date or trigger for the next review.

Repeat checks at sensible triggers

Government guidance recommends repeating checks on existing relationships and carrying out effective checks and audits. Set reviews around events that can change risk, such as a list update, a change in the exchange’s ownership or legal entity, a new product or payment route, a material change in the customer or counterparty, or an alert from your screening process.

Manual screening versus an outsourced service

Government guidance recognises both manual screening and outsourced commercial sanctions-screening services. The appropriate choice depends on the size and complexity of the programme. A manual process can be transparent and inexpensive for a small number of counterparties, but it requires disciplined updates, consistent identity matching and reliable records. An outsourced service may support larger volumes, but the business remains responsible for understanding its coverage, update timing, matching logic, audit trail, data handling and escalation process. No particular vendor or service is established here as meeting those requirements.

What to do when you suspect a match

  1. Stop before completing the transaction. Do not transfer funds, release assets or continue onboarding while the possible match is unresolved.
  2. Preserve the evidence. Save the list entry, the search terms, entity documents, ownership information and the date of the check.
  3. Separate identity questions from legal questions. First establish whether the result concerns the same entity. Then assess whether ownership, control, the relevant sanctions regime and the proposed activity create a prohibition or licensing issue.
  4. Escalate internally. Follow the organisation’s sanctions policy and involve the responsible compliance officer or senior decision-maker.
  5. Consult primary OFSI guidance and qualified legal advice when needed. OFSI’s FAQs are supplementary and not legal advice. A real or suspected match requires fact-specific advice, particularly where assets are frozen, a reporting duty may arise or a licence might be relevant.

Do not tell a counterparty that it is “cleared” merely because a brand-name search returned no result. Keep the language of your record proportionate to what was actually checked.

Common mistakes and how to avoid them

Searching only the website name

The brand may not be the contracting entity. Start with the legal name and then search the brand, aliases and group companies.

Using the former OFSI Consolidated List

That list closed on 28 January 2026. Use the current UK Sanctions List and note the date of each search.

Accepting a fuzzy name match without comparing identifiers

A similar name is not enough. Compare aliases, addresses and other particulars in the entry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a no-hit as proof that the exchange is safe

Ownership and control can bring an unlisted entity within prohibitions. A list search is one part of due diligence.

Using FCA registration as a sanctions check

The FCA Register concerns regulatory status. It does not replace the UK Sanctions List or an ownership-and-control assessment.

Relying on an old screenshot or a static database

The government list and search results can change. Use the current tool, preserve the date and repeat checks for ongoing relationships.

Assuming crypto transactions are outside financial sanctions

OFSI states that financial sanctions regulations do not distinguish cryptoassets from other assets. The medium of transfer does not remove the compliance question.

Scope, timing and UK context

This process is for checking exposure to UK sanctions. Other jurisdictions may designate different people or apply different ownership rules, so a UK no-hit is not a global sanctions clearance. If a business operates across borders, it should assess the rules that apply to its own location, staff, banking arrangements and transaction chain.

The dates matter. The UK Sanctions List page was updated 12 October 2026; the search-tool user guide was updated 21 September 2026; and OFSI’s Financial Sanctions FAQs were updated 24 September 2026. A later list update or change in ownership can alter the outcome, which is why records need a review date.

Frequently asked questions

Can I rely on a search result saved by someone else?

Only if you can verify the exact entity, search terms, date, list version and identifiers reviewed. For an ongoing relationship, perform a new check when your policy or a relevant change requires it.

What if the exchange refuses to disclose its ownership?

Record the missing information and treat the uncertainty as a due-diligence issue. Do not convert an inability to verify ownership into a clean result; escalate the relationship before proceeding.

Does an FCA-registered exchange need sanctions screening?

Yes. FCA registration answers a regulatory-status question, while the UK Sanctions List and ownership-and-control analysis address sanctions exposure. They are separate checks.

Is an exchange prohibited if its brand appears in a list search?

Not automatically. Confirm that the result is the same legal entity by comparing aliases, addresses and other identifiers, then assess ownership, control and the applicable prohibition before reaching a legal conclusion.

Practical decision rule

For a UK-facing crypto exchange, complete four separate checks: identify the legal counterparty, search its names and aliases in the current UK Sanctions List, investigate ownership and control, and check the FCA Register only if regulatory registration is relevant. If any possible match or material uncertainty remains, do not proceed on the basis of a name search alone; preserve the evidence and obtain appropriate compliance or legal advice.

Frequently Asked Questions
