To assess whether a crypto exchange can legally serve people in Nigeria, verify the exchange’s legal entity in the Securities and Exchange Commission (SEC) Nigeria FinPort registered-operator directory, then compare the exact service offered with the function and current status shown in that record. Treat an ARIP or Approval-in-Principle (AIP) entry as conditional program status, not as an unrestricted final licence. A bank account, Nigerian payment option, app-store listing, or the exchange’s own marketing does not substitute for this SEC check.
What the check can—and cannot—establish
The public-record check answers a narrow regulatory question: whether a particular legal entity appears in the SEC’s current register for a stated virtual-asset function and program status. It does not by itself prove that every product under a brand is covered, that the operator is solvent, that customer assets are safe, or that the exchange complies with every Nigerian law.

SEC rules cover platforms facilitating virtual-asset trading, exchange, or transfer, along with specified related virtual- and digital-asset services. The framework also reaches foreign or non-resident operators that actively target Nigerian investors. That means an exchange does not avoid the question merely because it is incorporated outside Nigeria or operates its website from another country.

Identify the exact entity and service before searching
Separate the public brand from the contracting company
Crypto brands often use a different name from the company that signs the customer agreement. Find the legal name in the exchange’s terms of service, account-opening disclosures, privacy notice, corporate-information page, or onboarding documents. Write down the brand and the legal entity as two separate entries. Preserve punctuation, corporate suffixes, and country designations such as “Limited,” “Ltd,” or “Nigeria Limited.”
Do not assume that a parent company, payment affiliate, local representative, or similarly named company is the entity operating the exchange. A directory result is meaningful only when it corresponds to the company that actually provides or contracts for the Nigerian service.
Describe what you will use
Record the activity in plain language before opening the register. Examples include:
- Buying and selling crypto for naira or another currency on a spot market.
- Converting one virtual asset into another.
- Sending or receiving virtual assets through the platform.
- Holding assets in a platform-controlled wallet or custody service.
- Issuing or distributing a token.
- Providing investment advice or another digital-asset service.
This matters because a company can be listed for one function without that entry proving permission for every other function offered under the same brand.
Search the SEC Nigeria FinPort directory
The SEC’s FinPort registered-operator directory is the starting point. The directory describes sanctioned operators across SEC sandbox tracks and distinguishes Registered Incubation (RI) from Accelerated Regulatory Incubation Program (ARIP) entries. SEC public notices also tell investors to verify a platform or entity through the Commission’s dedicated portal before transacting.
- Open the live FinPort registered-operator directory. Use the current directory rather than an old screenshot, social-media post, press article, or cached search result.
- Search the legal entity. Enter the exact corporate name from the exchange’s customer documents. Try ordinary spelling variants, spacing, punctuation, and the version with or without a corporate suffix.
- Search the trading brand separately. A brand search can reveal a listing filed under a legal name you did not expect. It can also expose a mismatch that requires clarification.
- Capture the record. Note the exact entity name, stated function or category, track or program, displayed status, dates, and any conditions. Save the date you checked and the official record location.
- Check the entry against the service. A name match is only the first test. Compare the directory’s function with the product you plan to use.
Directory data and program status can change. Repeat the search close to the point at which you open an account, deposit funds, or begin trading. A record that was accurate months earlier is not proof of the current position.

Match the offered activity to the listed function
Read the directory entry as an authorization for a particular entity and described function, not as a blanket endorsement of a whole product catalogue. Use the following comparison when evaluating what you see on the platform.

The SEC rules use broad applicability language for platforms facilitating trading, exchange, and transfer and for specified related services. Even within that scope, the practical question remains whether the particular record and conditions cover the product being offered to Nigerians.
Read RI, ARIP, and AIP status precisely
ARIP and AIP are conditional program stages
An ARIP listing or an Approval-in-Principle (AIP) is not the same as an unrestricted final licence. SEC materials explain that AIP confirms an entity has satisfied admission requirements for the program and permits operation only within the defined scope and subject to conditions. Continued compliance with regulatory, operational, and supervisory obligations remains part of that status.
“Please Note that an Approval-in-Principle confirms that an entity has satisfied the Commission’s admission requirements for the Programme and it is not a final licence…”
This wording appears in the SEC’s July 3, 2026 notice on additional ARIP virtual-asset service providers. Describe an entry as “admitted to ARIP with AIP within the stated scope” when that is what the official record says. Do not describe it as “fully licensed” unless a current official record expressly supports that description.

Open any detail view, footnote, or linked notice associated with the entry. Look for the services covered, operational limits, reporting or supervisory conditions, and dates. If the directory shows a program track but does not make the permitted activity clear, treat the uncertainty as unresolved rather than filling the gap with an assumption.

RI and ARIP are not interchangeable labels
The FinPort directory distinguishes Registered Incubation (RI) from ARIP. Record the track exactly as displayed. The track tells you where the operator sits in the SEC program structure; it does not, without the accompanying function and conditions, answer whether a specific product is permitted.
Foreign exchanges can still fall within the Nigerian framework
The SEC rules expressly include foreign or non-resident operators that actively target Nigerian investors. Targeting can include promotions or publications in Nigeria and direct emails to Nigerian addresses. The SEC’s ARIP onboarding checklist likewise describes services offered “in or to Nigeria,” whether the provider is local or foreign.
Therefore, check a foreign exchange in the same way as a Nigerian-incorporated exchange:

- Search that entity and its brand in FinPort.
- Compare the Nigerian-facing service with the listed function.
- Read the program status and conditions for the relevant scope.
Do not treat the absence of a Nigerian office, local domain, or domestic incorporation as proof that Nigerian rules are irrelevant. Conversely, a foreign company’s Nigerian marketing does not prove that it appears in the register.
Why banking access is not proof of SEC registration
The Central Bank of Nigeria (CBN) has a separate framework for banking relationships with eligible virtual-asset service providers. The CBN reforms overview dates its virtual-asset-service-provider bank-account guidelines to December 22, 2023, and the CBN’s June 2024 Financial Stability Report describes those guidelines as setting standards for banking relationships and eligible entities.
That banking context answers a different question from the SEC register. An exchange may have a Nigerian bank account, support local transfers, or use a bank that follows CBN guidance; none of those facts establishes that the exchange is registered with the SEC for the service you want to use. Run the SEC entity-and-function check separately.

What to do when the result is missing or ambiguous
No matching entity appears
First, repeat the search using the exact legal name, the brand, and reasonable spelling variants. Check whether the exchange has changed its contracting entity or uses a local affiliate. If no credible match appears, do not infer approval from the app being available in Nigeria, a local payment option, advertising, or the operator’s statement.
The brand appears but the legal entity does not match
Ask the exchange, in writing, which legal entity contracts with Nigerian users and request the corresponding SEC record. Compare its answer with the terms you accepted. If the names remain different, treat the discrepancy as material and seek SEC confirmation or Nigerian legal advice before depositing funds.
The entity appears but the activity is different
For example, an entry may describe custody while the product promoted to you is an exchange, or it may show trading while the platform asks you to use a separate managed-investment service. A partial match is not enough. Ask which listed function covers the exact product and whether a condition limits its use in Nigeria.
The status looks old, incomplete, or conditional
Record the date shown and locate the related SEC notice or condition. If the status is ARIP or AIP, use the conditional description and check whether the record remains current. If the directory cannot answer the question, contact the SEC through its official channel. The SEC’s May 14, 2026 public notice on unregistered online investment schemes specifically advised the investing public to verify the registration status of any platform, company, or entity offering investment opportunities on the Commission’s dedicated portal.
Use dated SEC notices as context, not as a substitute for the directory
SEC announcements illustrate how program admission is described, but they do not prove the status of an unrelated operator or eliminate the need to inspect the current FinPort entry.
August 13, 2026 notice
On August 13, 2026, the SEC named Pisi Payments Solution Limited, BC Access (Nigeria) Limited, and Yellow Card (YC) Financial Limited as three additional virtual-asset service providers cleared for ARIP. The notice said they would receive AIP permitting operation within the defined program scope and subject to SEC conditions. This is a dated example of program admission, not evidence that those companies hold unrestricted final licences or that another exchange has equivalent status.
July 3, 2026 notice
On July 3, 2026, the SEC said GIGX Technologies and KuCoin Nigeria Limited were cleared for ARIP admission and would receive AIP. The same notice expressly cautioned that AIP is not a final licence and depends on continued compliance with applicable regulatory, operational, and supervisory obligations.
When reading any announcement, extract the entity name, date, program, permitted scope, and conditions. Then verify that the current directory still reflects that information.
Compare two or more exchanges on the same regulatory axes
If you are assessing several platforms, keep the comparison limited to evidence about Nigerian regulatory status. Do not turn the table into a ranking of prices, liquidity, custody security, or investment quality; the FinPort check cannot establish those characteristics.

Keep an audit trail of your verification
A short record makes it easier to detect changes and explain why you decided to proceed or stop. Save:
- The exchange brand and the exact legal contracting entity.
- The terms, privacy notice, or onboarding page where that entity is identified.
- The FinPort search terms you used, including spelling variants.
- The exact directory name, function, program track, status, dates, and conditions.
- The date and time of your check.
- Any written response from the exchange, SEC, or Nigerian counsel.
Recheck the record after a material change, such as a new Nigerian product, a change in contracting company, a revised disclosure, or a long period without using the account. A previous screenshot is historical evidence, not a current licence.
The limits of a positive result
A matching FinPort entry supports a conclusion about SEC registration or program status for the described activity. It does not guarantee solvency, segregation or recovery of customer assets, cybersecurity, fair pricing, uninterrupted withdrawals, consumer compensation, tax treatment, anti-money-laundering compliance in every circumstance, or compliance with laws outside the SEC framework.
It also does not establish that every feature in a mobile app or website is covered. Exchanges can add products, route users to affiliates, or present separate services under one brand. Re-run the activity comparison whenever the product changes.
A practical decision rule
Proceed only when all four links are clear: the legal entity in your contract matches the FinPort record; the service you will use matches the listed function; the current status and conditions permit operation within that scope; and no material ambiguity remains after checking the official record. If any link is missing, pause and obtain confirmation from the SEC or advice from Nigerian counsel before relying on the exchange.
