A credible climate claim can be traced from precise wording to a defined emissions inventory, a measurable baseline, documented progress and, where relevant, separately accounted-for carbon credits. Start by saving the exact statement and then test whether the company’s data, methods and disclosures actually support what a reasonable reader would understand it to mean.
There is no single worldwide pass/fail test. The U.S. Federal Trade Commission’s Green Guides are marketing guidance, the Securities and Exchange Commission’s climate letter is illustrative staff guidance, and the GHG Protocol is an inventory-accounting standard rather than a verification regime. Use them as evidence-checking tools, while treating legal conclusions as jurisdiction-specific.

First define the claim you are checking
The words used by a company determine the evidence it needs. “We reduced emissions,” “we will reach net zero,” “this product avoids emissions,” “we use renewable energy” and “we compensated for our emissions” are different claims. A statement can also carry reasonable implied meanings that are not written out. A prominent “green” badge may imply that the whole company or product has a broad environmental benefit, not merely that one input was improved.

The Federal Trade Commission’s Environmental Claims: Summary of the Green Guides (October 2012) says marketers should not make broad, unqualified general environmental benefit claims such as “green” or “eco-friendly.” A specific claim with a clear qualification is easier to test because it identifies the activity, time period and benefit being asserted.

Classify the statement
- Current performance: a past-tense statement about emissions already measured or reduced.
- Future target: a commitment with a target year, baseline and pathway that have not yet been fully achieved.
- Product or service impact: an assertion about avoided, reduced or removed emissions attributable to a particular offering.
- Energy claim: a statement about renewable electricity, fuel or certificates, which must identify what was purchased or consumed.
- Offset or compensation claim: a statement that credits compensate for emissions elsewhere.
Record the literal wording and the reasonable takeaway a typical reader could draw. Do not silently narrow a broad statement to the limited evidence a company happens to publish.
Create a claim record before opening the sustainability report
Preserve the evidence as it appeared when you saw it. Web pages change, reports are replaced and marketing language may differ from a filing issued on the same date.
- Copy the exact sentence, headline, chart label and any qualifying footnote.
- Save the publication date, document title, page or section and source address. If the claim appeared in an advertisement, capture the surrounding visual and nearby disclosures.
- Write down what the claim appears to cover: corporate operations, subsidiaries, suppliers, customers, a product life cycle or a particular geography.
- Classify it as current performance, target, product impact, energy use or offset compensation.
- List the evidence the wording would require. For example, “cut emissions 40%” needs a baseline, current figure, boundary, scopes and calculation method; “net zero” needs both a reduction pathway and an explanation of any residual-emissions treatment.
- Note omissions and qualifiers instead of filling them with assumptions.
This record prevents a common error: treating a future aspiration, a narrow operational improvement or a credit purchase as proof of a company-wide reduction.
Find the emissions inventory and test its boundary
An emissions number is meaningful only when its boundary and coverage are known. Locate the latest corporate greenhouse-gas inventory, then record its reporting period, organizational boundary, gases, scopes and calculation method.
Questions for the inventory
- Organizational boundary: Which legal entities, facilities, joint ventures and leased operations are included? Does the company use an equity-share or control approach?
- Reporting year: Is the number for a calendar year, fiscal year or another period? Are the claim and inventory from the same period?
- Scopes: Are Scope 1 direct emissions, Scope 2 purchased-energy emissions and relevant Scope 3 value-chain emissions all included? If only one scope is reported, the figure is not a complete corporate footprint.
- Gases: Are the applicable greenhouse gases covered and converted consistently to carbon-dioxide equivalent? The GHG Protocol Corporate Standard covers seven Kyoto Protocol greenhouse gases.
- Method: Does the company explain activity data, emission factors, estimation, exclusions and recalculations?
- Boundary changes: Were acquisitions, divestments, outsourcing or facility closures handled consistently with earlier years?
The GHG Protocol Corporate Standard is designed to guide corporate-level inventories. Its overview distinguishes inventory accounting from project-offset accounting and points to separate guidance for Scope 3 value-chain emissions. It also states that, although the standard is designed to develop a verifiable inventory, it does not provide a standard for how verification itself should be conducted.

Do not compare unlike numbers
Before calculating a trend, align reporting years, entities, scopes, gases, global regions and treatment of acquisitions. A lower total may result from selling a subsidiary or changing the boundary rather than reducing emissions. A higher figure may reflect newly included Scope 3 categories or a better measurement method. A credible report explains these changes and, where appropriate, recalculates the base year.
| Inventory field | What to record | Why it matters |
|---|---|---|
| Period | Reporting year and publication date | Prevents a current claim from being tested against stale data |
| Boundary | Entities, facilities, leases and ownership method | Shows which business activity the number represents |
| Scopes | Scope 1, Scope 2 and Scope 3 categories included | Reveals whether the footprint is partial or comprehensive |
| Gases and factors | Gases covered, conversion basis and emission factors | Allows a like-for-like interpretation |
| Restatements | Acquisitions, divestments, method changes and recalculated years | Separates real performance from accounting changes |
| Assurance | Provider, criteria, level and exceptions | Shows what, if anything, an independent reviewer examined |
Test a reduction or net-zero target against its baseline
A target is testable only when its starting point, destination and coverage are stated. Look for all of the following:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Baseline year and emissions: the year and quantity against which progress is measured.
- Target year: the deadline and whether it is a near-term milestone, a long-term goal or both.
- Covered activity: business units, geographies, products and emissions scopes included or excluded.
- Absolute or intensity basis: an absolute target cuts total emissions; an intensity target reduces emissions per unit of revenue, output or another denominator and may coexist with rising totals.
- Interim milestones: dated checkpoints that reveal whether the company is on track.
- Current progress: the latest inventory expressed against the same baseline and boundary.
- Implementation plan: operational changes, capital spending, procurement decisions and governance assigned to the target.
Check the arithmetic and the denominator
For an absolute reduction, compare the current emissions total with the baseline total after confirming that both use the same boundary and method. For an intensity target, inspect the denominator as carefully as the numerator. A company can improve emissions per unit while total emissions increase if production or sales grow. Ask whether the target permits offsets or credits and whether those are reported separately from reductions in the company’s own operations and value chain.
Use filings as a consistency check
The SEC Division of Corporation Finance’s Sample Letter to Companies Regarding Climate Change Disclosures (September 22, 2021; page updated June 26, 2024) gives illustrative questions about climate risks, material spending, credits and offsets. It describes a situation in which a company’s corporate-responsibility report contains more expansive climate disclosure than its SEC filing and asks how the issuer considered similar disclosure in its filing. The letter is not exhaustive, does not have legal force or effect and says staff comments are tailored to the issuer.
For a U.S. public company, compare the target statement with the annual report, risk factors, material-investment disclosures and other regulatory filings. The SEC’s sample letter also reminds readers that management remains responsible for the accuracy and adequacy of disclosures, regardless of whether staff review, comment or take no action.

Separate operational reductions from offsets and credits
Offset language can make a claim sound larger than the company’s direct reductions. Keep three quantities visible: gross emissions, reductions within operations or the value chain, and credits purchased or retired. Do not add credits to a reduction percentage without explaining the distinction.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Questions for every offset claim
- What activity does each credit represent: avoidance, reduction or removal?
- What project, location, vintage and accounting method are identified?
- Has the reduction already occurred, or is it expected later?
- Who owns and retires the credit, and is there evidence it cannot be sold or claimed twice?
- Does the credit compensate for residual emissions after internal reductions, or is it being presented as if the company eliminated its own emissions?
- Are the company’s gross emissions and credit volumes reported in compatible units and periods?
The FTC Green Guides call for competent and reliable scientific evidence and appropriate accounting for offset claims. They advise disclosure when an offset purchase pays for reductions that will not occur for at least two years, and they caution against advertising offsets for activities already required by law. These are U.S. marketing guidelines, not a universal international carbon-market rule, but they identify the information a reader should demand.
Watch for vague “carbon neutral” wording
“Carbon neutral” can describe a balance achieved through internal reductions, purchased credits, or both. The phrase is not self-explanatory. Require the company to state the emissions boundary, the calculation period, the amount and type of credits, the retirement status and the treatment of unavoidable residual emissions. If those details are absent, rate the claim as insufficiently supported rather than assuming that a certificate proves neutrality.
Cross-check every public version of the story
Read the sustainability or corporate-responsibility report alongside the detailed inventory, annual report, investor presentation and regulatory filings. Search for the same target year, baseline, scope, credit volume and progress percentage in each document.
How to interpret discrepancies
A difference is a reason to investigate, not automatic proof of deception. Documents may cover different reporting years, subsidiaries, audiences or definitions. Record the explanation if the company provides one. An unexplained omission is more serious when the marketing statement is broad but the technical report is narrow, or when a filing identifies material climate expenditure or risk that the public claim ignores.

Also compare revisions. If a company changes its baseline or boundary, look for a recalculation policy and an explanation of how earlier progress figures were restated. A target that appears to improve only after repeated boundary changes deserves closer scrutiny.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Evaluate standards, certifications and assurance on their actual scope
Write down the exact name of every standard, certification, seal or assurance statement. Then ask what it covers and what it does not.
Standards are methods, not blanket approval
The GHG Protocol Corporate Standard helps organizations develop an inventory; it does not prescribe how verification must be performed. A company can follow an inventory standard while still making an unsupported marketing claim about a product, a target or an offset.
Read assurance statements line by line
Identify the assurance provider, criteria, reporting period, level of assurance, sampled data and exclusions. “Limited assurance” and “reasonable assurance” are different procedures, and an opinion on selected indicators does not validate every sentence in a sustainability report. Check whether Scope 3, estimates, offsets and target projections were included or excluded, and whether exceptions were reported.
Certification does not replace substantiation
The FTC says a third-party certification or seal does not relieve a marketer of responsibility for supporting express and implied claims. The basis of the seal and any material connection between the certifier and marketer should be clear. A logo without accessible criteria, scope and assessment details is weak evidence.
Best Value
Use the same comparison axes for two companies
When comparing companies or competing claims, use identical questions and record “not stated” where a disclosure is missing.
| Axis | Evidence to compare |
|---|---|
| Claim wording | Current result, target, product impact, renewable-energy use or offset compensation |
| Boundary and coverage | Entities, geographies, operations, gases and scopes included |
| Baseline and timeline | Base-year emissions, target year, interim milestones and reporting period |
| Measurement consistency | Method, emission factors, recalculation policy and acquisition treatment |
| Reduction versus compensation | Internal or value-chain reductions shown separately from credits |
| Evidence quality | Methodology, underlying data, assurance scope and disclosed limitations |
| Disclosure consistency | Alignment among inventory, sustainability report, annual report and filings |
Do not award a higher score simply because one company publishes a longer report. A shorter document with a complete boundary, reproducible method and clear limitations can be stronger evidence than a glossy report full of unquantified ambitions.
A worked example of the checking process
Suppose a company states, “We cut our emissions by 40% since 2020.” Treat the following as an illustration of method, not as data about a real company.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Save the sentence and determine whether “emissions” means Scope 1 and 2 only or includes Scope 3.
- Find the 2020 baseline total and the latest total. Confirm that the same entities, facilities, gases and calculation method are used.
- Check whether a divestment, acquisition or accounting change explains part of the difference.
- Look for the latest inventory’s assurance scope and any excluded categories.
- Search the report for credits. If the company reduced operational emissions by 25% and purchased credits equal to another 15%, the statement should not imply that operations alone fell 40%.
- Compare the percentage with the annual report and filings. If those documents report a different boundary or figure, record the reason or mark the claim unresolved.
The outcome should be a documented finding such as “supported for Scope 1 and 2 under the stated boundary,” “partially supported because Scope 3 is excluded,” or “not verifiable from the published evidence.” Avoid a binary verdict when the evidence supports only a narrower claim.
Red flags that require a narrower claim or more evidence
- A broad “green,” “clean” or “eco-friendly” statement with no product, activity or geographic qualification.
- A percentage with no baseline year, baseline quantity, target boundary or reporting period.
- An intensity improvement presented as a reduction in total emissions without showing the denominator and absolute total.
- Scope 1 and 2 figures presented as the company’s entire footprint while material Scope 3 categories are omitted.
- A target that has no interim milestones, implementation plan or current progress.
- Offsets described as if they reduced the company’s own emissions, with no project, vintage, retirement or double-counting information.
- A certification logo whose criteria, assessor, exclusions or relationship with the marketer are not disclosed.
- Different baseline figures in the sustainability report and regulatory filing with no reconciliation.
- Repeated boundary changes that make progress appear larger without a transparent recalculation policy.
- Claims supported only by a standard’s name, without evidence that the company followed the standard for the specific data being advertised.
What these sources can—and cannot—prove
The FTC Green Guides explain U.S. environmental-marketing principles and record a latest revision of 2012. They do not establish a global legal test for every sector or claim. The SEC sample letter is Division of Corporation Finance staff guidance; the SEC expressly describes staff guidance as having no legal force or effect and the examples as non-exhaustive. The GHG Protocol Corporate Standard is an accounting framework, not a universal certification or verification law.
Requirements can differ by country, sector, securities status, advertising channel and claim type. A document review can identify missing evidence and inconsistencies, but a legal opinion, technical validation or assurance engagement may require qualified professionals in the relevant jurisdiction.
Printable evidence checklist
- Exact claim, date, location and surrounding qualification saved.
- Express wording and reasonable implied meaning identified.
- Claim type classified: performance, target, product, energy or offset.
- Inventory period, organizational boundary, gases and scopes recorded.
- Method, emission factors, estimates, exclusions and restatements found.
- Baseline year, baseline emissions, target year and interim milestones documented.
- Absolute versus intensity basis understood.
- Current progress compared using the same boundary and method.
- Operational or value-chain reductions separated from credits.
- Offset project, activity, vintage, retirement and double-counting controls checked.
- Assurance provider, criteria, level, coverage and exceptions recorded.
- Sustainability report, inventory, annual report and filings reconciled.
- Missing information labeled as “not stated,” not inferred.
- Conclusion limited to the precise claim that the evidence supports.
The practical standard is traceability: a reader should be able to move from the claim to the underlying number, from that number to its boundary and method, and from the method to an appropriately scoped review. If any link is missing, narrow the conclusion rather than treating ambition, certification or a credit purchase as proof of climate performance.

One historical indicator of the GHG Protocol’s reach is its report that 92% of Fortune 500 companies responding to CDP in 2016 used the protocol directly or indirectly through a program based on it. That figure is historical and is not a current adoption estimate; it illustrates how widely the accounting framework has been used, not whether any individual claim is accurate.
