A carrier phone deal is only “free” in the sense its written terms promise. Check the promotion and device installment agreement together: confirm what plan, line, trade-in, or account conditions apply; whether the discount is immediate or paid as bill credits; what you owe if you stop qualifying; and the total cost of required service, fees, taxes, and the phone over the same period. A $0 device price alone does not establish a $0 overall commitment.
Start with the written offer and installment agreement
Ask for the complete promotion terms and device payment agreement before signing. The advertisement explains the headline; the documents should spell out the conditions, payment schedule, and what happens if those conditions change. Do not assume a salesperson’s summary covers every restriction.

The Federal Trade Commission’s guidance on free claims says: “When a free offer is tied to the purchase of another product, the price of the purchased product should not be increased from its regular price.” It also says material conditions affecting cost should be clearly and conspicuously disclosed near the advertised price. That is general advertising guidance, not a finding about any particular phone offer.

Its applicability to a specific device-financing transaction depends on the transaction; read the actual offer rather than treating the FAQ as a carrier contract.

Check what you must do to qualify
Write down every eligibility condition and verify it against your circumstances. A deal may depend on more than buying a particular phone.
- The exact phone model, storage capacity, purchase channel, and condition, if applicable.
- A new line, number transfer, selected plan, account type, or customer status.
- A qualifying trade-in model and condition, plus any stated shipping or processing requirements.
- Keeping the line, plan, or account eligible for the full promotion period.
T-Mobile’s published Consumer Code identifies disclosures such as fees to begin service, monthly base charges, taxes and surcharges, fixed-term requirements, terms for receiving a product or service “free,” and limited-time benefits or later charges. It is a carrier-published disclosure code, not the contract for your particular account or proof that a specific advertisement satisfies its terms.

Find out how the phone discount is paid
Determine whether the promotion reduces the price at checkout or offsets installments through recurring bill credits. If credits are spread across months, the phone may not be free up front, and the benefit depends on receiving the scheduled credits.
Ask for the installment amount, credit amount, number and timing of credits, and the expected first-credit bill. Then check the agreement for the remaining device balance and whether credits stop if you cancel service, change plans, transfer a line, or otherwise lose eligibility. Never assume the carrier will forgive the remaining balance or continue credits after a change; the current offer and agreement control.

Bill credits are a documented promotion mechanism, but their schedules vary. For example, an FCC order’s indexed text describes historical August 2022 iPhone 13 promotions in which AT&T and Verizon trade-in discounts were applied over 36 monthly bill credits, while T-Mobile’s described offer used 24 monthly credits and required a new service line and specified plan. These are historical examples, not current offers or a guide to today’s terms. FCC 22-103
Calculate the total cost, not just the phone price
Compare the promotion with a realistic alternative over the same time horizon and with the same service needs. A low or zero device price can be outweighed by a more expensive required plan. North Carolina’s Department of Justice advises consumers to ask about charges beyond monthly access and compare overall wireless prices; this is state-agency consumer guidance, not a nationwide legal rule. Promotion total: upfront device and activation costs + device installments not offset by credits + required service charges over the credit period + taxes and surcharges + any stated exit balance.

Alternative total: the same period of service on a realistic alternative + that option’s phone cost and applicable charges.
Compare both the phone’s net cost and the combined phone-plus-service cost. Include the plan price after any temporary discount ends, not just its introductory price. The T-Mobile code lists limited-time benefits and changed charges after promotional periods among topics to disclose; your own plan documents determine your actual price.

- Get both documents: the current promotion terms and the device installment agreement.
- Confirm eligibility: match the model, trade-in, line, plan, account, and customer conditions to your situation.
- Map the credits: record each credit, its frequency, duration, and first expected appearance; distinguish credits from an instant discount.
- Check the exit terms: locate the device balance and credit rules if service or eligibility ends or changes before the final credit.
- Add every cost: include required service, taxes, surcharges, activation or upgrade charges, down payment, device taxes, and any trade-in costs stated in the offer.
- Compare alternatives: price the same service period with your current plan and an unlocked phone, or another suitable carrier option.
- Keep the terms: save the offer and agreement so you can compare bills with the promised schedule.
What the word “free” does—and does not—settle
“Free” may describe a device cost after qualifying credits, not the total amount you will pay to get and keep service. The offer’s real value depends on its eligibility rules, credit schedule, required plan, upfront charges, taxes and fees, and stated consequences if you no longer qualify. If the seller cannot show those terms in writing, you do not yet have enough information to establish the deal’s full cost.
